News Brief Bharat Ratna for Vajpayee, freedom fighter Malviya Officials to visit districts to expedite visa, citizenship issues

New Delhi, Home ministry officials would visit and hold camps in various districts for minority communities facing problems in grant of citizenship and long term visa (LTV), the government said Tuesday. “The teams of officials will visit 24 identified districts for citizenship in eight states and 14 districts for LTV cases of minority communities. The officials will hold camps during the next two months and assist the applicants in the settlement of citizenship and LTV cases,” said an official statement. The decision of sending teams was taken after a meeting chaired by Additional Secretary (Foreigners) B.K. Prasad with representatives of minority communities from neighbouring countries to address their grievances related to grant of LTV and Indian citizenship.

New Delhi, December 24 The timing of the announcement of the Bharat Ratna for Atal Behari Vajpayee and Pandit Madan Mohan Malaviya could not have been better for the BJP and Narendra Modi. For 2014 is the year when the BJP finally came into its own, 10 years after the Vajpayee government had to bow out after unexpected electoral defeat. Vajpayee, beyond doubt, is the biggest icon ever produced by the BJP – or even the Sangh. Thus far, the BJP has had to honour borrowed icons like Sardar Patel, but now it has created space for its own original icons - as is

So far some 43 people have been conferred the Bharat Ratna, each for a different reason, but this is the first time an icon from the Right of the spectrum has been chosen. 'If we can award Madan Mohan Malaviya who died in 1946, then why not the Mahatma who died in 1948?' 'Why not go a little further back in time and give the award to Rabindranath Tagore who died in 1941?' 'And should we mark Lokmanya Tilak's 100th death anniversary in 2020 by giving him a Bharat Ratna,' asks Amberish K Diwanji. The Narendra Modi government has decided to confer the Bharat Ratna, India's highest award, on Atal Bihari Vajpayee, former prime minister and the stalwart Bharatiya Janata Party leader; and posthumously on Madan Mohan Malaviya, an educationist and politician of yore. The award to Malaviya doesn't make sense. First, Malaviya was

conferred the award on the eve of his 153rd birth anniversary, and 68 years after he expired in 1946. This difference of over two generations between a person's demise and winning an award like the Bharat Ratna sets a dangerous precedent. Will someone be given an award 100 years after his death? Second, and this applies to Malaviya, is that the Bharat Ratna is being conferred on people who were not even alive when this award was first instituted in January 1954. The first Bharat Ratna to be conferred posthumously was on former prime minister Lal Bahadur Shastri, shortly after he died in January 1966. An award given soon after a

That is not so when awards are conferred decades later. This trend of conferring the Bharat Ratna on our great leaders of the past began in 1990 when the then V P Singh government awarded Dr B R Ambedkar 34 years after his death. Then, in 1991, the then P V Narasimha Rao government conferred the award on Sardar Vallabhbhai Patel, 41 years after the Sardar had passed into the ages. A year later, the Rao government also sought to confer the Bharat Ratna on Netaji Subhas Chandra Bose, who had presumably expired on August 18, 1945. However, since Bose's death was never officially confirmed (decades later, many people steadfastly held on to the belief Netaji is still alive), this conferment had to be cancelled. Awarding Dr Ambedkar 34 years after his death and Sardar Patel 41 years later (and seeking to award Netaji 46 years after his presumed demise) seemed political choices. in Dr Ambedkar's case, one can argue that he was eligible because he was

alive when the Bharat Ratna was first instituted. Sardar Patel and Malaviya were not even around. How can they be given awards that didn't exist in their lifetimes? Can anyone be given an award set up years later? Why not go a little further back in time and give the award to Rabindranath Tagore who died in 1941? And should we mark Lokmanya Tilak's 100th death anniversary in 2020 by giving him a Bharat Ratna (how far apart are 68 years and 100 years)? There has to be a limit to going back in time in conferring awards. The best such limit is the year the award was instituted. That is precisely why the Nobel Prize is not given to scientists like Charles Darwin or Antoine Lavoisier or Isaac Newton. It is the reason we do not award the Param Vir Chakra to the Rani of Jhansi or Mangal Pandey. The greatest men and women are immortal because of their work, not because of some award given to them. In fact, the Bharat Ratna has been given to so many people that it holds limited value today. In the years to come, few will remember that Dr Ambedkar or Sardar Patel were given the Bharat Ratna. But no one will forget what they did for

Indians and India. Conferring the Bharat Ratna on Vajpayee is fine, but the Modi government should have found another way of honouring Malaviya. You cannot award a Bharat Ratna to someone who died eight years before the award was set up. Rao erred in 1991, Modi has compounded the mistake in 2014. Finally, before the Lok Sabha election in May 2014, Modi attacked Jawaharlal Nehru, Indira Gandhi and Rajiv Gandhi for not conferring the Bharat Ratna on Sardar Patel, seeing it as the vindictiveness of the NehruGandhi dynasty. Modi noted that Nehru and Indira Gandhi had conferred the award on themselves when they were prime minister (the Chandra Shekhar government, supported by the Congress party, conferred the award on Rajiv Gandhi posthumously). But as we can now see, Nehru, Indira Gandhi and Rajiv Gandhi were not petty. They did not confer the award on Sardar Patel simply because he died before the award was set up and was thus ineligible. This was global standard practice. Otherwise, surely Nehru would have conferred the Bharat Ratna on Mahatma Gandhi.

