News Brief Girls Grounded by Spicejet in Delhi Floored by Railways A group of 45 female students and staff from the MOP Vaishnav College in city, who were among the many left stranded at the Delhi airport after Spicejet cancelled their flights earlier this week, were floored by the hospitality provided by the Railway Ministry, which arranged a special coach for them to return to Chennai. The group consisting of 42 college students from the Food Science Department had left for Delhi on December 11 for a conference at National Institute of Food Technology Entrepreneurship and Management (NIFTEM) in Sonepat, Haryana. They were scheduled to return to Chennai on December 16 by Spicejet flight SG 309 at 7 PM that day, which, however, was first delayed and later cancelled. “Since we had no way out, we reached the Delhi railway station in the cold winter night on Tuesday and were pondering over travelling in an unreserved compartment up to Chennai,” said Usha Ravi, professor at the Food Science department of the college who headed the group. Meanwhile, she managed to source the number of Union MoS for finance and commerce, Nirmala Seetharaman, and told her of their travails. “She is a minister, woman and from Tamil Nadu. After I personally spoke to her, she made some calls and arranged for our lodging at a hotel where our every need was taken care of,” explained Ravi. Though the group desired a coach on the Grand Trunk Express on Tuesday night itself, the ministry could manage to send them only the next day in the Rajdhani Express at 4 PM. A three-tier AC bogie was attached to the train and the relieved group reached Chennai on Thursday night. “We paid `2,800 per head for all the facilities.

On a visit to his constituency here, Modi recalled his childhood days when he had sold tea near a railway station, saying, “I have an association with Railways that is older than what most of Railway employees can claim to have. “There is a misunderstanding that Railways is being privatised. However, I want to make it clear that we are not privatising Railways. We cannot go in this direction. You don’t have to worry. It is neither our wish nor thinking,” he said, asking the unions not to pay heed to “rumours” in this regard. The Prime Minister made it clear that he planned to

utilise the enormous capital available with business establishments within the country as well as abroad for improving the infrastructure. “We need to understand and appreciate the potential of the Railways’ huge infrastructure which, if utilised properly, can transform the country’s economy,” he said. He was speaking at the Diesel Locomotive Works (DLW), on the outskirts of the city, where he inaugurated a project for expansion of the workshop and also dedicated to the nation a 4500 horse-power airconditioned passenger train engine. “We can take the example of a village where there is a railway station through which very few trains pass. Now the existence of the station would naturally result in good electricity supply. “If we construct a few rooms in the vicinity, we can use these for setting up skill development centres which can work wonders

for the unemployed youths in the village and nearby areas,” Modi said. Modi said Railways can be made an attractive career option for many talented young people. “For that we would need to bring in technological upgradation and better human resource management. It is for this purpose that we have decided to set up four Railway universities across the country,” he said. “At these universities, young men who have an interest in Railways and its operations can get bestpossible training before they get a job,” Modi added. Black money: India studying information given by Cyprus India will look at removing Cyprus from the blacklist of countries that do not share details about tax evaders after examining information given the island nation. India had blacklisted Cyprus last year for not sharing information about tax evaders. "They (Cyprus) have given some information. We are just examining whether information given by them is substantive ... if we are satisfied that the information provided is substantive, then matter (of removing Cyprus from Indian ggovernment's blacklist) will be looked at," the top official said today. The Finance Ministry had classified the island nation as a notified jurisdictional area on grounds that Cyprus was not providing information requested by tax authorities under the taxation treaty. Following the notification, all payments made to Cyprus attracted a 30 per cent withholding tax and Indian entities receiving money from there were required to disclose the source of funds. The notification also meant that "no deduction in respect of any other expenditure or allowance arising from the transaction with a person located in Cyprus shall be allowed unless the assessee maintains and furnishes the prescribed information". It had also added that if "any sum is received from a person located in Cyprus, then the onus is on the assessee to satisfactorily explain the source of such money in the hands of such person or in the hands of the beneficial owner, and in case of his failure to do so, the amount shall be deemed to be the income of the assessee". India and Cyprus had entered into an agreement for avoidance of double taxation of income and prevention of fiscal evasion in December 1994. In Budget of 2011-12, the Finance Ministry had inserted a clause - Section 94A - in the Income Tax Act to notify and guard against countries that do not cooperate in the exchange of information protocol. The Central Board of Direct Taxes (CBDT) in June last year had notified rules under which an entity based in a "notified jurisdictional area" will have to give an undertaking to share information in a prescribed format. India, as part of its efforts to counter the menace of black money and evasion of taxes, undertakes legal agreements like Double Taxation Avoidance Agreement (DTAA) and Tax Information Exchange Agreement (TIEA) with other countries.

