Short News Supreme Court gives Centre two weeks to list steps taken to appoint Lokpal New Delhi : Disappointed over the slow pace of progress, the Supreme Court Friday directed the Centre to file an affidavit on the steps taken to appoint a Lokpal within two weeks. The next hearing of the case has been scheduled for January 17. A bench comprising Chief Justice Ranjan Gogoi and Justice S K Kaul asked Attorney General K K Venugopal to file the affidavit on the measures taken since the last order of September 2018. “You have to ensure on affidavit the steps taken on the issue of setting up of a search committee for the Lokpal,” the bench said. When the attorney general said that several steps have been taken since then, the bench asked him “what all have you done till date. So much time is being taken”. When the attorney general reiterated that several steps have been taken, the bench shot back “bring everything on record what you have done since September 2018”.

Officials say Sri Lankan woman entered Sabarimala Temple; she denies Sabarimala: Confusion prevailed over the entry of a 46-year old Sri Lankan Tamil woman into the Lord Ayyappa temple here late Thursday night with the woman denying it and official sources claiming otherwise. On Thursday night, some television channels aired visuals of the woman with "irumudikettu" (sacred offerings) and two policemen in mufti (plain clothes accompanying her. On spotting the media, the policemen were seen scurrying away. Sasikala claimed that at Marakootam, she was prevented by the police from proceeding further.

Efforts to offset GST, demonetisation impact on MSMEs a bit late

If desires are truly nourished by delays, then the government’s overdue, albeit tacit acknowledgement of the havoc wreaked by demonetisation, communicated via a flurry of remedial measures announced over the past couple of weeks, should definitely gladden the hearts of millions of small-scale units that bore the brunt of this unprecedented and unilateral action. But that might be wishing for too much, besides being, perhaps, a bit too late. Clubbed under the umbrella definition of micro, small and medium enterprises (MSMEs), many of these units suffered severe hardships due to the twin impact of demonetisation and introduction of a flawed goods and services tax (GST) regime. This double whammy led to distress and defaults on bank loans. As a corollary, many of these units shut down and numerous others were forced to lay off employees. The government, in conjunction with the Reserve Bank of India (RBI), has now launched a series of measures to alleviate their distress. First was a press note shackling the operations of e-commerce giants Flipkart and Amazon, a move designed to please the ubiquitous mom-and-pop stores, some of which qualify as MSME units, and provide the core of the Bharatiya Janata Party’s (BJP) voter base; these establishments have been vocal about the competitive threat from e-commerce growth. The second measure, though designed only as a feel-good gesture, involved setting up of an export promotion cell within the MSME ministry, but sadly lacking any concrete strategy. Then came the blockbuster RBI announcement: a one-time restructuring for existing stressed MSME loans below 25 crore. Concurrently, the RBI also set up a panel under former Securities and Exchange Board of India (Sebi) chairman U.K. Sinha to suggest long-term structural and institutional changes to catalyse MSME growth. Finally, RBI governor Shaktikanta Das has also promised to meet with MSME sector representatives to get a clearer idea of their problems. This grab-bag of measures might be well-intentioned but, to repeat the cliché, is too little and too late. For one, such a burst of activity so close to the 2019 Lok Sabha elections is bound to generate scepticism. Two, these measures are being announced after many units have shut down or are beyond repair. The remedial measures should have been executed right after demonetisation, instead of living in denial. Three, after farm loan waivers and MSME loan restructuring, ignoring demands for similar regulatory forbearance from other politically influential groups will be difficult and can be disastrous for the economy. Four, there is no initiative to reform or provide more moxie to the trade receivables discounting system, or TReDS platform, which has financed MSME receivables of only ₹2,400 crore till October 2018. It is well known that most MSME units are umbilically attached to the supply chain of large corporations and are subject to their capricious payments records, leading to lengthening working capital cycles and an uncertain bank-loan repayment record. It is, therefore, surprising that the government has opted to sidestep this problem, which alone would have helped in restructuring a - Kapilkumar M. Hirpara large chunk of MSME loans. Editor

Despite easing marginally, the services PMI was in the expansion territory for the seventh straight month. "India's service sector continued to enjoy positive levels of activity in December, with new business and employment remaining on an upward path. However, except for jobs, rates of expansion slowed slightly to form a somewhat disappointing end to 2018," said Pollyanna De Lima, Principal Economist at IHS Markit, and author of the report. The survey further noted that business sentiment rose to a three-month

high in December. Factors like advertising efforts, new service offerings and predictions of an improvement in market conditions after the elections, all boosted business sentiment regarding the 12-month outlook. "With business sentiment improving for the second successive month, the service sector looks set to sustain growth in 2019 despite predictions of some sluggishness prior to the elections," Lima said. Govt takes direct benefit transfer route to farm votes gns, New Delhi

The new farm-focussed direct benefit transfer (DBT) scheme, to be announced by the government soon, may bring some respite to farmers battered by rising debt and falling prices for the farm produce. As part of immediate relief measure, the government will offer Rs 3,000-4,000 per acre to each farmer for every season. The amount, to be transferred to farmers bank accounts, will vary from state to state. An interest-free crop loans, from Rs 50,000 to Rs 1 lakh, for every farmer is also on the government’s relief package menu. The cash transfer for irrigation and power cost for running tube can also be worked out. The prime minister’s office (PMO) in consultation with agriculture and finance ministries as well as Niti Aayog has drawn a road map for the implementation of the farm DBT scheme, following poll losses in three states. Finance Ministry, RBI to take up dividend, surplus New Delhi

The finance ministry and the RBI are set for deep engagement in the next 15 days. While North Block will seek higher interim dividend from the central bank the first meeting of the Bimal Jalan-headed Economic Capital Framework (ECF), set up to look into how much of RBI surplus the government can lay its hands on. The ministry officials, including expenditure secretary AN Jha and economic affairs secretary SC Garg, are likely to meet RBI officials towards the middle of this month for the interim dividend, which will be finalised after drawing estimates. RBI follows the JulyJune calender. Garg has said the government would seek interim payout but didn’t say the amount. RBI had paid Rs 50,000 crore dividend for FY18. ECF is likely to meet on January 8. It will look at the RBI’s the policy that dictates the need for the central bank to hold on to various “provisions, reserves and buffers”. RBI
