Short News A year after clashes, security beefed up at Koregaon Bhima to avoid rerun Pune: Thousands of people have visited the ‘Jay Stambh’, a war memorial, in Maharashtra’s Koregaon Bhima village on January 1 to mark the 201st anniversary of the 1818 battle between the British and the Peshwas. The administration has stepped up security to avoid the repeat of last year’s violence that broke out between Dalits and right-wing groups and marred the bicentennial celebration. According to reports, at least 20,000 security personnel, including 5,000 police personnel, 1,200 Home Guards and 12 companies of the Rapid Action Force and the State Reserve Police Force (SRPF) have been deployed in and around the war memorial. Besides large-scale police deployment, 500 CCTV cameras, 11 drone cameras and 40 video cameras have also been put in place to monitor the area. Maharashtra police has also denied permission to a number of religious leaders and groups for visiting the village and externed 64 people and booked 1,211 people under preventive action.

The former Union Minister was earlier allowed to bring his vehicle to the tarmac and was also exempted from the security frisking. A guide to the corrupt intellectual’s year-end lists Around this time every year, intellectuals release lists of people whom we should adore. This is a morally dubious, intellectually dull, and journalistically meaningless exercise. The number of suckers who take such lists seriously has gone down in the past years as the power of intellectuals has declined, but the tradition of compiling lists has endured. Here is a reader’s guide to how and why these lists are made. 1) The intellectual who agrees to compile a list of the finest minds in his field of activity will try to exclude his rivals in the tribute. The important quality of a rival is not that he or she is a contender, but that the rival is primarily an equal. 2) Envy is not an emotion that is born out of deprivation, rather envy is a quality between equals. So an academic or a writer or any other type of artist will first name superstars in his field, who are beyond competition and professionally very useful to suck up to. (The only meaningful form of networking is one that is not called networking.) Then he will create moralistic reasons to include people at the bottom who are not a threat to him. When an intellectual pays tributes to “the new voices” or “the fresh voices” or “the outliers”, he or she means “people who don’t threaten my place”. This is the reason why many middle-aged intellectuals appear to be generous to the youth, debutants and the provincial vernacular. 3) The non-threatening provincial intellectual is a particular favourite of Indian English writers who need hyper-moral reasons to subdue their more potent contemporaries. This is why the Indian anglicized intellectual has been so generous to, say, Perumal Murugan in ways Tamil intellectuals have never been. 4) The wariness for the contemporary is the reason why most Indian writers in English, when asked to name their favourite “Indian writers”, will name either R.K. Narayan or Kiran Nagarkar—because they are not rivals. 5) The question readers should ask is whether intellectuals and artists who are vulnerable to pettiness are reliable interpreters of the world and of the mind. (The answer is “yes” but that is for another day.) 6) The greatest insult for any talented artist is not the exclusion from the lists of the petty intellectual, but to realise that the petty intellectual thinks you are his equal. 7) In American and British year-end lists, there is usually a “global” category for best books and films. In Western civilisation, “global” means stuff from Africa or Asia that is quaint enough to be foreign but not so authentic that it will be incomprehensible to the West. By the way, this is exactly how Nasa searches for extraterrestrials in the universe—a life form that is certainly not us but still organic life, drinks water and sends radio signals. 8) In recent times, a new list category has surfaced—intellectuals. This is understandable because for years intellectuals have been compiling lists and now they want to be in the lists. 9) As in the case of the word “meditation”, everybody appears to be sure what the word “intellectual” means but when you start asking people specific questions you get varied and contradictory answers. Jet fuel price on Tuesday was cut by a record 14.7 per cent on the back of decline in international rates, making it cheaper than both petrol and diesel. The price of Aviation Turbine Fuel (ATF) -- used to power airplanes -- was slashed by Rs 9,990 per kilolitre, or 14.7 per cent, to Rs 58,060.97 per kl, according to price notification issued by state-owned oil firms. This is the second straight monthly reduction in rates and the biggest single cut ever. Prices were slashed by Rs 8,327.83 per kl, or 10.9 per cent, on December 1. The two consecutive price reduction has brought ATF rates to their lowest levels in a year and will provide much-needed relief to cash-strapped airlines. Rates are now cheaper than both petrol and diesel in most parts of the country and it is less expensive than even non-PDS kerosene in cities like Mumbai. A litre of petrol, used in motorcycles and cars, costs Rs 68.65 in Delhi as compared to Rs 58,060.97 per kl or Rs 58.06 per litre price for ATF. A litre of diesel, which is mostly used as fuel in trucks and buses, comes for Rs 62.66. ATF costs just a shade higher than the price charged for kerosene sold through non-PDS (public distribution

system) outlets in Delhi. Non-PDS in Delhi is priced at Rs 56.59 per litre. ATF in Mumbai, home to one of the busiest airport in the country, costs Rs 58,017.33 per kl or Rs 58.01 per litre. A litre of petrol in the city costs Rs 74.30 and diesel is priced at Rs 65.56 per litre. It costs less than even non-PDS kerosene in the city which is sold at Rs 59.53 a litre. Rates vary from city to city depending on local taxes. Continuing its downward march, petrol price on Tuesday was cut by 19 paise a litre and diesel rates were reduced by 20 paise. Petrol now costs Rs 68.65 a litre in Delhi and diesel is priced at Rs 62.66. Rates have been on the decline since October 18 and cumulatively prices have been cut by Rs 14.18 per litre in case of petrol and Rs 13.03 a litre for diesel.

Over a dozen CPSEs have evinced interest in raising funds through the finance ministry's maiden debt exchange-traded fund (ETF) to meet part of their capital expenditure needs next fiscal, an official said. To start with, the finance ministry will provide a platform for only 'AAA' and 'AA' rated Central Public Sector Enterprises (CPSEs) to raise funds by way of bond issuance using the debt ETF route. "As many as 10-15 CPSEs have shown interest to try the debt ETF route for fund raising in next fiscal. These would be 'AAA' or AA' rated companies. The bonds would have varying tenure of two, three or five years," an official told PTI. Finance Minister Arun Jaitley had in 2018-19 budget announced coming out with a debt ETF, following the success of equity ETFs like CPSE ETF and Bharat-22 ETF. To give effect to this, the Department of Investment and Public Asset Management (DIPAM) is in the process of appointing mutual funds or asset

management companies (AMCs) for creating, managing and launching a debt ETF. While inviting bids from AMCs, the finance ministry has said the public sector banks (PSBs) can also raise funds through the debt ETF route. The official, however, said that the PSBs would not initially raise funds using this route. The debt ETF would help these state-run companies meet the capex and business needs by leveraging their aggregate strength. This will bring enhanced liquidity, investors base and transparency of the participating CPSEs. "The CPSEs are also interested to see if the fund raising through debt ETF would lower their borrowing cost. The AMC will decide which CPSEs should be clubbed in the ETF for lowering the cost," the official added. In India, the corporate bond market constitutes a relatively small size of around 13 per cent in terms of the GDP as compared to the government bond market, which is around 30.4 per cent in terms of the GDP. The debt market consists of the G-Sec market and the corporate debt market.
