Short News Two killed after bike rams into divider on Delhi’s Signature Bridge New Delhi : Two medical students were killed on Friday morning after they rammed a road divider and fell off the Signature Bridge in New Delhi. Initially, it was suspected that the victims were performing stunts. However, the police in their investigation have ruled out that angle. The deceased have been identified as Satya Vijay Shankaran (23) and Chandra Shekhar, they added. Shankaran, who hailed from Ranchi, was interning with the Hindu Rao Hospital and Shekhar, a resident of Khanpur in south Delhi, was a second-year MBBS student of Hindu Rao Medical College, police said. The Signature Bridge, which was inaugurated amid much fanfare and political tussle on November 4, has a become a cause of concern with several visitors taking “dangerous” selfies, and causing traffic snarls by parking in the middle of the bridge.

India protests against harassment of high commission officials in Pakistan New Delhi : Less than 24 hours after India and Pakistan reached an agreement over the opening of Kartarpur corridor, Delhi has strongly protested against the alleged harassment of Indian High Commission officials and denial of access to Sikh pilgrims visiting Pakistan. “Despite having been granted prior travel permission by Ministry of Foreign Affairs of Pakistan, the Consular officials of the High Commission of India in Islamabad were harassed and denied access on November 21 and 22 at Gurudwara Nankana Sahib and Sacha Sauda,” the MEA said in a statement on Friday. The high commission officials were forced to return to Islamabad without performing their consular duties vis-a-vis Indian pilgrims, the MEA added. In a statement, the MEA said India has also expressed grave concern at the reports of attempts being made during the ongoing visit of the Indian pilgrims to Pakistan, “to incite communal disharmony and intolerance and promote secessionist tendencies with the objective of undermining India’s sovereignty and territorial integrity”.

6 Lashkar Terrorists Killed In Encounter In Jammu and Kashmir’s Anantnag

NEW DELHI : In a major boost to anti-terror operation, security forces have killed six terrorists belonging to Lashkar-e-Taiba during a fierce encounter in Jammu and Kashmir’s Anantnag district early this morning. The operation was jointly launched by the army, Jammu and Kashmir police and CRPF in Sekipora village in Bijbehara, around 50 kms from Srinagar. All the terrorists were killed without any collateral damage, a senior officer said, adding that it was one of the most successful operation in recent years. Arms and ammunition, including INSAS rifles, were recovered from the spot, he said. As a precautionary measure, authorities have

suspended mobile internet services in Anantnag. Three days ago, four terrorists were shot dead in a fierce encounter at a village in Shopian district. A soldier was also killed in the gun battle. He said it was a “difficult operation” given that “it was still very dark when it started and that militants were neither hiding in a house nor confronted in an open field as has been seen of late during anti-militancy operations”. “The militants were cornered after they came out of their hideout and killed,” the police official said. While bodies of slain militants were immediately recovered and taken to the district police lines, confusion prevailed over their identity for most part of the day.

The explosive material was planted in the Friday Market (Juma Bazar) near an imambargah, a Shia religious place, in Aurakzai tribal district’s Kalaya area outside. At least 25 people were killed while more than 35 others injured, Geo news quoted district administration officials as saying. Officials said that most of the victims were minority Shia Muslims. Changing the status quo on sexual assault

On the morning of 17 December, 2012, Delhi woke up to a horror story of gang rape and torture of a woman who eventually succumbed to the brutalities. As widespread protests erupted following the ‘Nirbhaya’ case, people and specifically women became increasingly aware of their vulnerability—that another such incident may be lurking just around the next corner. We know that sexual assaults and rape are likely to be underreported not only in India but across the world due to the stigma involved. But the trends matter nonetheless. An increasing trend in such crimes could reflect both an actual increase in the occurrence of such crimes as well an increase in such crimes being registered. This plays out in the data on incidence of rapes and sexual assaults reported by women following the Nirbhaya case. This data is made available by the National Crime Record Bureau (NCRB). The proportionate increase in reported incidence of rapes in India between 2012 and 2013 was 30%, while for assaults it was a massive 58%. Assaults include cases of sexual harassment, intent to disrobe, voyeurism, stalking and other physical acts which do not involve penetration and thus are, by definition, lower in criminal content than rape. One striking feature of the yearly incidence of rapes and assaults reported per 100,000 female population in Delhi is a spike in the reported cases in 2013. There is a clear uptick post 2012 in reporting of such crimes in Delhi, which is much larger than the previous trend until 2012. The reported incidence of assaults increased from 18 per 100,000 females in 2012 to 43 in 2013. This is more than a 125% increase. The increase in reported rapes (at 42% by 2014) is muted in comparison to assaults. A possible reason is that reporting rape is encumbered by larger associated societal stigmatization. When looking at similar reports for other states, the largest spike in assaults is also observed in states that are in close proximity to Delhi. In Haryana, for instance, assaults per 100,000 women between 2012 and 2013 went up from four to 12, in Punjab from three to eight, in Rajasthan from seven to 14, in Uttar Pradesh from three to seven, in Uttarakhand from three to six and in Himachal Pradesh from seven to 14. This shows at least a doubling of such reports by women in states neighbouring Delhi. It is unlikely that the true incidence increased manifold in one year since there was no such existing rising trend. This increase may seem part of a rising general crime rate, but notably there is no such spike observed for other crimes like domestic violence, murder, theft and grievous hurt for Delhi or its neighbouring states in 2013. Another possible reason could be the stricter laws that were introduced nationally in the wake of the protests. The Criminal Law (Amendment) Act of 2013 made punishments stringent, repealed regressive tests for gathering evidence once rape was reported and put in motion the setting up of fast track courts.

