Congress chief Rahul Gandhi on Thursday used the term “Fuhrer” to attack Prime Minister Narendra Modi over the report that states the country’s unemployment rate was at a 45-year-high in 2017-2018. The Business Standard newspaper accessed the National Sample Survey Office’s (NSSO’s) periodic labour force says unemployment was at 6.1 per cent in 2017-18, the highest since 1972-73. However, the report was not released despite being vetted by the National Statistical Commission in December. “NoMo Jobs! Report stating 'unemployment at 45-yr high' not verified: NITI Aayog
The report that states the country’s unemployment rate raised to a 45-year-high in 2017-2018 are “not verified” and the “veracity of the data is not known”, NITI Aayog vice chairman Rajiv Kumar said on Thursday. “Government did not release the data (on jobs) as it is still being processed. When the data is ready we will release it. Data collection method is different now; we are using a computer assisted personal interviewee in the new survey. It is not right to compare the two data sets, this data is not verified. It is not correct to use this report as final,” Kumar added. Explaining Kumar’s point that the two reports can’t be compared, NITI Aayog CEO Amitabh Kant said earlier the data collection and analysis was done in five years. “We are doing it quarter by quarter.
We are capturing incremental change. You need to have four quarters to see if there is an increase or decrease. You’ll need data from fifth quarter to be able to compare the data,” Kant said. This clarification comes after the government faced opposition attacks over the National Sample Survey Office (NSSO)’s periodic labour force survey, which was withheld by the government but was accessed by the Business Standard newspaper.

"Real GDP or GDP at constant (201112) prices for 2017-18 and 2016-17 stand at Rs 131.80 lakh crore and Rs 122.98 lakh crore, respectively, showing growth of 7.2 per cent during 2017-18 and 8.2 per cent during 2016-17," the CSO said. Earlier, the CSO in its advance estimate had pegged the GDP growth rate
for 2018-19 at 7.2 per cent. "The First Revised Estimates for 2017-18 have been compiled using industrywise/institution-wise detailed information instead of using the benchmark-indicator method employed at the time of release of Provisional Estimates on 31st May, 2018," said the Central Statistics Office (CSO). The CSO has also released the Second Revised Estimates of National Income, Consumption Expenditure, Saving and Capital Formation for 2016-17.

The apex court said six months were given to Sahara by its last order to arrange the amount but what has transpired during the period has not inspired the confidence of the court. A bench headed by Chief Justice Ranjan Gogoi noted that the group has deposited only Rs 15,000 crore. The bench, also comprising Justices A K Sikri and S K Kaul, declined to give any further chance to Roy and other directors to comply with its previous orders.

In wing clipping season, Sebi seems to be the next in line
Recent headlines suggest it is wing-clipping season for independent regulators. On 22 January, a Mint headline stated: Drug price regulator’s wings clipped. About a week later, a similar story is being repeated, albeit with a different regulator. “Government moves to clip Sebi’s wings," Mint reported on 30 January. Worries about the government’s interference with the independence of Reserve Bank of India haven’t abated either, which makes things all the more disconcerting. As Ian Fleming’s anti-hero Goldfinger said: “Once is happenstance. Twice is coincidence. The third time is enemy action." Experts say the way things are going, financial regulators may might as well be subsumed into the finance ministry, rather than continue with the pretence that they are truly independent. For backdrop, the news report states the finance ministry has directed the Securities and Exchange Board of India (Sebi) to submit proposed regulations to an independent committee for vetting before they are passed by the regulator’s board. Like with the intrusion into the RBI’s turf, the garb under which all of this is being done is that it will ensure better accountability. While the accountability framework of all regulators is an important discussion to have, and certainly needs attention, the government is adopting changes that will prove to be counter-productive. In the RBI’s case, this column has already touched upon some of the challenges with the accountability process the government has in mind (bit.ly/2CUhpUp). In Sebi’s case, an additional committee to vet proposed regulations defeats the very purpose of the Sebi board. And regardless of whether the Sebi board panders to the government-appointed committee, or chooses instead to clash with it, either outcome is undesirable. While the first puts a serious question on independence, the second will involve an unnecessary waste of time and resources. Note here that the government already appoints its nominees to the Sebi board. Perhaps it should take this role of appointments more seriously, if it doesn’t trust the nominees to be able to vet proposed regulations. Of course, all this is not to say that Sebi functions perfectly and doesn’t need any scrutiny. On the contrary, the regulator needs to get its act together in multiple areas such as framing regulations and adjudication. And a good accountability mechanism is actually much-needed. But creating a parallel power centre, like the government is doing for drug pricing as well, is no answer. After all, if there is a blow-up, who would really be accountable—the independent committee or Sebi? Let’s say, hypothetically, the committee shoots down Sebi’s proposal to have larger capital requirements for clearing corporations, after which one of them goes bust, who would be held accountable? The government should rather improve the accountability framework for Sebi by implementing some of the recommendations of the Financial Sector Legislative Reforms Commission (FSLRC). The FSLRC had said Sebi must publish a performance report that captures the efficiency of the regulatory system, by creating and publishing performance targets, and that the performance measurement system should be reviewed every three years to incorporate - Kapilkumar M. India are not in danger of losing the hosting rights of the 2021 Champions Trophy and 2023 World Cup despite tax exemption issues, the International Cricket Council (ICC) CEO David Richardson declared Thursday, ending speculation that has swirled around the two events. The Indian government refused to give tax exemptions to the ICC when the country hosted the 2016 World T20 following which the game’s governing body asked the BCCI to either pay USD 23 million (Rs 161 crore) as compensation or lose the 2023 World Cup rights. “Getting tax exemptions is very important for world cricket because every cent that is made by the ICC revenue wise is put back into the game. This helps countries like the West Indies who don’t generate as much revenue,” said Richardson at an event to announce a five-year partnership with Coco-Cola.

The proposed bio-refinery is expected to create 2,000 new jobs in the region, said an official statement, adding the project will be operational over the next 2430 months. Under this agreement, which was signed in the presence of chief minister Vijay Rupani, the bio-refinery will produce biofuels like ethanol, bio-diesel and edible corn oil using raw corn as primary material. The refinery will be a 'zero liquid discharge facility' which will also contribute help increase farmers income..

The electricity generated through the solar power plants will be used for the city’s water works, water distribution centre, and water treatment plant,” Waaree Energies, which has set up the projects, said in a statement. Waaree is the turnkey Engineering Procurement and Construction (EPC) partner for the project and would also provide maintenance and operation services for 10 years. The operation of the plants is expected to result in an electricity cost saving of around Rs 6 lakh per month.
