Budget 2015: Top takeaways for the common man NEW DELHI In a budget that had several firsts, Finance Minister Arun Jaitley in his budget speech announced a slew of tax measures and personal savings schemes aimed at benefiting the taxpayer and common man. While tax exemption limits for various schemes were hiked, new methods to monetise gold were also announced. We take a look at the major takeaways for the common man from Budget 2015.Keep watching this space for updates on how the Budget benefits you...The limit of reduction of health insurance premium was enhanced from Rs 15,000 to Rs 25,000. For senior citizens this limit has been increased from Rs 20,000 to Rs 30,000. "For senior citizen above the age of 80 years, not eligible to

take health insurance, deduction is allowed for Rs 30,000 toward medical expenditure. Deduction limit of Rs 60,000 on expenditure on account of specified diseases is enhanced to Rs 80,000 in the case of senior citizens," Jaitley said. Additional deduction of Rs 25,000 is allowed for differentlyabled persons, increasing the limit from Rs 50,000 to Rs 75,000. It is also proposed to increase the limit of deduction from Rs 1 lakh to Rs 1.25 lakh in case of severe disability. Jaitley also proposed to provide that investment in Sukanya Samriddhi Scheme will be eligible for deduction under section 80C of the incometax and any payment from the scheme shall not be liable to tax. Limit on deduction on account of contribution

to a pension fund and the new pension scheme is proposed to be increased from Rs 1 lakh to Rs 1.5 lakh. Additional deduction of Rs 50,000 will be allowed for contribution to the new pension scheme u/ s 80 CCD increasing from Rs 1 lakh to Rs 1.5 lakh. The transport allowance for salaried, which currently

stands at Rs 800 per month was increased to Rs 1,600 per month. Encouraged by the success of the Pradhan Mantri Jan Dhan Yojana, the Finance Minister proposed to work towards creating a universal social security system for all Indians, specially the poor and the under-privileged. Petrol, diesel prices hiked by over Rs 3 per litre Agency : New Delhi Petrol price was on Saturday hiked by Rs 3.18 per litre and diesel by Rs 3.09, the second increase in rates this month on rising international oil rates. The increase is effective from Saturday midnight. A litre of petrol in Delhi will cost Rs 60.49 from Sunday as against Rs 57.31 currently while diesel will cost Rs 49.71 per litre as against Rs 46.62 at present, oil companies announced in New Delhi on Saturday. Prior to the increases this month, petrol price had been cut on ten occasions since August 2014 and diesel six

times since October 2014. Cumulatively, petrol price had been cut by Rs 17.11 per litre in ten reductions since August and diesel by Rs 12.96 a litre since its deregulation in October. This trend was reversed when rates were raised on February 16. “Prices of petrol and diesel were last revised upwards with effect from February 16 by Rs 0.82 per litre and Rs 0.61 a litre respectively (including state levies at Delhi)…Since the above price revision, there has been further steep increase in international prices of both petrol and diesel,” Indian Oil Corp

(IOC) said in a statement. Also, the slight depreciation in rupee-dollar exchange rate together with firming international rates warrant increase in retail selling price of petrol and diesel, it said. Fuel prices would have been lower but for four consecutive excise duty hikes since November

Mantri Suraksha Bima Yojana will be launched to cover accidental death risk of Rs 2 lakh for a premium of just Rs 12 per year.Similarly, we will also launch the Atal Pension Yojana, which will provide a defined pension, depending on the contribution, and its period. To encourage people to join this scheme, the government will contribute 50% of the beneficiaries' premium limited to Rs. 1,000 each year, for five years, in the new accounts opened before 31st December, 2015. Social Security Scheme, the Pradhan Mantri Jeevan Jyoti Bima Yojana, which covers both natural and accidental death risk of Rs 2 lakh. The premium will be Rs 330 per year, or less than one rupee per day, for the age group 18-50. Jaitley announced that with respect to Employees Provident Fund (EPF), the employee needs to be provided two options. Firstly, the employee may opt for EPF or the New Pension Scheme (NPS). Secondly, for employees below a certain threshold of monthly income, contribution to EPF should be optional, without

affecting or reducing the employer's contribution.He said, with respect to ESI, the employee should have the option of choosing either ESI or a Health Insurance product, recognized by the Insurance Regulatory Development Authority ( IRDA). Jaitley in his Budget Speech in proposed no change in the rate of personal Income-tax. However, Jaitley proposed to levy a surcharge at the rate of 12% on individuals, HUFs, AOPs, BOIs, artificial juridical persons, firms, cooperative societies and local authorities having income exceeding Rs 1 crore.

