New Delhi : Chief Justice of India Ranjan Gogoi rued that the office of the judge in the higher judiciary was losing its aura and majesty and that this was keeping youths away from taking up the job of a judge. Speaking at a farewell hosted by the Supreme Court Bar Association (SCBA) for Justice Kurian Joseph, who retired on Thursday, the CJI said, “I’m afraid, I’m apprehensive. The younger lot in the Bar are not willing to become judges. This is something that was happening in the bigger High Courts, Bombay particularly. Today this feeling is spreading to the smaller High Courts. Me and my colleagues in the Collegium are working day in and day out to find the right man. I don’t know how far we are successful.” He added, “At the end of the day, it’s the aura and majesty of the office of the judge that attracts the talent in the Bar.

Warangal : Congress president Rahul Gandhi on Thursday accused Prime Minister Narendra Modi and Telangana Chief Minister K Chandrasekhar Rao of “diluting the Tribal Rights Act to the detriment of forest dwellers. Addressing an election meeting at Bhoopalpally in the tribal belt of Telangana, he promised reservations in government jobs and admissions to state-run educational institutions for Scheduled Tribe candidates proportionate to their population in the state. “Prime Minister Modi weakened Adivasi Bill (Tribal Bill) at the centre and KCR diluted it at the state. As soon as we form our government in Telangana we will ensure that you (tribals) get back your land. We have mentioned this in our manifesto also. “We will give reservations too that will be proportionate to your population,” Gandhi told the rally.

Maharashtra Assembly approves 16% quota for Marathas Mumbai : The Maharashtra Assembly Thursday unanimously passed a legislation granting 16 per cent reservation to the Maratha community under the socially and educationally backward category. Chief Minister Devendra Fadnavis had tabled the Bill along with an Action Taken Report (ATR) on Maharashtra State Backward Class Commission’s (MSBCC) recommendations in the Assembly. With the approval of the quota, reservations in the state have surpassed the 50 per cent ceiling set by the Supreme Court for state governments and the Centre. Maharashtra now second after Tamil Nadu in quota quantum “ranking”

The passage of a bill proposing 16 per cent reservation in education and government jobs for Marathas in Maharashtra Legislature Thursday has now made the state second in the country in terms of quota quantum. Haryana which offers 67 per cent reservations, used to be second in the list, followed by Telangana where the quantum of quota rose to 62 per cent last year, an official said. With the passage of the Maratha quota bill, the reservation quantum in Maharashtra will rise to 68 per cent, just a per cent less than Tamil Nadu, which tops the tally with 69 per cent reservations in various categories.

Gujarat: Lions attack team of forest officials in Gir, kill one

Forest officers said the incident took place at around 11 am when lions suddenly attacked one of the labourers and later attacked other two who came to rescue the first. Rajkot : Two lions killed a lion tracker and injured two others, including a forester, inside Gir Interpretation Zone in Devaliya in Junagadh district on Thursday. As the lions became aggressive, Devaliya Safari Park had to be closed to tourists. Later in the evening, the two lions were caught and kept in captivity. “This is an extremely rare event. We are trying to ascertain in what circumstances the lions attacked the trackers,” Dushyant Vasavada, Chief Conservator of Forests (Junagadh Wildlife Circle), told news aganacy

Sources said that since the two most experienced lion trackers were on leave, Keshwala was standing by for them. “Another labourer, identified as Dinesh Kacha, tried to rescue Keshwala, but the lions attacked him also. However, Kacha managed to escape and informed other staff members. After being alerted, the staff rushed to the spot and launched a search for Keshwala.

J-K: Two Hizbul militants killed in Valley encounter

Srinagar : Two Hizbul Mujahideen (HM) militants, including a top commander, were killed in an encounter between militants and security forces in South Kashmir’s Pulwama district in the early hours of Thursday. Police said the militants killed in the encounter were close associates of HM operational chief Riyaz Naikoo. The encounter comes a day after top LeT commander Naveed Jatt and another militant were killed in an encounter in Central Kashmir’s Budgam district. Some top HM

and LeT commanders have been killed by the security forces in the Valley this month. Police said after they received inputs about the presence of militants, a cordon and search operation was launched jointly by J&K Police and security forces in Pulwama

district’s Sharshali area of Khrew. Police said that during the search operation, militants fired at the forces, triggering an encounter. Police said that a “huge quantity of arms and ammunition, including rifles” were recovered from the encounter site. A police statement identified the two militants as Adnan Ahmad Lone, a resident of Braw Bandina in Awantipora and Adil Bilal Bhat, a resident of Malangpora in Pulwama. Lone, according to J&K police was HM district commander for Pulwama.

