The CBI in its petition said, “Kolkata Police Commissioner Rajeev Kumar was summoned multiple times but failed to cooperate and created hurdles in the investigation. The applications accusing Kolkata Police chief Rajeev Kumar of destroying evidence related to the case and him of indulging in contempt of court was mentioned by Solicitor General (SG) Tushar Mehta before a bench comprising Chief Justice Ranjan Gogoi and Justice Sanjeev Khanna. Solicitor General Tushar Mehta who was representing CBI said, “Our team was arrested and kept in alleged custody. Kolkata Police Commissioner should

How India's banks ran up a $7 billion phone bill

For a capital-starved economy, India shows little urgency to extricate good money stuck in failed businesses. That was going to change after the adoption of a modern bankruptcy regime in May 2016. Alas, legal improvements notwithstanding, the culture of extending the life of bad loans to big businesses and pretending nothing is wrong with them is proving too hard to end. Take Reliance Communications Ltd. After more than a year and a half of kicking the can down the road, the erstwhile Indian telecom operator is filing for bankruptcy. Even in March 2017, when RCom owed creditors $7 billion, it was clear that tycoon Anil Ambani’s telecom venture stood no chance in a crowded field against elder brother Mukesh Ambani’s shiny new 4G carrier, Reliance Jio Infocomm Ltd., and its offer of cheap data and free voice calls. Yet in June 2017, creditors decided to go along with an out-of-court restructuring, wherein RCom would merge its wireless carrier with rival Aircel Ltd.; sell its cellular towers to Canada’s Brookfield Infrastructure Group; swap some debt for equity; and deleverage. However, Aircel didn’t survive; RCom was forced to shutter its own mobile service; Brookfield developed cold feet; and creditors demurred from taking RCom equity after its share price collapsed. But even then, Indian banks didn’t knock on the doors of the bankruptcy courts. In December 2017, after the company had defaulted on a $300 million dollar bond, they backed a new plan by the younger Ambani brother to offload spectrum, towers, fiber and media convergence nodes to the elder sibling’s Jio. Together with commercial redevelopment of RCom’s Mumbai property, the proposal was supposed to lead to a decent recovery. This time last year, dollar bondholders expected to get back almost 70 cents on the dollar. However, 2018 went by with little progress on the 250 billion rupee ($3.5 billion) deleveraging plan. The spectrum sale didn’t go through because India’s telecom department wanted a guarantee for the fees it’s owed for the airwaves before they would allow a new owner. Jio balked at that demand. An additional complication was equipment provider Ericsson AB, an operational creditor that threatened to drag RCom into bankruptcy; won a settlement offer; but never saw any checks. Ericsson asked a court to put Ambani in civil prison. All this has made the bondholders pessimistic: the current market price of the notes, which a majority of investors agreed in August to restructure at a steep haircut, suggests recovery rates of 26 cents on the dollar. Even secured creditors of subsidiary GCX Ltd., which boasts the world’s largest privately owned undersea cable system, are jittery. Fitch Ratings has downgraded GCX’s dollar bond, due for refinancing this year, and said a default looks probable. With RCom entering bankruptcy, what it owes GCX may be impossible for the subsidiary to recoup. RCom’s insolvency filing shows how fruitless the out-of-court process has been. “Despite the passage of over 18 months, lenders have received zero proceeds from the proposed asset monetization plans," the statement said. It’s unclear if the older Ambani sibling might still be interested in RCom’s spectrum and towers, or if other bidders will step up, and how - Kapilkumar M. The Gujarat High Court has directed an investigation officer from Sami police station in Patan to carry out a thorough probe in the alleged misappropriation of public funds by three government officials which was meant for constructing toilets under the Swachh Bharat Mission. The court issued the direction during the hearing of a plea filed by the accused for quashing of the FIR registered against them by the Taluka Development Officer for an

alleged misappropriation of Rs 90.96 lakhs. As per the case details, the FIR was registered against the accused for the non-construction or defective construction of toilets and for alleged creation of forged documents and records by way of which the alleged misappropriation of funds was carried out. The misappropriation of funds was carried out in the construction of toilets in two villages of Bhadrada and Singotariya under Sami taluka of Patan district. In order to decide the case, the court had sought the

SS News, Ahmedabad A horrific tale of human trafficking surfaced on Sunday when sleuths of Ahmedabad Police Zone 6 probed a case of a missing girl. A woman, identified as Maya, has been arrested and the cops secured a four-day remand of the accused. The police are assuming that Maya had played a key role in disappearances of a number of other minor girls from two to three pockets of the city. The ghastly tale, in which the victim was kidnapped in early 2017 and returned from Bhavnagar to her family only a few days ago, shook the press conference that the police held at Isanpur. The girl was tracked on Saturday night. A missing persons report was filed by the victim's family after the girl went missing. She returned last week, following which her parents who took her to the Isanpur police where she narrated her plight during her 'missing' months.

Until three years ago, farmers in Dhundi, a village in Gujarat’s Kheda district south-east of the state’s capital city Gandhinagar, knew only one way of mechanical irrigation in their farms – using noisy and polluting diesel generators, since their village was not connected to the power grid. Now, they are proud to have found a cheaper, noise-free and pollution-free way of irrigating their farms, using the sun’s energy. And as a bonus, they are also earning by selling the surplus energy. With the intervention of International Water Management Institute or IWMI and Sir Ratan Tata Trust through the IWMI-Tata Water Policy Research Program, farmers in Dhundi are now harvesting the sun’s energy and are no more dependent on diesel generators for irrigating their farms. Before the advent of solar energy in Dhundi, there were 50 diesel generators for as many irrigation pumps in the village, said Rahul Rathod, a consultant with IWMI. “Now, the farmers and their families have not only got rid of the noise, diesel fumes and spending on diesel, but are also selling solar energy worth thousands,” Rathod

said. The farmers use solar energy for irrigating their farms and sell the surplus energy like a cash crop to Gujarat’s power distribution company, Madhya Gujarat Vij Company Ltd. “Today, our village is free of noise because there are no diesel generators. It is a big relief,” Champaben, one of the village women, told Mongabay-India. Nine farmers of Dhundi have formed a cooperative, Solar Pump Irrigators’ Cooperative Enterprise locally known as Dhundi Saur Urja Utpadak Sahakari Mandali, to pool their solar energy which makes it easy for Madhya Gujarat Vij Company Ltd to buy energy from them. Madhya Gujarat Vij Company Ltd meters, monitors and pays money to the cooperative based

on its own meter reading at a single evacuation point outside the village. The cooperative later distributes the revenue among its members based on units evacuated by each one of them as recorded on individual meters. Dhundi solar cooperative is said to be the first of its kind. Its nine members have signed a 25-year power purchase agreement with Madhya Gujarat Vij Company Ltd at 4.63 rupees/kwh. But, effectively, they get 7.13 rupees/kwh as IWMI pays them a bonus of 1.25 rupees/kwh as green energy bonus and another 1.25 rupees/kwh as water conservation bonus. As part of the power purchase agreement, the farmers in return have given up their right to apply for farm power connection for 25 years.
