Short News Low-quality gems at high value: Mehul Choksi got Dubai warning Mumbai : As early as October 2015, a Dubai-based firm of the Gitanjali Group alerted Vipul Chitalia, vice-president of the group who has since been arrested, on the possibility of penal action if caught by customs authorities in India or Dubai for exporting “low quality” coloured gems at highly inflated value to Dubai. The probe agencies investigating the firms of Mehul Choksi, promoter of Gitanjali Group, have found that the Dubai subsidiary, in an email sent to Chitalia and a few other top officials of Gitanjali Group on October 6, 2015, said the consignment of coloured gems received by them were of such “low quality” that the “stones release colour and the bag inside which stones are kept turns red”. The email said that if customs officials in Dubai or India conducted a surprise check on the export parcels, Gitanjali Group could face heavy penalties.

Reacting to the latest data from the Swiss National Bank (SNB) that showed the money of Indians stashed in Swiss banks rose over 50 per cent to Rs 7,000 crore in 2017, the former finance minister said that this news has led to a

China’s PLA holds high altitude drill in Tibet first time since Doklam New Delhi : The People’s Liberation Army (PLA) units of the Chinese military carried out drills testing their logistics, armament support capabilities and military-civilian integration in Tibet, PTI quoted an official media report as saying today. This is the first such report of China’s military drills since the Doklam standoff between the two countries. State-run ‘Global Times’, which reported the drill, also cited the PLA’s 13-hourlong exercise conducted at an elevation of 4,600 metres in August last year. As per the report, analysts are calling the drill an important move towards building a military-civilian integration in the region. The cooperation of the local companies with the government will help in realising the nation’s goal to build a strong military in the future, the report said. A relative measure is one whose value remains unchanged when all incomes in an income distribution are raised or lowered by the same proportion. In the presence of income growth, relative measures tend to behave like “rightist” measures, and absolute measures like “leftist” measures, as Kolm put it. He, therefore, saw the case for more “moderate”, “centrist/intermediate” measures, which register an increase in value when all incomes in a distribution are raised equi-proportionately, and a decline in value when all incomes are raised equally. These are what one may call income-centrist measures. An analogous problem is encountered with a reckoning of inequality in the presence of population changes. Most extant inequality measures are population-relative, in the sense that when the numbers of persons at all income levels are raised equi-proportionately, the value of the inequality index remains unchanged. In contrast, a population-absolute index would register a k-fold increase in its value for a k-fold replication of the population at each income level. Population-intermediate measures, which avoid the “extreme values” of both relative and absolute indices, would typically register, in the presence of equi-proportionate increases of population at all income levels, a less-than-proportionate increase in inequality. There is a strong case, from the perspectives of both logical and ethical acceptability, for employing comprehensively intermediate (that is, income-cum-populationintermediate) measures of inequality in empirical work. The predominant mainstream practice, however, is to employ strictly relative measures.

Kuala Lumpur : Serena Williams was not at home when a drug tester made a surprise visit to her Florida home on June 14, a spokesperson for the tennis player said on Thursday as the US AntiDoping Agency (USADA) said it had tested her on three occasions this year. Williams’ publicist Kelly Bush Novak was responding to a report on website Deadspin that an officer from the US AntiDoping Agency (USADA) had visited seeking to drug test Williams outside the allotted daily window. Williams, 36, is

one of many athletes in the international testing pool who is required by USADA to let the agency know her whereabouts for a one-hour period of her choosing every day, even when not competing. Testers, however, have the right to also make unannounced visits outside the one-hour window, though there is no guarantee the athlete will be at the location. Deadspin reported the testing officer had arrived at Williams’ home at 8.30 a.m. local time, and had refused to leave until Williams had been tested.

ICICI Bank appoints ex-petroleum secretary as non-executive chairman

New Delhi: ICICI Bank on Friday said it has appointed former petroleum secretary Girish Chandra Chaturvedi as the company’s non-executive chairman. The term of office of incumbent M K Sharma expires on June 30, 2018, ICICI Bank said in a statement. The appointment is effective July 1, 2018 for a period of three years, subject to the approval of shareholders, it added. “The Board...approved the appointment of Girish Chandra Chaturvedi as non-executive part-time Chairman effective from July 1, 2018 or the date of receipt of RBI approval for such appointment whichever is later in the vacancy caused by cessation of term of M K Sharma (Independent

Director & Chairman),” it said. The appointment will provide maturity and sagacity to the

deliberations of the board, it added. This would also ensure a seamless and smooth transition

of leadership at the board and would address stakeholder concerns in this behalf, it said. “We affirm that Chaturvedi is not debarred from holding the office of Director by virtue of any order of Securities and Exchange Board of India or any other such authority,” it added. ICICI Bank is under the scanner of various regulatory agencies for alleged conflict of interest involving its CEO Chanda Kochhar and her family members in extending loans to some corporates, including the Videocon Group. Mumbai: The BSE Sensex surged almost 386 points on Friday, reversing two days of losses, as the July derivatives contracts started on a strong note amid recovery in the rupee. This is the benchmark’s biggest single-session gain since May 31, when it had vaulted 416.27 points. Global markets climbed after a prolonged spell of weakness, even as trade headwinds remain. Investor sentiment was bolstered as the rupee staged a recovery after hitting lifetime lows on Thursday. The Sensex opened strong at 35,128.16 and stayed in the positive zone throughout the session as buying activity gathered momentum. It scaled the day’s high of 35,459.05 before closing at 35,423.48,

a hefty gain of 385.84 points, or 1.10 per cent. The gauge had lost 452.40 points in the past two sessions. The broader NSE Nifty ended the session at 10,714.30, up 125.20 points or 1.18 per cent, after shuttling between 10,723.05 and 10,612.35. However, both the benchmarks ended lower on a weekly basis, reversing five straight weeks of gains. The Sensex registered a fall of 266.12 points, or 0.75 per cent, while the Nifty shed 107.55 points, or 0.99 per cent during the period. Meanwhile, domestic institutional investors (DIIs) bought shares worth a net Rs 442.64 crore, while foreign portfolio investors (FPIs) sold shares worth Rs 951.51 crore yesterday, as per provisional data.

