After Pandey shoots at the effigy, ‘blood’ was seen oozing out of it. Reports suggest that Pandey also distributed sweets among her supporters and fellow Mahasabha members. After the video went viral, a case was registered against 13 persons associated with Hindu Mahasabha including Pandey, Senior Superintendent of Police of Aligarh Akash Kulhary SSP said, adding no arrests have been made so far.

Improper to present full budget: Yashwant Sinha

New Delhi: The finance ministry on Wednesday clarified that the forthcoming national budget will be an “Interim Budget”. The main Opposition party, the Congress, had said it would strongly oppose the presentation of a “full budget” by the BJP-led NDA government as it has “no electoral legitimacy” and would go against set precedents and Parliamentary traditions. Ex-finance minister Yashwant Sinha had also said that it would be “entirely improper and unconstitutional” if the government presents a full budget ahead of the Lok Sabha elections. Mr Sinha had said there is no precedence of an outgoing government doing so. “It would be entirely improper and unconstitutional on the part of this government to present a full budget,” he said.

Videocon loan case: Chanda Kochhar says hurt and shocked after ICICI sacks her New Delhi

ICICI Bank Wednesday said an independent enquiry found former CEO Chanda Kochhar had violated the bank’s Code of Conduct in the Videocon fraud case. The enquiry report submitted by Justice (Retd) B N Srikrishna Wednesday concluded that there was lack of diligence with respect to annual disclosures and violation of code of conduct, on her part. Earlier this month, a clutch of over-the-top (OTT) video streaming platforms adopted a self-regulatory content code to avoid probable government censorship. Among the signatories are streaming platforms of big broadcasting companies such as Hotstar, Voot, Zee5 and SonyLIV as well as independent firms such as Arre, ALT Balaji, Netflix and Eros Now. In the self-regulatory Code of Best Practices signed under the aegis of the Internet and Mobile Association of India (IAMAI), the streaming platforms have been referred to as Online Curated Content Providers. The code is based on the premise that as the OCC industry grows, it will play an increasingly important role in the socio-economic landscape of the country. According to Uday Sodhi, business head, digital, at Sony Pictures Networks, which owns SonyLIV, as the OTT industry achieves scale, “it is time to lay down guidelines for ourselves. The consumer has expectation of maturity from us. We should start building the processes of protecting him." OCC providers have changed the way content is created and consumed. It offers freedom from appointment viewing and allows flexibility in terms of time, place and the device it is consumed on. What prompted the code is easy to see. The stakeholders thought it wise to adopt best practices before a government department stepped in and imposed unnecessary censorship. The pressure mounted as public interest litigations (PILs) and complaints against the OTT platforms started emerging. An NGO filed a complaint in Delhi high court against sexually explicit and vulgar content on a streaming site. A few months ago, another lawyer filed a PIL before the Nagpur bench of Bombay high court complaining about gory content and sexually explicit scenes in some web series. Sodhi says that mature industries like advertising and television follow self-regulation through the Advertising Standards Council of India (ASCI) and Broadcasting Content Complaints Council (BCCC) for non-news channels respectively. “Even when BCCC was formed, naysayers predicted its failure but it has been widely accepted and the government has recognised its role," says a media executive declining to be named. Will the code impinge on the creative freedom of writers and directors of content? Sodhi doesn’t think so. “We are only classifying content. It is not like a cinema hall where a viewer walks in and watches a film. On OTT, he’s making a choice. We are giving him appropriate information to make that choice," he explains. Supporters of creative freedom of the streaming services expect their content to travel across the world. According to the code, “This effort brings together the key pillars of protecting interests of consumers in viewing content of their choice and defending creative freedom." The significance of the code should be seen against the backdrop of the projected growth in the streaming industry. The Supreme Court Wednesday questioned banned cricketer S Sreesanth for not immediately bringing it to the notice of BCCI that he was being approached for alleged spot-fixing during the Indian Premier League (IPL) match in 2013. The apex court observed that conduct of Sreesanth, who is facing life ban for his alleged involvement in the sensational spotfixing scandal, in the entire episode was “not good”. Sreesanth, who was discharged by a trial court in 2015 in a criminal case related to alleged spot-fixing, told a bench of Justices Ashok Bhushan and K M Joseph that life ban imposed on him by the Board of Control for Cricket in India (BCCI) was harsh and there was no evidence to substantiate the claim that he was indulged in any illegality. The 35-year-old cricketer has challenged in the apex court the decision of a division bench of the Kerala High Court which restored the ban imposed on him.

Abdul Gafur Khatri had nearly mastered the 300-year-old Rogan art by the time he was 13. Now 53, his is the only family that practices this art form. One evening, to his surprise, he was informed by the government officials that he is one of the Padma Shri recipients of the year. “I must confess this is a dream come true. After it is mixed with natural colours, the residue is drawn out into a fine ‘thread’ and then applied to a cloth. Over 600 people have tested positive for swine flu in Delhi, while two city-based government-run hospitals have reported 12 deaths due to the H1N1 virus till Tuesday. As of January 29, at least 617 people have been diagnosed with swine flu in Delhi, the third highest number after Rajasthan and Gujarat. No death has been reported due to the infection in the national capital so far, according to the health ministry data. However, two Centre-run hospitals — Safdarjung and Ram Manohar Lohia — have reported 12 deaths due to the H1N1 virus. According to a senior health ministry official, Rajasthan has recorded 1,976 cases of swine flu and 76 deaths till Tuesday. Gujarat has reported 659 cases and 27

deaths. In Delhi, 532 people have been diagnosed with the H1N1 virus. No death has been reported in the national capital so far, he said. Punjab has reported 27 deaths and 188 swine flu cases, Haryana eight deaths and 388 cases, Maharashtra 12 deaths and 96 cases, Uttar Pradesh 4 deaths and 215 cases while Kerala has reported 3 deaths and 100 cases so far. Telangana has witnessed one death and 271 cases, while Karnataka has recorded 189 cases of H1N1. Jammu and Kashmir has reported 10 deaths and 121 cases. According to a senior official at the Safdarjung hospital, three persons have died due to swine flu, but none of them are Delhi residents. The RML has witnessed nine deaths, of which 8 people belonged to Delhi and one hailed from Haryana.