As institutions change, so does data credibility

The official back data on India’s gross domestic product (GDP), released by the Central Statistical Office (CSO) on Wednesday, runs the risk of denting the market’s trust and conviction in official data released by government agencies. The new data release contradicts the earlier findings of a committee set up by National Statistical Commission to develop a methodology for deriving back data by linking the old series with the new base year of 2011-12. Whenever the base for national accounts is updated—as it should be to incorporate conceptual changes, statistical changes (such as methodological upgrades) or results of new surveys conducted closer to the base year—the old series is routinely linked to the new series for providing comparable data which can then be used by economists, academicians and analysts for creating a viable and comparable time-series. That is now a task riddled with occupational hazards that could throw up numerous contradictory outcomes. The segue from an old base year to a new base year should have ideally been smooth, as it has in the past; unfortunately, it has now become hostage to partisan electoral politics. An economy’s resilience and sustainability is best measured through its institutional strength. And from the credibility of the data it discloses. By releasing data that competes with an earlier study without providing a robust theoretical reasoning to underpin that change, the CSO and the government think tank Niti Aayog may have undermined markets’ faith in official data. The new set of numbers strives to prove that growth under the previous government, led by former prime minister Manmohan Singh, was not as high as was estimated by the National Statistical Commission’s committee. Observers cannot be faulted for thinking that the CSO’s new series—which rejects the commission’s earlier findings without actually explicitly stating so— may have been tasked with neutralizing the earlier data set’s threat to the 2014 election campaign’s claim that the economy had stagnated during 2009-14. The new set also attempts to alter the perception that peak GDP growth occurred between the years 2004-05 and 2007-08; it creates an enabling environment to prove that economic growth under Prime Minister Narendra Modi has been comparable with the previous regime.

Paytm offers instant, on-demand settlement to partner merchants

New Delhi: Digital payment firm Paytm on Thursday said it would settle payment with merchants either immediately or at a time desired by them. “Earlier, we offered next-day settlement to our partner merchants. They can now enjoy instant and on-demand settlement into their bank accounts via Paytm,” Paytm Chief Operating Officer Kiran Vasireddy said in a statement. The company has introduced an ‘instant bank settlement’ option in ‘Paytm for Business’ app in which the merchants can choose their

preferred time to settle the payment collected or can also do an instant settlement as and when they want, directly into their bank accounts. The merchants can also track all their payments and settlements on a real-time basis, Paytm said. With this solution, the company aims to benefit over 9.8 million partner merchants who accept payments using Paytm at their offline stores. The company has rolled out this functionality to over 1 million merchants across India and is currently in the process of extending it to all of its 9.8 million offline merchants.

London : Norwegian Magnus Carlsen won the world chess championship for a fourth time on Wednesday after winning three tie-breakers against US rival and world number two Fabiano Caruana. The 27-yearold defending champion, who collected a winner’s prize of 550,000 euros ($626,065), and his bespectacled opponent had drawn 12 out of 12 classical games through November. That stalemate forced the pair into the faster-paced, bestof-four rapid tie-breakers. “Frankly speaking, in the last couple of years my game hasn’t been great,” Carlsen told a news conference. “In that sense, this match and the classical portion was a step in the right direction. “I think I played relatively well and Fabiano is just a very strong player…I feel like I have things to work on, clearly.”

Gold remains subdued on muted demand; silver recovers

New Delhi: Gold remained weak for the second straight day as the price fell by Rs 20 to Rs 31,540 per 10 gram at the bullion market on Thursday on tepid demand from local jewellers amid appreciating rupee, ignoring a firm trend overseas. On the other hand, silver recovered by Rs 60 to Rs 37,160 per kg on scattered enquiries from industrial units amid better global cues. Traders said muted demand from local jewellers as well as retailers largely dragged down gold prices, but a firm trend overseas capped the fall. The appreciating rupee, making imports cheaper, also weighed on gold prices, they added. The rupee jumped 74 paise to breach the 70 per dollar mark and touched 69.88, a threemonth high level, in intra-day trade in the forex market on Thursday. In the national capital, gold of 99.9 per cent and 99.5 per cent purity fell further by Rs 20 each to Rs 31,540 and Rs 31,390 per 10 gram, respectively. The precious metal had lost Rs 290 on Wednesday. Sovereign gold, however, held steady at Rs 24,700 per piece of 8 gram. India needs more reforms to grow over 8 per cent: Rajiv Kumar

New Delhi: More reforms, low interest rates and greater availability of funds are needed to push India’s economy to higher growth trajectory of over 8 per cent, Niti Aayog Vice-Chairman Rajiv Kumar said on Thursday. India grew by 7.1 per cent in 2016-17 and 6.7 per cent in 2017-18. “Breaching the 8 per cent growth ceiling is not easy, we have to try much harder and undertake the reforms at the level where it matters,” he said at an event organised by Pahle India Foundation. Kumar said that the two major constraints being faced by the investors are less availability of finance and high interest rates. He observed that while the infaltion is hovering around

4 per cent, the marginal credit rate of banks is over 7 per cent. “The cost of capital can not be equal to rate of returns, it (rate of returns) must be higher than cost of capital in the long run. So, this is where I think we need to have a very