Research reveals how 'lung cancer spreads' Scientists have revealed the mystery behind spreading of lung cancer. The researchers at the Cancer Research UK Manchester Institute discovered that the ties which lash cells together controlled by a protein called TIAM1 - were chopped up when cell maintenance work goes wrong. Healthy cells routinely scrap old cell parts so they could be broken down and used again. But this process spiralled out of control in lung cancer cells, which scraped too many TIAM1 ties. Targeting this recycling

process could stop lung cancer from spreading by keeping the cells stuck firmly together. Lead researcher, Dr Angeliki Malliri, at the Cancer Research UK Manchester Institute at the University of Manchester, said that the research showed for the first time how lung cancer cells severed ties with their neighbours and start to spread around the body, by hijacking the cells' recycling process and sending it into overdrive. Targeting this flaw could help stop lung cancer from spreading.

The Congress government's move to celebrate the birth anniversary of the 18th century legendary king Tipu Sultan has stirred a controversy in Karnataka, with BJP alleging that it was an attempt by the ruling party to strengthen its vote bank. On December 22, Chief Minister Siddaramaiah announced that the government has decided to celebrate "Tipu Jayanti" and the date would be decided shortly. "There has been a lot of pressure from various quarters to celebrate Tipu Jayanti. We have decided to take this into consideration and will announce the date shortly," Siddaramaiah had said at the release of a book Tipu Sultan: A Crusader for Change by historian Prof B Sheik Ali. But this has not gone down well with the BJP,

with its senior leaders claiming that Tipu was a "tyrant" who committed forced conversions in Kodagu and Dakshina Kannada districts in Karnataka and the neighbouring Kerala. BJP leader Suresh Kumar said Tipu cannot be considered as a person whose birthday should be celebrated by the government, claiming that the erstwhile Mysuru ruler had committed

barbaric acts against people including Kodavas (in Kodagu district). "We (BJP) have our own viewpoint on Tipu Sultan about his administration, especially when you go to Coorg (Kodagu) and other places where people still remember the barbaric acts committed against Coorgis, who refused to oblige his dictates. Beleaguered budget carrier SpiceJet would submit a revival plan to the government tomorrow… Beleaguered budget carrier SpiceJet would submit a revival plan to the government tomorrow on the basis of a proposed investment of USD 200 million from founding promoter Ajay Singh and US-based JP Morgan Chase, official sources said today. “Based on this proposed investment, SpiceJet will submit a revival plan to the civil aviation ministry tomorrow,” a source said. The potential investors are likely to buy stake from current promoter Kalanithi Maran by infusing USD 200 million within a month to help the airline stay afloat. Besides Singh, a fund managed by JP Morgan Chase would also be one of the

investors, the sources said. The airline has already received Rs 17 crore from the investors, the sources said, adding that “it has wiped off all its dues to the oil companies”. The no-frill carrier’s dues to foreign and Indian vendors, airport operators and oil companies had grown from Rs 990 crore to Rs 1,230 crore between November 24 and December 10, as per data provided by the airline to the Civil Aviation Ministry. The airline’s dues to foreign vendors, including lessors of aircraft and maintenance, repairs and overhaul (MRO) facilities, had risen from Rs 624 crore on November 24 to Rs 742 crore on December 10.

