Budget 2019 GST exemption doubled from Rs 20 to 40 lakhs for small traders New Delhi: The Goods and Services Tax (GST) has turned out to be a game changer for the country’s economy with average tax collection in the current financial year being pegged at Rs 97,100 crore per month as compared to Rs 89,700 crore per month in the first year when the GST was introduced in July 2017. “The average monthly tax collection in the current year is Rs 97,100 crore per month as compared to Rs 89,700 crore per month in the first year,” said Union Minister for Finance, Corporate Affairs, Railways, and Coal Goyal, while presenting the interim Budget for 2019-20 in the Lok Sabha on Friday. “The State revenues are improving with guaranteed 14 per cent annual revenue increase for the first five years,” he added.

Tax relief for middle class, dole to small farmers Mumbai: Making a strong reelection pitch, the BJP-led NDA government on Friday announced the biggest income tax sops for the middle class, including complete exemption for income up to Rs 5 lakh, and Rs 6,000 annual cash dole to poor farmers in a scheme that will cost Rs 75,000 crore per year. Converting a vote-on-account speech to an almost full-fledged Budget announcement in Lok Sabha, Finance Minister Piyush Goyal proposed an array of incentives for both the middle class and farmers, whose disenchantment was said to have cost the BJP dearly in recent Assembly elections. Over three crore salaried class, pensioners, selfemployed and small businesses will save Rs 18,500 crore in income tax annually after the exemption limit was doubled to Rs 5 lakh for the next fiscal from current Rs 2.5 lakh.

Education sector gets Rs 93,848 crore New Delhi: The government on Friday earmarked Rs 93,847.64 crore for the education sector for 2019-20, an increase of over 10 per cent from last budget allocation. While Rs 37,461.01 crore has been allocated for higher education, an amount of Rs 56,386.63 crore has been earmarked for school education. However, there has been a decline in budget outlays for IITs, IIMs, IISER, and statutory and regulatory bodies such as UGC and AICTE in the interim budget for 2019-20 as compared to the allocation for 2018- 19. The government allocated Rs 608.87 crore for research and innovation, a massive increase from previous allocation of Rs 350.23 crore.

PM Modi said that there has always been a demand to exempt those with annual income up to Rs 5 lakh and Modi government fulfilled it.

'Interim Budget just trailer for India's development,' says PM Modi gns, New Delhi

Soon after the Budget was presented in the Parliament by Piyush Goyal, PM Modi addressed media and said that the interim Budget is just a trailer of the budget which, after elections, will take India on the path to development. “From middle class to labourers, from farmers’ growth to the development of businessmen, from manufacturing to MSME sector, from growth of the economy to development of New India, everyone has been taken care of in this interim budget,” Modi said. PM Modi added that it is the generosity and honesty of the middle and middle upper class which provides tax to the nation through which schemes are formulated and there is welfare of the poor. Talking about exemption from taxation, PM Modi said that there has always been a demand to exempt those with

annual income up to Rs 5 lakh and Modi government fulfilled it. Addressing the issue about farmers, Modi said that there have been several schemes by different governments from time to time but only 2-3 crore farmers were included in those schemes. “But now PM Kisan Samman Nidhi scheme will benefit over 12 crore farmers who own 5 acres or less than 5 acres of land,” Modi added.

So far, notional rent income has to be declared on 2nd home if it was vacant.

No tax on notional rent Hyderabad

Interim finance minister Piyush Goyal played Santa vis-a-vis renting of two homes in this Budget. His exemption of income-tax on notional rent on a second self-occupied house is going to benefit techies and people who shift locations for work. “Income tax on notional rent is payable if one has more than one self-occupied house,” Mr Goyal said in his Budget speech. “Considering the difficulty of the middle class in maintaining families at two locations on account of job, children’s education, care of parents etc. I am proposing to exempt levy of income tax on notional rent on a second self-occupied house.” At present, if one has a second

home, a notional rental income has to be declared if the owner is unable to find a tenant or wants to keep the house vacant. As a result, the individual has to pay tax even if the second house is not fetching any money. Experts note that tax deduction at source on paid rent benefits landlords, who depend on rental income. Federation of Telangana and Andhra Pradesh Chambers of Commerce and Industry senior vice-president Karunendra S. Jasti said, “It is a welcome move for a majority of Indians who stay away from home. Exemption of notional rent on second house is helpful for people who have houses in villages and reside in towns and cities.”

Budget 2019: Goyal said farmers will be provided Rs 6,000 per year, which amounts to Rs 16.44 daily, in three instalments under central govt scheme.

