Chandigarh : Punjab Chief Minister Amarinder Singh has urged the Centre for expeditious resolution of the issue of opening up of the Kartarpur Sahib corridor for preparedness of 550th birth anniversary of Sikhism’s founder Guru Nanak Dev. Singh said that being a bilateral issue, this needed an active engagement of both India and Pakistan for its resolution. He said he had personally met the prime minister and the external affairs minister and requested them to take up the issue with Pakistan. Telangana stays out of Ayushman Bharat scheme, BJP hits out

New Delhi : As Prime Minister Narendra Modi launched the Ayushman Bharat health insurance scheme on Sunday in Jharkhand, Telangana chose to not partake in the scheme citing a state scheme that covers nearly 80 lakh families, thus drawing flak from BJP. Telangana has decided not to implement the Centre health scheme and instead stay put with the state’s Aarohyasri’ Health Scheme. “We already have Aarogyasri scheme…As of now, Telangana has not participated in the (central government’s) scheme,” officials sources told PTI. When questioned whether the Centre’s health scheme would be implemented at all, the official said that the state planned to continue with the Aarogyasri scheme as it was a robust programme.

Manohar Parrikar to continue as chief minister of Goa: Amit Shah

New Delhi : Putting to rest the rumours surrounding appointment of a new chief minister in Goa, BJP president Amit Shah Sunday said that Manohar Parrikar will continue to lead the state. However, changes in the cabinet are imminent. “After discussion with the core team of the party in Goa, it has been decided that Manohar Parrikar will continue leading the state government. However, there will be changes in several departments and the Cabinet of the state government soon,” Amit Shah said on Twitter. New Delhi : The Haryana Police Sunday arrested Manish and Pankaj, two of the three accused who went absconding after being accused of gangraping a 19-year-old girl in Rewari. DGP BS Sandhu said 30 police teams were formed to nab Pankaj, who is an Army man, and college student Manish. The prime accused, Nishu, who was held last week, has been sent to judicial custody for four days. All three accused are from a village in Rewari district. Two others, Deendayal and Dr Sanjeev, who were on fiveday police remand were also sent to judicial custody. While Deendayal is the owner of the tubewell where the sexual

Debt market worries for the stock market

The financial sector dominated the Indian stock market last week and is likely to remain in focus in the near term. Starting with the announcement of the merger of three state-owned banks, the week ended with panic on select counters. Yes Bank, for instance, plunged about 29% after the Reserve Bank of India (RBI) denied an extension to its managing director and chief executive officer Rana Kapoor. However, by the end of the week, the bigger story was playing out in the non-banking financial companies (NBFC) space. There are multiple issues here. On the one hand, there are concerns about the rising cost of money; on the other, defaults by Infrastructure Leasing and Financial Services (IL&FS) are affecting sentiment. The problems in the debt market are spilling over to the equity market. For example, the shares of Dewan Housing Finance fell by about 60% on Friday and ended the day with losses of over 40%. Panic was triggered by the news that a fund house has sold its one-year paper worth ₹300 crore at 11%. Although the fund house and Dewan Housing Finance executives came out to explain their position, it was not enough to calm the market. The nervousness led to a sell-off in other NBFCs as well. The macroeconomic environment is also not supportive. The liquidity condition in the market is expected to remain tight in the near term. The selling by foreign investors and the anticipation that RBI might increase policy rates in its October meeting is pushing yields up. The yield on the 10year government bond has also gone above the 8% mark. Since NBFCs don’t have a sticky deposit base unlike banks, some of the highly leveraged entities might find it difficult to roll over debt. This could be a risk, as higher funding costs will affect margins. Things might become more difficult for companies with weak asset quality. These risks will be reflected in stock prices. But the bigger worry at the moment for the market is IL&FS. It is facing a cash crunch and has missed several payment obligations. Rating agencies have cut its credit ratings. It has over ₹90,000 crore in debt and more than half of it is from banks. There are other financial institutions such as mutual funds that hold its paper. Theoretically, the fear of losses could lead to redemption pressure for mutual funds. It is likely that mutual funds will sell more liquid assets to meet the redemption demand, putting pressure on prices of those assets. Falling prices and rising rates would further increase redemption demand. Therefore, it is important that a problem like this is quickly addressed to minimize the impact on the broader market. However, at this stage, it is not clear as to how things would move forward for IL&FS. It has a large public sector holding.

New Delhi: The Reserve Bank has shortlisted five IT firms including Infosys and TCS for implementation of a centralised information and management system (CIMS) for seamless data collection and validations. The central bank had invited of expression of interest (EOI) in July for identification of solution provider for implementation of CIMS by overhauling the Data Warehouse (DW) of the apex bank. After evaluation of the responses, the Reserve Bank of India (RBI) said “it has been decided to shortlist” five vendors for issuance of ‘Request for Proposal’ (RFP) for selection of vendor for CIMS development and

implementation. The vendors are: Capgemini Technology Services India, IBM India, Infosys, Larsen & Toubro Infotech and Tata Consultancy Services. The RBI had proposed a CIMS comprising of DW and Data Lake (DL) which would include, seamless data collection from regulated entities

by creating system-tosystem interface; system driven data validation and data review; flexible and scalable data repository and providing data dissemination platform. The CIMS would also include centralised analytics platform to facilitate creation of RBI Data Sciences Lab. The RBI, in April, had

