New Delhi : Of the 370 new civil services recruits trained at the Lal Bahadur Shastri National Academy of Administration (LBNSAA) in Mussoorie, eight took the Civil Service Examination (CSE) in Hindi compared to 48 of 202 in 2013; five recruits studied at Hindi-medium universities; and 30 attended Hindi-medium schools. Data obtained by The Indian Express show that since 2013, there has been a sharp dip not only in students taking the CSE in Hindi — for services like the IAS, IPS and Indian Foreign Service — but also in recruits who studied in either Hindi-medium universities or schools. According to the data, there is also a steady increase in students preferring English. An analysis of the profiles of recruits who took the foundation course available on the LBNSAA website shows the decrease: while students took the CSE in Hindi accounted for nearly 17% in 2013, it stood at 2.11% in 2014, 4.28% in 2015, 3.45% in 2016, 4.06% in 2017.

UP Cabinet decides to set up cow sheds for stray cattle

Lucknow : The Uttar Pradesh cabinet Tuesday approved a plan to set up and run temporary ‘gauvansh ashray asthals’ under the urban and rural civic bodies in order to take proper care of stray cattle. The state cabinet meeting, presided by Chief Minister Yogi Adityanath, okayed the plan and said a ‘cow welfare cess” will be imposed for the same, a government spokesman said. The official said temporary cow sheds (gaushalas) will be opened in all villages, panchayats, municipalities, nagar panchayats and municipal corporations. These cowsheds will be constructed through MNREGS funds, he added.

India may have added at least 70,000 newborns on Jan 1: UNICEF New Delhi : India is estimated to have welcomed 18 per cent of the total babies born globally on January 1, 2019, UNICEF said on Tuesday. According to the UNICEF, 69,944 babies were expected to be born on the New Year Day out of 3,95,072 babies likely to be born across the world. As per UNICEF, globally over half of these births are estimated to taken place in seven countries, along with India like China (44,940), Nigeria (25,685), Pakistan (15,112), Indonesia (13,256), the US (11,086), Democratic Republic of Congo (10,053), and Bangladesh (8,428). Sydney was set to greet an estimated 168 babies, followed by Tokyo (310), Beijing (605), Madrid (166) and finally, New York (317). Fiji in the Pacific was likely to deliver 2019’s first baby and the US its last. “This New Year Day, let’s all make a resolution to fulfill every right of every girl and boy, starting with the right to survive. We can save millions of babies if we invest in training and equipping local health workers so that every newborn is born into a safe pair of hands,” said Yasmin Ali Haque, UNICEF India Representative, said.

New Rajasthan govt’s move is a welcome one In his memorandum to the Simon Commission in 1928, the father of the Indian Constitution B.R. Ambedkar said, “Those who insist on literacy as a test and insist upon making it a condition precedent to enfranchisement, in my opinion, commit two mistakes. Their first mistake consists in their belief that an illiterate person is necessarily an unintelligent person…Their second mistake lies in supposing that literacy necessarily imports a higher level of intelligence or knowledge than what the illiterate possesses…” The definition of a good politician is highly subjective and the qualities expected of one are too vague. However, if multiple people are asked to pen down what they think are the important traits of a leader, in all likelihood, there will be many overlapping qualities running through the lists. Honesty, reliability, ability to connect with the common people, and the strength to deal with crises are some of the most commonly expected answers. However, is there a reason to believe that a modern, educated politician will be a better leader, particularly at the local level? Late last week, Rajasthan’s newly elected Congress government decided to get rid of the minimum education qualification required to contest elections to panchayats and urban bodies. This criterion was introduced by the previous Vasundhara Raje-led government, which said that a contestant must have a minimum qualification of secondary-level education (Class X) and to contest the sarpanch elections, the general category aspirant must have passed Class VIII and a SC/ST aspirant, Class V. There were diverse reactions to the current government’s move on social media. Some called the decision a regressive move by the government, suggesting that only educated people be given the chance to contest. This isn’t the first time the country is dealing with this question. The same debate took place when the Raje government set the criterion in 2015. It also happened when the Haryana government passed the Haryana Panchayati Raj (Amendment) Act, 2015, doing the same. While the Constitution states the eligibility criteria for becoming MLAs and MPs in India in terms of, say, the age of a person, there are no required minimum educational qualifications for them or even the ministers. In India, which still has 35% of the world’s illiterate population, it is unfair to propose a move that can potentially disenfranchise a substantial population of the country, solely based on its education levels. The new government’s move should be welcomed because decisions such as these will loop in more from the underprivileged sections, particularly Dalits and women, whose educational levels are in no way a reflection of their desire to be educated or their efficiency, and rather speak more about the disadvantages of the social locations they come from. If the country’s politicians are any reflection of the society, one can see both an Oxford educated former prime minister and a Class VI-pass current cabinet minister. Apart from Mumbai and Thane, the software and technology hub of Pune is fuelling the demand for home loans, it says. These three cities were the top ones across the country, along with Bengaluru, as the leading markets for home loans in the country, the data show. The overall home finance segment registered a 16.8 per cent growth over the year-ago period to take the overall outstanding to 17.9 trillion, the report says. Dedicated housing finance companies (HFCs) lead the pack with a 41.9 per cent market share, while the state-run

banks have a 38.72 per cent market share and their private sector peers hold the remaining 16.05 per cent, it says. In what can be said as representative of the problems faced by the non-bank intermediaries towards the end of the September quarter, the share of the HFCs declined from the previous quarter's 42.23 per cent. Private sector lenders have taken a bulk of the market share vacated by NBFCs in the home finance segment as they saw their share of the pie grow to 16.05 per cent from the preceding quarter's 15.54 per cent, the data reveal. HFCs' lead margin is wider, if one were to go by the number of loans sold, the data show, pointing out that this segment accounted for over 51 per cent of the 12.3 lakh loans written by lenders in the first six months of the current fiscal. A bulk 47.5 per cent of the overall portfolio is under Rs 25 lakh as of September, even though the Rs 50-75-lakh bracket loans jumped the fastest at 24.6 per cent, followed by 22.6 per cent growth in the Rs 25-50 lakh category.

To avail benefits of schemes offered by the Gujarat Unreserved Educational and Economical Development Corporation, the annual income limit has been raised from Rs 3 lakh to Rs 4.5 lakh, Deputy Chief Minister Nitin Patel said. The state-run corporation was set up last year to provide financial assistance to students from non-reserved categories, including help for tuition, coaching, food and competitive exam preparations. It also helps students from unreserved category for education, employment, study abroad, and for self-employment. Also, to avail up loans of up to Rs 15 lakh to study abroad, the annual income limit of the student’s kin has been raised from Rs 4.5 lakh to Rs 6 lakh, he said. The loan, which was earlier provided only to pursue medical education in foreign countries, will now be given to students to pursue any post-graduate course or higher programmes abroad, he added. Patel said the scope of Rs 10lakh loan provided to pursue medical and technical education in institutes in Gujarat has been further extended.