New Delhi The second meeting Friday to decide the new CBI chief by the Prime Minister Narendra Modiled selection committee remained inconclusive as well, News agancy quoted officials as saying. The central investigative agency at present is working without a regular director. The three-member committee comprises of Prime

Minister Narendra Modi, Chief Justice Ranjan Gogoi and leader of Congress in Lok Sabha Mallikarjun Kharge. The CBI chief’s post has been lying vacant since January 10 after the unceremonious exit of Alok Verma, who had been engaged in a bitter fight with Gujarat-cadre IPS officer Rakesh Asthana over corruption charges. After being removed from this post

of CBI Director by the PM-led committee, Verma was supposed to take over charge of Fire Services, Civil Defence and Home Guards as Director General. However, Verma did not accept the offer and wrote to the government, saying he should be considered as deemed superannuated as he has completed 60 years age of superannuation on July 31, 2017.

Robert Vadra Friday moved a Delhi court seeking anticipatory bail in a money laundering case lodged by the Enforcement Directorate (ED). A lawyer from the prosecution team confirmed that Vadra has sought anticipatory bail in the case in which his close aide Manoj Arora was granted interim protection from arrest till February 6. Vadra’s anticipatory bail application is likely to be heard by the court tomorrow. On January 19, the ED had told the court that Arora was cooperating in the probe. Arora had earlier alleged before the court that the case was foisted on him by the NDA government out of “political vendetta”.

The Anil Ambani-led Reliance Communications has decided to opt for insolvency proceedings, according to a communique released by the company. “RCom board of directors decides upon implementation of debt resolution plans through NCLT framework,” the company said in the statement. “The Board of Directors of RCom today reviewed the progress of the company’s debt resolution plans since the invocation of SDR on 2nd June 2017. The Board noted that despite the passage of over 18 months, lenders have received zero proceeds from the proposed asset

monetisation plans, and the overall debt resolution process is yet to make any headway,” said the statement. “Accordingly, the Board decided that the Company will seek fast track resolution through NCLT, Mumbai,” the statement said. “The Board believes this course of action will be in the best interests of all stakeholders, ensuring

comprehensive debt resolution in a final, transparent and time bound manner within the prescribed 270 days,” it added. In September last year, Ambani had announced that the cash-strapped Reliance Communications will be completely exiting the telecom business to concentrate on real estate in future.

Finance minister serves the needy, but spares the rich

Finance minister Piyush Goyal touched many hearts with his expression of gratitude for taxpayers with well-chosen words that link taxes paid to the government’s spend on nation building. It must be acknowledged the budget was well presented—with a report card of the past and the promise of the future—with a vision to make India a $10 trillion-plus economy by the next decade. The budget proposes to increase tax rebate of 2,500 to 12,500 for taxpayers whose net taxable income is up to 5 lakh, which means more than 30 million taxpayers will get out of the tax net. The budget also proposes to enhance standard deduction for all salary earners from the existing level of 40,000 to 50,000. So, if you are a salaried individual who invests 1.5 lakh in Public Provident Fund, life insurance and other specified investments, and also pay medical insurance premiums ( 75,000) for self, family and parents (senior citizens) and make an additional National Pension System (NPS) contribution of 50,000, then even with a gross salary of 8.25 lakh, now, with the proposed increase in standard deduction and tax rebate, you will not pay any tax. There is no change in tax rates and slabs. So, if your net taxable income exceeds 5 lakh, then you do not get the benefit of the proposed tax rebate. A tax that has always pinched is the tax on notional income for property that is not let out. The budget has proposed no notional income to be computed for second house property owned and self-occupied by the taxpayer. Hopefully, this paves the way in the future for a full withdrawal of taxation on deemed income from house property that is not let out. But remember that if there is interest on housing loans for both the properties, the deduction for interest on housing loans for both the self-occupied properties will remain capped at ₹2 lakh and there will be no loss to be carried forward. Under the existing provisions, the second house property would have been taxed on notional income basis and unadjusted interest on housing loan of the second house would have resulted in a loss which could be carried forward and set off from rental income in future years. This is now no longer possible. A beneficial change is proposed to be introduced in long-term capital gains (LTCG) tax exemption on sale of residential house property where capital gains are up to 2 crore. It is proposed that there will be no LTCG tax where such capital gains are invested to purchase two house properties. This benefit can be claimed only once in the lifetime of the taxpayer. Other changes that are proposed and which would be helpful for taxpayers are around tax deduction at source (TDS). Now banks and post offices will deduct TDS only where interest income from deposits exceeds 40,000. This will reduce the burden on low-income earners. For senior citizens, this provision already existed. An encouraging announcement was the proposal to usher in a simplified tax regime where all tax returns will be processed online within 24 hours and refunds issued simultaneously, tax assessments will be done electronically through anonymous back office run by tax experts with no personal interface between taxpayers and the tax office. This is really a vision of best- - Kapilkumar M. Hirpara in-class tax administration. Editor

