RBI falls short of meeting Basel III requirements The Reserve Bank of India has fallen short of meeting tougher requirements set by the Basel III norms, according to a report by the Basel Committee on Bank Supervision (BCBS). The semi-annual report brought out by the BCBS, a committee under the Bank For International Settlements, looked at adoption status of Basel III standards by 30 global systemically important banks (G-Sibs) as of end-May 2019. This committee of banking supervisory authorities aims to enhance understanding of key supervisory issues and also improve the quality of banking supervision worldwide. The committee reports that India’s central bank is yet to publish the securitisation framework and rules on total loss-absorbing capacity (TLAC) requirements. Globally, the norms on securitisation exposures held in the banking book had come into effect on 1 January, 2018. The RBI also missed the deadline for meeting the TLAC requirement, which ensures that G-Sibs have adequate loss absorbing and recapitalisation capacity so that critical functions can be continued without taxpayers’ funds or financial stability being put at risk. These include instruments that can be either written down or converted into equity, like capital instruments and long-term unsecured debt. The TLAC constitutes 16% to 20% of a group's consolidated risk-weighted assets. The RBI is also yet to come out with draft regulations on revised Pillar 3 disclosure requirements, which took effect from end-2016. Pillar 3 disclosures aim at ensuring market discipline through disclosures in prescribed format, while Pillar1 focuses on capital adequacy and Pillar 2 looks at the supervisory review process. According to the report, India’s G-sibs are in the process of implementing rules on interest rate risk in the banking book (IRRBB). These regulations refer to the current or prospective risk to the bank’s capital and earnings arising from adverse movements in interest rates that affect the bank’s book positions. department to remain open round the clock. However, establishments having more than 10 employees will have to register themselves, though no renewal is required thereafter. The state government, had on Gujarat Foundation Day May 1 - notified the Gujarat Shops and Establishments (Regulation of Employment and Conditions of Service) Act 2019, enabling shops and commercial establishments within municipal corporation areas to remain open round the clock. "Earlier shops

and establishment on the national and state highways were not included in the notification, but the circular i s s u e d o n We d n e s d a y included highways too," said Vipul Mitra, additional chief secretary, labour and employment department. Mitra added that shops and establishments in areas under municipal corporations, urban development authorities, national highways, railway platforms, state transport depots, hospitals and petrol pumps can remain open 24 hours without any permission from any authority." Establishments on state highways can remain open till 2am, according to the circular. Establishments within nagarpalika areas can remain open from 6 am to 2 am, but those outside nagarpalika or municipal corporation areas will remain open till 11 pm only.

Mock round: 36,342 engg seats vacant Ahmedabad: The mock rounds for admissions to degree engineering colleges conducted by Admission Committee for Professional Courses (ACPC) showed that half of the seats in the state had no takers. A total of 28,799 students were allocated admission seats in the mock round. Results were declared on June 19. As many as 36,342 seats across various engineering colleges in the state were vacant at the stage of mock rounds conducted recently, said an ACPC official. The mock rounds were held for 65,121 engineering seats. The number of students in the engineering merit list this year is 32,251 of which 30,948 participated in the choice filling exercise for engineering courses. Last year, in the mock round around 32,000 seats had remained vacant, said an ACPC official. After the first

two rounds of admissions, as many as 39,000 seats out of 62,000 seats had been vacant, he added. This year, the number of vacant seats could see a steep rise as the total number of engineering seats have increased to 72,388 because of implementation of additional 10 per cent seats for Economically Weaker Section (EWS) quota. After the mock round, the choice filling session for admissions will be held from June 19 to June 23.There are 21 government and grant-in-aid engineering colleges across the state which have 13,478 seats. In these colleges, 11,202 seats were allotted in the mock round and 2,276 seats remained vacant. In the case of 117 private colleges where mock round was held, seats were allotted to 17,587 candidates out of 51,643. The remaining 36,068 seats remained vacant.
