HC sets aside Guv’s nod to prosecute Cong leader Ashok Chavan

Mumbai: The Bombay High Court on Friday set aside the sanction granted to the CBI by Maharashtra Governor C Vidyasagar Rao to prosecute senior Congress leader Ashok Chavan in the Adarsh housing society scam. A division bench of Justices Ranjit More and Sadhana Jadhav ruled that though the CBI had claimed to be in possession of fresh evidence against Chavan at the time of seeking the sanction, it “failed to present any fresh evidence.” The bench said the material presented by the Central Bureau of Investigation (CBI) before Governor Rao could not be converted.

Cong ‘choreographed’ 2G chargesheet, verdict not clean chit to party: BJP

New Delhi: The BJP on Thursday cited a Supreme Court verdict on 2G spectrum to assert corruption in the case and claimed that a trial court order acquitting the accused was no “clean chit” to the opposition party. While Finance Minister Arun Jaitley cited the details of the UPA government’s policy and the apex court’s subsequent order in 2012 quashing all allocations to say that the facts proved corruption in the case, his colleague Prakash Javadekar claimed it was the Congress which had “choreographed” the chargesheet in the criminal matter. The trial

court in its verdict on Thursday had described the chargesheet as “choreographed”. Javadekar told reporters that the CBI had filed it in 2011 when the Congressled UPA was in power. “The Congress choreographed it,” he said, citing a case in which then law minister Ashwani Kumar had

Hyd: ‘Jilted lover’ pours petrol on woman, sets her afire in public Hyderabad: A 22-year-old woman was attacked by her alleged lover who poured petrol on her and set her ablaze in Lalaguda on Thursday evening. The victim, identified as Sandhya Rani, was working in a company at Shanti-nagar, manufacturing aluminium doors. She suffered 70 per cent burns and was being treated at Gandhi Hospital. The attacker, Karthik, had known her for over a year and claimed to be in love with her, said sources. “She had been declining his proposals saying it was against her family values and that they could remain friends,” a Lalaguda police officer said. After she turned down his offers to take her out, Karthik decided to murder her.

to resign after he was accused of interfering with a CBI report into a probe in coal block allocations. Javadekar likened the case to a murder probe, saying that if somebody was killed, the guilty had to be exposed. Similarly, he said, corruption had taken place and the guilty had to be found.

Jaitley told reporters that the Congress should not treat the 2G verdict as a “badge of honour”. Citing the Supreme Court verdict in 2012 quashing all allocations, he said the fact that the UPA’s policy was dishonest and intended to promote corruption had been upheld by the apex court. Each allocation was quashed as arbitrary and unfair, he said, adding that the criminal case was launched on the Supreme Court’s order. “Its (Congress’s) history is of corruption. Facts have proven it. Congress leaders are treating the judgement like a badge of honour and certification .

No peace talks until Pakistan stops supporting militants in J&K: Army Chief

Jaipur: Indian Army Chief General Bipin Rawat on Friday said peace talks with Pakistan can take place only when it stops supporting terrorists in Jammu and Kashmir. Given its actions, it doesn’t appear that Pakistan really wants peace, the Army chief added. He was in the western sector, close to the India-Pakistan border, to witness the ‘Hamesha Vijayee’ exercise conducted by the Southern Command in Thar desert. Rawat said Pakistan should stop supporting terrorists. “Only then can we say that peace talks should take place,” he told reporters in the exercise area near Barmer. “We also want relations should be better but given what kind of actions there are (from their side) and terrorism is spreading in Jammu and

Kashmir, it doesn’t appear that they really want peace,” Rawat said. The Army, paramilitary forces and Jammu and Kashmir police have been taking actions against militants in Jammu and Kashmir successfully and the action will continue, he added. PMO officials ‘suppressed controversial 2G facts’ from Manmohan: Court

