In a letter to the CMs, the Home Minister mentioned about the need for immediate release of the additional compensation announced by the NDA government to the family members of the victims of the anti-Sikh riots, triggered after the assassination of the then Prime Minister Indira Gandhi by two of her Sikh body guards. Of the total 3,325 victims of anti-Sikh riots, 2,733 belonged to the national capital. Intelligence agencies must learn to coordinate, improve capacities The world was again reminded this week of the value of whistleblowers like Edward Snowden, whose efforts to create more open societies at great personal risk will eventually strengthen institutions in democracies, including their security services. Classified documents disclosed by Mr Snowden provided the opportunity for New York Times, ProPublica and the PBS to investigate the failures of intelligence agencies concerning the 26/11 Mumbai attacks. Intelligence agencies will have no doubt evaluated what went wrong after the Mumbai attack, but open disclosures like this can generate purposive public pressures for governments and bureaucracy to act on. We now know that a lot went wrong. Intelligence agencies directed high-tech surveillance on important terror suspects but were working in parallels. The British and Indian agencies were tracking Zarrar Shah, “technology chief of the Lashkar-e-Taiba”, but were not coordinating with each other. The Americans missed acting on the tip-off from the wife of LeT’s David Coleman Headley who told officials that the latter was an American terrorist conducting mysterious missions in Mumbai. No one agency had a complete picture of the emerging plot, all agencies missed Headley even while tracking Zarrar. The US warned Indian officials several times that an attack was imminent but they lacked “specific information about the timing or method of attack”. One hopes that intelligence coordination with other countries is a lot more streamlined now after Mumbai, particularly since the LeT is reckoned as a genuine global terror menace which deliberately targets Western nationals. This is imperative owing to the problems (and opportunities) that big data poses to intelligence agencies. Technology allows massive levels of intrusion and generates enormous volumes of data but that is scarcely a guarantor that plots will be uncovered. Data needs to be analysed in real time, pursuing relevant leads and connecting the dots. Governments like India not only need to cover shortfalls in recruitment to intelligence agencies and other security forces, but they ought to place high priority in developing professionals who can sensitively analyse data knowledgeably and sensitively, with ideally a proficiency in language, an awareness of context and a facility for conscious disavowal of stereotyping. Poor professional judgement is ultimately counterproductive in the sphere of law enforcement. And following from Mr Snowden, surveillance regimes must operate within rigorous legal frameworks that balance the competing values of privacy, security and technological advancement. It is a difficult conversation, but one that India must have before a whistleblower comes along

Swine flu claims first life in Delhi A 51-year-old woman succumbed to swine flu in New Delhi, hospital sources said on Friday. The woman passed away two days ago at the Sir Ganga Ram Hospital in the national capital. Also read: Baba Ramdev's beat swine flu formula. The woman, Sushila Goyal, was shifted to the Delhi hospital on December 21 after being diagnosed with the deadly virus in a Ghaziabad hospital in Uttar Pradesh. She reportedly tested positive for swine flu and her condition worsened rapidly. "The patient at the time of admission was in a critical state. She had lung failure and was on a

high frequency ventilator support," said a statement from the hospital. The Delhi health department has provided Tamiflu vaccine to any person who was in contact with the woman, including the hospital staff. Two cases of swine flu have been reported in New Delhi till now.

Over 75,000 take shelter in relief camps in Kokrajhar; Army goes all-out against NDFB (S) rebels in Assam Even as normal life across Assam came to a grinding halt due to a 12-hour bandh called by several organizations to protest and condemn the brutal killing of over 75 persons in the recent spate of violence carried out by the NDFB(S) faction, security forces on Friday intensified their operations, going all out against the militants. In New Delhi, Army chief Dalbir Singh announced deployment of 66 columns of troops in northern Assam in order to intensify operations, while troops of other central armed police forces like the CRPF, ITBP, and SSB also fanned out especially to areas along the IndoBhutan international border and the AssamArunachal inter-state boundary. Though no fresh incident of violence was reported since Thursday, police recovered a couple of bodies in Kokrajhar district, taking the death toll in the recent violence to 75. Three persons were killed when police opened fire in Dhekiajuli on Wednesday to disperse protesters who had turned into a mob. Panic-stricken villagers however continued to flee their homes to seek shelter in safe places, with the number rising to more

