India on Monday announced it would spend Rs 2.58 lakh crore on defence in 2016-17, a marginal hike of 9.7% over last year’s revised estimates of Rs 2.33 lakh crore. The military spending does not include defence pensions that would take up the budget to nearly Rs 3.41 lakh crore compared to last year’s Rs 2.93 lakh crore. The pension component of the budget is huge at Rs 82,332.66 crore, with the outgo towards implementing the one rank-one pension scheme contributing to the financial burden. The revised estimates for pensions stood at Rs 60,238 crore in 2015-16. The allocation for mil-

itary modernisation in the budget stands at Rs 87,209.63 crore. If the hike in the defence outlay is calculated against the budget estimates of 2015-16, it works out to only 1.16%. Budget 2016: low on vision but abundant in minutiae

After years of investment stasis and a marked reluctance to steer a course independent of government interventions, India’s corporate sector didn’t have much of a wish list ahead of Budget 2016. In its Pre-Budget Corporate Expectations Survey 2016, advisory firm Grant Thornton stated that after the finance minister’s announcement in last year’s budget, there was high expectation that the government would announce a reduction in corporate tax rates, amendments to simplify tax laws and procedures and clarifications on certain provisions with a view to minimise litigation. Also wished for were amendments to allow reversal of service tax in case of bad debt and exclusion of penalty amounts from mandatory pre-deposit for filing appeal. That many of these didn’t happen will certainly be a disappointment, but of bigger concern will be the absence of an unambiguous vision that corporate chieftains can take to their next planning meet. There is just too much of a bit of this and a bit of that, all of which might make for good politics, but will only end up confusing the larger markets already reeling from the increase in the dividend distribution tax and securities transaction tax. Thus, costs for airlines will go up as the budget doubles excise duty on jet fuel which makes up half the cost of airlines. This is sought to be offset by some sops for aircraft maintenance and remote airports, a promise to develop 10 of 25 non-functional airstrips besides of course the continuing bailout for Air India. There is a Rs.3,000 crore boost for nuclear power generation at a time when solar seems to be the clear way forward for India’s energy security. Then again, the finance minister announced that foreign investment up to 49% in the insurance and pension sector would be allowed under the automatic route, obviating the need for investors to approach the Foreign Investment Promotion Board to increase their stakes. But considering how the government’s earlier liberalisation of these sectors didn’t bring in the expected investment, the latest sop seems like a weak attempt to recover lost ground. Even on the real game-changer, the GST Bill, which remains in political limbo, corporate leaders were hopeful that in the run-up to its introduction, the existing mechanism of allowing input credit would be further liberalised. But all of these do seem like nit-picking since it is debatable whether all or any of these would have made much of a difference to the fortunes of Indian business. The plain facts were laid out ahead of Jaitley’s budget by the Economic Survey for 2015-16 released last week which placed the clear and eminent danger to the economy in these terms: “If the world economy lurches into crisis or slides into further weakness, India’s growth will be seriously affected, for the correlation between global and Indian growth has been growing dramatically.”

For the first fortnight of this month, the import tariff value on gold was fixed at $388 per 10 grams and on silver was $487 per kg. The import tariff value is the base price at which the customs duty is determined to prevent under-invoicing. It is normally revised on a fortnightly basis. The change in tariff value of these precious metals has been notified by the Central Board of Excise and Customs. Globally, gold added 0.4 per cent to $1,228.65 an ounce in Singapore.

The Union Budget presented by Finance Minister Arun Jaitley on Monday announced a string of tax sops for India’s first International Financial Services Centre (IFSC) being built at GIFT City at Gandhinagar. Tax benefits announced by the minister “to facilitate setting up of the IFSC in India” include complete exemption from dividend distribution tax, securities transaction tax, long term capital gain tax and commodity transaction tax. “The companies located in IFSC shall not be liable to dividend distribution tax. Minimum Alternate Tax shall be charged at the rate of nine percent from units located in IFSC,” states the minister in the annexure to part-B of the budget speech. This reduction in MAT that currently stands at 18.5 percent provides a competitive tax regime to IFSC at GIFT City.
