Tax Revenues Likely To Beat Forecast On Strong Recovery, Say Officials Government expects tax revenues for the current financial year to be 10 per cent above budget, beating forecasts for the first time in four years, two officials said, as the economy powers back towards pre-pandemic levels. IIT Delhi To Offer MTech In Machine Intelligence And Data Science The School of Artificial Intelligence (ScAI), Indian Institute of Technology (IIT) Delhi has announced a new postgraduate programme, ‘MTech in Machine Intelligence and Data Science (MINDS)’. The programme will start in July 2022. Students with undergraduate degrees in science or engineering will be eligible for the MINDS programme. MTech in MINDS will be a flagship educational programme which is planned to be a ‘industrysponsored programme’, the institute said.Students enrolled in the programme will be working on industry-relevant AI problems and they will be co-advised.

Agency News: New Delhi Former president of Delhi Sikh Gurdwara Management Committee (DSGMC) Paramjit Singh Sarna has sought clipping wings of Manjinder Singh Sirsa who, in the recent past, had lost his own seat in the DSGMC elections.Sarna informed that he had written a letter to the Lieutenant Governor of National Capital Territory of Delhi Anil Baijal urging him to divest Sirsa of the powers especially over DSGMC funds and instead appoint a financial receiver for day to day handling of DSGMC resources.“The SAD(D) has urged the Lieutenant Governor to immediately appoint a financial receiver for day-to-day handling of DSGMC resources and divest Sirsa and his supporters of powers especially over committee funds till the court ruling arrives,” said Sarna who is also president of SAD(Delhi).Stating that Sirsa was no longer an elected member of the DSGMC, Sarna alleged that Sirsa’s nomination by the Shiromani Gurdwara Parbandhak Committee had also been rejected by the Delhi administrations Gurdwara Director on grounds.

A Supreme Court Bench led by Chief Justice of India N.V. Ramana is on October 27 scheduled to pronounce its decision in pleas to form an independent committee to probe into reports that the government used Israeli-based Pegasus software to spy on citizens. On September 23, the court indicated its intention to form a committee to examine allegations. The CJI, at the time, said the court wanted to pass the orders without delay, but had been temporarily stalled

to file a detailed affidavit in order to get a clear idea of its stand in the Pegasus case.“We thought the government would file a counter-affidavit… now we will pass our interim orders,” Chief Justice Ramana had remarked. Senior advocate Kapil Sibal, appearing for Mr. Ram and Mr. Kumar, had found the government’s refusal to file a detailed affidavit “unbelievable”. Solicitor-General Tushar Mehta, for the government, had reasoned that a public discourse on whether a particular software was used or not would alert terrorists. He had urged the court to allow the government to form a committee of “domain experts” who would look into the allegations of snooping orchestrated against citizens, including journalists, activists, Ministers, parliamentarians, among others.

Agency News: New Delhi Senior advocate Mukul Rohatgi on Tuesday argued Aryan Khan’s bail application before the Bombay high court claiming that the 23-year-old son of actor Shah Rukh Khan was arrested wrongly by the Narcotics Control Bureau (NCB), as there was no recovery and no material to suggest consumption.

Rohatgi submitted that Aryan, who has done graduation from California and returned since Covid started, was not a customer on the cruise, he was invited as a guest by one Prateek Gaba, who knew the organisers.There is no recovery from him and no medical examination was conducted to show that the 23-year-old had consumed drugs and therefore,

there was no occasion to arrest him, said the senior advocate. “No recovery, no consumption, I submit I am wrongly arrested,” he added.Referring to the NCB’s claim that 6gm charas said to have been recovered from Aryan’s friend Arbaaz Merchant was meant for the consumption by both of them, and therefore Aryan was also in conscious possession of the contraband material, the senior advocate said, what somebody else is having in his shoes can’t be conscious possession. “They will have to prove that I knew about it,” he stressed. He pointed out that the statements recorded by NCB officers under section 67 of the NDPS Act are not admissible in evidence. Besides, he said, six grams is a small quantity and even if it is assumed.

The Centre on Tuesday notified a traffic management policy framework for drones that will manage their movement in the airspace under 1,000 feet. It will allow both public and private third-party service providers to manage the unmanned aerial vehicles in lower airspace.The policy framework issued by the civil aviation ministry noted that with rapid technological evolution of unmanned aircraft, opening up of new use cases and policy reforms, the number of such aircraft operating in the Indian airspace is poised to

increase rapidly.It has also taken into consideration the scenarios which will require flying multiple drones near manned aircraft, especially on lower levels of the airspace where drones are allowed to fly.Current air traffic management (ATM) systems have not been designed to handle the traffic from unmanned aircraft, the National Unmanned Aircraft System Traffic Management policy framework issued on October 24 stated.“Integration of unmanned aircraft in the Indian airspace using conventional means may require unmanned aircraft to be equipped with bulky and

expensive hardware, which is neither feasible nor advisable,” it noted. This requires the creation of a separate, modern, primarily software-based, automated traffic management system, it said, adding that such systems may subsequently be integrated into traditional ATM systems. The framework allows thirdparty service providers to give services such as registration, flight planning, dynamic deconfliction and access to supplementary data like weather, terrain and position of manned aircraft. All drones (except Nano drones operating in the green zone) shall be required.

