Short News Centre gave sanction to prosecute Chidambaram, CBI tells court New Delhi : The Centre has accorded sanction to prosecute former Finance Minister P Chidambaram in the Aircel-Maxis case, the CBI informed a court here Monday. In an application filed in the court of Special Judge O P Saini, the CBI said it had filed a chargesheet in the case against 18 accused, including Chidambaram, on July 19, 2018. “The competent authority in the central government has accorded sanction for prosecution of accused Sh P Chidambaram under Section 197 of CrPC and Section 19 of Prevention of Corruption Act, 1988 (as amended in 2018),” it said. The court extended protection from arrest to Chidambaram and his son and co-accused Karti till December 18, the next date of hearing, while granting three weeks to the CBI to get sanction against some of the 17 other accused in the case.

Pakistan not sincere in bringing 26/11 perpetrators to justice: MEA New Delhi : As India marked the 10th anniversary of the 26/11 carnage on Monday, the Ministry of External Affairs called on Pakistan to shed its double standards and show sincerity in bringing perpetrators of the attack to justice. In a sharp remark on Pakistan for hanging fire on the trial, which has been going on since 2009, the MEA stated the plotters of the attack were roaming the streets with impunity. “It’s a matter of deep anguish that even after 10 years of this heinous terror attack, families of 166 victims from 15 countries still await closure, with Pakistan showing little sincerity in bringing perpetrators to justice,” the MEA said the statement. The MEA also reiterated that the attack, where 10 Lashkar-e-Toiba terrorists unleashed a wave of violence in Mumbai in 2008, was planned, executed and launched from Pakistan territory. “Planners of 26/11 still roam streets of Pakistan with impunity. We once again call on Govt of Pakistan to give up double standards & expeditiously bring perpetrators of the horrific attack to justice,” it said.

India is not better prepared than 2008

The kaleidoscopic features of modern terrorism have befuddled even advanced countries with better interdiction capability. France, which had the reputation of “Europe’s Counter-Terrorist Power House” for decades, saw its defences crumble in 2015. Before 9/11 it had refined its overseas intelligence collection and could alert US and Canada to arrest Algerian terrorist Ahmed Ressam on 14 December 1999 before he could undertake the Millennium Plot of blowing up Los Angeles Airport. That had made the French attitude towards the US appear to be arrogant. Although politicians rallied to declare solidarity with America by saying “Nous sommes tous Americans” (We all are Americans), certain French writers like Jacques Derrida could not restrain themselves from attributing the attack to America’s past blunders and “a distant effect of the Cold War”. This arrogance was also because France had not suffered any jehadi attacks between 1996 and 2012 while the US and UK had experienced heavy hits. As a result, France cut a sorry figure when the locally known Kouachi brothers carried out the Charlie Hebdo massacre in January 2015, killing 17. More embarrassment was to follow in November when 137 were killed in six separate incidents in Paris by the Belgian-French Abaaoud gang. In July 2016, a self- radicalized man of Tunisian origin crushed 86 under a truck in Nice, which heralded the most innovative Islamic State (IS) tactic called “low-cost terrorism”. This was followed by 12 such attacks in the US, UK, Germany, Sweden, France and Spain. All these refinements in terrorist methodology need to be kept in mind before we assess whether we are safer now than in 2008 when the 26/11 attacks devastated Mumbai. The 26/11 methodology— an attack coming from the sea or terrorists indulging in commando tactics—need not be replicated in all future attacks in India. We also need to analyze the current problems faced by counter-terrorism (CT) agencies the world over before coming to the conclusion whether we are better protected.In my lecture on the same subject to the Singapore Police officers in November 2017, I had listed several key trends. First, the public expected increasing openness by CT agencies to convince them that they are doing their best to prevent attacks. For that, many CT agencies in other countries publish their activities officially. Unfortunately, we never do that.

Business Govt to infuse Rs 42,000 cr in PSU banks by March; next tranche likely in Dec

New Delhi: The government will infuse Rs 42,000 crore in the state-owned banks by March-end and the next tranche would be released as early as next month, a senior finance ministry official said on Monday. The government earlier this year pumped Rs 11,336 crore in five PSBs -PNB, Allahabad Bank, Indian Overseas Bank, Andhra Bank and Corporation Bank -- to improve their financial health. “We will infuse the next tranche of recapitalisation by mid-December. Close to Rs 42,000 crore remain to be infused as capital in public sector banks in the current financial year,” the official said. He said that large PSBs such as State Bank of India and Punjab National Bank (PNB) may not need more capital infusion in the current financial

year ending March 2019. “Some big stateowned banks like SBI and PNB may not need further capital infusion from the government in 2018-19. PNB has already received regulatory capital twice so far,” the official said. State-owned banks will need less capital to meet their capital adequacy norms, as the Reserve Bank of India last week decided to defer the deadline for them to meet the global norms or BaselIII requirement by a year till March 2020. The RBI Board last week, while deciding to retain the capital adequacy requirement for banks at 9 per cent, agreed to extend the transition period for implementing the last tranche of 0.625 per cent under the capital conservation buffer (CCB) by one year — up to March 31, 2020.