New Delhi: Senior officials at the office of then prime minister Manmohan Singh had “suppressed the most relevant and controversial part” of A Raja’s letter and the then telecom minister “cannot be faulted” for misrepresenting the facts, a special court said on Thursday. The CBI had alleged that Raja had misled Singh in his letters on several key issues related to the policy of grant of 2G spectrum licences, including first-come-first-served and the cut-off date. “It was not A Raja, but Pulok Chatterjee, in consultation with T K A Nair, as he had suppressed the most relevant and controversial part of the letter of A Raja from the then Prime Minister,” Special CBI Judge OP Saini said while acquitting all accused in three separate 2G spectrum cases. “In the end, I do not find any merit in submission of the prosecution that the Prime Minister was either misled by A Raja or that the facts were misrepresented to him,” the judge said while making a stinging remarks against the top bureaucrats. Judge Saini said that CBI’s arguments in this regard were advanced just to “prejudice” the mind of the court. “The arguments have been taken up by the prosecution just to prejudice the mind of court by invoking the high name and authority of Prime Minister of the country,” he said. The court held that Raja “cannot be faulted” for alleged misrepresentation of facts before Singh as the complete facts were not placed before him by his own office. Referring to a note by Chatterjee, the court said it was lengthier than Raja’s letter to the prime minister. “Prime Minister is a busy executive. Where from would he find time to read such lengthy notes.

BJP can’t afford a new leadership in Gujarat

Cut to size in the recent Assembly elections, the BJP high command — Prime Minister Narendra Modi and party President Amit Shah — had little choice but to repeat Vijay Rupani and Nitin Patel as the Chief Minister and Deputy CM in Gujarat. The BJP, which had set a target of at least 150 seats in the 182-member Assembly, ended up winning just 99. On the contrary, it found its main rival Congress strengthening itself from 57 seats in 2012 to 77 now. Barely scraping through to return to power, and without a comfortable three-figure majority in the Assembly for the first time, the BJP did not have many options but to fall back upon the existing leadership. Unlike the ‘experiments’ it did in other States, where it crowned as CMs leaders representing Hindu caste ‘minorities’, it decided to continue with the Rupani-Nitin duo. Rupani represents the numerically smaller Jain community (less than 2 per cent of the total population) in the State, and eminently fits the party’s strategy. The BJP also had no option but to repeat Patel as Deputy CM. After the near-exit of Anandiben Patel, he is seen as the tallest party leader from the Patidar community. He will be the party’s chief firefighter, what with Hardik Patel threatening to continue with the agitation under the auspices of the Patidar Anamat Andolan Samiti (PAAS), backed by a rejuvenated Congress. Indeed, the Gujarat duo has worked reasonably in tandem, giving hope to the BJP that they could continue to deliver. A section of the BJP had floated the name of Union Minister Purushottam Rupala, a senior Kadwa Patidar leader from Amreli district, as a replacement for Rupani. But Rupala could not make it for two reasons. One, he does not exactly enjoy the full confidence of the Modi-Shah duo — his utterances against Modi when the latter was the CM were rather well known. Two, the BJP did not want to be seen succumbing to the numerically powerful Patidars (15 per cent) or entrust the State with a leader it did not fully trust. The new-old Rupani-Nitin duo has its task cut out from the moment they resume work next week. Beside the Hardik ‘headache’, they now have to grapple with Dalit leader Jignesh Mevani and OBC leader Alpesh Thokore in the Assembly. While Mevani contested polls as an independent, Thokore stood on Congress ticket. Besides, the new BJP government will have to shoulder the difficult task of preparing for the 2019 Lok Sabha elections. In 2014, the party had won all the 26 seats and any dent in this number could directly reflect on the central leadership. To begin with, Rupani and Nitin Patel will have to look into their party’s manifesto and start delivering on the promises. That is a tall order: remunerative prices to farmers, creation of jobs, accelerating the pace of industrial growth et al. These are more important than showpieces like the proposed bullet train or the seaplane. For, their performance on these issues will decide what lies in store for the BJP in 2019.

The Salman Khan starrer is an enjoyable fare

Mumbai: Tiger Zinda Hai movie review: Salman Khan and Katrina Kaif starrer goes several steps ahead in creating a channel between India and Pakistan: if their spies can bond in the face of a common enemy, why not the two estranged nations? Tiger is back. The sequel to Ek Tha Tiger reunites us with Salman The Spy, who still makes a killer ‘kaali’ daal, schmoozes with his beloved ‘biwi’ Zoya (yes, gasp, the very one from Pakistan) and saves the world, with a little bit of help from both their friends. Tiger Zinda Hai also goes several steps ahead in creating a channel between India and Pakistan: if their spies can bond in the face of a common enemy, why not the two estranged nations? Only Bollywood can dare go down this ‘aman-kiasha’ path with such schmaltzy bravura, and given that Salman had successfully darted across the border in ‘Bajrangi Bhaijaan’, why not do an encore this time around?I’d enjoyed the first one while it lasted. I had fun in this one too, once I got past the whole ‘Come Children, Here’s Make A Spy Story For You’ explanatory mode of the flick, directed this time by Ali Abbas Zafar. Literally every plot point is picked up and repeated BEFORE it happens, so everything is easy peasy, comic-book-y. I shut my ears every time this happened, and returned only when the action re-started. Which, let me tell you, there is plenty of, and almost all well-choreographed, even if familiar. And the number of vehicles going up in smoke should give Rohit Shetty a complex.