New Delhi: Under pressure to clamp down on sinister messages, Whatsapp has appointed a grievance officer for India and detailed out the process for users to flag concerns and complaints, including those around fake news. Meeting one of the key demands that India had put on Whatsapp to curb fake messages that triggered mob killings, the Facebook-owned company has updated its website to reflect the appointment of a ‘Grievance Officer for India’. The update mentions that users can seek help through the mobile app, send an email or write in to ‘Komal Lahiri’, who is based out of the US. New Delhi: ICICI Bank made a slew of submissions to Sebi during a public consultation process for overhauling its settlement rules, but the regulator did not see merit in most of the suggestions, officials said. The suggestions made by the private sector major, which last week clarified it has not filed any settlement plea as such with Sebi, covered issues ranging from timelines to limitation clause to applicable payments. The clarification followed some media reports wrongly quoting Sebi’s top officials as saying that

An ICICI Bank spokesperson did not reply to a detailed set of queries regarding its submissions in the consultation process. However, sources familiar with the matter said the bank has been making its submissions for all major draft rules across sectors for years as a responsible institution and it has a robust history of participating in public consultation processes. Bank in Sebi’s consultation process included applicants being allowed to seek settlement with a declaration that they “deny” the charges, as against the proposed clause of seeking to settle either by “admitting” or “without admitting or denying”. Sebi felt any settlement with denial will adversely impact proceedings against other co-accused and it has been rejecting settlement pleas while ‘denying’ the charges since beginning of the consent mechanism. The rules are similar in the US where applicants can settle

The Securities and Exchange Board of India (Sebi) had initiated the consultation process last month on recommendations made by a high-level committee and public comments were sought till September 1. Subsequently, Sebi last week presented a detailed proposal to its board, which approved the new guidelines to be notified soon. According to officials, the board was presented a detailed note on all submissions, along with Sebi’s comments.

New Delhi: The tax department has slapped ONGC Videsh Ltd a service tax demand of Rs 7,666.10 crore on remittance the firm makes to its overseas subsidiaries for past one decade, sources in know of the development said. OVL, the overseas arm of state-owned Oil and Natural Gas Corp (ONGC), has stakes in 41 projects in 20 countries spanning from Venezuela to New Zealand. For the operations of these projects, the local units and joint ventures would raise a demand for money on the parent, OVL, which would transmit the funds. The service tax department now contends that the overseas units are rendering a service to OVL and as such the company is liable to pay service tax at the full rate,

sources said. The tax demand pertains to the period 2006 to 2017. The service tax department had first issued a demand cum show-cause notice on October 11, 2011, requiring OVL to show cause why service tax amounting to Rs 2,816.31 crore plus interest on such amount and penalty should not be demanded and recovered. The tax amount was calculated based on foreign currency expenditure reported in the company’s financial statements covering the period from April 1, 2006 to March 31, 2010. Sources said the tax department contends that these expenses represent business auxiliary services rendered by the foreign branches and operator of the joint venture/ consortium to OVL.

Besides this, in case of road accidents, the state government is giving financial assistance of Rs. 50,000/- for the medical treatments. Deputy Chief Minister Mr. Nitinbhai Patel added that the PMABHS will cover 10-crore poor families, irrespective of their castes or religious identity, across the country, including 2-crore poor citizens from Gujarat. Under the scheme, the government will pay premium to the insurance company. Of the scheme, the Central and State Governments would share 60 % and 40 % amount, respectively.

Man stabs five people after altercation during Ganesh immersion procession in Gujarat; 1 person dead

Surat: A man was killed Sunday after a car driver allegedly went on a stabbing spree following an altercation with people taking a Ganesh idol for immersion, police said. “The incident happened in Sayan town near Surat, and the attack left five people injured, one of whom later died,” they said, adding that the accused was arrested. “Car driver Chaitanya Rawal was unable to move his car due to the procession. He had an argument with the people in the immersion procession. Matters escalated and he stabbed five people. One of them, Dhaval Patel, died from the stab wounds,” an official said. “Police nabbed Rawal from the spot and brought him

The samples of the dead carnivores have also been sent to Pune’s National Institute of Virology to ascertain if any virus caused the death. “Each of the 64 teams comprise a forester, two beat guards and a lion tracker. These teams will carry out the exercise under the supervision of respective range forest officers. A total 270 guards and officers have been assigned the task. In fact, teams in Dalkhaniya range have already started screening the big cats from today,” Principal Chief Conservator of Forests (PCCF) G K Sinha told mediapersons in Junagadh on Sunday.

Algiers : OPEC’s leader Saudi Arabia and its biggest oil-producer ally outside the group, Russia, ruled out on Sunday any immediate, additional increase in crude output, effectively rebuffing US President Donald Trump’s calls for action to cool the market. “I do not influence prices,” Saudi Energy Minister Khalid al-Falih told reporters as OPEC and non-OPEC energy ministers gathered in Algiers for a meeting that ended with no formal recommendation for any additional supply boost. Benchmark Brent oil reached $80 a barrel this month, prompting Trump to reiterate on Thursday his demand that the Organization of the Petroleum Exporting Countries lower prices. The price rally mainly stemmed from a decline in oil exports from OPEC member Iran due to fresh U.S. sanctions. “We protect the countries of the Middle East, they would not be safe for very long without us, and yet they continue to push for higher and higher oil prices! We will remember. The OPEC monopoly must get prices down now!” Trump wrote on Twitter. Falih said Saudi Arabia had spare capacity to increase oil output but no such move was needed at the moment. “My information is that the markets are adequately supplied. I don’t know of any refiner in the world who is looking for oil and is not able to get it,” Falih said. Russian Energy Minister Alexander Novak said no immediate output increase was necessary, although he believed a trade war between China and the United States as well as U.S. sanctions on Iran were creating new challenges for oil markets.
