Short News J&K panchayat election results: Violence in Doda kills one, dozens injured Jammu : In the first incident of poll-related violence during the ongoing panchayat elections in Jammu and Kashmir, a retired army captain was killed and nearly a dozen others were injured, two of them seriously, in Doda district’s Khara block. Poll officials declared Congressbacked Kanchan Chandel as the winner while BJP’s Rehmatullah Butt came in second. After the announcement, clashes ensued between the rival factions. The deceased has been identified as Mohammad Hafeez, a retired Army captain. According to sources, he was not a part of the clashing groups but was standing near the losing candidate. The seriously injured villagers include Hoshiar Singh, an on-duty Special Police Officer (SPO) and Dheeraj Kumar. Both were shifted to a hospital at Kahra.

Kartarpur Corridor: Sidhu says invited by Pakistan for ground-breaking ceremony

Chandigarh ; PUNJAB’S LOCAL Bodies Minister and Congress leader Navjot Singh Sidhu on Friday said he has got another invite from Pakistan Prime Minister Imran Khan’s office to attend the ground-breaking (bhoomi pujan) ceremony of Kartarpur corridor on Pakistan side on November 28. Sidhu told The Indian Express on phone from Madhya Pradesh, where he is on campaigning duty, “I got a call from Pakistan Prime Minister’s office on Friday. It was the same person who had called me when I was invited for the swearing-in ceremony.”Sidhu said he intends to go. “I will go if the Government of India allows me to go. It will be a great honour to be a part of history. There will not be a happier moment than the time when my turban touches the ground where Guru Nanak Dev once walked. It was an unfulfilled wish of my parents.” On whether he would attend the foundation stone-laying ceremony on this side of the border on November 26, Sidhu said, “I will certainly go if I am invited.”

Karnataka: Bus falls into canal, 30 killed Bengaluru : A private bus toppled into a canal near Kanakangudi village in Pandavapura taluk of Karnataka’s Mandya district, around 100 km from Bengaluru, on Saturday, killing 30 people, including seven children and 15 women. The bus fell into the canal around noon after the driver lost control while speeding. The majority of deaths were caused by drowning as the bus sank in the canal, trapping the passengers. The bus was a private transport facility plying between villages in Pandavapura taluk. Among the children who died were Preeksha, a twoyear-old, Likitha, 5, Soumya, 5, Pavitra, 11, Kalpana, 11, Ravikumar, 12, and Preethi 15. Four people managed to get out through the windows and swim to safety including

the driver, the police said. Chief Minister H D Kumaraswamy and Congress leader Siddaramaiah visited the site of the accident in the afternoon to assess the situation. Local farmers attempted to carry out rescue work initially before official rescue services in the form of the fire forces arrived. Mandya Additional SP Balaramegowda said all the bodies were recovered from the canal by late evening. Kumaraswamy announced Rs 5 lakh compensation for the families of the dead and stated that the state government would make efforts to deploy more government buses to improve connectivity between villages in the region where his party the JDS is dominant.

Govt does not need extra funds from RBI to meet fiscal deficit target: Arun Jaitley

New Delhi : Finance Minister Arun Jaitley has said the government does not need any extra funds from the Reserve Bank or any other institution to meet the fiscal deficit target. However, he added that extra funds, which may accrue from the new capital framework of the Reserve Bank, can always be used for poverty alleviation programmes over the years by future governments. “We don’t need any extra funds from any

other institution to finance our fiscal deficit. Let’s be very clear that’s not the intention of the government. And we are not saying that in next six months give me some money. I don’t need it,” the minister said in an interview to TV channel Times Now. India’s fiscal deficit is slated to come down to 3.3 per cent of GDP at the end of the current fiscal. Responding to criticism that the government was eyeing RBI’s reserves, Jaitley

said globally central banks have a capital framework which determines the amount of funds that ought to be maintained as reserves. “All we are saying is there has to be some discussion and some norms under which Reserve Bank will have a capital framework,” he said, adding that surplus funds could be used for poverty alleviation programmes by future governments over the next several years.

Now that chaos extends from Punjab to Kerala, tweaking it in Jammu & Kashmir had, it seems, become a political necessity for the Bharatiya Janata Party, the world’s largest political organisation by membership. But what good is that distinction when the BJP cannot run a government in J&K and cannot afford to let other parties to do so? It is also kind of odd that in 2015 Narendra Modi was on top of the world announcing a government in Srinagar with Mufti Mohammad Sayeed and in November 2018, the BJP has slid to the bottom of the mountain. Strange, but November in the calendar has an odd effect on Modi it was in November in 2016 that he unrolled the lifechanging demonetisation. Seems like November is when Modi sees double, sometimes even loses sight. Wednesday, November 21, we thought J&K will get a new government, one sewn together by PDP, NC and the Congress. But then PDP boss Mehbooba Mufti found that the fax machine in Guv Satyapal Malik’s office wasn’t working and People’s Conference leader Sajjad Lone was playing a lone hand. He had the Guv’s office Whatsapp number and shot through a government-making offer. Malik probably is one of those who don’t carry the smartphone to bed, so didn’t see the lone hand play out! Late in the evening, Malik dissolved the J&K Assembly and went to bed. If this surprised anybody, it did not. Mehbooba mocked the fax machine and Kashmir expert Barkha Dutt pronounced on Twitter that, at the end of the day, it was for the good of everyone, most of all to Mebbooba Mufti. Well done. Political analysts and experts have never been let down by the Modi government, especially when it came to Jammu & Kashmir. Without fail, there has been a political crisis every three to four months for them to comment and write about. To some, money in the bank. So much so, people wondered if there was a government running in Srinagar; the stone-throwers gave plenty of reason that there wasn’t a government running. For most of the PDP-BJP rule, as long it lasted, terrorists ran amok and the army had to do a lot of explaining for tying a human being to a jeep-bonnet. And then the same officer who tied the man to bonnet was spotted entering a hotel room with a woman in a bonnet! The army was forced to do some more explaining. All the while, J&K politicians floundered from one bee in the bonnet to another bee in the bonnet. It was stinging rebuttal to Modi’s claim of India having hegemony over Kashmir.