Swine flu claims 36 more Budget 2015: Over 2% cut in education lives, over 19,000 affected budget; new IITs, IIMs to be set up

Agency : New Delhi The education sector saw over a 2% cut in the outlay announced in the Union Budget on Saturday, even as the government proposed to set up new IITs and IIMs in some states. The slash in the education sector as compared to the revised allocation in 2014-15 is 2.02%. In all, school education and higher education sectors have got Rs 69,074 crore. The revised estimate for 201415 was Rs 70,505 crore. The cut is, however, about 16.54% if compared with the actual outlay the 201415 fiscal. Notwithstanding the cut though, HRD Minister Smriti Irani described the Budget as

"pragmatic" and said she was "extremely grateful to the allocation of funds for higher learning and also about the thrust on innovation through funding". While the school education sector has got an outlay of Rs 42,219.50 crore for 2015-16, the higher education sector has got Rs 26,855 crore. The thrust has been on the higher education sector with the announcement of an IIT in Karnataka and upgradation of Indian School of Mines, Dhanbad into a full-fledged IIT, capping a long standing demand for the people in Jharkhand. "I propose to set up an IIT in Karnataka, and upgrade Indian School of

Mines, Dhanbad into a fullfledged IIT," Finance Minister Arun Jaitley had said in his Budget speech. "IIMs will be setup in Jammu and Kashmir and Andhra Pradesh," he added. The Minister also announced setting up of Institutes of Science and Education Research in Nagaland and Odisha. A Centre for Film Production,

Animation and Gaming in Arunachal Pradesh and Apprenticeship Training Institute for Women in Haryana and Uttarakhand has also been proposed. Jaitley also announced the setting up All India Institutes of Medical Sciences (AIIMS) in Jammu and Kashmir, Punjab, Tamil Nadu, Himachal Pradesh and Assam.

Agency : NEW DELHI Swine flu has claimed 36 more lives raising the toll to 1,041 even as the number of people affected by the H1N1 virus in the country breached the 19,000 mark today. As per data collated by the Health Ministry, the total number of deaths due to swine flu was 1,041 till yesterday while the number of people affected were 19,046. The Health Ministry had yesterday given the figure of those affected to be 18,105. In Rajasthan, the death toll has climbed to 257 while the number of those affected stood at 5,403. As many as 256 people have died of the disease in Gujarat, which is among the worst affected states. So far, 4,162 people have been affected in the state. In

Madhya Pradesh and Maharashtra, the total number of deaths has been reported to be 151 and 131 respectively. The disease has claimed 56 and 42 lives in Telangana and Punjab respectively. In Delhi, ten persons have died of swine flu while the number of affected has risen to 2,791. Karnataka has reported 42 deaths till now, Haryana 21, Andhra Pradesh - 12, Himachal Pradesh - 8,

Jammu and Kashmir and Kerala - 7.Health Minister JP Nadda had yesterday admitted that the country was facing a shortage of laboratories for testing swine flu and had assured that efforts were being made to set up such facilities in all states.The government has been repeatedly asserting that it is "very serious" on combating the challenge and has asked people not to panic but be alert.

Budget : How does an empty bank account help change anyone's life? "A corporate-friendly budget", sneered the left. I tweeted the latter charge, adding: "Corporate-friendly but little for the aam aadmi, and the poor completely forgotten." One can point to the elimination of Wealth Tax and the phased reduction of corporate tax as evidence for the latter charge. But this is well-ploughed ground: one must look beyond the obvious criticisms and see how the Budget will or will not change the lives of Indians for the better. Unlike last year's underwhelming laundry-list, this year's Budget did contain a vision for the future, albeit one again falling short of the "big bold ideas" Mr Jaitley liked to insist upon when he was in Opposition. We had already been warned, in yesterday's Economic Survey, not to expect any of the big-ticket reforms the world had been hoping for: "Big-Bang reforms as conventionally understood," the Survey had argued defensively, "are an unreasonable and infeasible standard for evaluating the government's reform actions." Instead, it called for "a persistent, encompassing, and creative incrementalism", which is more or less what we've got in the nine months of the Narendra Modi-led central government. The Finance Minister's speech was fine; as is too often the case with this Government, words, rhetoric and soundbites are what they are good at. But in the face of a lack of adequate resources abetted by low tax collections, a dangerously high fiscal deficit, and weak corporate spending, it's not enough. Implementation of the soaring vision of a growing, prosperous and just India is where the challenge lies. Here the auguries are less promising. Once again, for instance, we heard a great deal about infrastructure, and investment therein. But how exactly is more investment in infra going to transform India, at a time when incomplete projects costing Rs. 18 Lakh Crore (about 13 percent of GDP) have tied up public and private funds in stuck infra projects right now? The only yardstick that matters is change on the ground, not good intentions in North Block. Here, achhe din haven't dawned yet. The decline in global oil prices is partially responsible for the slight improvement in the recent economic figures boasted about by the Government. Every year India spends almost 12% of its GDP in importing commodities such as petroleum, gold, coal, vegetables oils, fertilizers, and silver, which constitute 51% of our country's total imports. A decrease in the global prices of these commodities has benefited our economy by improving our current account, controlling inflation and consequently increasing GDP growth. The Government can hardly take credit for these changes. But it has offset the declining oil prices by levying an additional cess of Rs. 6 at the pump, up from Rs. 2, which will directly hit the aam aadmi. From a macro-economic perspective, there are some real worries about how the Finance Minister will achieve fiscal consolidation with his budget. Put bluntly, Mr Jaitley's tax numbers don't add up. The fiscal deficit for April-December 2014-15 is at Rs. 5.32 lakh crore and has surpassed this year's Budget Estimate of Rs. 5.31 lakh-crore by 0.2%.

