Budget to focus on job creation, health today The Covid-19 pandemic, a 68-day hard lockdown imposed to slow its spread, the restrictions that continue on account of the infections, and the fact that people are still worried about venturing out or travelling are expected to cause the economy to contract by 7.7% in 2020-21, according to an estimate by the National Statistical Office.

Union finance minister Nirmala Sitharaman’s Budget on Monday is expected to revolve around the philosophy of “growth with a human touch” and focused on raising farmers’ incomes, generating jobs for the young, improving health care standards and ease of compliance for citizens and businesses, people aware of the development said. Big infrastructure projects, continued support to micro, small and medium enterprises (MSMEs) and making India self-reliant to become a key player in the global supply chain will be the other objectives of Sitharaman’s third budget, three people said on condition of anonymity. The Covid-19 pandemic, a 68day hard lockdown imposed to slow its spread, the restrictions that continue on account of the infections, and the fact that people are still worried about venturing out or travelling are expected to cause the economy

to contract by 7.7% in 202021, according to an estimate by the National Statistical Office.Budget 2021-22 is being built on the ₹20 lakh crore Aatmanirbhar Bharat (Self-Reliant India) stimulus packages that were announced between March 26 and May 17, the three people cited above said.“The packages were designed in such a way that it not only gave instant relief to the poor in terms of free food and cooking gas during the nationwide lockdown, but also provided fiscal and monetary support to the industry to

bounce back. The result is the V-shaped recovery. Hence, there is no point to reinvent the wheel. The budget will take it forward,” one of the people said.A second person said the Union Budget will also lay the foundation of self-reliance and show the road map for Industry 4.0, or the fourth industrial revolution. Last week, Prime Minister Narendra Modi said at the Davos Dialogue that India was working on all four factors of Industry 4.0 — connectivity, automation, artificial intelligence or machine learning and real-

The multiplexes

have been suggested to keep longer intermissions to avoid overcrowding in the common areas, lobbies and washrooms during the period.“Audiences may be encouraged to avoid movement during the intermission. Longer intermissions may be used to allow the audience seated in different rows of the auditorium to move in a staggered manner,” the ministry’s statement said. Also, the show commencement time, intermission period and finish time of a show at any screen shall not overlap with the commencement time, intermission period or finish time of a show at any other screen in a multiplex, the government has said. Cinemas have also been asked to control the temperature inside halls and keep it between 24°C and 30°C. time data. The Indian economy contracted by 23.9% in the quarter ended June 30, but recovered to contract by a slower 7.5% in the three months ended September 30. Based on the recovery trend, Economic Survey 2021-22 on Friday projected growth of 11% for the Indian economy in the next fiscal year on the back of the Covid-19 vaccination drive and a recovery in consumption. The people mentioned above said the Union Budget may announce some policy measures to boost consumption, particularly by the middle class, as stimulus

was mainly supply-driven. “Also, expect some boost to the rural economy, which will remain our engine of growth,” the third person said. The people, however, ruled out any major exemptions on taxation this time because of a resource crunch. Chief economic adviser (CEA) Krishnamurthy V Subramanian on Friday hinted that the time is ripe for the budget to stimulate demand. He said the stimulus packages of the past were focused on necessities and support to the industry through emergency credit and liquidity measures; a policy push.

At Ghazipur, protesters work to ‘revive’ agitation

Agency News: New Delhi Farmer groups leading the protests against the three contentious farm laws have taken several measures to keep the agitation going after the tractor parade on Republic Day ended in violence. These include district and villagelevel ‘mahapanchayat’, door-to-door visits, announcements in every lane and street, appeals from the loudspeakers at temples, mosques and gurdwaras and WhatsApp groups to disseminate information and curb rumours. The measures, farm leaders said, will help “revive” the protest, which met a rude jolt after the Republic Day incident.Several farmer

groups joined the protesters at Ghazipur on Sunday where the Ghaziabad administration served an eviction notice to the protesters on Thursday. People from all age groups were seen arriving in the hundreds in convoys of cars and tractors throughout the day despite police blocking many routes leading to the site.Among them was Ranveer Rathi, a farmer from Muzaffarnagar who had arrived at the protest site after attending a mahapanchayat organised to garner support for Bharatiya Kisan Union (Tikait) leader Rakesh Tikait. “I have come here with a group of hundred farmers and a sea of people is on their way to the Delhi-UP border to avenge.

