Short News Sabarimala board makes U-turn, backs entry of all women New Delhi: The Kerala government on Wednesday asserted in the Supreme Court that social tension or disturbance of peace is not a ground to review the Sabarimala judgement and the Travancore Devaswom Board said it would implement the judgment allowing entry of women of all ages. Recording the submissions, a five-member Constitution bench comprising Chief Justice Ranjan Gogoi and Justices Rohinton Nariman, A.M. Khanwilkar, D.Y. Chandrachud and Indu Malhotra reserved its verdict on the 54 review petitions. The bench asked counsel for the parties to file their written submissions and did not specify any date for pronouncing the verdict.

17-year-old Hyderabad student stalked for 2 years, attacked

Hyderabad: For rejecting his declaration of love, a stalker attacked a 17-year-old girl with a billhook, leaving the minor with 15 stab injuries, four to her head, and a slim chance of survival. Nellore India’s 40th communication satellite, the 2,536-kg GSAT-31, was launched into space by an Ariane 5 rocket from Kouru, French Guiana, at 2.31 am IST early on Wednesday. The rocket also launched the the 6,800-kg Saudi geostationary satellite 1/Hellas Sat 4 for a consortium of Saudi Arabia, Greece and Cyprus. It will facilitate DTH services, connectivity to VSATs to operate ATMs, and stock exchanges, digital satellite news gathering and e-governance applications. The satellite will also be used for bulk data

transfer for emerging telecommunication applications. GSAT-31 derives its heritage from Isro’s Insat/GSAT series. “GSAT-31 has a unique configuration of providing flexible frequency segments and flexible coverage. The satellite will provide communication services to Indian mainland and islands” Isro chairman Dr K. Sivan said. The GSAT31 separated from the Ariane 5 after 42 minutes of flight and launched in an elliptical geosynchronous transfer orbit with a perigee (nearest point to Earth) of 250 km and an apogee (farthest point from Earth) of 35,850 km.

The three soldiers are being quizzed on suspicion that they might have knowingly or unknowingly leaked information about Aurangzeb's movements, the sources said. However, they made it clear the soldiers in question have neither been detained nor arrested so far. While the police are investigating the case, the army is providing all possible cooperation so that those involved in

killing of Aurangzeb are brought to justice, they said. One of the soldiers under the scanner is brother of Tauseef Wani -- who was allegedly tortured by an army officer in Shadimarg camp -- where Aurangzeb was posted, the sources said. Wani is currently undergoing treatment at SMHS hospital here. Aurangzeb, who was proceeding on leave for Eid on 14 June 2018, was

abducted and later shot in the head and neck. His body was found by a team of police and Army officials at Gussu village, about 10 km from Kalampora, in Pulwama district, from where he was abducted. Aurangzeb had taken lift from a private vehicle outside his camp in Shopian but was being tracked by militants, who stopped the car and abducted him a few kilometres away.

The significance of the floating vote in the 2019 elections

In the 2018 Karnataka state election, the Janata Dal (Secular), or JD(S), with 37 MLAs, bagged the chief minister’s chair in a coalition with the Congress, which had 80 MLAs. The Bharatiya Janata Party (BJP) with 104 was kept out of the government. Does this outcome hold lessons for the 2019 national elections? Duverger’s law states that countries with single representative plurality systems tend to favour a two-party system. The theoretical justification is that voters vote strategically, preferring ‘winnable’ candidates to those who they may like more. This hurts the prospects of smaller parties. However, voters may care not just about the prospects of a party in their constituency, but also about its possibilities in terms of legislative power. The power of a party in a legislature is often disproportionate to the number of members it controls. For instance, in a hung assembly comprising three parties, where a simple majority is required to pass a resolution, any two parties combined would suffice to achieve the 50% mark, and each party would enjoy equal power. Further, if the two major parties cannot align with each other, then the small party that can align with both enjoys the highest power. If voters expect a hung assembly, strategic voting could involve voters misrepresenting their preferences to vote for the smallest party. However, the power of the smallest party is dependent on the presence of the right number of floating voters and the choices they make. To illustrate this in a simple manner, let us take the example of a country that follows the proportional representation rule. The number of ministers of a party in government is proportional to its vote share. Every decision requires the assent of 50% of ministers. There are three parties, Alpha, Beta and Gamma. Supporters of each party are divided into ‘diehards’, who will always vote for their party, and ‘floaters’, the strategic voters who want to vote for the winning party, defined as the party that has the maximum power in the ministry. Alpha has 38 diehard supporters and 2 floaters. Beta has 33 diehard supporters and 3 floaters. Gamma has 20 diehard supporters and 4 floaters. Alpha and Beta would always oppose each other’s policy positions, but Gamma can ally with both. In the game defined above, there is a unique equilibrium in which all floaters vote for Gamma giving it a vote share of 29, of which 24 votes come from its own supporters and 5 from floaters of Alpha and Beta. Alpha ends up with 38 and Beta with 33 votes. Even though Gamma continues to remain in third place, it ends up in the top spot in terms of power, and could bag the prime ministerial position. This is the scenario that members of non-Congress, non-BJP parties are hoping for in 2019. However, the 2019 scenario is better described by the following game. Let Alpha and Beta’s supporters be divided as before between diehards and floaters. However, let Gamma’s support base consist of 16 diehards and 8 floaters. The larger number of floaters could represent voters who want to vote for a national party in a central election even though they vote for a regional party in state elections. In the new scenario, Alpha can cross the 50% mark and enjoy 100% power by attracting the floaters of the other two - Kapilkumar M. Hirpara parties, but Beta cannot. Editor