Silver, too, gained Rs 150 to Rs 37,450 per kg amid increased demand from industrial units. Bullion traders said that demand from local jewellers at the domestic spot market mainly kept gold prices higher following a positive trend overseas. In the international market, gold was trading at USD 1,224.30 an ounce and silver was at USD 14.21 an ounce. RBI can transfer Rs 1 trillion of excess reserves to govt: report Mumbai: The Reserve Bank has “more than adequate” reserves and that it can transfer over Rs 1 trillion to the government after a specially constituted panel identifies the “excess capital”, says a report. An RBI board meeting had last on Monday decided to form a committee, which is likely to be announced later this week. “We expect the proposed committee on the RBI’s economic capital framework (ECF) to identify Rs 1-3 trillion which is 0.51.6 per cent of GDP as excess capital,” analysts at Bank of America Merrill Lynch said in a note Monday. The brokerage report said as per its stress tests, the central bank can transfer Rs 1 trillion to the government if the

transfer is limited to passing excess contingency reserve and can go up to Rs 3 trillion if the total capital is included. Giving a break-up, the report said Rs 1.05 trillion can be transferred if the contingency reserve is capped at 3.5

per cent of the RBI book. It further said this level will be 75 per cent higher than the average of BRICS economies, excluding India. Additional forms of transfers can include Rs 1.16 trillion from the contingency reserves

Limiting the appreciation cover in RBI’s currency and gold revaluation account to 25 per cent (Rs 53.25 per USD) will release about Rs 72,000 crore to the government, it said. Market analysts said recapitalisation announcement to PSU banks is likely to provide respite to current liquidity issues, which also boosted the sentiment. Fire Breaks Out in Surat’s Vesu, Nine People Rescued Surat: A fire broke out in Surat’s Vesu area on Monday evening. At least five fire tenders have been pressed into service to control the raging blaze. More than 50 people are stranded in the building where the fire has broke out. The building where the blaze started had a tuition class and hence many children are also trapped inside the premises. The fire department officials are trying to save the children from the raging fire.Several of those rescued have been shifted to a hospital. The evacuation process

is still underway. Earlier today, at least four people from one family, including two minors, were killed when a fire broke out following the explosion of an LPG cylinder in eastern Nepal. The incident took place in Nepal’s Jhapa district on Sunday when a two-storey wooden house turned into ashes after the LPG cylinder exploded spreading the fire due to the 40 litres of diesel stored in the house. The dead included two adults and two minors including a four-month-old, police said.

Parents happy on school bag weight restriction Ahmedabad : The parents have expressed happiness over the order of the Union Ministry of Human Resource Development on restricting the weight of school bags of the students. In an order circulated to all the State Governments and the education boards, the MHRD has clearly said that no homework should be assigned to the students of class I and II. The order also restricts the weight of the school bag of a class I and II student to 1.5 kg. Similarly, the bag of class III to V student should not exceed 3 kg and the same of class VI-VII students has been restricted to 4 kg, of class VIII–IX student to 4.5 kg and class X student to 5 kg. In the order, MHRD has instructed the States to formulate guidelines to regulate teaching of subjects and weight of the school bags of the students. (AUPA) Niraj Singhal said that the order of MHRD is very good and should be strictly implemented. “We have been repeatedly raising the demand of reducing the weight of the school bag which has become a burden on the tender shoulders. Moscow : A senior Russian diplomat warned Monday that the planned US withdrawal from a Cold War-era arms control pact could critically upset stability in Europe. Deputy Foreign Minister Sergei Ryabkov said Monday that if the US deploys intermediate-range missiles in Europe after opting out of the treaty banning their use, it will allow Washington to reach targets deep inside Russia. US President Donald Trump declared his intention last month to withdraw from the 1987 Intermediate-Range Nuclear Forces (INF) Treaty over alleged Russian violations. Moscow has denied breaching the pact and accused Washington of violating it. Ryabkov warned that if the US stations the currently banned missiles in Europe, Russia will have to mount an “efficient response.” He didn’t elaborate. “We won’t be able to turn a blind eye to the potential deployment of new US missiles on the territories where they may threaten Russia,” he said, adding that such intermediate-range missiles would tilt the existing strategic balance between Russia and the US. “We would very much want not to get to the point of new missile crises.

Afghanistan considering delaying April presidential election

Kabul : Afghan authorities are considering postponing a presidential election scheduled for April 20 next year, officials said, following heavy criticism of the chaotic organization of parliamentary elections last month. Kubra Rezaie, a spokeswoman at the Independent Election Commission (IEC), said an option was being considered in which the presidential election, along with already delayed parliamentary elections in the central province of Ghazni and district council elections could be delayed by three months. “But we cannot say they will be postponed because this is something at an initial stage,” she said. Last month’s parliamentary elections, which saw huge delays at polling stations across Afghanistan, came in for heavy criticism over problems ranging from incomplete voter lists to malfunctioning biometric voter verification equipment.

Ahmedabad : The Gujarat High Court on Monday questioned the powers based on which malls, multiplexes, and similarly situated commercial establishments, levy parking fee on visitors. The question was raised by the division bench of Acting Chief Justice AS Dave and Justice Biren Vaishnav during the hearing of a petition filed by Ruchi Malls Private Limited challenging the recent verdict of a single judge bench of the court. In its judgment, the single judge bench of justice Bela Trivedi had directed the commercial establishments to provide free parking to visitors for an hour and cap the daily maximum parking charges to Rs 10 and Rs 30 for two-andfour-wheelers, respectively.
