The 17th Edition of Indo-US joint training exercise “Ex Yudh Abhyas 21” commenced at Joint Base Elmendorf Richardson in Alaska on Friday.The 14 days training schedule includes activities on joint training in a Counter Insurgency and Counter Terrorism environment under the United Nations mandate, said the Ministry of Defence in a statement. Over 300 US Army soldiers belonging to First Squadron (Airborne) of the 40th Cavalry Regiment and 350 soldiers of 7 MADRAS Infantry Battalion Group of Indian Army are participating in the exercise. Much More Than Official Data Show

Unlike in the advanced capitalist countries, a reduction in employment opportunities in India takes the form not of a larger proportion of the work-force being shut out of employment, but of almost everyone having lesser number of days of work. This is a reflection of the fact thatonly a tiny segment of the work-force is employed on a full-time basis. Most are either self-employed, like peasants or shop-keepers, where many more or fewer family-members canshare a given amount of work; or are causal workers who may get work on a given day butnot on another. The same number of persons in other words gets more or less work;unemployment can be said to have fallen in the former and risen in the latter case. There isno close correspondence between the magnitude of work and the number of persons working. The question arises: how can we measure unemployment trends in such a situation?Because of this problem, official statistics in India have for long used not one but severaldifferent measures of unemployment. We shall not go into all these measures here. But theproblem with all of them can be illustrated by taking any one of them. Let us take forillustration the concept of “current weekly status” unemployment: if a person has not goteven one hour of employment in some gainful activity, despite looking for work, over thepreceding week (prior to his being interviewed), then that person’s “current weekly status” isbeing unemployed; otherwise the person’s “current weekly status” is being employed.But consider a person who had four hours of work over the preceding week during thesurvey in a particular year; during the next survey a few years later, such a person has onlytwo hours of work during the preceding week. Clearly then in reality the person is moreunemployed at the later date compared to the earlier date; and, if that person happens to betypical, then the unemployment situation has worsened in the country between those twodates. But the “current weekly status” unemployment rate as measured by official statisticswould have remained unchanged.This being more or less true of every official measure, none of them is any good at capturingunemployment trends. How then can we capture unemployment trends? When the amountof work available per head of the work-force is decreasing, that is, when unemployment isactually increasing, it is perfectly reasonable to believe that an average worker’s realearnings per hour of work could not be increasing. But since at such a time the number ofhours of work per worker would be decreasing, it follows that the product of the two, which isthe real earnings per capita of the work-force, must be decreasing. It follows that a symptomof rising unemployment, other things being equal, would be decreasing real earnings percapita of the work-force. Correspondingly, when unemployment is decreasing, the per capita real earnings of thework-force should be increasing. Hence, a reasonable proxy for te trend in unemploymentrate, if other things can be taken to remain unchanged, would be to take the movement in per capita real earnings of the work-force. The problem however is that other things do notremain unchanged. In particular when per capita earnings of the workers decline, and the share of economic surplus increases in total output, the size of the class of “hangers on” whosubsist on this surplus, such as lawyers, business executives, advertisement agencies andsuch like, also increases, and they are also usually classified as belonging to the “work-force”. The “workforce” in other words does not just include workers, peasants, agricultural labourers, artisans, craftsmen, fishermen, and such like, whose unemployment rate is ourreal concern; it also includes corporate lawyers, executives etc. Hence, while movements inthe per capita earnings of the former alone could have given us a reasonable proxy forunemployment trends, the observed per capita earnings of what is called the “work-force”might be misleading as a proxy.There is however a way out. It is reasonable to believe that when the per capita realearnings of the section of the “workforce” belonging to the upper crust, which really consistsof surplus earners, increases or remains unchanged, their per capita absorption offoodgrains does not decrease. When the observed per capita absorption of foodgrainsdeclines, then one can certainly infer from this fact that the per capita real earnings - Kapilkumar M. Hirpara of the“work-force” consisting.

Petrol and diesel prices on Friday rallied to their highest ever levels across the country, as fuel rates were hiked again by 35 paise a litre.The price of petrol in Delhi rose to its highest-ever level of Rs 105.14 a litre and Rs 111.09 per litre in Mumbai, according to a price notification of state-owned fuel retailers. In Mumbai, diesel now comes for Rs 101.78 a litre; while in Delhi, it costs Rs 93.87. This is the second straight day of 35 paise per litre increase in petrol and diesel prices. There was no change in rates on October 12 and 13. Since the ending of a threeweek-long hiatus in rate revision in the last week of September, this is the 14th increase in petrol