Average Plant Load Factor (PLF) achieved during the third quarter of FY 201819 was 73%, as compared to 58% achieved in Q3 FY 201718. Consolidated total income for the quarter was Rs. 6,667 crore, which was higher as compared to Rs. 4,916 crore in the corresponding quarter of the previous year. This growth was due to improved PLFs, higher billed availability, and better merchant realisations. Vodafone Idea posts Rs 5,005-crore loss SS NEWS,New Delhi

Vodafone Idea on Wednesday reported its second straight quarterly loss since Vodafone Plc merged its Indian operations with Idea Cellular in August last year where the loss after tax was `5,005 crore in the quarter ended December 31. The company said the quarterly numbers were not comparable on account of the merger last year. Competition in the country’s telecom industry has ramped up since Reliance Jio Infocomm, owned by billionaire businessman Mukesh Ambani, entered the market in 2016, leading to huge price cuts across the industry which resulted in lower average revenue per user (ARPU) and rising debt. While Jio reported a 65 per cent jump in quarterly profit, rival Bharti Airtel posted a 72 per cent profit decline. The shake-up led to consolidation, with Vodafone Plc merging its Indian operations with Idea Cellular last year in a deal worth $23 billion.

Earlier this year, Vodafone Idea announced its intention to raise `25,000 crore through a rights issue. Revenue from operations in the third quarter was Rs. 11,765 crore, while its average revenue per user (ARPU) came in at `89. The Mumbai-based company said its total expenses for the quarter were `18,226 crore, offset in part by a `2,001 crore tax gain. Vodafone Idea closed 1.48 per cent lower while the broader Mumbai market ended up 1.17 per cent. The company said the quarterly numbers were not comparable on account of the merger last year. Total income of Vodafone Idea stood at `11,982.8 core during the reported quarter. The income increased by 52 per cent compared to `7,878.6 crore in the previous JulySeptember quarter. The books of Vodafone Idea recorded comprehensive loss of `1,284.5 crore in the same quarter a year ago. However, the year-on-year figures are not comparable as the merger between Vodafone and Idea completed on August 31, 2018.

SS NEWS, Rajkot Even as government procurement of groundnut for the current 2018-19 kharif marketing season is about to end, the oilseed continues to sell in various APMC (agricultural produce market committee) mandis of Gujarat at way below the official minimum support price (MSP). This, despite a much lower crop output due to drought in the country’s largest groundnut producing state. As of February 5, the National Agricultural Cooperative Marketing Federation of India (Nafed) procured 4.04 lakh tonnes (LT) or 40.37 lakh quintals of groundnut worth Rs 2,021.33 crore from 2,00,357 farmers in Gujarat. The nodal procurement agency is paying an effective MSP of Rs 5,000 per quintal for groundnuts-in-shell, which includes the Centre’s Rs 4,890 rate and a Rs 110 bonus declared by the state government.

The drives will be organised around topics of safety awareness such as wearing helmets, following traffic rules, not driving on wrong side and carrying all necessary documents in the vehicle, among others. The traffic cops will also be organising several seminars at different colleges and schools, where awareness will be spread among students regarding the importance of traffic rules and other road safety topics. Apart from that, a training session has been started by

the traffic department where drivers of school buses, school vans, auto rickshaws and heavy-load vehicles will be given training on road safety. Not only will there be awareness drives, but traffic offenders will be also issued challans for not following traffic rules.