For Sunny, it is a matter of choice that he avoids reading scripts as he believes he might look at them with a “certain mindset” and hence prefers to hear them straight from the writers. “I am a very instinctive person. I hear an idea, a thought and if it is good and I like it, I just jump for it. I don’t go into the detailing of it. Right now, you need to do that but back then filmmaking was different. I never read scripts,” Sunny told PTI. “I just hear the idea from the director and go for it. I have always interacted with the story writer and heard the

Finance Ministry likely to stick to capital infusion programme for PSU banks New Delhi: The Finance Ministry would not curtail its capital infusion plan for this financial year even as stateowned banks would be needing fewer funds following the RBI’s decision to defer the deadline to meet Basel III norms by a year, according to sources. Under the new dispensation, the capital infusion by the government in public sector banks for meeting the capital buffer norms would come down to around Rs 15,000-20,000 crore, sources said.However, there will not be any reduction in the capital funding plan as announced in October last year despite a lower requirement due to the extension of the deadline for meeting the CCB of 2.5 per cent until March 2020, sources said. The capital infusion would help improve the financial health of banks, sources said, adding that some banks would get necessary regulatory capital while others would get it for fueling growth, they clarified. Earlier this week, the RBI in the central board meeting decided to extend the implementation of the last tranche of 0.625 per cent of capital conservation buffer by a year to March 2020.

Ahmedabad : A couple died of suffocation allegedly after a fire engulfed their apartment in Anandnagar area of Ahmedabad in the early hours of Saturday. Police said the fire was suspected to have been caused by a shortcircuit. The couple’s daughters and the latter’s 70-year-old grandmother are critical and is admitted to the intensive care unit of a hospital. Talking about the BJP government in the state, he said it is reeling under a debt of Rs 2.5 lakh crore. Ahmedabad : The Gujarat government on Saturday announced that it will announce a new textile policy ahead of the Vibrant Gujarat Summit, which is scheduled to take place in January, 2019. The announcement was made after Chief Minister Vijay Rupani held a high-level meeting of government officials and stakeholders of the textile sector in Gandhinagar.The Gujarat government’s last textile policy was unveiled in 2012 and it expired last year. For the last one year, delegates from textile industry had been meeting and making representations to the state government to frame a new textile policy. “We told the Chief Minister that the industry is being shifted to Navapur and Tarapur in neighbouring Maharashtra, and there would be great problem for the survival of textile industry in Surat. The Maharashtra government gives power at Rs 3.50 per unit, while in Gujarat the textile industry is charged at Rs 7.50 per unit… There was a positive response from the CM, and it was too supported by Energy Minister Saurabh Patel. The Chief Minister told us that a new textile policy has been framed in such a way that the textile industry will progress, and all aspects of the industry have been kept in mind.

Tehran : Iran’s President Hassan Rouhani has called Israel a “cancerous tumor” established by Western countries to advance their interests in the Middle East. Iran’s leaders frequently condemn Israel and predict its demise, but Rouhani, a relative moderate, rarely employs such rhetoric. Addressing an annual Islamic Unity Conference on Saturday, Rouhani said “one of the ominous results of World War II was the formation of a cancerous tumor in the region.” He went on to refer to Israel as a “fake regime” set up by Western countries. Rouhani says the United States cultivates close ties with “regional Muslim nations” to protect Israel, an apparent reference to Iran’s archrivals Saudi Arabia and the United Arab Emirates. Addressing bankers and representatives from the MSME at an interactive outreach session, GCCI president Jaimin Vasa

said, “There is an exclusive MSME ministry of the Union government, but not enough work is being done in the larger interest for growth, survival and sustainability of this sector… Many schemes have been announced for MSMEs, but the benefits do not reach them. We have to find out where the problem lies together.” Vasa sought clarity on the intricacies of the scheme from the bankers present at the event. “A loan of

He also addressed the issue of the “social image” of MSMEs getting affected when they are unable to repay loans due to adverse and unforseen circumstances like rise in crude oil prices, fall of Rupee or dip in demand. “When one instalment is not given in time, that particular MSME’s life

becomes miserable. My request to bankers is to understand this social image,” he said, adding that bankers need to hand-hold the smaller players in difficult phases and not allow them to turn “sick.” The session has come at a time when industrial associations like GCCI and FIAGujarat (Federation of Industries and Associations) have voiced their concerns regarding the deteriorating state of MSMEs in the state.