than 80,000 Friday. In Kokrajhar district alone, over 75,000 people have left their villages and taken shelter in schools, clubs and other places closer to highways and police stations. Kokrajhar deputy commissioner Thaneswar Malakar said the authorities have opened 53 relief camps in the district, 26 of them in the Gosaigaon sub-division and 27 in Kokrajhar subdivision. “The people have fled their homes out of panic,” the deputy commissioner said. Over 7,500 people are lodged in camps in Sonitpur district. The people include members from both Adivasi as well as Bodo communities. At least 30 people were killed in Kokrajhar and 40 in Sonitpur, most of them Adivasis, in Tuesday’s attack by the NDFB(S). Rupee falls for third day, down 6 paise Continuing its descent for the third straight session, the Indian rupee on Friday declined by six paise to close at 63.57 against the Greenback following sustained month-end dollar demand from importers and capital outflows. A modest recovery in local equities, however, capped the rupee fall to some extent while dollar index was almost stable in overseas market in thin trade. At the Interbank Foreign Exchange (Forex) market, the domestic currency resumed better at the day’s high of 63.45 a dollar from its previous close of 63.51. However, it later fell back on continued month-end dollar demand from importers, mainly oil refiners, and persistent capital inflows to a low of 63.70. It recovered some ground to settle at 63.57, showing a fall of six paise or 0.09 per cent. In a lacklustre trade on Friday, the benchmark S&P BSE Sensex today edged up by 33.17 points, or 0.12 per cent, breaking

two-day declining trend. FPIs sold shares worth Rs 2,808.27 crore on December 24, as per provisional data. Pramit Brahmbhatt, Veracity Group CEO, said, “...Indian Rupee traded weak and depreciated by six paise, taking cues from FIIs profit booking and dollar demand from oil companies. The trading range for the spot rupee is expected to be within 63.20 to 64.00.” In the forward market, premia continued to trade weak on sustained receipts by exporters. The

benchmark six-month premium payable in May declined to 189.5-191.5 paise from 192.75-194.5 paise previously. Forward contracts maturing in November 2015 dropped to 394.5-396.5 paise from 399.5-401.5 paise. The Reserve Bank of India fixed the reference rate for dollar at 63.6355 and for euro at 77.7435. The rupee moved down further to 98.93 against the pound from 98.72 and softened further to 77.48 per euro from 77.44. It, too slipped to 52.85 per 100 Japanese yen from last close of 52.73.

Ahmedabad The CBI has filed a charge sheet against a Gujaratbased branch manager of Indian Overseas Bank (IOB) and three others for allegedly cheating the bank to the tune of Rs 2.5 crore. In its charge sheet filed before a Special CBI court in Ahmedabad, the agency has charged the branch manager and his accomplices with criminal conspiracy, cheating, forgery and under

provisions of the Prevention of Corruption Act. The agency has accused them of conspiring to cheat Indian Overseas Bank, Himmatnagar Branch, Sabarkantha (Gujarat), and causing an alleged loss to the tune of Rs 2.53 crore, a CBI spokesperson said here today. Speaking on the allegations, the CBI spokesperson said, “The branch manager, in

conspiracy with the private persons, sanctioned agricultural term loans for making Green House projects without obtaining any document.” “However, no such Green House projects were undertaken at all and the loans were disbursed without following the laid down banking norms. An alleged loss of Rs 2.53 crore (approx) was caused to the bank,” the spokesperson added.

Ahmedabad Tata Motors today flagged off 123 new air conditioned (AC) buses in Ahmedabad, equipped with automatic transmission. These buses are in addition to the order bagged by Tata Motors for 3,200 buses under the JnNURM phase II scheme and are meant to reduce driver fatigue and provide for a superior commuting experience, Tata Motors

said in a statement. “These air conditioned buses with automatic transmission are most suitable for BRTS operations and have been developed for the first time for Janmarg,” Tata Motors Vice President, Defence & Government Business, Vernon Noronha said. Automatic transmission in buses will reduce driver fatigue, improve a c c e l e r a t i o n , manoeuvrability and

overall passenger comfort and experience, and more revenue earnings per bus, he added. The buses, built by Tata Marcopolo, are being operated by private operators Maruti Travels and Chartered. Tata Motors is the country’s largest automobile company, with consolidated revenues of Rs 2,32,834 crore in 2013-14.

Jamnagar The city of Jamnagar is all set to break another world record. An artist here on Thursday played 11.11 ft long flute which is claimed to be the longest flute in the world. The longest flute was demonstrated in a public function on Thursday at Khijda mandir during the Golden Jubilee function of Pranami Dharma Acharya Pith. Thousands of people had gathered to listen to the music played

using world’s longest flute, and the song played on this flute was India’s national anthem. According to organizers, this flute has been made after one and half month long efforts by a group led by Kinjal Karsaria. According to Kinjal, the existing record of world’s longest flute is enjoyed by China with a 10.6 ft long flute. Jamnagar based serial world record breaker Bharatsinh was present on this occasion.

