NEW DELHI: Congress on Monday moved the Supreme Court seeking simultaneous polls for two Rajya Sabha seats from the state, vacated by BJP leaders Amit Shah and Smriti Irani after their election to Lok Sabha, while accusing the NDA government of influencing the Election Commission to hold separate polls for the seats to enable the saffron party corner both in "breach of the spirit" of proportional representation. Leader of opposition in Gujarat Assembly, Pareshbai Dhanani, sought quashing of the EC's June 15 notification treating the two seats as stray vacancies to warrant separate elections. He said holding of separate elections

for the two seats would deny Congress one of the seats which it is entitled to as per its strength in the Assembly and as per the law mandating proportional representation in Rajya Sabha. At present, in the 182-member Gujarat assembly, BJP has 100 MLAs while Congress has 71. If separate polls are held for the two seats, both will be bagged by BJP. The petition filed through advocate Varun K Chopra argued that as per the Representation of the People Act, representatives of each state to Rajya Sabha shall be elected by the members of assembly in accordance with the system of proportional representation by means of single transferable vote.

RBI falls short of meeting Basel III requirements The Reserve Bank of India has fallen short of meeting tougher requirements set by the Basel III norms, according to a report by the Basel Committee on Bank Supervision (BCBS). The semi-annual report brought out by the BCBS, a committee under the Bank For International Settlements, looked at adoption status of Basel III standards by 30 global systemically important banks (G-Sibs) as of end-May 2019. This committee of banking supervisory authorities aims to enhance understanding of key supervisory issues and also improve the quality of banking supervision worldwide. The committee reports that India’s central bank is yet to publish the securitisation framework and rules on total loss-absorbing capacity (TLAC) requirements. Globally, the norms on securitisation exposures held in the banking book had come into effect on 1 January, 2018. The RBI also missed the deadline for meeting the TLAC requirement, which ensures that G-Sibs have adequate loss absorbing and recapitalisation capacity so that critical functions can be continued without taxpayers’ funds or financial stability being put at risk. These include instruments that can be either written down or converted into equity, like capital instruments and long-term unsecured debt. The TLAC constitutes 16% to 20% of a group's consolidated risk-weighted assets. The RBI is also yet to come out with draft regulations on revised Pillar 3 disclosure requirements, which took effect from end-2016. Pillar 3 disclosures aim at ensuring market discipline through disclosures in prescribed format, while Pillar1 focuses on capital adequacy and Pillar 2 looks at the supervisory review process. According to the report, India’s G-sibs are in the process of implementing rules on interest rate risk in the banking book (IRRBB). These regulations refer to the current or prospective risk to the bank’s capital and earnings arising from adverse movements in interest rates that affect the bank’s book positions. (AMC), Ahmedabad received 51.49mm of rainfall from 2pm till 9pm. According to the India Meteorological Department (IMD), Gujarat, the rainfall was triggered by a low-pressure area over Kutch, adjoining south Pakistan, and southwest Rajasthan. “There was widespread rainfall across Gujarat on Tuesday,” said Jayanta Sarkar, the director of IMD, Gujarat.

Health services hit as 3,000 doctors join strike

Agencies fined for violating Recycle plastic, terms of agreements

VA D O D A R A : T h e civic body on Monday fined a door-to-door garbage collection agency and a trust handling e-toilets at Kalali for violating terms of agreement. Swachhata Corporation, an agency handling door-todoor garbage collection, was fined of Rs 1 lakh on Monday when it was found that operators of one of its van had dumped garbage in public. Metro-hit roads a scare this monsoon as well

Ahmedabad : After the seemingly unending months of summer, the sight of monsoon seems like a huge relief. Now that pre-monsoon showers have drenched the city, monsoon should not be far behind. While that would ideally be music to the ears of every Amdavadi, what prevents it from being so is the condition of roads in the city. Battered by ongoing construction work, roads along the Metro route in the city are just the spots one would desire to avoid in case of rains. Last year, too, citizens had suffered due to uneven and potholed roads during monsoon.

With Metroauthorities yet to repair the adjoining roads, this year may not be any different. While authorities claim that there will be no hassles this year as the work has started, the fact remains that the roads have not yet been serviced and are expected to pose a lot of trouble for commuters. Work on Metro rail is in progress on stretches in Navrangpura, near Anjali crossroads, Vijay crossroads to Drive-in Road, Thaltej, Commerce crossroads to Vijay crossroads, opposite Vejalpur AMC etc. For past three years, the roads on these stretches have been in a bad shape, resulting

in severe inconvenience to commuters as well as nearby residents. Some people Mirror talked to said that if the roads are so bad even in absence of rains, one could only imagine the worst if it rained heavily. Arjun Suthar, a resident of Navrangpura, said, "The road from Stadium crossroads to Navrangpura AMTS stand exists in patches, broken and in a bad shape. Monsoon is almost here, but the roads have not yet been repaired. Residents are suffering." Sanket Patel, a student of Gujarat University, said, "The stretch to Helmet crossroads from University is in a pathetic state.

Ahmedabad : Depositing plastic bottles and getting paid for it will soon be a reality in Ahmedabad. As part of solid waste management initiative, AMC will depute contractors to operate reverse vending machines at five locations in the city to collect plastic bottles. Once executed, citizens can hand over their plastic waste and get paid in return. Depending upon the size of bottle, citizens will be paid up to Re 1 per bottle. Ahmedabad generates 3,200 metric tonne waste per day out of which 110 metric tonne is plastic waste, according to Director of AMC’s Solid Waste Management department Harshad Solanki. The

vending machine contractor will sell collected plastic to recycling units which convert it 100% into thread or wire that are used to make T-shirts, inflatable pillows, TV-refrigerator covers etc. The initiative of AMC and Gujarat Pollution Control Board (GPCB) is part of the announcement made by Chief Minister Vijay Rupani on June 5 last year, on World Environment Day, that reverse plastic vending AMC will rent out space to contractors at token rate of Rs 101 for three years. The contractor will installvending machines and pay for plastic bottles deposited. He will recover the money invested by selling collected plastic waste to recyclers.
