The user fee segment also covers door-to-door garbage collection service charges. This has also been increased in the city, to the tune of Rs 2 per day from the previous Re 1 per day for residential properties. Different rates have been suggested for commercial properties.

Delhi Court Allows 13-YearOld Assault Survivor To Terminate Pregnancy The Delhi High Court on Tuesday allowed a 13-year-old girl, a victim of sexual assault, to terminate her 25-week pregnancy in the interest of her life and education. Justice Prathiba M Singh said a team of doctors at Safdarjung Hospital would conduct the procedure on Wednesday itself. The court passed the order after the girl and her mother submitted that she did.

Former law minister and senior advocate Shanti Bhushan died on Tuesday at the age of 97 years. Bhushan, who was unwell for the last few days, breathed his last at his Delhi home at around 7pm, according to Livelaw. Bhushan served as the law minister of India from 1977-79 under the Morarji Desai government. As a lawyer, Bhushan took up and championed several causes of public interest. He was a vocal activist against corruption and a defender of civil liberties. He founded the famous NGO, Centre for Public Interest Litigation, in 1980. Famous lawyer-activist Prashant Bhushan is his son. Shanti Bhushan was one of the founding members of the Aam Aadmi Party.

How Hanuman offers lessons for India’s and the world’s public diplomacy orientation today India’s foreign minister S. Jaishankar recently said that Hanuman from the Ramayana was a foremost diplomat besides Krishna. Indian Administrative Service officer Divya S. Iyer also called Hanuman a prospective mascot for the Indian Foreign Service. I recall reading former ambassador T.P. Sreenivasan’s book Applied Diplomacy: Through the Prism of Mythology, edited by Iyer, which weighed on this idea as well. Some other Indian diplomats, especially the reviewers of the book, also engaged with the idea. The cover of the book depicts a picture of Hanuman flying over the United Nations Headquarters. Without going into the merits or demerits of the book, it is safe to say that the idea of Hanuman being important to Indian diplomacy is neither new nor can be ignored. Several Indian diplomats who have served in Sri Lanka have also asserted the importance of Hanuman to Indian diplomacy. I want to go a step further. Hanuman today offers several lessons for India’s and the world’s public diplomacy orientation. Public diplomacy is communicating with people in one’s own country and with those abroad to present values, cultures, and policies. Therefore, it becomes pertinent to see how Hanuman embodies this ideal. Although rooted in India, Hanuman comes across as a transnational figure and an inspiration to many, from former United States President Barack Obama to Krishna Das, a Grammy nominee and American vocalist. By calling Hanuman one of India’s foremost diplomats, the Narendra Modi government is bringing back the importance of a ‘civilisational nation State’ to the country’s foreign policy discourse. Such a move augments the role of culture in international relations and instrumentalises it for national aims. Hence, the timing cannot be more appropriate.

West Bengal Chief Minister Mamata Banerjee on Tuesday alleged that the BJP-led central government is “confusing people” in the name of implementing the Citizenship (Amendment) Act.

Banerjee also claimed that she and her party Trinamool Congress have been taking care of the Matua community people, whose roots are in Bangladesh, and blamed the BJP for trying to approach them as a “friend” in the name of the CAA.

“In the name of the Citizenship Act, they are confusing people. We have been taking care of the Matuas for a long time, but when polls approach, the BJP goes to them, claiming to be their friends… screaming CAA,” Banerjee said at a government programme here.

The Matuas, originally hailing from East Pakistan (now Bangladesh), started migrating to West Bengal in the 1950s, mostly due to religious persecution there. The CAA facilitates the grant of citizenship to migrants belonging to Hindu, Sikh,

Buddhist, Jain, Parsi and Christian communities from Afghanistan, Bangladesh and Pakistan. But as the rules under the Act have not been framed by the government yet, no one so far could be granted citizenship under it. Banerjee also accused the BJP-led central government of “not releasing” the state’s dues. “You (Centre) owe over Rs 1 lakh crore to Bengal, give us our dues,” she said without elaborating. Banerjee had earlier alleged that the Centre was not releasing funds for the Mahatma Gandhi National Rural Employment Guarantee scheme. Referring to river erosion mostly in the districts of Malda and Murshidabad of West Bengal, Banerjee said that the central government has “stopped looking into the matter”.

Delhi Deputy Chief Minister Manish Sisodia on Tuesday wrote to Lieutenant Governor V K Saxena asking him to approve the government’s proposal to send teachers of state-run schools to Finland for a training programme.

The Delhi government had on January 20 sent the proposal to the Lt Governor”s Office to allow the teachers to visit Finland, days after Saxena asked the government to first conduct a cost-benefit analysis of the programme. In the letter, Sisodia said “politics” should not be played on “such sensitive issues” and urged Saxena to clear the file. “The file has been doing the rounds in your office since

October last year. The file was again sent to you on January 20 but there has been no decision yet,” Sisodia wrote in the letter.

“If the file is not cleared, the teachers’ proposed training in March will also not happen,” he said. FDI equity inflows into India contracted by 14 per cent to USD 26.9 billion during the AprilSeptember this fiscal, according to the data of the Department for Promotion of Industry and Internal Trade (DPIIT). Total FDI inflows, which include equity inflows, re-invested earnings and other capital, declined to USD 39 billion during the first six months of the current fiscal year as against USD 42.86 billion in the year-ago period.