The tax collection in January 2021 beat the previous collection record of ₹1,15,174 crore in the last month, according to official data released late night on Sunday. So far, the GST collection in

January 2021 is ₹1,19,847 crore, an 8.15% jump from ₹1,10,818 crore collected in January 2020. “The numbers are still being compiled. So far, figures are available up to 6pm on January 31. Thus the final collection figure may go up further, marginally,” an official said, requesting anonymity. The official GST collection data for a month is usually

released by the Union finance ministry on the first day of the next month. As finance minister Nirmala Sitharaman will present the Budget for 2021-22 on February 1, the GST collection data was released on Sunday, the official said.“The robust GST collection signifies full revival of Indian economy on the back of stimulus packages (over ₹20 lakh crore) announced by the government and the launch of the indigenously developed Covid-19 vaccines. This is also shown in the increased number of GST returns filed by businessmen,” a second official said on condition of anonymity.

Modi slams Republic Day vandalism, hails India’s response to the Covid pandemic Agency News: New Delhi The country has been saddened by the “insult to the Tricolour” on Republic Day, Prime Minister Narendra Modi said on Sunday in his monthly Mann Ki Baat radio address, referring to the hoisting of the Sikh religious flag and a farmers’ union flag next to the national flag by protesting farmers at Red Fort.In his first address to the nation in 2021, a day before finance minister Nirmala Sitharaman presents the Union budget in Parliament, Modi celebrated India’s vaccination drive against the coronavirus disease (Covid-19) and the Indian cricket team’s triumph against Australia in the Test series, and called for the infusion of a new hope.“This month, there has been very good news from the cricket pitch too,” the PM said in his radio address, which he delivers on the last Sunday of every month. ”Our cricket team, after initial setbacks, made a grand comeback, winning the series in Australia. The hard work and teamwork of our players is inspirational. Amidst all this, the country was saddened by

the insult to the Tricolour on the 26th of January in Delhi.”He added: “We have to infuse times to come with new hope...Last year, we displayed exemplary patience and courage {in the fight against the viral disease}. This year too, we have to work hard to attain our resolve. We have to take our country forward at a faster pace.” A tractor rally by farmers to protest against three laws passed by Parliament in September to open up agricultural markets turned violent at Red Fort on Republic Day. In expressing his sadness at the insult to the Tricolour, Modi echoed the sentiment expressed by President Ram Nath Kovind, who said in his speech to Parliament on Friday that the “national flag and a holy day like Republic Day were insulted in the past few days.”Referring to India’s vaccination programme against the coronavirus disease that is currently underway, the Prime Minister said the country’s fight against the pandemic had been “exemplary” to the world.“My dear countrymen, the beginning of this year marks the completion of almost one year of our battle against Corona. What the Union Budget needs to get right

