Short News SC refuses 'pressure cooker' symbol to AMMK leader Dhinakaran New Delhi: The Supreme Court Thursday refused to grant the 'pressure cooker' symbol for now to the TTV Dhinakaran-led Amma Makkal Munnetra Kazhagam (AMMK). The Delhi High Court had on March 9 last year directed the Election Commission (EC) to allot a common symbol, preferably that of a 'pressure cooker', and a name to the then AIADMK (Amma) faction led by Dhinakaran. A bench of justices AM Khanwilkar and Ajay Rastogi said if the high court does not dispose of the pending case regarding the allocation of the symbol within four weeks then EC may proceed as per the March 9, 2018 order.

Govt blocks proposal on judge for J&K, SC Collegium asks why New Delhi : On April 6 last year, the Supreme Court Collegium, then headed by Chief Justice Dipak Misra, had cleared the decks for the appointment of Senior Additional Advocate General Wasim Sadiq Nargal as a judge in the J&K High Court. This would have made Nargal the first Muslim judge from Jammu in the High Court. Also, Nargal, who was 49 when recommended by the Supreme Court for elevation, would have had more than 12 years as a permanent High Court judge and, by convention of seniority, would have been a potential Chief Justice of a High Court in the country. The Law Ministry returned the recommendation, and a year later, is yet to say why. The current SC Collegium has asked the government to explain.

At least 10 Maoists killed in Chhattisgarh encounter gns, New Delhi At least 10 Maoists were killed in a major encounter that broke out in Chhattisgarh’s Bijapur district on Thursday. A senior police official told The Indian Express that eleven weapons were recovered and searches are still underway. The encounter took place around 11am at the bank of the Indravati river in Abhujhmaad, about 25 kilometres from Bhairamgarh town. The river Indravati acts as a natural boundary for Abhujhmaad. On Saturday, a woman was killed and another injured, allegedly in crossfire during an encounter between CRPF and Maoists in Godelguda village in Chhattisgarh’s Sukma district. However, local villagers Wednesday alleged that the women were victims of a “fake encounter”. Police too admitted that the two women, Podiyam Sukka and Kalmi Dewe, were not Maoists, but maintained that they were caught in the crossfire.

SC transfers Muzaffarpur shelter home abuse case to Delhi POCSO court, raps CBI for removing probe officer New Delhi

The Supreme Court on Thursday transferred the trial of Muzaffarpur shelter home case from Patna to a POCSO Court in Delhi. The apex court ordered the commencement of the trial within two weeks and finish hearing within six months. A bench led by Chief Justice of India Ranjan Gogoi also came down heavily on the CBI and Centre for transferring an officer probing the case despite the apex court’s embargo against the transfer of investigating officials. “Was cabinet committee which transferred him informed of Supreme Court embargo?” the CJI said. Asking the CBI to explain why the probe officer, A K Sharma, was transferred, Gogoi said:

“Enough is enough. We will ask Bihar Chief Secretary to appear before us. Get someone here who is conversed to what is happening in the state. You can’t let your officers to treat unfortunate children like this. It is time to revisit the interest rates paradigm

As the weather changes so does our clothing style. In peak summer, it is T-shirts and, in winters, we get our sweaters out. We keep doing this every year so that we remain in our comfort zones. While this is not an exact corollary, but interest rates, inflation and economic growth, too, follow a cyclical and reflexive behaviour. High interest rates drive down economic growth and inflation. Low economic growth pushes the central bank to reduce interest rates and this cycle continues forever. There is always a debate about “ahead of the curve" or “behind the curve", and striking balance between inflation and growth. As the Indian economy has grown at over 7% compounded annual growth rate (CAGR) for the last 15 years, credit formation has deepened across both industrial and consumer sectors. While India is the fastest growing large economy in the world, it has had high interest rates—both real and nominal. The real interest rates in India are at over 4% as against 1% or even negative rates in other large economies, such as the US, China, Germany, Japan and the UK. Prevailing interest rates impact the cost of capital and return expectations. Our analysis suggests that the return on total capital employed (ROCE) by leading Indian companies in capital intensive sectors is similar to that earned by leading global companies. For example, leading Indian and global steel companies have an ROCE of approximately 7.5%. Global rivals are earning higher returns in sectors such as airlines and telecommunications. However, when we take the impact of leverage and look at the return on equity (ROE), in most capital-intensive sectors, the returns to Indian companies are less than their cost of capital (they are comparable with the yields on government securities). In India, the equity returns in capital-intensive sectors financed with high debt-equity ratio suggest that it might not be economically prudent to invest in these businesses. It is no coincidence that these sectors are also witnessing high levels of non-performing assets. Returns in the industrial, manufacturing and infrastructure segment are driven by competitive forces and the cost of capital. High cost of debt increases the risk premium, and is one of the reasons capital-intensive manufacturing and infrastructure projects are not as attractive to invest into. Anecdotally speaking, entrepreneurs are investing their equity in low capital expenditure (capex) sectors with shorter working capital cycles such as information technology, consumer goods and services sectors. These sectors need small doses of debt capital, as they have low capex needs and a short working capital cycle of 60 to 90 days. Whereas, hard asset sectors are long-cycle businesses, and require 7 to 15 years’ capital. It is no surprise that almost all infrastructure companies and real estate developers operate at 0-10% ROE. For setting interest rates, the Reserve Bank of India, in 2015, had decided to use inflation data derived from the consumer price index (CPI) instead of the wholesale price index (WPI). CPI is more representative of inflation, which is calculated based on a basket of goods that are assumed to be consumed by the people in their daily lives. Just 23 crore PAN cards linked with Aadhaar ahead of Mar 31 deadline New Delhi