RBI likely to maintain status quo on policy rates: report

New Delhi: The Reserve Bank of India is expected to keep the key policy rates unchanged at its ensuing policy review meet next month, amid easing global crude oil prices and robust agriculture production, says a report. According to Dun & Bradstreet Economy forecast, the robust agriculture production and softening of vegetables and fruits prices will also help in keeping the food inflation under check. The report further said that the government’s new procurement policy will support prices of agricultural produce going ahead. D&B expects the CPI inflation to be in the range of 2.8-3 per cent and WPI inflation to be in the range of 4.8-5 per cent during November this year. “The risks emanating from global crude oil prices have eased to an extent as oil prices are likely to fall or remain subdued in the near term. This has partially dispelled concerns over

one of the primary factors affecting India’s current account deficit, fiscal slippage and inflationary dynamics,” Dun & Bradstreet India Lead Economist Arun Singh said. Singh further said the return of foreign investors in Indian markets, stability in rupee, strengthening of industrial production and benign inflation have provided much required support to expectations of economic growth revival. However, bad assets in the banking system continue to increase and concerns over probable tightening of regulations in the nonbanking segment will also lead to some disruption in the overall financial system in the near-term till clarity emerges, he noted. “It would be interesting to know the decision taken by the RBI in its upcoming monetary policy review. Our assessment is that RBI will maintain a status quo in the policy rate,” Singh added.

EIB, SBI expand cooperation in wind energy financing New Delhi: The European Investment Bank (EIB) Friday said it will increase its support for India’s wind energy projects by expanding the existing lending programmes with SBI. EIB and SBI have agreed to cooperate on financing renewable energy and providing new support for wind energy projects across India by expanding the ongoing financing initiative in the field of onshore wind projects, EIB said in a statement. With this collaboration, the promoters of wind projects in India will benefit from long-term low cost financing under the dedicated EUR 600 million renewable energy financing programme that is already supporting large-scale solar investment across the country. EIB has also approved a new line of credit to Yes Bank to boost private investment in clean energy projects. EIB will provide USD 100 million line of credit to the private sector lender in the coming months. Last year, Yes Bank has already utilised a USD 100 million funding from EIB towards solar power projects and wind farms across India.

bid for the band they seek to buy. An internal DoT note said a draft cabinet note after taking approval of the minister has been sent to various ministries and the Niti Aayog for inter-ministerial

consultations. Usually ministry views are sought while preparing a cabinet note but to broadbase the consultations, the DoT has also wr­ it­ten to the consulting arm of the government on this. If it

supports the DoT proposal, rhe Niti Aayog’s entry at the consultation stage, could mean it will suggest some revival mea­s­u­res to these two loss-making PSUs and how can they utilise funds.

Jyush Sheikh was nabbed on Thursday from Mumbai by an ATS team on a tip-off about his presence in the metropolis, the Anti-Terrorist Squad (ATS) said in a statement. Jyush Sheikh was wanted in a case of seizure of high quality Fake Indian Currency Notes (FICN) with a face value of Rs. 1.61 lakh in May 2016 in Bhuj town of Gujarat, it said. “On getting information that he is still active in FICN racket and is coming to Mumbai, a team of ATS went to that city and arrested him,”

the statement said. “His primary interrogation has revealed that he is a resident of Malda district in West Bengal. He was smuggling FICN from Bangladesh to India through Malda route,” it said. He has been handed over to the Special Operations Group (SOG) of the Gujarat police in Bhuj, the statement said. On May 27, 2016, the SOG Bhuj had arrested four people with fake currency notes with a face value of Rs. 1.61 lakh, which they were allegedly trying to circulate in Bhuj in Kutch district. The arrested people were identified by the police as Siraj Sheikh, Rehana Khatun, Sakia Khatun and Rustam Sheikh. Their interrogation had revealed that Jyush Sheikh was the supplier of counterfeit notes.

