Kochi: Injured Indian Navy sailor Abhilash Tomy, who was plucked from his stricken vessel in the Indian Ocean off Australia’s coast, is admitted to a hospital on a remote island where he has had food and is “sounding okay”, a defence spokesman said here Tuesday. The 30-year-old decorated Navyman got injured when his yacht was struck by a savage storm while he was participating in the Golden Globe Race and was rescued Monday after being adrift for three days. The spokesman said a French doctor examined Tomy, a Kirti Chakra awardee. “He is stable and has no major injuries. He’s sedated but sounding okay. X-ray report is not too bad.

Resignation of cops ‘negligible’, restricted to areas of south Kashmir: J&K govt Srinagar: The Jammu and Kashmir government on Tuesday said the number of resignations of special police officers (SPOs), who have borne the brunt of militant attacks, is “negligible” and is restricted to certain areas of south Kashmir only. State chief secretary B V R Subrahmanyam said all SPOs have been instructed about their personal safety while the government is in process of enhancing their honorarium. “The problem of resignation of SPOs are restricted to certain areas. There is by and large no such problem in north and central Kashmir. It is concentrated in south Kashmir,” he told reporters in Srinagar. Subrahmanyam said there were 30,000 SPOs in the state and the number of SPOs “resigning is negligible”.

Himachal Pradesh rains: 35 IIT students rescued in Lahaul-Spiti

New Delhi: Fifty trekkers, including 35 students from IITRoorkee, who went missing from Lahaul-Spiti on Monday night, were rescued Tuesday and are safe in Sissu area, news agency ANI reported. The team had gone trekking to Hampta Pass in Himachal Pradesh’s Kullu and were supposed to return to Manali. An alert was raised after they were unreachable on Monday night. Following snowfall, the Rohtang Pass and inner roads in the area got blocked due to which about 300 people, including these IIT students, got stranded, Keylong Sub Divisional Magistrate (SDM) Amar Negi told news agancy. They all are safe and are being provided shelter and food by the district administration. Himahal Pradesh Chief Minister Jai Ram Thakur will visit Lahaul-Spiti district later

Bipin Rawat Monday said he believed there was a need for another surgical strike on terror launch pads across the Line of Control. In response to a question on whether there is a need for one more surgical strike, Rawat responded in affirmative. “I believe there is a need for one more action (surgical strike). But I would not want to disclose how we want to do it,” he said in an interview to India Today news channel that was telecast on Monday. The Indian Army conducted surgical strikes on terror launch pads across the Line of Control on September 29 two years ago. On Sunday, Rawat

had backed the government’s decision to call off dialogue with Pakistan, asserting that talks and terror cannot go together. The government on Friday had called off a meeting between the foreign ministers of India and Pakistan in New York, citing the brutal killings of three policemen in Jammu and Kashmir and Islamabad releasing postage stamps “glorifying” Kashmiri militant Burhan Wani. Last week, a BSF solider was shot dead and his body was found mutilated. Rawat had also said infiltration from across the border persists despite the call for a ceasefire by Pakistan, and stressed that this cannot be allowed to continue and appropriate action has to be taken to deter terrorists from disrupting the peace in the Valley.

Legislators can continue legal practice, rules Supreme Court

New Delhi : STATING THAT legislators are not “full time salaried employees”, the Supreme Court on Tuesday ruled that advocates who become lawmakers can continue their legal practice as there are no such restrictions under the Advocates Act, 1961. “To sum up, we hold that the provisions of the Act of 1961 and the Rules framed thereunder do not place any restrictions on the legislators to practise as advocates during the relevant period. The closest rule framed by the Bar Council of India is Rule 49 which, however, has no application to the elected people’s representatives as they do not fall in the category of

New Delhi: Finance Minister Arun Jaitley on Tuesday asked public sector banks to take “effective action” in cases of fraud and wilful loan defaults. Reviewing the performance of stateowned lenders, he exuded confidence that formalisation of the economy would help India achieve sustainable growth of 8 per cent. “FM, Shri @arunjaitley exhorted the banks to ensure all steps at their end to ensure clean lending & effective action in cases of fraud & wilful default, to justify the trust reposed in banks. Banks must strive to be seen always as institutions of clean &

prudent lending,” the Finance Ministry said in a tweet. The meeting is taking place in the backdrop of the ‘Alternative Mechanism’ (AM) deciding to merge three public sector banks -- Bank of Baroda, Vijaya Bank and Dena Bank -with a view to create a globalsize lender which would be stronger and sustainable. Banks have stepped up efforts as far as recovery of bad loans is concerned. Lenders have made recovery of Rs 36,551 crore in the first quarter of the current fiscal. This is 49 per cent higher than the same quarter of the last fiscal. During 2017-18, banks recovered Rs 74,562 crore.

