Agency News: New Delhi In a bid to facilitate the procedure of marking appearances of advocates, the Supreme Court has developed an online module which will be activated from January 2. Chief Justice of India D Y Chandrachud, had on December 16, announced that from New Year, lawyers would not be required to file appearance slips manually, but would log into ‘Advocate Appearance Portal’ to mark their presence. Presently, advocates write their names along with details like the case and its serial number on a prescribed paper form, to mark their presence in a hearing to ensure that their names get reflected in the court orders or judgements. A notice, uploaded on the apex court’s website, regarding activation of portal of filing online appearance slips said that the Advocates-on-Record (AoR) may mark the appearances of lawyers appearing in the court through the link provided on the top court website and on its official mobile application.

Four persons including the owner of a firecracker shop and three women were killed and an equal number of persons were injured in a blast at a house in the district where firecrackers were allegedly stocked, police said on Saturday. The blast, which occurred suddenly at around 4 AM, damaged the house in Mohanur here and a few others in the vicinity causing injuries to four persons, they said. Fire tenders battled for nearly two hours and put out the blaze. “It is not clear why Thillai Kumar (37), a licence holder, had stocked the firecrackers in his house. The incident happened around 4 AM. Thillai Kumar, his mother Selvi (57) and wife Priya

(27) died instantly,” a senior police official told. Kumar’s 4-year old daughter, however, escaped unhurt, he added. His neighbour, a 70year old woman, also died due to the impact of the blast, the officer said. Prannoy and Radhika Roy — promoters of New Delhi Television (NDTV) -— gave up a sum of Rs 207.23 crore that they could have potentially earned from the sale of 1.75 crore shares in the news broadcast company after mysteriously changing the mode of the transaction less than a week after sealing the deal with the Adani group. On Friday, the Roys sold the shares in NDTV to RRPR Holding Pvt Ltd — an eponymous firm that still bears the initials of the NDTV promoters but has been owned and controlled by the Adani group since August — through a block deal on the NSE at a price of Rs 342.65 per share. Shares of NDTV closed at Rs 345.60 on the BSE and at Rs 348 on the NSE. Under the original terms of the agreement, the Adani group was supposed to pay the Roys a base price of Rs 368.43 per

share based on NDTV’s volumeweighted average market price in the 60 trading days preceding the December 23 announcement. The deal also provided for a mark-up over the base price which would be capped at 25 per cent over the base price. This would have worked out to Rs 460.54 per share. At this price, the Roys could have received a sum of Rs 809.52 crore. At the price that the deal eventually went through under a marketdriven mechanism, the Roys stand to receive just Rs 602.29 crore.

Food subsidies are no cure for rural distress. Why the money’s better spent on other options The decision to discontinue the distribution of free foodgrain under a Covid-related programme has been cloaked in the cover of making grain free under the public distribution system (PDS). So far, the PDS has issued every kilogramme of rice at approximately Rs 3, wheat at approximately Rs 2, and coarse grain at a rupee. The average subsidy on these was already about 90 per cent. Making it free therefore costs no more than an additional 10 per cent. Look through the cloak and what shows is a roughly 50 per cent reduction in the total amount of grain to be distributed either free or with a 90 per cent subsidy. The net impact on Central finances will be a massive reduction in outgo. States that were offering free grain will also save money because the Centre is now paying the full bill. In terms of fiscal discipline, one can’t quarrel with what has been done. Central subsidies on food, fertiliser and petroleum, taken together, are about 2.5 per cent of GDP — the same level as a decade ago. That’s partly because the petroleum subsidy has been largely done away with. Next year’s food subsidy bill is likely to shrink in relation to GDP because of the latest decision. Whether the fertiliser subsidy too will come down depends on the course of the war in Ukraine. It is a fair guess that the total subsidy bill will shrink substantially. The problem with the government’s decision lies not with the fiscal maths but with how it addresses two realities. One relates to the economics of farming, and the second to the income levels of much of India’s working population. Most farmers get heavily subsidised fertiliser, free water, and free electricity. They also benefit from some of the lowest agricultural wages in the world. For some of the most important crops (not just foodgrain but also sugarcane), farmers also get a guaranteed buyer and price, thereby eliminating much of the risk inherent in farming.The consequence is that there is little incentive for efficiency in using - Kapilkumar M. For the construction of bullet train terminus at BKC which is a part of the larger Mumbai Ahmedabad High Speed Rail Project, lowest bid ₹ 3,681 has been quoted by M/s Megha Engineering & Infrastructures Ltd and Hindustan Construction Company Limited Joint Venture. Sources quoted by the TOI said: “Japan International Cooperation Agency (JICA), which is funding the project, will scrutinise the bids of this consortium after which the letter of intent will be issued by National High Speed Rail Corporation Ltd (NHSRCL).” Other bidders for the

project were Afcons Infrastructure Ltd, which quoted ₹ 4,217 crore and, L&T Ltd, whose bid was quoted at ₹ 4,590 crore. On the Mumbai Ahmedabad High Speed Rail Corridor project, the terminus at BKC will be the only underground station. Planned to have a total of 6 platforms, each will be approximately 415m long, which happens to be the sufficient space to accommodate a 16-coach bullet train. The platform is planned 24m underground. There will be three floors comprising the platform, a concourse and a service floor. Two entry/exit points have been planned to facilitate access to nearby Metro 2B station and the MTNL building.
