Kochi: The sister of Kerala nun who has accused Jalandhar Bishop Franco Mulakkal of raping her has filed a police complaint alleging that she and her family have received life threats. She said that they have been threatened for protesting against the rape-accused bishop. In her complaint, the woman named Thomas Chittuparamban and Unni – relatives of the bishop – of threatening her and her family. “Due to hatred, brothers of Franco filed fake complaints against me. Thomas Chittuparamban, a relative of Franco, threatened to cause danger to my son and brother. One of his relative named Unni took a photo of me protesting and later threatened me,” the woman was quoted as saying by news agency.

Andhra country’s best state for quality of life, Odisha, Madhya Pradesh follow New Delhi: Andhra Pradesh has come out on top in the ‘Ease of Living Index’ rankings under the Atal Mission for Rejuvenation and Urban Transformation (AMRUT), followed by Odisha and Madhya Pradesh, the Union Housing and Urban Affairs ministry said on Monday. Union Minister Hardeep Singh Puri said the index will encourage all cities to move towards an “outcome-based” approach to urban planning and management, and promote healthy competition among cities. According to the ministry, Andhra Pradesh, Odisha and Madhya Pradesh were awarded the three best performing states under AMRUT. Launched by Prime Minister Narendra Modi in June 2015, AMRUT aims at ensuring robust sewage networks.

Everybody has taken law in their hands, says SC on Delhi sealing drive New Delhi: “Everybody has taken the law in their own hands,” the Supreme Court said Monday while hearing a matter related to sealing of unauthorised constructions in Delhi. The bench made the observation while hearing a plea filed by the owner of a motel, situated near Chhattarpur area of South Delhi, which has been sealed by the authorities. “Everybody has taken the law in their own hands,” a bench of Justices Madan B Lokur, S Abdul Nazeer and Deepak Gupta said, adding “why somebody has to say that please obey the law?” Senior lawyer Mukul Rohatgi, appearing for the applicant, said that on September 14, the basement of the building was sealed by the authorities and then on September 20, the entire premises of six acres was sealed.

New Delhi : Stressing the need to be conscious about past, former President Pranab Mukherjee Monday cautioned against any attempt to distort or misinterpret history as it can “destroy” a culture, race and bring disaster. Mukherjee said history or course of civilisation has never been determined by brute forces like Hitler or Mussolini but by personalities like Mahatma Gandhi. New Delhi: Incessant rains triggered flash floods and landslides in hill states of northern India, with at least 11 people killed on Monday in Jammu and Kashmir, Himachal Pradesh and Haryana, and a ‘red alert’ being issued in Punjab. The Bhakra Beas Management Board (BBMB) issued an advisory to the Punjab government that it will release “excess” water from the Pong dam in the wake of incessant rains in the catchment areas of the Beas river. Educational institutes have been ordered to remain closed on Tuesday in Punjab. Schools have been closed in Doda district of Jammu and Kashmir and in most places of Himachal Pradesh. Heavy rains led to landslides which blocked the roads to Badrinath, Kedarnath and Yamunotri, affecting the Chardham Yatra, while traffic snarled

ED ‘resisted’ my efforts to repay banks, Mallya claims in PMLA court

Mumbai: Embattled liquor baron Vijay Mallya told a special court here Monday that the Enforcement Directorate (ED) “resisted” his efforts to settle his loans with public sector banks. Mallya, who is currently in the United Kingdom, has been charged by the ED of defaulting on bank loans to the tune of Rs 9,000 crore. Mallya, through his counsel, was replying in the PMLA court of Judge M S Azmi to an ED application seeking that he be declared a fugitive under the Fugitive Economic Offenders Act. In his reply, Mallya stated that “despite continuing efforts over the last two to three years, when efforts have been made to repay the public sector banks, instead of taking steps to facilitate the process of repayment to banks, the ED has, at every step, resisted this effort”.