Gujarat: encounter-accused cops learn spoken Sanskrit in jail Ahmedabad IPS officers P P Pandey and D G Vanzara, accused in the Ishrat Jahan encounter case, today completed a course in Sanskrit-speaking at the Sabarmati central jail here. “We trained around 250 prisoners of the Sabarmati central jail through our ten-day Sanskrit-speaking course. Vanzara and Pandey also participated in the course,” coordinator of the NGO Samskrita Bharti (which had organized the course) Sukumar Trivedi said. “Today was the last day of the course. Vanzara gave a 30-minute speech in Sanskrit,” he said. “Pandey sahab also spoke in Sanskrit and said a person who can speak this language can never commit any crime, as Sanskrit connects hearts. Pandey sahab also said that it teaches us the spirit of universal brotherhood,” said Trivedi. Pandey, who is behind the bars since August last year, has sought bail in the Ishrat case on the ground that CBI had not produced any substantial evidence against him. Pandey was the joint commissioner of police (crime) in Ahmedabad, when Ishrat, a Mumbaibased student, Javed Shaikh alias Pranesh Pillai, Amjad Ali Rana and Zeeshan Johar were

gunned down by crime branch sleuths on the outskirts of the city on June 15, 2004. According to CBI, it was a staged encounter. Vanzara has been named in Ishrat as

well as Sohrabuddin Sheikh and Tulsi Prajapati encounter cases. He is in jail since April 2007. He has, however, got bail in Sohrabuddin and Tulsi Prajapati encounter cases.

TUITION CLASSES OUTSHINE MARKETS Private tuition has become a multi-billion rupee industry, recording a growth of 35 per cent in the last five years in India. Parents' and students' conviction that only such coaching classes will help them secure good marks in board exams and crack medical and engineering entrance tests is only giving them a boost and encourages their promoters to raise the fee by up to 10 per cent every year. The size of private coaching industry in India was about $ 23.7 billion (about Rs 1.5 lakh crore) in 2013 and is likely to touch $ 40 billion (about Rs 2.4 lakh crore) next year 2015. The growth rate is much higher than the Indian market is growing or the Bombay Stock Exchange's Sensex has grown in recent years. In the city, the fee for class 11 science stream starts at Rs 15,000 a subject and it could rise to Rs 25,000 for personal tuition in subjects like biology, physics, chemistry and

mathematics, an Assocham study has found. Alarmed at the coaching classes' growing influence, school principals suggest a regulating authority that can work as a watchdog on the 'industry'. The report shows that a majority of middle class parents have been spending one-third of their monthly income on private tuitions. Ramesh Mishra, who has paid Rs 2.5 lakh for his son's IIT-JEE and class 12 coaching said, "I have taken a personal loan to pay the tuition fee. Schools provide quality education but coaching classes give more resultoriented education. I don't mind paying high fee if it helps my son crack IITJEE." A doctor, who did not want to be named, said, "I want my daughter to crack medical entrance exam to get into a good institute. I will not mind paying high fee because if she does not study in a good coaching class, she may not be able crack the entrance.

State leaders and city fathers never tire of flaunting BRTS. And why shouldn't they? The project has been hailed as hugely successful and has bagged several awards nationally and internationally. If only it also addressed the plight of passengers from Vadaj and Rama Pir no Tekro or those going there. The stands have problems galore. Passengers and staff have complained to officials concerned several times but the issues have

festered for almost 18 months. Electricity supply has been irregular at Rama Pir no Tekro for about a year-and-a-half, automated entry-exit door remains open all through, and computers, tubelights and other electrical gadgets have been vandalised. It depends on street lights for illumination. Also, enveloped in darkness, the bus stand is frequented by drunken people who have assaulted the staff on duty several times.

Now in the latest appalling violation, an M.B.B.S degree holder from a prominent medical college in Russia’s Saint Petersburg has admitted hiring two juveniles to throw acid on a fellow doctor after she spurned his advances. Mail Today had reported on Wednesday that the victim, a senior resident doctor at the Employees’ State Insurance (ESI) hospital, was attacked in West Delhi’s Rajouri Garden area on Tuesday. Preliminary reports suggest that her right eye may have been damaged in the attack. She is undergoing treatment at AIIMS, where her condition has reportedly

slightly improved. The Delhi Police, meanwhile, claimed to have cracked the case on Thursday with the arrest of four persons, including the doctor and the two juveniles he allegedly hired. According to sources, Dr Ashok Yadav decided to teach the woman a lesson when she rejected him, and hired the two juveniles to throw acid on her by offering them Rs 25,000. The 32-year-old doctor allegedly trained them for fifteen days on how to spray acid on her face using an injection. Investigations have revealed that the conspiracy was hatched by Dr Yadav along with his friend, Vaibhav (20), around 40 days ago.