Sports Special Kohli’s dismal tour of England in 2014 was the reason behind Warne’s assesment.

Shane Warne picks Steve Smith as the best Test batsman over Virat Kohli Manchester United boss Jose Mourinho escapes FA sanctions for pre-derby comments Melbourne: Spin legend Shane Warne has rated Steve Smith as a better Test batsman than India captain Virat Kohli, saying when it comes to five day game the Australia skipper “is the man”. Warne has listed his top 11 batsmen from those he has either seen or played with or against. On the list, Smith shares the 10th spot along with Kohli, though Warne feels the Australian just

outsmarted his India contemporary when it comes for Test cricket. “To me Steve Smith is the best Test batsman in the world,” he wrote in his News Corp column. “Virat Kohli is the best across all three formats of the game, but across five days, Steve Smith is the man.” Warne has high regards for Kohli’s batsmanship but feels the only blip in the Indian captain’s glorious career

so far is his failure to score big in English conditions. Kohli’s dismal tour of England in 2014 was the reason behind Warne’s assesment. On the contrary, Smith has made three away Ashes hundreds and averages 43.31 in the UK. “I don’t assess greatness by stats, but rather by the way someone played the game, the way they influenced results and the impact they had on

all of us,” he wrote. “To me a great batsman has to have made a hundred in three key countries: in England, against the Duke ball on seaming and swinging pitches; in Australia, on our fastpaced, bouncy tracks; and of course, in the dust bowls of India, on pitches that spin and spit,” added Warne, who played 145 Tests for Australia between 1992 and 2007.

London: The English Football Association said on Thursday that Jose Mourinho will face no sanctions following an investigation of comments he made before the recent Manchester derby. The FA said it has decided to take “no formal action” after reviewing evidence provided by Mourinho’s club Manchester United, understood to be relating to suggestions that Manchester City players make “tactical fouls” to break up opponents’ attacks. However it “reminded Jose Mourinho any further public comments about match officials may result in disciplinary action”. Mourinho’s escape from disciplinary action comes after the FA announced that no formal action would be taken against United or City following ugly scenes that overshadowed the derby at Old Trafford earlier this month. City beat United 2-1 to consolidate their position at the top of the Premier League on December 10.

Sumit does not want to accept the offer of enhanced credit limit fearing debt trap resulting from increased card spends. Like Sumit,

there are many who avoid credit limit increase due to their fear of spending more than they can repay and hence, falling into a debt trap. However, for cardholders who can manage their credit wisely and repay their bills timely, credit limit increases can lead to several benefits. Here are some of the advantages of enhanced credit limit: Higher credit score

– Credit bureaus consider your credit utilization ratio while calculating your credit score. This ratio is the proportion of your total credit limit availed by you. Lenders consider loan applicants with credit utilization ratio of over 30–40% as risky and therefore, more likely to default. Thus, credit bureaus would too reduce your credit score on breaching those limits. In this sceanrio, an increase in credit

Is it wise to increase the credit limit on your credit card? limit will decrease your credit utilization ratio - provided your card spends remain the same. This would invariably increase your credit score. For instance, assume that you spent Rs 20,000 in a particular month on your credit card having a credit limit of Rs 50,000. The credit utilization ratio for that month would be 40%. Now if your credit card issuer increases your credit limit to Rs 80,000.

Committed to raising India’s share in Govt introduces global trade: bill on GST Suresh Prabhu

compensation cess in Lok Sabha

New Delhi: The government on Friday introduced a bill in the Lok Sabha that would replace an ordinance wherein tax rates on various motor vehicles were hiked to a maximum of 25 per cent under the Goods and Services Tax (GST). Finance Minister Arun Jaitley introduced the GST (Compensation to States) Amendment Bill, 2017. An ordinance to hike the GST cess on a range of cars from midsize to hybrid variants to luxury ones to 25 per cent was issued in September. The bill would replace the ordinance. Explaining the details, Jaitley in the bill’s Statement of Objects and Reasons said the GST Council meeting on August 5 had recommended a 10 per cent increase in the maximum rate at which compensation cess can be collected on certain motor vehicles. The tax

rate was to increase to 25 per cent from 15 per cent. In this regard, the maximum rates were to be increased immediately by amending the GST (Compensation to States) Act, 2017 before the next meeting of the GST Council that was scheduled for September 9. This was to ensure that the “cushion in maximum rate for compensation cess for such motor vehicles was available at the said meeting,” the statement said. As Parliament was not in session at that time and considering the extraordinary urgency of the situation. According to the statement, the Act was enacted with a view to provide for compensation to the states for loss of revenue arising on account of implementation of the GST. Last week, the Cabinet had cleared the bill to replace the ordinance.