Buses and trucks moving at an average speed of 50km/h cause enough accidents as well as traffic blocks. The pedestrians are another source of chaotic traffic conditions in the capital.

The over bridges has most certainly improved the traffic situations to a certain limit, but a lot more is required to be done. The number of vehicles must be reduced for the betterment of traffic system in Ahmedabad. Car pooling is a good option which people should follow. Many countries have a rule that cars having even registration numbers are allowed to ply on particular days in a week while vehicles having odd numbers are allowed to come out on other days. This system may prove very helpful in Ahmedabad

too. Moreover, a separate track can be made for auto rickshaws and cycle rickshaws. As regards VIP movement the government should selfregulate itself. AMTS to use BRTS lane on two stretches

Gujarat University (GU) seems to have taken Memorandum of Understanding (MoU) as 'signing of pact' literally as none of the 31 MoUs it signed during the Vibrant summit two years ago has taken off. Had the varsity sincerely implemented the MoUs, courses on hospitality, hospital m a n a g e m e n t , automobiles, skill-based programmes to help Muslim women gain financial independence and half a dozen students and faculty exchange programmes would have made GU's prospectus lucrative. The pacts were signed with several overseas university, educational institutes and oragnisations. "The varsity officials approached potential parties to sign pacts as GU was given a target for MoUs. The state government asked us to

get the numbers but no word on pursuing them sincerely," said a GU official. However, varsity officials also attribute the failure at implementation level to frequent change in guard as GU saw three vice chancellors in a short span. "Adesh Pal was the vice chancellor and Arvind Bhandari registrar when the pacts were inked. Six months later, Pal quit the office and a new registrar assumed the charge. After Pal, Mukul Shah came who was succeeded by MN Patel. And all this in just one-and-half years. With no stability at the helm of affairs, it's difficult to execute projects," said another varsity official. But Vice Chancellor MN Patel is not only upbeat about fulfilling the commitment made in past but is also hopeful of signing new MoUs in future. "The term for any MoU is three years.

CM to dedicate new BRTS corridors, routes, buses, bus-stations tomorrow Ahmedabad Gujarat Chief Minister will dedicate 8 new BRTS stations of Amdavad Janmarg Limited, 2 new corridors, new routes and 123 high quality AC buses in Ahmedabad on 25 December. According to Ahmedabad Municipal Corporation(AMC), presently 82 km route of BRTS is operational with 160 buses including 60 AC buses in service which daily carry 1.25 lakh passengers. As per prescribed schedule, daily 151 buses are put on road. To cover more areas of city to this network, state Chief Minister will on 25 December inaugurate new routes from BRTS bus station in Kankaria. She will also dedicate new BRTS corridors connecting Zundal with Chandkheda village and Gita Mandir to Shah Aalam. With this, the total length of BRTS corridor in Ahmedabad city will be 87 km. From 26 December, new high quality AC buses will be put in service on new routes. A new corridor between Zundal and Chandkheda has been developed at a cost of Rs. 30 crore while new corridor connecting Gita

Mandir and Shahalam has been developed at a cost of Rs. 70 crore. With this, the BRTS service will be available across the city starting from Bopal approach to Ghuma gam, Naroda ST workshop to Naroda gam, CTM to Hatkeshwar circle, Anjali to Vasna, LD Engineering to Commerce six roads, Visat junction to Vishwakarma engineering college and Science city approach to Sola Bhagwat Vidyapith via Gujarat High Court. With the launch of new routes, Gita Mandir main ST station in Ahmedabad will be connected to BRTS. According to Janmarg Limited, frequency of buses to Kalupur railway station has been increased. For new routes, 123 Tata Marco-polo made AC high quality buses are put in operation. These buses have automatic transmission, further powerful engine and AC facility. In total 248 buses are to be put on

roads considering the present route of BRTS and connections to other routes. This will decrease the waiting time for bus from 8 minutes fo 6 minutes. Routes are planned in a way that maximum one changeover will be needed to reach any station. At present 127 bus stations are in operation. With 8 new bus stations and 10 cabins, total 144 bus stations will be in operation. From 25th December, 16 feeder route buses operated by AMTS will run in BRTS lane on Narol-Naroda cross road. This will decrease burden of AMTS buses in normal traffic lane. Similarly, AMTS bus route number 33, 72 and 142 – in total 35 buses will use BRTS corridor on SarangpurTilakbag stretch of road.Passengers will need to use BRTS bus stand to catch these buses. They will need to take ticket from conductor seating inside the AMTS buse.