Budget "credit neutral" from a ratings perspective - Moody's

Agency : Mumbai Moody's Investors Service said India's 2015/16 budget unveiled on Saturday was "credit neutral," adding the agency would monitor whether the government can fulfill its pledge to meet its fiscal deficit by boosting economic growth. The government on Saturday pushed back the deadline to cut the fiscal deficit to 3 percent of gross domestic product to 2017/18, a year later than previously expected, seeking more elbow room to focus on economic growth. "There is still a constraint on the credit profile from the fiscal side. The government is going to privilege growth and not fiscal consolidation. That is the government's prerogative," said Atsi Sheth, Moody's sovereign ratings

analyst, told Reuters. "I would say that on a balance this (budget) was credit neutral." Jaitley forecast that growth would accelerate to 8-8.5 percent in the fiscal year starting in April, up from 7.4 percent this year, under a budget unveiled on Saturday that focuses on stoking investments. Sheth underscored the need for the government to work towards a timely rollout of its ambitious goods and services tax (GST), while saying more efficient direct cash subsidy transfers would also be important. The continuing fiscal deficit, however, along with the deteriorating asset quality of public sector banks remain a constraint to India's sovereign credit profile, Sheth added.

ISRO to launch 10 satellites in 2015: ISRO chief

Agency : New Delhi Director of Indian Space Research Organization (ISRO) Satellite Centre, Bengaluru, S.K. Shivakumar, on Friday said the space agency has set an ambitious goal to launch ten satellites in 2015. Shivakumar was speaking on the topic "Indian satellites and success of MOM" at the National Science Day lecture at the All-India Institute of Speech and Hearing (AIISH). Launch ten satellites a year means the space agency will be doubling the number of satellite launches ? which currently stand at 4 to 5 a

year. India has launched a total of 72 satellites on its own from 1975. Further two satellites were launched with the support of foreign agencies, Shivakumar said. Shivakumar further added that India will be launching its 73rd satellite, which will be a navigation satellite, in the month of March. He also revealed that as many as 41 nations have taken ISRO's help in some way or the other to launch their own satellites. The space scientist said that there will be big challenges that ISRO will be facing to stick to its ten satellite launches per year target, but he assured that the infrastructure for supporting the vision was being created to boost the satellite production system.

Gujarat forest department used only half its lion funds

If the figures tabled in the state assembly are to be believed, the government has spent less than 50% of the grants allocated to lion conservation in 2014-2015. The state government allocated 43.95 crore in the financial year 2014-15 for lion conservation, but the forest department has only spent Rs 21.57 crore. The state government divulged this in reply to a question by Visavadar MLA Harshad Rabadiya. The state government said the government had released 43.95% crore till January 31, 2015 but the department utilized only Rs 21.57 crore, or 49% of the funds released. However, the government has not revealed what was the grant was released and what it was used for. The officials said that the majority of funds were utilized for

ED officials claim that Sharma was seen in the morning at the bungalow of a retired government official but had allegedly escaped after climbing over several boundary walls. Sources said ED officials, with the help of police, have been trying to locate Sharma since

his anticipatory bail application was rejected by the special court for prevention of money laundering act. Later when the officials conducted a search at the bungalow and everywhere in the housing society, Sharma could not be found anywhere. "There are boundary walls between six bungalows that are built in a single row. 'We suspect Sharma had escaped by climbing over the walls," said an official. Sources said the ED had reportedly learnt of