Mumbai: Embattled liquor baron Vijay Mallya told a special court here Monday that the Enforcement Directorate (ED) “resisted” his efforts to settle his loans with public sector banks. Mallya, who is currently in the United Kingdom, has been charged by the ED of defaulting on bank loans to the tune of Rs 9,000 crore. Mallya, through his counsel, was replying in the PMLA court of Judge M S Azmi to an ED application seeking that he be declared a fugitive under the Fugitive Economic Offenders Act. In his reply, Mallya stated that “despite continuing efforts over the last two to three years, when efforts have been made to repay the public sector banks, instead of taking steps to facilitate the process of repayment to banks, the ED has, at every step, resisted this effort”.

Modicare has a long haul ahead of it

The launch of the Pradhan Mantri Jan Arogya Yojana on Sunday is the first step in a long process. An initiative so audacious in its scope and ambitions has implications that extend well beyond healthcare to the shape of the Indian economy. When a country has the world’s highest disease burden as India does, the human and economic costs are tremendous—to the tune of $6.2 trillion between 2012 and 2030, according to the World Health Organization (WHO). It follows, though, that its challenges are commensurate. According to the National Sample Survey Office, out-ofpocket health expenditure approached 70% as of 2014; consequently, approximately 60 million people sink deeper into poverty or are pushed into it annually. The bulk of this goes on small ticket outpatient treatment. Effective intervention here would reduce the strain on the government’s underwriting of large ticket secondary and tertiary care expenses. This ties in with India’s shifting epidemiological profile, where the majority of the disease burden is now due to non-communicable diseases. Cardiovascular diseases, say, or diabetes can often be managed effectively without hospitalization if spotted early. This is where Ayushman Bharat’s less-heralded half—and first challenge—comes in. As of March 2017, 156,231 health sub-centres, 25,650 primary health centres and 5,624 community health centres formed the backbone of India’s public health system. Modicare aims to upgrade 150,000 sub-centres to health and wellness centres (HWCs) that will provide a wide range of diagnostics and outpatient care. This will not be easy given how decrepit the network is. According to a 2017 report of the task force on primary healthcare in India, working under the aegis of the Union ministry of health and family welfare, only 11% of sub-centres and 16% each of primary and community centres meet the Centre’s Indian Public Health Standards. Upgrading them and broadening the scope of services they offer will be a mammoth task. It starts with fixing infrastructure problems that range from lack of power to inadequate equipment. There is no clarity on where the money for this will come from. Addressing the manpower shortages will be even more difficult. Most of the centres suffer from this to varying degrees, often making do with less than half the trained personnel they need. The success of the accredited social health activists—Asha workers—instituted as part of the 2005 National Rural Health Mission shows it is possible to scale up with community health workers and plug some of the gaps. But that doesn’t obviate the need for—or shortage of—trained doctors and nurses.

Mumbai : Actor Kiara Advani has been paired opposite Shahid Kapoor in the Hindi remake of Telugu blockbuster Arjun Reddy. Kiara, who was most recently seen in Netflix’s Lust Stories, will essay the role of Shahid’s love interest. “Arjun Reddy has always been one of my favourite films. There are so many shades to the heroine’s character. I’m very excited about it,” Kiara said in a statement. Directed by Sandeep Reddy Vanga, who also helmed the original critically - a c c l a i m e d Telugu blockbuster, the remake will go on floors next month. “Kiara epitomises the female character in the film to the T. New Delhi : Revamping old songs has become the order of the day and the latest film to hop on the bandwagon is Kajol starrer Helicopter Eela as they recreate the popular 90s song “Ruk Ruk Ruk”. The original song was sung by Alisha Chinai for the film Vijaypath and was picturised on Tabu and Ajay Devgn. Anu Malik composed this popular track which was penned by Shyam Anuragi. The new version has been composed by Raghav Sachar and Palomi Ghosh has given the vocals. While in the old version, it was Tabu’s character who was singing on the streets to gather Ajay Devgn’s attention, in the new one, it is Kajol’s character who does the singing. The music video then shows Kajol dancing to the tunes of the song on a really bright and colourful set. The original composer Anu Malik also makes a cameo in the video. The song has been revamped but all the old lyrics have been retained and it has been changed into a rap. Composer Raghav Sachar also has a cameo here. Talking about the new version of “Ruk Ruk Ruk”, Raghav said, “I’ve retained the melody just like it was in the original by Anu Malik. We have updated the song with new rap portions that make it more conversational.