Bollywood Priyanka Chopra’s next to be a biopic on Ma Sheela

gns, Mumbai Ma Anand Sheela, the hypnotic Acharya Rajneesh’s right-hand woman and most trusted disciple, will now be seen in a movie version on her life, to be played by none other than India’s most luscious Bollywood import Priyanka Chopra. Speaking on Tuesday night on the widely watched The Ellen DeGeneres Show, Priyanka said that she is ‘developing’ a project on the life

of Ma Anand Sheela (Sheela Ambalal Patel) with the highly-regarded director Barry Levinson who is best known for the Oscar-winning film Rain Man. While this is a great news for Priyanka’s fans as she hasn’t been seen on screen in anything significant lately (and even her Hollywood film Isn’t It Romantic, has her in a relatively minor role), there are many hurdles to making a film on a figure as hideously controversial as Ma Sheela.

Katrina Kaif wants to work in women centric projects

Mumbai After being appreciated widely for her performance in Zero, Katrina Kaif seems to be seeing her projects through a fresh lens. The actress whose potential has not been used to the par is often approached for dance numbers. However, now it seems that

she has put her foot down and wants to focus on women-centric projects. “Katrina has been reading quite a few scripts and has liked one female-centric script. She is keen to do a strong women-centric film,” says a source. Katrina was supposed to be part of Remo D’Souza’ next with Varun Dhawan. However,

Adds gay filmmaker Onir, “I think it’s wonderful that’s someone like Sonam who comes from the mainstream cinema space is doing a lesbian character. She has always been forthright in supporting the LGBTQ movement. Hope male actors from the mainstream are inspired by her. I am looking forward to seeing the film.” Interestingly Ek Ladki Ko Dekha Toh Aisa Laga is written by Ghazal Dhaliwal, a transwoman who has based the plot on her own experiences.

All eyes are on Sonam Kapoor as she returns to the silver screen in debutante director Shelly Chopra Dhar’s Ek Ladki ko Dekha Toh Aisa Laga. She plays a beautiful happy-golucky, highly eligible girl from a conservative family, who has a deep dark secret: she’s in love with someone of her own gender. This is the first time a mainstream actress is playing a lesbian character. Shabana Azmi, who played a lesbian in Deepa Mehta’s Fire, thinks it’s a healthy time for gender exploration. “Sonam,

JWoww accuses Roger Mathews of abuse los angeles

Jenni “JWoww” Farley has released footage that allegedly shows her estranged husband Roger Mathews attacking her. In the startling clip, shared on Farley’s website on Wednesday, a man, who appears to be Mathews, can be seen shoving a woman, presumably Farley, to the ground in the kitchen of a home, reports EOnline.com. Farley also included clips that show herself and Mathews arguing in front of their twoyear-old son Greyson Valor. In addition, Farley released a statement addressed to Mathews regarding their impending divorce. “I can no longer sit idly while you mistreat and malign me in such an egregious manner,” Farley wrote, adding, “You have presented yourself to the public as a praiseworthy father and a husband who has been suffering by my alleged actions and behavior.”

I am sure I am not the first one,” the Uri actress says, adding, “You know that you have to finish the walk with confidence and attitude. The whole idea is, you don’t let it show on your face. You feel a lot better when you finish it and come back.” Yami was wearing a nude outfit going into pink with a floral one shoulder. Her personal style, though, is quite different.

Sonam Kapoor’s love interest is Regina Cassandra! gns, Mumbai

The film talks about a same-sex relationship. While Sonam’s character as a lesbian was known, Regina Cassandra being her love interest was kept a secret. Narrating the story of how she landed the role, Regina says, “I got a call from the production house and later, Shelly Chopra flew down to Chennai to narrate the script to me. I thought it would be a great project for me to make my debut in Bollywood and I came on board. I did not have to even audition for my part since Shelly saw my earlier films and believed that

casting me would be apt and honest.” Although Regina says she liked the story instantly, she admits that she was a bit apprehensive about the script as it deals with a sensitive issue. “One of the main reasons I took up the project

was because of Shelly Chopra. Being a female director, I believed that she would shoot the scenes aesthetically. And in the end, I was very pleased with the way the scenes have come out,” shares Regina. The Nakshatram actress feels that Ek Ladki Ko Dekha Toh Aisa Laga will hit all the right notes. "Since the concept of same-sex relationships is gaining momentum in society, it makes for a great story on film too. And when someone like Sonam Kapoor is starring in it, it will definitely reach out to all the audiences," she explains.

exemption limit to Rs 5 lakh and increased the standard deduction to Rs 50,000 from Rs 40,000. The proposal will benefit 3 crore middleclass tax payers, Goyal said while unveiling the Budget proposals for 201920. As widely expected, the finance minister announced the Pradhan Mantri Kisan Samman Nidhi for small and marginal farmers, providing Rs 6,000 per year to be transferred directly to farmers' bank accounts. Goyal said the fiscal deficit for the current financial year is expected to be 3.4 per cent of GDP. As per the Budget estimate, the fiscal deficit for 2018-19 was pegged at 3.3 per cent. Consumption-driven stocks rallied the most after the Budget announcement, with BSE auto, consumer durables, FMCG and realty indices soaring up to 4 per cent.