New Delhi: The government is committed to increasing India’s contribution to global trade in a “very significant” manner, Commerce and Industry Minister Suresh Prabhu said on Friday. He said he was looking forward to the country, which has about 1.7 per cent share in global trade, taking a rightful place in the world community as a significant player. Speaking at the foundation stone laying ceremony of the International Exhibition-cumConvention Centre (IECC) and the Integrated Transit Corridor Development Project here, Prabhu said that both imports and exports contribute significantly to improving the country’s GDP. “When we import something, that also adds to consumption, adds to the capacity of Indian manufacturing to create world- class products. Obviously when we

export, it creates new capabilities,” he added. India is poised to be the third largest economy in the world, Prabhu said, adding that several factors are however need to make that happen. “One of them obviously is increasing investments, increasing consumption within the country, and also propelling India to a new growth trajectory by making global trade as a driving force of increasing the rate of growth of Indian economy,” he said. Referring to the IECC, Prabhu said the Pragati Maidan re-development project will be an exhibit of what India is going to be. “If you look at the kind of facilities that are going to be created, it is truly in the spirit of what modern India should be. This (project) will showcase India’s ability to create worldclass infrastructure,” he said. Housing and Urban Affairs Minister Hardeep Singh Puri said India’s capacity to hold international events.

An election of the people Surat civic body to implement In Gujarat, issues highlighted by new leaders, parking policy to curb traffic social movements informed the campaign

Ahmedabad : Jignesh Mevani, Hardik Patel and Alpesh Thakor began by voicing the concerns of their respective communities but eventually, they brought ordinary people’s agenda to the centre stage. The Gujarat elections this time have been extraordinary, perhaps historic, for anyone interested in sociology. The high-decibel campaigns by the big two political parties have invited much attention. But the most striking feature of this election has been the people’s democratic participation. Earlier elections, in 2002, 2007 and 2012, were a kind of no-contest given the dominance of the BJP. The electorate was left without any alternatives and the successive BJP governments appeared indefatigable. The Congress and other political parties could not offer political alternatives to the Gujarati electorate. Nor could they provide opposition to the BJP’s rule in a legible manner. The BJP continued to win election after election, even as many voters continuously felt alienated. But three restless young men emerged from

Gujarat’s soil and things began to look up. Jignesh Mevani, Hardik Patel and Alpesh Thakor began by voicing the concerns of their respective communities but eventually, they brought ordinary people’s agenda to the centre stage. This led to the emergence of a pro-people narrative around agrarian distress, unemployment, privatisation of education, lack of civic amenities, subsidies to industry, governance, dignity etc. They could achieve something that the established political forces could not. In the end, the BJP’s narrow victory was thanks to the rhetorical skills of the prime minister. In a democracy, elections present an opportunity for citizens to raise crucial issues concerning them and also to demand accountability from the political class. Unfortunately, this could not happen in successive elections for the last two decades in Gujarat. This time, the three young leaders were able to articulate people’s concerns and demand solutions. They did this, broadly speaking, without any political affiliations. The huge attendance at their rallies and meetings was an indication that they were voicing concerns which the political parties had failed to understand. It must be mentioned here that apart from the agitations led by these three social leaders, there have been several protest movements throughout the state in the last few years.

The roads selected for the implementation of this policy include Anand Mahal road (Rander), Majuragate to Kshetrapal health care centre (Central Zone), Prannath hospital to Singhanpur cross road (Katargam zone), Varachha main road (Varachha), Udhna darwaja to Satyanagar (Udhna zone)

Surat : Surat Municipal Corporation has come up with a parking policy to tackle traffic congestion and at the primary level, a single road each in all seven zones has been selected where the commuters will have pay to park their vehicles on the road. Surat Municipal Commissioner M Thennasaran in a meeting with the zonal heads of all seven municipal zones of Surat and police department officials discussed the parking policy and decided to postpone its implementation till after December 20 due to model code of conduct. At the meeting, the main roads of all seven zones with high traffic where people used to leave their vehicles parked, were identified. As part of the policy, a yellow strip would be painted on the roads designating the area for parking of public vehicles and the commuters will have to pay by the hour. The roads selected for the implementation of this policy include Anand Mahal road (Rander), Majuragate to Kshetrapal health care centre (Central Zone), Prannath hospital to Singhanpur cross road (Katargam zone), Varachha main road (Varachha), Udhna darwaja to Satyanagar (Udhna zone).