Meanwhile, Civil Aviation Minister Ashok Gajapathi Raju today said the government was trying to be helpful on the SpiceJet issue and the airline needs to clean up its accounts if it has to survive in the market. “What SpiceJet is going through is its own financial problem. It has to clean up its accounts. We are only trying to be helpful,” he told reporters here after inaugurating the e-office governance in the Civil Aviation Ministry and single-window facility at the Airports Authority of India. Why should the government push or pull up any airline? What we need is more players, more airlines and more connectivity,” he said.

NASA astronauts send Christmas greetings from space In a bid to make cooking gas (LPG) easily available to consumers, 5-kg mini LPG cylinders will now be available at select petrol pumps and neighbourhood grocery stores besides regular gas agencies in almost all major cities. Till now, cooking gas (LPG) was available for domestic use in 14.2-kg cylinders only from gas agencies. Consumers were entitled to 12 such bottles in a year at subsidised rate of Rs 417 in Delhi. Now the subsidised cooking gas will also be available in 5-kg packs. Those entitled to subsidised gas can buy 34 bottles of 5-kg each at Rs 155 per cylinder in Delhi. While the subsidised 5-kg mini LPG clinder will be available only at regular LPG distributor, marketpriced mini LPG cylinders costing Rs 351 can be bought across-the-counter without prior booking and minimal paper work at petrol pumps, gas agencies and select grocery stores. Oil Minister Dharmendra Pradhan used the 'Good Governance Day' to relaunch the scheme at more outlets across the country. "This is not a new scheme but we are now rebranding and relaunching

it with an elaborate marketing plan so as to make available environment friendly fuel to people," he said on the occasion. The sale of market-priced mini LPG cylinder, which was in March launched by the then Oil Minister M Veerappa Moily at a handful of petrol pumps that are owned and operated by state run fuel retailers, has now been expanded to other outlets as well as grocery stores. The market-priced LPG was being sold at 610 petrol in major cities and this list has been expanded now. It is available at additional 100 locations in the national capital alone, Pradhan said. "On the occasion of former Prime Minister Atal Bihari Vajpayee's birthday, which is being observed as Good Governance Day, our oil marketing companies have decided that the scheme will be relaunched," he said. Also, the 5-kg subsidised LPG cylinder which is available only in remote and hilly areas, will also be available in cities, he said. Pradhan said BPLcard holders will get new LPG connection at concessional rate.

The women had last year filed a police complaint and accused Asaram Bapu of sexual assault between 1997 and 2006 when she was staying in his ashram on the outskirts of Ahmedabad.

Bharuch police nabs Pappu Khokhar Bharuch police got major success by arresting notorious Pappu Ibrahim Khokhar in Hansot. It either did not ring or elicited a recorded response: "You are important to us, please stay on line, we will transfer your call." After that, there was no response. Paresh Shah, who owns a bungalow in Gandhinagar, was interested in being a part of the government's homestay scheme.

Biting robber, dogged braveheart AHMEDABAD: A 52year-old man, Navin Thakkar, working at a petrol pump, battled a robber who tried to snatch a bag containing Rs 2.93 lakh in Khadia on Wednesday morning. Thakkar managed to catch the robber but suffered multiple bites inflicted on his hand by the robber. The owner of the pump Sanjay Thakkar told TOI that Navin, a resident of Ramol, worked there for 10 years and regularly carries cash to a nearby bank. Khadia police sources said that as part of his routine, Navin was walking to a bank to deposit Rs 2.93 lakh. "Ramesh Solanki, resident of Dholka intercepted him

and asked him about a local address," added Khadia police officials. A moment later, Solanki pounced on Navin and tried to snatch the bag with the cash. "Navin confronted him and raised the alarm. Solanki, desperate to decamp with the bag, inflicted several bites on Navin's hand holding the bag. Navin not only endured the bites, but held on to Solanki until locals rushed to his help," said Khadia police officials. Solanki was handed to Khadia police. "We came to know that Solanki hails from Dholka town of Ahmedabad district. We also suspect him to be involved in other such incidents," said a police source.

increase daily wages by 27% to 30%. With this, daily average increase in effect will be Rs. 60-65,” she said. She said the state government has divided

laborers in three categories which are – skilled, semi-skilled and unskilled. Kushal(skilled) laborers in zone-1 will get daily payment of Rs. 293 while in zone-2 it will be Rs. 284. Ardh Kushal(semi-skilled) laborers in zone-1 will get Rs. 284, while in zone-2 Rs. 276. Bin Kushal(unskilled) laborers in zone-1 will get Rs. 276 while in zone-2 they will get Rs. 268.