RBI needs to cut Cash Reserve Ratio to improve liquidity: govt official

New Delhi: The RBI should consider lowering Cash Reserve Ratio (CRR) in addition to buying government bonds to ensure adequate liquidity, an official said on Tuesday. Concerned over volatility in the stock markets, the Reserve Bank and markets regulator Sebi had on Sunday said they were closely monitoring the developments in the financial sector and were ready to take appropriate actions. “The RBI has tools like OMO (Open Market Operations) to manage liquidity. Also a CRR cut would ensure immediate liquidity in the market,” the government official told reporters. The focus should now be on ensuring adequate liquidity in the system and “not jamming” the credit flow, he added. CRR, the percentage of deposits that banks have to

park with the RBI in cash, currently stands at 4 per cent. The central bank has kept the CRR unchanged since September 2013. Assuring lending support to nonbanking financial companies, SBI Chairman Rajnish Kumar had Sunday said there was no concern on liquidity of such firms, amid ongoing debt crisis in IL&FS Group. Shares of housing finance companies had come under sudden heavy selling pressure as investors raised concerns over rising cost of borrowing for the companies amid crisis at IL&FS. The RBI is scheduled to conduct OMO on September 27 by buying Rs 10,000 crore worth government bonds, thus releasing liquidity into the system. Teams Formed For Lion Rescue In Gujarat After Carcasses Of Big Cats Found

AHMEDABAD: The Gujarat Forest department has formed 64 teams to screen and shift sick lions to rescue centres after carcasses of 11 big cats were found the state’s Gir forest, a senior official said on Sunday. The carcasses of 11 lions, including cubs, were found between September 11 and 19. Nine of those were recovered from Dalkhaniya range and two from the Jashadhar range of Gir forest. A team comprising top officials and experts from the National Tiger Conservation Authority (NCTA) and Dehradunbased Wildlife Institute of India (WII), probing the death since arriving on

Gujarat: Land classification rules changed after farmers object to compensation The farmers had cited reasons like higher property tax, higher electricity charges and lesser compensation for seeking the withdrawal. Gandhinagar : Tweaking a rule on the compensation awarded on land acquisition to agricultural land owners in rural areas, the state government has excluded the land parcels falling under Urban Development Authorities (UDAs) and Area Development Authorities (ADAs) from the definition of urban region. The decision, which has come in the wake of farmers from different villages demanding withdrawal of notifications that included them in UDAs and ADAs, is aimed at wooing the farmers in the state. The farmers had cited reasons like higher property tax, higher electricity charges and lesser compensation for seeking the withdrawal. According to the existing rules, the lands are divided in two categories — urban and rural. Land parcels under seven types of areas — former Urban Land Ceiling

areas, Municipal Corporation area, UDA area, ADA area, Municipality area, Notified area and Cantonment area – are marked as urban areas. All the other remaining areas are marked as rural areas. The compensation awarded to land parcels in rural areas is double their jantri rates, in comparison to the land parcels in urban areas, which are compensated as per the jantri rates in the event of acquisition. Many farmers, had thus, complained that because their lands are physically far from urban areas, the jantri rates were low in comparison to actual urban areas. Additionally, since their lands were included within UDAs and ADAs, that is urban areas, they were disqualified from receiving the double compensation entitled to those farmers whose land parcels were marked under rural areas.

US accuses Myanmar military of ‘planned and coordinated’ Rohingya atrocities

Washington : A US government investigation has found that Myanmar’s military waged a “well-planned and coordinated” campaign of mass killings, gang rapes and other atrocities against the Southeast Asian nation’s Rohingya Muslim minority. The US State Department report, which was released on Monday, could be used to justify further US sanctions or other punitive measures against Myanmar authorities, US officials told Reuters. But it stopped short of describing the crackdown as genocide or crimes against humanity, an issue that other US officials said was the subject of fierce internal debate that delayed the report’s rollout for nearly a month. The report, which was first reported by Reuters, resulted from more than a thousand interviews of Rohingya men and women in refugee camps in neighboring Bangladesh, where almost 700,000 Rohingya have fled after a military campaign last year in Myanmar’s Rakhine State. “The survey reveals that the recent violence in northern Rakhine State was extreme, large-scale, widespread, and seemingly geared toward both terrorizing the population and driving out the Rohingya residents,” according to the 20-page report. “The scope and scale of the military’s operations indicate they were well-planned and coordinated.” Survivors described in harrowing detail what they had witnessed, including soldiers killing infants and small children, the shooting of unarmed men, and victims buried alive or thrown into pits of mass graves.