Modicare has a long haul ahead of it

The launch of the Pradhan Mantri Jan Arogya Yojana on Sunday is the first step in a long process. An initiative so audacious in its scope and ambitions has implications that extend well beyond healthcare to the shape of the Indian economy. When a country has the world’s highest disease burden as India does, the human and economic costs are tremendous—to the tune of $6.2 trillion between 2012 and 2030, according to the World Health Organization (WHO). It follows, though, that its challenges are commensurate. According to the National Sample Survey Office, out-ofpocket health expenditure approached 70% as of 2014; consequently, approximately 60 million people sink deeper into poverty or are pushed into it annually. The bulk of this goes on small ticket outpatient treatment. Effective intervention here would reduce the strain on the government’s underwriting of large ticket secondary and tertiary care expenses. This ties in with India’s shifting epidemiological profile, where the majority of the disease burden is now due to non-communicable diseases. Cardiovascular diseases, say, or diabetes can often be managed effectively without hospitalization if spotted early. This is where Ayushman Bharat’s less-heralded half—and first challenge—comes in. As of March 2017, 156,231 health sub-centres, 25,650 primary health centres and 5,624 community health centres formed the backbone of India’s public health system. Modicare aims to upgrade 150,000 sub-centres to health and wellness centres (HWCs) that will provide a wide range of diagnostics and outpatient care. This will not be easy given how decrepit the network is. According to a 2017 report of the task force on primary healthcare in India, working under the aegis of the Union ministry of health and family welfare, only 11% of sub-centres and 16% each of primary and community centres meet the Centre’s Indian Public Health Standards. Upgrading them and broadening the scope of services they offer will be a mammoth task. It starts with fixing infrastructure problems that range from lack of power to inadequate equipment. There is no clarity on where the money for this will come from. Addressing the manpower shortages will be even more difficult. Most of the centres suffer from this to varying degrees, often making do with less than half the trained personnel they need. The success of the accredited social health activists—Asha workers—instituted as part of the 2005 National Rural Health Mission shows it is possible to scale up with community health workers and plug some of the gaps. But that doesn’t obviate the need for—or shortage of—trained doctors and nurses.

VADODARA: A man was found dead in a ditch today on the outskirts of Gujarat’s Vadodara after allegedly being abducted by two men, police said. Rajkot : A lioness and a lion cub died in Dalkhaniya range of Gir (East) forest on Monday, taking the total death count of Asiatic lions in the area to 11 in two weeks. The Forest Department, however, maintained that the deaths were not unusual and they died of “illness”. Forest officers said that one of the teams tasked with the screening of the lions in Gir forest and other protected areas for possible illness had spotted a lioness in poor health. “The staff found that the lioness, believed to be three to four years old, was stricken by illness and maintained a close watch on her so that she could be given medical treatment. However, the lioness died before any medical treatment could

be given to her,” an official release from the office of Principal Chief Conservator of Forests (PCCF) GK Sinha said. The release said that a scan of the dead lioness revealed that a micro chip had been fitted on her and that she had been given medical treatment in September last year after she had fallen ill. “Local staff has undertaken the task of conducting a post-mortem and to check if she had contracted any infection,” the PCCF added. The remarks, made during a trip to Myanmar’s northeast on Sunday, were also published in a militaryrun newspaper on Monday.

Sachin Santosh Kumar Singh, studying at the Pandit Deendayal Upadhyaya (PDU) Medical College located at the Rajkot Civil Hospital, was arrested on Saturday after the 24-year-old victim lodged a complaint against him, Deputy Commissioner of Police (zone II) Manohar Singh Jadeja said. “The victim, who is also a resident doctor and pursuing her post-graduation course at the medical college, was allegedly raped on August 30 night by Singh after he threatened her with dire consequences,” Jadeja said.

Moscow : Russia announced Monday it will supply Syria’s government with more modern, S-300 missile defense systems after last week’s downing of a Russian plane by Syria, a friendly fire incident that sent regional tensions over the war-torn country soaring. The Russian military’s reconnaissance Il-20 was shot down by the Syrian government missile defense systems responding to an Israeli airstrike. All 15 people on board were killed. Russia laid the blame on Israel, saying Israeli fighter jets had pushed the plane into Syria’s line of fire. Syria’s skies, where regional and international powers back different parties in the conflict, are increasingly crowded. Shortly before the downing, Israeli strikes had hit targets inside Syria, reportedly preventing an arms shipment to the Iranian-backed militant Hezbollah group. Russia launched its campaign in Syria to support President Bashar Assad in 2015, and though the involvement turned the tide of war in favor of Syrian government forces, Moscow has tried to play a careful balancing act, maintaining good ties both with Iran and Israel. For its part, Israel is wary of Iran’s growing influence in Syria. President Vladimir Putin initially struck a reconciliatory note, blaming the downing on a “chain of tragic, fatal circumstances.” But the Russian military came out on Sunday, renewing the accusations against Israel. Russian officials said Syria’s outdated S-200 systems weren’t sophisticated enough to identify the Russian plane as a friendly one. Monday’s statement from Russian Defense Minister Sergei Shoigu said Russia will send the S-300 missile defense systems to Damascus within the next two weeks.