Surat : The DRI officials on Thursday arrested a Surat-based businessman for allegedly importing misdeclared and undervalued LED TV seats from China and then showing them as LED panels and spare parts to evade paying import duty. DRI has seized around Rs six crore worth LED TV sets and arrested Satish Vora after raiding Angel Enterprise office at Amroli area and a godown at Varachha area here on Wednesday. Vora, a resident of Nana Varachha, owned both Angel Enterprise and the godown, officials said. The officials have recovered several documents from Vora’s office that showed how he had allegedly misdeclared and undervalued goods imported from China. After analysing the documents, the officials found that imported LED television sets were in SKD (Semi Knocked Down) condition and wrongfully classified as LED panels and spare parts. The officials seized 2,138 imported LED TV sets worth Rs 2.50 crores from the godown. The officials also found a document that showed another consignment of import of LED television sets in SKD condition has arrived at Nhava Sheva port in Mumbai and it was awaiting clearance.

conduct a survey of the Patel community to prove their social and economic backwardness so that its members become eligible for reservation in jobs and education under the OBC category. “I believe that a survey of OBC castes should be carried out so that we would know how much they actually benefited from the reservation. Our delegation would meet the OBC Commission soon

with this demand,” Mr Thakor said. In Gujarat, there are a total of 146 castes listed under the OBC category, also known as Socially and Educationally Backward Classes. “This survey is necessary to check if these castes have made any progress or they are still socially and educationally backward. “And if they are still backward, then we will also demand an explanation as

to what the commission or the government intends to do about it,” said the prominent OBC leader of Gujarat. Following the Maharashtra government’s decision to grant reservation to the Marathas on the basis of a survey by the OBC Commission of the neighbouring state that established their backwardness, Mr Patel had demanded a similar exercise for his community in Gujarat.

Colombo : Ousted Sri Lankan Prime Minister Ranil Wickeremesinghe’s alliance on Friday won control of a powerful panel in Parliament, dealing a major blow to President Maithripala Sirisena and his prime ministerial appointee Mahinda Rajapaksa. Sirisena’s party members walked out of Parliament, which resumed its session on Friday after being adjourned on Monday, protesting against Speaker Karu Jayasuriya’s move to appoint five members of the United People’s Freedom Alliance (UPFA) which is led by the President. The Speaker named five members from the United National Front (UNF) of Wickeremesinghe, and one each from the Tamil National Alliance (TNA) and the Janatha Vimukthi Peramuna (JVP). This is in continuation of the political unrest plaguing the country since October 26. Both Wickremesinghe and Rajapaksa claim to be the prime ministers. Wickremesinghe says his dismissal is invalid because he still holds a majority in the 225-member Parliament. Jayasuriya, at the start of the session, announced that following a meeting of all party leaders which ended without an agreement over the composition of the committee, he had decided to grant five members each to the UPFA and the UNF. The committee would comprise 12 members, he said. GANDHINAGAR:The Gujarat government is using a mandatory online form to identify Muslim students appearing for their 10th and 12th standard Board examinations, Ahmedabad Mirror reported on Friday. The online form asks the students whether they belong to the minority category. Once the student chooses the category, the form gives two further categories to identify themselves with: ‘Muslim’ and ‘Others’. The newspaper pointed out that although Gujarat has at least four other religious minorities –

Christians, Sikhs, Buddhists and Jains – the Gujarat government is asking only Muslim students to identify themselves. Each year, around 17.5 lakh students write the Board exams in Gujarat, conducted by the Gujarat Secondary and Higher Secondary Education (GSHSEB). The students’ parents who came to know of the discrepancy fear it is a deliberate attempt on the part of the Gujarat government to collect data on Muslim students. A student’s father who wanted to remain anonymous told the Ahmedabad Mirror, “The

forms are usually filled by the school administration. I came to know after I went to school to fill up my child’s form and saw that they had asked if we belong to the minority. When we clicked on “yes”, it offered two options: “Muslims or Others”. This left me wondering if the data gathered from online forms could be misused for something else. This has raised fear in me.” An Ahmedabadbased Muslim restauranteur, whose son is appearing for his 12th Science examinations, told the Ahmedabad Mirror, “I am

scared. Before 2002, a similar exercise was initiated by the Gujarat government where every police station was asked to identify Muslim businesses in their locality. My restaurant was singled out and burnt. It was revealed that rioters had used the census collected by the government and police. I am scared for my son now. Why is Gujarat government keen to know if the student is Muslim or not. What is the purpose?” GSHEB chairman A.J. Shah told the newspaper that the same form had been in place since 2013.