Finance minister Nirmala Sitharaman’s problem is the same as that of the Indian cricket team’s captain — everyone seems to think they know what needs to be done; worse, everyone is convinced they can do a better job than the incumbent. There have been a spate of if-I-were-the-finance-minister pieces published already, and more will follow after Sitharaman presents the Union Budget for 2021-22 on February 1, accompanied by that annual (and juvenile) exercise of a bunch of worthies lining up to rate the budget out of 10.The context of this Union Budget is like no other. Not even 1991 was like this (and India’s macroeconomic vitals are far healthier now than they were back then). The economy was already (and consistently) slowing ahead of the pandemic — for both structural and cyclical reasons. Then came the pandemic, the lockdown (68 days long) enforced to slow its spread, and the gradual (but faster than expected) return to normalcy of most business activities, although the damage on small firms, those employed in the informal sector, and many businesses in the service sector has been severe. The International Monetary Fund expects the Indian economy to grow at 11.5% in 202122 and 6.8% the year after, by far the fastest for an economy of this size. The 11.5% growth translates into a 2.9% growth over 2019-20, and while some analysts say this means there’s no reason for cheer, the speed of the Indian economy’s return to normal has been staggering. The Economic Survey’s own estimate is almost the same — 11%. This is a classic V-shaped recovery, but there are issues.Sure, the corporate sector appears to have bounced back (if one were to consider profitability), but this has come on the back of lower costs, usually achieved through layoffs or salary cuts. Sure, the stock markets are booming on the back of excess liquidity in global markets, of a magnitude not seen for at least a decade-and-a-half, but there are few jobs being created. And sure, several high-frequency indicators are in the green, highlighting an ongoing sequential recovery, but there are questions about its sustainability. Just as there are questions about investment and consumption, and credit and demand.Interestingly, there is growing convergence, if not complete agreement, on five things about the Union Budget. The first is that the government should continue with its expansionary fiscal stance in the budget (which the Economic Survey also emphasises). Put otherwise, it should spend, and spend liberally. Sure, some of the spending will have to be on productive assets such as infrastructure, but from the shortterm perspective, some of it should also focus on alleviating the significant economic distress in which some people (and companies) find themselves. There is a fiscal responsibility law, which the government is expected to follow, but the circumstances are unique enough for this law to be held in abeyance for, say, two years. Just remember that Indonesia monetised some of its deficit in mid-2020 as part of its effort to manage the economy during the pandemic. The move, had it come a few years back, would have been roundly criticised by everyone. In 2020, it barely caused a ripple in global financial circles — and that, only because of a school of thought that this could be a road other developing economies could take. Chanakya isn’t enough of an economic heretic to suggest India do the same, but the country can definitely go as far as simply not worrying about its mandated deficit targets (which it will anyway miss). The second is that as the economy comes out of the crisis of 2020, the finance minister would do well to ensure the strength and stability of the financial sector. The Economic Survey has called for an asset quality review, especially because of the regulatory forbearance banks were allowed in a pandemic year — something that essentially allowed them to maintain low provisions against what were basically impaired assets. It was similar regulatory forbearance (in the early 2010s) that resulted in ongoing non- - Kapilkumar M. Hirpara performing assets (NPA).

Japan woman hid mother’s body for 10 yrs in freezer to Poland: Near-total abortion ban takes effect amid protests avoid vacating house! Agency News: Srinagar A near-total ban on abortion has taken effect in Poland and triggered a new round of nationwide protests three months after a top court ruled that the abortion of congenitally damaged fetuses is unconstitutional.Led by a women’s rights group, Women’s Strike, people poured onto the streets of Warsaw and other cities late Wednesday. More antigovernment demonstrations are planned for Thursday evening.Poland’s top human rights official denounced the further restriction of what was already one of the most restrictive abortion laws in Europe, calling it a tragedy for women.“The state wants to further limit their rights, risk their lives, and condemn them to torture,”

said Adam Bodnar, the human rights commissioner, or ombudsman, whose role is independent from the Polish government. “This offensive is opposed by civil society.”The only remaining legal justifications for abortion under Polish law are if the woman’s life or health is at risk or if a pregnancy results from a crime like rape or incest. The restriction of abortion comes amid a broader erosion of civil liberties and democratic norms under right-wing populist governments in Poland, as well as Hungary. The erosion of democratic rights in the two nations also is spreading to other parts of ex-communist central Europe, presenting a challenge for U.S. President Joe Biden as he seeks to restore democratic norms at home and abroad.