Woman gang-raped, filmed, blackmailed for one night stand in Ahmedabad Ahmedabad : Ahmedabad police have launched a hunt for a group who allegedly gang-raped a 22-year-old woman in a moving car, filmed the incident and blackmailed her for a one night stand or a ransom of Rs 50,000 in March, and again molested her on Tuesday. The woman filed a complaint with Satellite police on Friday after Abhayam, a government helpline, counselled her to do so. She has identified Ahmedabad resident Vrushbh Maru and Gaurav Dalmia as the main accused and also named one Yamini Nair and an unidentified woman, who allegedly helped the accused in blackmailing her. “The accused have gone underground. The police have launched a hunt to find them,” said an official. According to the FIR, in the first incident, the woman was riding her bike when an SUV intercepted her near Nehrunagar circle. Four masked men then forced her inside the car, two of whom took turns to rape her while the other two filmed the incident. The accused took her phone and purse and abandoned her, but these were returned later by two women — one of whom was Nair. The police said the accused, whom she apparently knew, later contacted her on social media and asked for ransom or a one-night stand. They threatened to release the clip, if their demand was not met. The FIR also said that she had given Rs 3,700 and a gold ring to the accused but was again abducted and molested in a moving car by the same accused.

Denpasar : The Indonesian tourist island of Bali closed its international airport Friday, stranding thousands of travelers, as the Mount Agung volcano gushed a 2,500-meter (8,200-feet) column of ash and smoke. The National Disaster Mitigation Agency said nearly 450 flights were canceled, affecting some 75,000 people. The regional volcanic ash advisory center in Darwin, Australia, said winds would carry the ash southwest toward Java, Indonesia’s most densely populated island. Volcanic ash is a potentially deadly threat to aircraft that can cause engines to “flame out.” The volcano began belching smoke Thursday and several airlines canceled inbound and outbound flights scheduled for the evening. “We hadn’t a place to stay for the night so we had to find something else, just took a taxi and stayed at a random hostel,” said a stranded German backpacker who identified herself as Louisa. “We hoped that we could leave this morning, but the airport is closed,” she said. Two small airports, at Banyuwangi and Jember in eastern Java, also closed because of the ash threat. SURAT: The hills around Kadvadi get searingly hot under the midday Sun. In the relatively cooler shade of a neem tree, Laxmanbhai sits and gesticulates animatedly as he speaks of the forests around his village and their significance. The village of Kadvadi is spread out over close to 50 hillocks on a landscape where hills dominate the view till the horizon. Each hillcrest is dotted with huts of mud and small fields adorn the slopes. It is in this arid yet beautiful region of the Meghraj block of Arvalli district in Gujarat – bordering Dungarpur in Rajasthan – that the Doongri

Laxmanbhai punctuates his lengthy monologue with documents he pulls out of his file, showing us copies of an application for forest land rights filed under the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 (FRA). The documentation is comprehensive. Along with the application form itself, there are copies of field verification reports penned by a villagelevel forest rights committee and, among other things, several proofs of occupation and cultivation of land (more than the statutory

requirement of two). But Laxmanbhai has not yet acquired ownership of his land. In fact, he has not even heard from the government institutions responsible for addressing claims to forest land under the FRA since he filed his in 2009. The picture is the same across the entire block, with hundreds of claims in limbo or marked ‘pending’, while the applicants have no inkling of what’s going on. Roughly 500 km away, a similar scene unfolds. Somabhai Barde sits outside his house in the picturesque village of Neempada in Dang district, speaking in a sombre tone of a few holes and fences that appeared almost overnight on his land.

Washington : The World Bank said on Thursday it would provide up to $480 million in grant-based support to Bangladesh to address the needs of Rohingya refugees including health, education, water, sanitation and social protection. The World Bank’s board approved a $50 million grant to add to an existing health-sector support project in Bangladesh, the first in a series that could total $480 million. The healthsector grant included contributions based on a partnership between Canada and the World Bank’s International Development Association arm. It will help Rohingya refugees in Bangladesh receive maternal, neonatal, infant, child, and adolescent health and nutrition services, reproductive healthcare and family planning support, the World Bank said. The support from IDA, the bank’s fund for the world’s poorest countries, will include up to $400 million on grant terms to help Bangladesh cope with the crisis, the bank said. Since last August, more than 700,000 mostly Muslim Rohingya have taken shelter from violence in Myanmar in the Cox’s Bazar District in Bangladesh, making it the world’s largest and fastest growing refugee camp. “We are deeply moved by the suffering of the Rohingya people and stand ready to help them until they can return home in a safe, voluntary, and dignified manner,” World Bank president Jim Yong Kim said in a statement, adding that the bank would also support the people of Bangladesh.
