I want to tell farmers in Delhi that they need not be distressed. The Aam Aadmi Party government will continue to help farmers,” Kejriwal said in a video press briefing on Wednesday. He said that the suffering farmers will continue to get ₹50,000 per hectare as compensation for crop damage. “...This is the highest compared to all states which pay ₹8,000 – ₹10,000. We also make sure that the money is disbursed within one and a half months or so. This year too, I have issued directions to ensure farmers who have suffered losses because of crop damage will get compensation of ₹50,000 per hectare.” Kejriwal added that district officials had

The Gujarat High Court’s order granting 14-day furlough to rape convict Narayan Sai was set aside by the Supreme Court on Wednesday.The Gujarat government had challenged the HC’s order in the Apex Court.A single-judge bench of Gujarat HC had granted furlough to Narayan Sai, son of self-styled godman Asaram Bapu, on June 24. It was stayed by a division bench till August 13, following which the state government had approached the Supreme Court. Setting aside the order, the SC bench of Justices DY Chandrachud and BV Nagarathna observed that furlough was not an absolute right and that it depended on various factors. Narayan Sai and his father were both arrested and convicted
following complaints of sexual exploitation. Asaram was arrested in 2013 for allegedly raping a girl in Rajasthan. Two sisters from Surat, too, had accused him and Narayan Sai of sexual exploitation over several years. The latter was convicted in 2019 by a Surat court. Objecting to the furlough, the
state government had argued that the father-son duo had lot of wealth and wielded considerable influence.

Everything Is Wrong With Indian Budgets For Prisons
The highly unsatisfactory conditions of prisons and prisoners often gets reported in India. To what extent is this related to budget-related factors? Analysis of official expenditure data for prisons for 2019 throws some light on this issue. Data from ‘Prison Statistics India 2019’,published by the National Crime Records Bureau, shows the total budget allocation forprisons was Rs. 6,818 crore. However, the actual expenditure was Rs. 5,958 crore duringthe financial year 2019-20. Prisons spent 34 per cent of this on inmates. In 2019-20, this figure was Rs. 2,060 crore. In the report, the percentage spent on inmates is unrealistically high in states such as Haryana and Andhra Pradesh—an impossible 100 per cent and abnormally elevated 88 per cent respectively— but let that pass. The higher estimate presented for some states alsomeans considerably lower-than-average spending in other states.There are 1,350 prisons in India, with a combined capacity of 4.03 lakh prisoners. The actualnumber of prisoners, as counted at the end of 2019, was 4.78 lakh. Prisoners are admittedto prisons all year long. However, they also get released on bail, parole, or for other reasonsall year long. Hence, the number of prisoners admitted over a year is far higher than thoseincluded in the final headcount of inmates at the end of a calendar year. So, according to the2019 report, 18,86,092 inmates got lodged in prisons over the year, and only 4.78 lakh werestill in prisons at the year’s end. It is crucial to keep the difference between these two figures while analysing the budget.Considering the prisoner count just 4.78 lakh would overestimate the budget available forprisons, while the 14 lakh prisoner count would mean that the governments need to step uptheir expenditure, even if many inmates stay for short periods. That said, even if we confine ourselves to 4.78 lakh inmates, and divide the total spendingon them (Rs. 2,060 crore) by this number, we get per Rs. 119. This is the per capitaexpenditure out of the annual expenditure of Rs. 43,096. Divide this by 365 for the per capitadaily expense on inmates during 2019-20. Now, if we keep in mind the 14 lakh others whocome in for short periods, then the per capita expenditure is significantly reduced. It hardlyneeds be said that this is highly inadequate. Further, no budget analysis can take intoaccount corruption, which is known to be widespread in Indian prisons. Hence, what reachesinmates could be even less than Rs. 119 per head. Considering that 70 per cent of the jailinmates are under trial and their crimes are not yet proven in a court, this is highly unjust.The low per capita budget further reflects in the nonfood component of expenditure. Food iscooked every day in bulk in jails, so 48 per cent of the budget goes into this expenditurehead. Only 1 per cent was spent on clothing, 1 per cent on education and vocational trainingand 1 per cent on welfare activities, the 2019 report shows. Keep in mind that the Rs. 119 per inmate expenditure. In effect, just about one rupee perday is available for every inmate’s clothing, only one rupee per day for education, and onlyone rupee per day for welfare activities relating to an inmate per day. In addition, only 4 percent gets spent on medical needs, which amounts to Rs. 4 per inmate per day. It is highlydeficient, keeping in view that inmates suffer from a variety of ailments. Many come frompoor and low nutrition backgrounds. Jails are often overcrowded and lack essential hygiene,while nutrition and food quality standards are often inadequate. The seriousness of thehealth situation is apparent from the fact that nearly 4.7 lakh hospital visits get arrangedevery year. Hence, even the medical budget is inadequate. Against the provision of 3,320 medical staff for prisons, including doctors and others, only1,962 are in place—about 59 per cent. It means about 1.4 medical staff per prison. If weexclude the higher proportion of doctors in some of the biggest and more prominent prisons,many Indian prisons would have only one medical officer. What is more, among the medicalstaff, the number of women medical officers is only 254. In other words, there is less thanone woman medical staffer for five prisons. It is not possible to attend to most medicalproblems of prisoners with such a shortfall of human resources.One way out for jail officials is to simply underestimate the extent of medical problemsprisoners face in prisons. He returned to Mumbai in 2013 and left the country in three days on a fake passport, the officer added. He has seven extortion cases registered against him in Mumbai.

Work on 11 new airports progressing in Uttar Pradesh: CM Yogi Adityanath Agency News: Mumbai Bollywood actor Shilpa Shetty and her husband Raj Kundra have sent a legal notice to actor Sherlyn Chopra, seeking compensation of Rs 50 crore as damages and a public apology from the latter for making “concocted, false, fake, frivolous and baseless” allegations against them.The couple’s advocate, Prashant Patil, said that they had sought damages of Rs 50 crore for causing “loss of reputation, loss of business and for mental agony”. “If Chopra fails to issue an apology and pay damages within a week, they will initiate appropriate proceedings before
the court by filing a defamation suit,” said Patil. The notice also asks Chopra to “refrain from making further defamatory statements and retract from the defamatory statements already made”. The notice states that Chopra has indulged in making false allegations to “avoid the clutches of law”, wherein she has been made an accused by the cyber police station.
