Short News 'Home Ministry trying to destroy process': SC on Assam's NRC

New Delhi: The Supreme Court on Tuesday pulled up the Union home ministry over the National Register if Citizens (NRC) in Assam, saying that the ministry comes up with different stories to destroy process. The top court rapped Ministry of Home Affairs for its plea seeking to stall the NRC work for two weeks keeping in mind the role of Central Armed Police Forces (CAPF) in the election duty. Reiterating that July 31 deadline for the completion of NRC exercise will not be extended, a bench headed by Chief Justice Ranjan Gogoi "The Home Ministry is coming up with all sorts of excuses to delay the NRC (National Register of Citizens) process in Assam.

Eight recruiters plead ‘not guilty’, 1 gets bail

Hyderabad: The eight Teluguspeaking Indians who were charged by the US Immigration Customs and Enforcement (ICE) pleaded “not guilty” when produced for the first time before a federal court in Michigan. They have been charged with aiding hundreds of students to stay illegally in the US by enrolling in a fake university. One of the eight recruiters Phanideep Karnati, 35, secured bail because he had a valid H-1B visa. Mr Karnati entered the US 10 years ago and had a good track record. He lived in Louisville, Kentucky and was released on a bond of $10,000. While the seven others, Barath Kakireddy of Florida, Suresh Kandala of Virginia, Prem Rampeesa of North Carolina, Santosh Sama of California, Avinash Thakkallapally of Pennsylvania, Aswanth Nune of Georgia and Naveen Prathipati of Texas, continue to be in custody.

The Supreme Court Tuesday directed Kolkata Police Commissioner Rajeev Kumar to make himself available before the CBI and "faithfully" cooperate with the agency in investigation of cases arising out of the Saradha chit fund scam probe. The apex court said Kumar will appear before the Central Bureau of Investigation (CBI) for investigation at Shillong in Meghalaya. The apex court also said no coercive steps, including the arrest of the Kolkata Police chief, will take place during the course of investigation. A bench headed by Chief Justice of India (CJI) Ranjan Gogoi also issued a notice to Kumar and sought his response before February 20, the next date of hearing on the allegations by the CBI that he was tampering with electronic evidence and that the SIT

headed by him provided the agency with doctored materials. The court directed Kumar to make himself available before the CBI and "faithfully cooperate" in the Saradha scam probe. The apex court also directed the West Bengal chief secretary, the director general of police (DGP) and the Kolkata Police commissioner to file replies on the contempt pleas filed against them by the CBI on or before February 18. The bench also comprising justices Deepak Gupta and Sanjeev Khanna said on consideration of replies of the chief secretary, the DGP and the Kolkata police commissioner, the court might prefer the personal appearance of these three authorities on February 20. The bench said the apex court's secretary general will inform them on February 19 whether they are required to be present before the apex court on February 20.

Earthquake of 5.6 magnitude strikes Kashmir New Delhi

A 5.6 magnitude earthquake struck Jammu and Kashmir on Tuesday evening. No loss of life or damage to property has been reported so far. The earthquake struck at 10.17 pm and lasted several seconds as people ran out of their homes, fearing for their safety, officials said. The epicentre of the quake was at a depth of 40 kilometres in northwestern Kashmir, 118 kilometres from Srinagar, the officials told news agancy. There is no report of any casualty due to the quake from the region so far. On January 10, a 4.6-magnitude earthquake hit Jammu and Kashmir’s Ladakh region. The epicentre of the quake was at 34.39 degrees north and 78.21 degrees east – 63.6 km north of Leh and 193.1 km east of Kargil – in Ladakh region. Inside the Rashomon world of Indian macroeconomic data