WHY AMC OFFICIALS LOVE TO GO ON PICNIC IN OFFICIAL VEHICLES When it comes to travelling in a hired vehicle, Ahmedabad Municipal Corporation officials are a blessed lot. Even privileged. For, they can travel to any destination for personal reasons in government four-wheelers. For these fun, frolic and sometimes pilgrimage trips, they have to pay an apology for a rental for four-wheelers: 75 paise a km. Cheaper than what even a twowheeler ride would cost. And it is all legal. Officials have travelled thousands of kilometres and the municipal corporation has subsidised it by lakhs of rupees collected from the tax-payers. The fact came to light

following an application under the Right to Information Act by Pankaj Bhatt in October. The president of Ahmedabad RTI Association had asked the central office of AMC for details of the travels by the officials while they were on leave. The answers he got are shocking. The civic officials have visited different destinations on different days but the amount they paid is less than the kilometres they travelled. For example, when M D Modia was deputy municipal commissioner in New West Zone, he went to different destinations and logged 11,603 km. He paid Rs 9,752 towards the rental. "If

one considers market rate of around Rs 10 a km, he should have paid Rs 1,16,030, but he paise a fraction of the cost," Bhatt told Mirror. According to the answer of the RTI, I K Patel, who has taken the charge of DyMC after his transfer during Lok Sabha elections, has logged the highest number of kilometres by an official. He took his government vehicle to different places totaled 12,736 km. Similarly, S M Khatri travelled 4,078 km and paid Rs 3,776 while U C Padia paid Rs 7,328 for the 7,858 km he covered. Interestingly, technically these officials did nothing wrong, for they followed the rule and paid the rental prescribed.

Girls should not wear jeans as that was “not our culture and if they want to wear it anyhow, they should wear long tops with them”, Rajkot city mayor Raksha Boliya advised while speaking at a seminar on marriage abroad, here on Tuesday. “I notice that most of you area wearing jeans. You shouldn’t be wearing jeans as that is not our culture and if you want to wear it anyhow, you should wear long tops with it. But you should avoid wearing tight-fitting clothes,” Boliya, who was guest of honour at the seminar, said while addressing college girls. The seminar was organised by Guajarat State Non-resident Gujarati Foundation (NRGF), a state government body set up to act as a link between Nonresident Gujaratis (NRGs), to raise awareness among girls over issues of marrying youths living abroad. This is the second such session after the NRGF held a similar event on Monday in Ahmedabad where a

police station for NRIs was proposed. These events are being held as a build-up to the Pravasi Bharatiya Divas to be hosted at the Mahatma Mandir in Gandhinagar on January 7-9. Frauds in marriages with NRIs are rising in Gujarat too, after Punjab. Leelaben Ankoliya, the chairperson of the state commission for women in Gujarat had said at the Ahmedabad edition of the event that she received 125 complaints of such frauds. The mayor reasoned that NRGs prefer Gujarati girls for a variety of reason. “They know that you (Gujarati girls) will respect culture and and will also remain loyal to the family. So, respect the culture of the country you immigrate to but do not be swayed

by it. You should also make the Gujarati culture stand out,” Boliya added. Other experts at the seminar advised girls to conduct background checks and stick to some fundamental rules while marrying to youths living abroad. “Rather than rushing into marriage with youths living abroad, you should conduct enough background check. Those going abroad on dependent visa area are not eligible for work permit. So, women remain dependent on their husband after marriage. But you have to keep your immigration and educational documents handy all the while so that in the event of a marital discord, you have enough held available,” said Bhavna Joshipura, a citybased advocate. The advocate said that in case of marital discords, laws of the country where the marriage ceremony takes place, apply. “But the best way to remain out of trouble is to remain on guard all the while.