Fire at Reliance rubber plant in Vadodara, three dead

Vadodara : Three people were killed after a fire broke out at a Polybutadiene Rubber (PBR) plant in Reliance Industries, Vadodara, early Thursday morning. According to sources, the accident took place around 3 am when other employees of the plant had gone out for snacks, while the three were inside. The deceased identified as Arun Dabhi (49), Pritesh Patel and Mahendra Jadav (42) have been taken to SSG hospital for the postmortem examination. According to Arun’s sister Hina Dabhi, she was informed about

the accident around 8:30 am. “He had been working at the same factory for the last 20 years on contractual basis as a plant operator and supervisor. He had evening shift yesterday but had continued a night shift because a friend of his wanted to switch shifts,” said

Hina. Mahendra Jadav, survived by his wife and two sons, was also working as a plant operator. According to his brother Mukesh Jadav, who also works at the warehouses at Reliance, the plant has 16 workers including 13 labourers, one in charge and two plant operators.

Saurashtra: After poor monsoon, lack of Narmada water fuels farmers’ protests

Rajkot : Farmers’ protests have erupted in Saurashtra over lack of water for irrigation as authorities clamped on “illegal siphoning” of water from Narmada canal and deployed security forces along the canal network.Farmers in Morbi district have been sitting on a dharna for the last one week, demanding water to irrigate their crops following deficient rainfall in the area this monsoon. In the neighbouring Surendranagar district, farmers enforced a bandh in Lakhtar taluka on Wednesday after officials from Sardar Sarovar Narmada Nigam Limited (SSNNL) removed at least 45 pipes which were installed by farmers to drain water from the Saurashtra branch canal (SBC) for irrigation purposes. Farmers have been drawing water from the canal to Motisar talav in the village, from where it is pumped to ponds in downstream villages like Talvani, Kadu, Kadam, Aniyari among others for irrigating farms.

The court specified that life

imprisonment in this case means imprisonment till death of the convicts. The court of additional sessions judge SL Thakker pronounced all the 11 accused guilty of murdering Lalji Sarvaiya, a Dalit man in Ankolali village of Una taluka in Gir Somnath district on September 13, 2012 by setting him on fire inside his house. The court also found the accused guilty

of subjecting a member of scheduled caste to atrocity as well as of rioting and criminal conspiracy. “We had demanded capital punishment for the accused stating this was a rarest of the rare case and that the guilty should pay the full price of their offence so that people’s trust in judiciary will remain intact. The court agreed that this indeed was a rarest of the rare case.

Gujarat: Government resorts to rotational supply of Narmada water

Ahmedabad : Faced with water shortage and numerous complaints of water not reaching farmers in various parts of Gujarat this rabi season, the state government for the first time is implementing rotational water supply (RWS) in the Narmada canal network. According to government officials, the move, largely focussed on four districts, will not only result in 30 per cent water savings, but will help Narmada water reach the “last farm located at the tailend of the 60,000 kilometerlong canal network”. Gujarat is implementing Rotational Water Supply (RWS) for the first time this rabi season on the 60,000 km Narmada canal network. RWS will ensure

that the 19,000 cusecs of Narmada water being released for irrigation is provided in a staggered manner to the minor and sub-minor canals. Once crops get their first irrigation, water in the canal passing through the region will be stopped for 7-10 days, and will instead be diverted to

irrigate crops in neighbouring regions. Officials say RWS will help address complaints from farmers, especially those at the fag end of the network, that Narmada waters do not reach their fields. It is targeted in particular at Saurashtra’s Surendranagar and Morbi districts, and North Gujarat’s

Banaskantha and Patan districts. “This year, water is limited. Today, the situation is such that groundwater may not be available in certain areas as there was little rainfall during monsoon. So, people are largely dependent on Narmada water. We have started implementing RWS for the first time from November 12 ( the day the government began providing Narmada water for irrigating rabi crop). A fortnight has passed and the results are positive,” said M B Joshi, general manager (technical and coordination) of Sardar Sarovar Narmada Nigam Limited (SSNNL), the state government body that manages and Sardar Sarovar dam and the canal networks.

Beijing : China says it has assembled a standby force of thousands of United Nations peacekeepers, furthering its leading role in the global body’s efforts to tamp down conflicts worldwide. Defense Ministry spokesman Ren Guoqiagn told reporters Thursday that the 8,000-member force had passed an assessment last month approved by UN UndersecretaryGeneral for Peacekeeping Operations JeanPierre Lacroix.That fulfils a pledge made at the UN three years ago by Chinese President Xi Jinping. China provides the most peacekeepers of any permanent UN Security Council member and is the second-largest contributor to the operations’ multi-billion dollar budget, at slightly over 10 per cent.Ren says China has also trained more than 1,500 peacekeepers from more than a dozen countries. The UN currently runs 15 peacekeeping missions, the bulk of them in Africa.