SUNVILLA SAMACHAR Changing Prescription Drugs To Otc May Be Dangerous Otrivin Oxy, a fast relief adult nasal spray over-the-counter (OTC) drug marketed in India by GlaxoSmithKline (GSK), the world’s sixth largest pharmaceutical company by revenue, seems to have become very popular among those suffering from severe nasal congestion. Its 10-second TV ad is quite compelling. The ad features a young man with clipped red nose struggling to sleep in his bed before inhaling the miracle nasal solution Otrivin Oxy which “acts in 25 seconds” to provide “relief up to 12 hours”. The young man inhales the drug to get a fast relief. Otrivin Oxy, claims GSK, helps in opening up the nasal passages by reducing excessive nasal secretions and returns the swollen blood vessels to their normal size. The dosage is simple: for adults and adolescents (12 years and above), one spray in each nostril, 1-2 times a day. Further, it says “do not exceed two applications daily into each nostril.” The digital ad featuring Otrivin Oxy is certainly one of the best among the fast growing ‘OTC’ drug ads in the county. The market is flooded with OTC drugs. More and more patients are visiting pharmacists instead of a doctor for medicines to treat ailments such as cough, cold, allergies, pain, fever, acidity, diarrhea, and skinrelated conditions. Nothing may appear to be wrong with GSK’s short and easy instructions on the use of Otrivin Oxy. However, the drug’s side effect or reactions part, written in extremely small font size on a thin leaflet inside the pack carrying well over 100 words, could be a matter of real big concern, raising the question if such a drug should be allowed to sell without medical prescription from a registered doctor. One such warning says ‘check your doctor before using Otrivin Oxy if you suffer from high blood pressure, overactive thyroid, glaucoma, prostatic hypertrophy, diabetes or phaeocromocytoma.’ The latter is a rare tumour that can form in cells in the middle of the adrenal glands. The tumour can cause the adrenal glands to make too much of the hormones norepinephrine(noradrenaline) and epinephrine (adrenaline). Together these hormones control heart rate,metabolism, blood pressure, and the body’s stress response. Increased levels of thesehormones can put the body into a stress-response state, causing blood pressure to increase.The questions are: how many of the cheap ad-attracted Otrivin Oxy users are fully aware oftheir complex medical conditions, should such a drug be branded ‘OTC’ by a pharmaceuticalfirm and, more pertinently, should such practices be regulated? Unfortunately, there is nothing in India’s 80-year-old Drugs and Cosmetics Act that strictlyspecifies the nature and description of drugs that can be sold by pharmacies over thecounter. Originally known as the Drug Act, the law followed the recommendations of theChopra Committee of 1930. The drug rules were first passed in 1945. It is true that the Acthad undergone several amendments over the years. The Act defines the term ‘drug’ as acombination of variety of substance and includes diagnostic and medical devices. ‘Cosmetic’ is defined as any product (excluding soaps) for application to the human body for beautifyingor cleansing. In 1964, the Act was amended to include Ayurvedic and Unani drugs. Under Section 17 of the Act, a drug is considered misbranded if it claims to be of more therapeuticvalue than it actually is. The term OTC does not have a legal definition in India, as yet.Technically, all drugs are OTC unless they are specifically stated as ‘prescription only’ drugs. OTC medicines are legally allowed to be sold by pharmacists without a doctor’s prescription.Normally, OTC drugs are supposed to allow faster and cheaper access to healthcare.However, their misuse and adverse health effects should be a matter of concern.Not long ago, a decision to have a separate provision for OTC drugs under the Drugs and Cosmetics Act was taken by the drugs consultative committee, which is part India’s health ministry. A sub-committee was formed to examine the OTC drug issue in particular and make suitable recommendations. Though the sub-committee felt that there is an urgent need for defining OTC drugs and for laying down specific provisions for the regulation of OTC drugs in the country, it is not clear what is holding the authorities back. The government was supposed to come up with a list of OTC drugs under a separate schedule by making changes in the drug law with stringent regulations on quality, advertisement and pricing of such products. Could the delay in the government’s decision in this regard be influenced under pressure from the pharmaceutical industry? It is anybody’sguess. But, the “urgency” on the part of the authorities seems to be somehow lacking. That is - Kapilkumar M. Hirpara hardly be regarded as a healthy state.