Just 23 crore PAN card holders -- over half of the total PAN card holders -- have so far linked their cards with biometric ID Aadhaar, even as the deadline to link the two comes to an end on March 31, 2019. Central Board of Direct Taxes (CBDT) Chairman Sushil Chandra said the Income Tax department has so far issued 42 crore permanent account numbers (PAN), of which 23 crore have been linked with Aadhaar. Supreme Court has made it mandatory that Income Tax returns will be filed with Aadhaar and the last date for linking PAN with Aadhaar is March 31. "By linking with Aadhaar, We will know whether there are any duplicate PAN or not. And there are certain duplicate PANs... If it is not linked, we may cancel the PAN also," Chandra said while addressing an Assocham event. The Supreme Court in September last year had declared the Centre's flagship Aadhaar scheme as constitutionally valid. A five-judge constitution bench had held that while Aadhaar would remain mandatory for filing of I-T returns and allotment of PAN, it would not be

mandatory to link Aadhaar to bank accounts and telecom service providers cannot seek its linking for mobile connections. Chandra said, once Aadhaar is linked with PAN and PAN is linked with bank account, the I-T department can find out spending pattern and other details of the assessee. Also since many agencies are linked with Aadhaar, it would be easier to gauge whether the benefits of welfare schemes are availed by eligible persons. Section 139 AA (2) of the Income Tax Act says that every person having PAN as on July 1, 2017, and eligible to obtain Aadhaar, must intimate his Aadhaar number to the tax authorities.

It was stipulated that no foreign portfolio investor (FPI) should have an exposure of more than 20 per cent of its corporate bond portfolio to a single corporate, including exposure to entities related to the corporate. This was decided as a part of the review of the FPI investment in corporate debt undertaken in April 2018. FPIs were given exemption from this requirement on their new investments till end-March 2019 to adjust their portfolios.

Tata Motors Q3 net loss at Rs 26,961 crore New Delhi

Tata Motors on Thursday reported a consolidated net loss of Rs 26,960.8 crore for the third quarter ended December 31, hit by asset impairment in its British arm Jaguar Land Rover (JLR). The company had reported a net profit of Rs 1,214.6 crore in the October-December quarter of 2017-18. The auto major said profit was impacted by an exceptional item of asset impairment in its British arm Jaguar Land Rover (JLR) of Rs 27,838 crore (3.1 billion pounds). Total revenue from operations, however, rose 4.36 per cent to Rs 77,582.71 crore as compared to Rs 74,337.7 crore in the year-ago period, Tata Motors said in a regulatory filing. On a

standalone basis, the company posted PAT of Rs 617.62 crore as against Rs 211.59 crore in the year-ago quarter. Total standalone income rose to Rs 16,477.07 crore as against Rs 16,186.15 crore in the same period of previous fiscal. JLR's revenue, however, declined 1 per cent to 6.2 billion pounds. Tata Group Chairman N Chandrasekaran said the company's domestic business continues the strong momentum and has delivered market share gains as well as profitable growth. "The turnaround 2.0 strategy is delivering well with a continuing portfolio of product launches, which are the requisite building blocks for sustainable growth," he added. In JLR, the market conditions continue to be challenging particularly in China, Chandrasekaran said.

Swine flu situation in the state seems to be becoming increasingly worrisome. On Wednesday, 82 new cases of swine flu were reported in the state, the highest in a single day this year, taking the total number of cases to more than 1,000, even as three patients succumbed. Bangladesh has sealed off its border with Myanmar amid fresh influx of refugees fleeing troubled Rakhine state following reported military clampdown, this time against the ethnic majority Buddhists and Hindus being the victims, Foreign Minister A K Abdul Momen said Wednesday.

Over 700,000 Rohingya Muslims have taken refuge in Bangladesh after fleeing from Rakhine state in neighbouring Myanmar to evade atrocities, which the UN called “a textbook example of ethnic cleansing”, following the action by the military in August 2017. “We can’t take any more of them (Myanmar refugees).

The border with Myanmar is almost sealed off,” he told reporters before departing for New Delhi. Momen is visiting India on his maiden overseas tour since Prime Minster Sheikh Hasina formed the government for the third consecutive terms after winning the December 30 general elections. He said that Bangladesh has opened