Indian statistics often resemble a hall of mirrors that the bewildered have to walk through. The images change with every step. The revisions in economic growth estimates by the government are only the most recent example. For those who came in late, official statistics now show that the Indian economy grew at its fastest rate this decade in the year of demonetization. That flies in the face of all previous evidence, including the most recent labour market data that shows a sharp increase in unemployment. Economic growth in fiscal year 2017 is now reported to be 110 basis points higher than the previous estimate. The estimate of economic expansion in fiscal year 2018 is a further 50 basis points higher than the earlier one. Even nominal growth for fiscal year 2018 has been bumped up by 130 basis points despite a sharp fall in inflation. The consensus view that the Indian economy began to lose momentum in the first quarter of fiscal 2017—and that this slowdown was exacerbated after the demonetization in November 2016—now stands demolished. Such drastic data revisions have profound implications—for policymakers, investors and companies. A lot of PowerPoint presentations for the conference circuit will now have to be redone. In July 2011, Reserve Bank of India governor D. Subbarao gave a speech to explain how the poor quality of data handicaps policymakers. It was ironical that he was speaking on the birth anniversary of Prasanta Chandra Mahalanobis, who had built a statistical system that was once the envy of the world. In a May 2017 essay in this newspaper, Pramit Bhattacharya had written an excellent overview of the house that Mahalanobis built, and the cracks that have developed in recent decades (bit.ly/2MFyo0Y). Subbarao gave a range of examples to make his point. He first dealt with the changes imposed by new data series that are generated by changing the base year, before moving on to the frequent revisions within an existing data series. The older series of the index of industrial production (IIP) had shown that industrial output between December 2008 and June 2009 was positive despite the impact of the global financial crisis of late 2008. The new IIP series, with 2004-05 as the base year, showed that industrial production had actually declined in these seven months! Indian industry was in recession, but the original data did not show it. Then there are data revisions without any change in the base year. Subbarao spoke about how the estimates of economic growth for the year 2009-10 fluctuated wildly. The advance estimates released in February 2010 put growth in gross domestic product (GDP) at market prices at 6.8%. The revised estimates put out in May 2010 said that Indian economy would grow at 7.7% that year. The quick estimates in February 2011 were for GDP growth at 9.1%. Meanwhile, the inflation numbers were also dramatically changed. Wholesale price inflation was at 8.2% in January 2011 and at 8.3% in February 2011, according to the first estimates. Sri Lanka Cricket says on Tuesday opening batsman Dimuth Karunaratne is the stand-in captain of a 17-man squad for the two-test series starting on Feb. 13. Cash transfer to farmers, middle-class tax relief to boost growth: Moody's New Delhi

The direct cash transfer programme for farmers and tax relief steps for the middle-class will give a fiscal stimulus of about 0.45 per cent of GDP, and support growth through increased consumption, though at a fiscal cost, Moody's Investors Service said on Tuesday. Govt expects 7.5 percent GDP growth in FY20 New Delhi

Govt seeks Par nod for additional expenditure of Rs 1.98 lakh cr New Delhi

The government on Tuesday sought Parliament's approval for gross additional expenditure of Rs 1.98 lakh crore for the current fiscal ending March 2019 as the third batch of supplementary demands for grants. According to the document tabled in the Lok Sabha by Finance Minister Piyush Goyal, the net cash outgo will be Rs 51,433 crore and the remaining amount would be matched by savings of different ministries and enhanced

recoveries. Of the total net cash outgo, the document has pegged Rs 19,481 crore for the Ministry of Agriculture and Rs 4,840.75 crore for the Ministry of Road Transport and Highways. The government is also seeking over Rs 4,700 crore for the Ministry of Home Affairs. There would be a cash outgo of Rs 1,818.71 crore for providing loans to Nuclear Power Corporation of India Limited and about Rs 2,864 crore to the Department of Food and Public Distribution, including Rs 1,000 crore equity infusion in Food Corporation of India.

Woman trafficking: One arrested, another on the run in Ahmedabad

Isanpur police on Monday arrested one more accused involved in the human trafficking racket case from Bapunagar area. The accused has been identified as Prakash Marathi, a resident of Bapunagar who operates an auto rickshaw in the city. It was revealed during the police investigation that Marathi and Maya Sathwara used to run the entire racket. Marathi used to kidnap girls from different parts of the city in his auto and used to hand them over to Maya, who

Gujarat High Court reserves judgment in Vismay Shah's bail plea SS NEWS, Ahmedabad

The Gujarat High Court on Monday reserved its judgment in the bail plea filed by BMC hit-and-run convict Vismay Shah in a prohibition case registered against him after he was found in an inebriated condition from a liquor party at a farmhouse in Adalaj on December 26, 2018. Notably, arguments in the case concluded on Monday and the case is now posted on Wednesday for the counsel of Vismay to produce the bail bonds on record. While the state government has vehemently opposed the bail plea of Vismay after citing his criminal antecedents and his conviction in the hitand-run case, an appeal against which is pending, the latter's counsel submitted that the offences against which Vismay has been booked are bailable. Vismay has also sought bail on the ground of parity as five others, including his wife, who was arrested for the same offence, have been granted bail by the court. The court had earlier refused to grant bail to Vismay seeking details of his criminal antecedents. However, as an interim relief, it had given him temporary bail which has been continued from time-to-time. The state in its reply filed in the case had earlier submitted that there are two cases registered against Vismay—one is the hit-and-run case and another for driving under the influence of alcohol.