Catalan separatists win crucial snap poll with absolute parliamentary majority Barcelona: Catalan separatists won a crucial snap poll on Thursday, plunging their region into further uncertainty after a failed independence bid rattled Europe and triggered Spain’s worst political crisis in decades. With turnout at a record high and 99.9 per cent of the ballots counted, the election handed a mandate back to the region’s ousted separatist leaders, even after they campaigned from exile and behind bars. In a clear indicator of the huge gulf over independence afflicting Catalan society, anti-secessionist centrist party Ciudadanos had the

biggest individual result with 37 of the 135 seats in the regional parliament. “It’s a strange feeling. We won the majority of seats, but we lost in votes,” 26-year-old doctor and separatist supporter Fran Robles said after the results were announced. “It’s a good reflection of

the reality that Catalonia is politically divided,” he added. But unless the three pro-independence lists fail to clinch a deal to work together in the coming months, they will rule Catalonia with 70 of the 135 seats in parliament -two less than their previous tally of 72. For Catalans

on both sides of the divide the day had been a moment of truth, following weeks of upheaval and protests unseen since democracy was reinstated following the death in 1975 of dictator Francisco Franco. “This is a result which no one can dispute,” deposed leader Carles Puigdemont said from self-imposed exile in Belgium, emboldened by the separatists’ win. “The Spanish state was defeated. (Prime Minister Mariano) Rajoy and his allies lost,” he told reporters. The Spanish government called the election after it took the unprecedented step of stripping Catalonia.

in Ahmedabad. hmedabad Police had also not granted permission to the roadshows of Congress president Rahul Gandhi and the BJP on December 12, a day before campaigning for the Gujarat Assembly elections ended. ACP Reema Munshi gets relief from Gujarat High Court Ahmedabad : A division bench of the Gujarat High Court on Thursday gave relief to Assistant Commissioner of Police (ACP) Reema Munshi while allowing an appeal against a single bench order of the HC which had directed her to “vacate the public office.” Holding that Munshi had manipulated her physical test results during the recruitment process in 2011, the single bench had directed the state government to appoint the petitioner Neha Parmar, who is the next meritorious candidate. Munshi had filed an appeal against this order. On Thursday, justices Akil Kureshi and A Y Kogje allowed Parmar’s lawyer Rahul Sharma’s request to stay the order. Meanwhile, Munshi continues to be on leave. During the recruitment in June 2011, Munshi was examined thrice by standing medical board, Ahmedabad. On each occasion she was declared unfit by the board. The petitioner has alleged that although recruitment notice was published in June 2006, lists of successful candidates were declared five years later in 2011.

Terrorist-cum-political commentator: Hafiz Saeed condemns US, Israel

Lahore: Days after his release from house arrest, Hafiz Saeed, a UN-designated terrorist, has been issuing political comments and statements against the United States and Israel on the issues of Jerusalem and the future of the Palestine State. The co-founder of Lashkare-Taiba and the chief of Jama’at-ud-Da’wah recently reacted strongly to US President Donald Trump’s announcement to shift the American Embassy to Jerusalem, terming the decision pro-Zionist and antiMuslim. He made these statements in both Lahore and Karachi. He warned President Trump that his recognition of Jerusalem as the capital of Israel would evoke a strong reaction from the Muslim world and could possibly lead to a declaration of war across the Middle East. Saeed, who was released from house arrest on November 23, has led anti-US demonstrations at the Markaz al Qadsiya in Lahore and

attended a Friday sermon at the Markaz Aqsa in Gujranwala. On December 12, in Karachi, he stated that member countries of the International Human Rights bodies were

active in trampling human rights and also condemned the silence of these institutions to the “oppression” of Muslims in Palestine and other parts of the world. He further added that Israel in Palestine are “committing atrocities” and urged the Government of Pakistan not to become the victim of external forces and stand with Palestinians in their “freedom struggle”.