Welcoming the interim Budget presented in the Lok Sabha on Friday by the BJP government at the Centre, Gujarat chief minister Vijay Rupani said it has built a strong foundation for a new India. Giving the budget ‘10 out of 10’, Rupani slammed the Congress saying the budgetary provisions made by the Narendra Modi government has left the opposition party “speechless”. “I welcome this interim budget and express my gratitude towards the prime minister and his cabinet colleagues on behalf of the people of Gujarat. This budget has offered relief to each section of the society, be it farmers, women, youths or tax payers,” Rupani told reporters. “This budget has built a strong foundation for a new India. By introducing many new pro-people schemes, the BJP government at the Centre has kept in mind the nation’s interests in the election year,” he said. Commenting on the Pradhan Mantri Kisan Samman Nidhi scheme, Rupani said it would help over 36 lakh small and marginal farmers in Gujarat. In his budget speech in the Lok Sabha on

SS NEWS, Gandhinagar Friday, Finance Minister Piyush Goyal announced that farmers who own up to two hectares of land would get Rs 6,000 per year under the ‘PM Kisaan Samman Nidhi’ package. Rupani also welcomed the reliefs provided to tax payers, bigger allocation for the welfare of SCs and STs and more funds for the defence sector. “I give this budget 10 out of 10 marks,” he said. The chief minister said the budget provisions had nothing to do with the upcoming Lok Sabha polls. “Some decisions are taken when its time comes. It is not proper to link the budget with elections,” he said. Rupani also slammed the Congress leaders for criticising the budget.

Taking to Twitter to criticise the Modi government, senior Congress leader Ahmed Patel said, “They promised Rs 15,00,000 but giving land owning farmers only Rs 500 a month For the crime of implementing demonetisation, inflicting unprecedented agricultural distress and imposing a flawed GST, this 500 rupees compensation is peanuts.” Rupani, however, said Patel should stick to the budget. “He was speaking outside the scope of the budget. All the indicators, such as Sensex, has given a thumbs up to the budget. During Congress rule, the Sensex used to nosedive after budget. But, after our budget, it went up,” said Rupani.

Washington The US is in serious negotiations with the Taliban for the first time in 19 years to end the war in Afghanistan, President Donald Trump has said as he touted his administration’s talks with the militant group. The optimistic tone come hours after US Special Representative for Afghanistan Reconciliation Ambassador Zalmay Khalilzad defended his talks with the Taliban and cautioned against a rush to judgment. While Khalilzad said his nearly week-long meeting with Taliban officials yielded “significant progress,” Afghan

President Ghani expressed concerns about the US troop withdrawal from the war-torn country. “I can’t tell you that this is a guarantee because we are going into close to 19 years in being in Afghanistan and for the first time, they are talking about settling, they are talking about making an agreement and we bring our people back home if that happens,” Trump told reporters at the White House. “We will see what happens but they are in very serious negotiations for the first time,” he said. Yangon Lawyers for two Reuters reporters jailed for seven years in Myanmar lodged an appeal on Friday at the Supreme Court against their conviction on charges of breaking the Official Secrets Act.The appeal cited evidence of a police setup and lack of proof of a crime. “Our petition asks the Supreme Court to finally provide justice to Wa Lone and Kyaw Soe Oo, reverse the lower courts’ errors,

Catholic leaders in Texas name around 300 priests accused of sexual abuse

Some of the 15 Texas dioceses listed priests accused of abuse going back as far as the 1940s. The majority of the priests identified in Texas have died, as is the case in most dioceses around the country.

Roman Catholic leaders in Texas on Thursday identified around 300 priests and others accused of sexually abusing children. It was one of the largest groups of names disclosed by the church as it faces U.S. state and federal investigations into its handling of decades of allegations of

sexual misconduct by priests. The names were posted online by the state’s 15 Catholic dioceses and follow an August grand jury report in Pennsylvania detailing seven decades of abuse of thousands of children by more than 300 priests. “The Bishops of Texas have decided to release the names of these priests at this time because it is right and just

and to offer healing and hope to those who have suffered,” said Cardinal Daniel DiNardo of the Galveston-Houston diocese, who is also president of the U.S. Conference of Catholic Bishops. In the months after the Pennsylvania report, dozens of other dioceses around the United States have released the names of hundreds of priests

and others accused of abuse. Some states have opened their own investigations into the church. Texas’ Catholic dioceses have been in the spotlight since November when authorities searched the offices of the archdiocese of Galveston-Houston looking for documents related to a priest charged in September with sex crimes.
