Mumbai Boy Injured In Leopard Attack In 8th Such Incident Within A Month A 14-year-old boy was injured in an attack by a leopard at Aarey Colony in suburban Goregaon, police said on Saturday. Registration Of Unorganised Workers Too Slow

India has never been able to record its workforce in the unorganised sector, and therefore there has been no question of providing them social security. They greatly suffered during COVID-19 lockdown and containment measures despite Modi government’s big assurances that never reached the ground, attracting bitter national and international criticism. The Centre promised to register all of them, but the e-shram portal for registration could be launched only on August 26, 2021, that too after the stern stand of the Supreme Court of India. However, the registration is too slow on account of numerous hurdles. The portal had announced the capacity of registering all 38 crore of unorganised workforcein six categories – construction workers, migrant workers, gig and platform workers, domestic workers, and other unorganised workers. As on October 8, only 3.01 crore wereregistered. The unorganised workers are finding difficulties in fulfilling even the eligibilitycriteria and providing the documents required for registration.Registration on this portal is important for unorganised workers, because they can get thebenefit of several social security schemes of the Centre and the states only after registration.Apart from social security scheme benefits, they will also be able to get financial support,more job opportunity, premium waiver for one year, and Bima Yojna Insurance cover. Government will then also be able to track migrant workforce. Therefore, it is of paramountimportance for the country to register all the unorganised workers as soon as possible.As the registration is going on, the pattern is revealing several other important aspects. Forexample, migrant workers’ registration is still very low at 2.77 per cent, though they were theworst sufferers during the pandemic when the country was put under lockdown on March 24,2020. They suffered the most during the entire period of the first and the second wave.There seems to be no end to their woes in sight in the near future, unless the level of theirregistration is facilitated through other means by giving relaxation in eligibility criteria and thedocuments required. If they don’t have documents, the country should provide them becauseit is their right.The mode of registration seems to have problems. There are three modes of registration –CSC (common service centre), self, and the State Seva Kendra. It is shocking to known thatthe State Seva Kendras are not functioning, and all the registrations are being made eitherthrough CSC or self whose share are 75.44 per cent and 24.56 per cent respectively.Among the registered, 51.16 per cent are males, 48.84 per cent females, and there are notransgenders. Majority of the registered, 62.32 per cent are of the age group 1840. Age group 40-50 is thesecond largest constituting 21.99 per cent. Workers in the age group above 50 are 12.21 percent, while 3.48 per cent workers are between 16 and 18 years of age. OBCs constitute the majority of the registered unorganized workforce who are 43.06 percent. Next come the people of the general social category. They are 27.13 per cent.Scheduled caste are 22.93 per cent while the Scheduled Tribes are 6.88 per cent.Unavailability of nominee details for 30.35 per cent of the unorganised workers is a matter ofconcern, since certain social security benefits are given to the survivors after the death of theperson in question. It means, in case of death, the dependent of the unorganised workerwould not get the benefit of the schemes like Pradhan Mantri Jeevan Jyoti Bima Yojna(PMJJBY) and Pradhan Mantri Suraksha Bima Yojna (PMSBY). It is noteworthy thatPMJJPY envisages that on death due to any reason, Rs 2 lakh would be provided to thebeneficiary’s nominee. A similar provision is also envisaged under PMSBY. The system has revealed that despite millions of accounts have been opened in banks underModi’s flagship programme called Jan Dhan Yojna, millions of workers in unorganised sectordid not have access to any bank account. Consequently, 33.51 per cent of the registeredunorganised workers had no bank account details in the e-shram portal. Moreover, 55.77 percent of them have no Aadhaar linked bank accounts. This anomaly is going to hamper thedirect benefit transfer (DBT) system being implemented by the Centre and states, and evenmillions of registered unorganised worker could not get its benefit. - Kapilkumar M. India recorded 19,740 new coronavirus cases in the last 24 hours, ending at 8 am on Saturday. The active caseload in the country has dropped to 2.36 lakh (2,36,643), the lowest in 206 days, the Ministry of Health and Family Welfare said. With 284 people succumbing to the deadly infection, the death toll has crossed 4.5 lakh. Kerala remains the biggest contributor to the national caseload, adding 10,944 fresh cases. With 120 new deaths, the state is also reporting the highest number of daily covid

fatalities. Amid criticism for alleged under-reporting, the Kerala government has decided to add 7,000 deaths to the states death toll. The addition would take the state’s Covid-19 death toll from 26,000 to 33,000, as on Saturday.Announcing the decision, state Health Minister Veena George said 7,000 cases had gone unreported in official data for want of relevant records. “If complaints exist about omissions in the list, the Health Department is open to look into them,” she said.
