The Delhi High Court today stayed the operation of a show cause notice issued to an NGO for not complying with the mandatory requirements of filing the annual returns of foreign receipts. For all the differences South Asia’s countries insist on, they have depressingly similar attitudes when it comes to human rights. Over the past year, as Amnesty International documents in its Annual Report, civil society organisations have been harassed and shut down, journalists have been targeted, crude colonial-era laws have been unleashed against government critics, new laws have been invoked against critics online, and brutal practices have endured in areas afflicted by conflict. After a gruesome 2015 in Bangladesh, where five secular bloggers were slain in separate attacks, the machete killings continued without any determined action from the government. LGBTI activists, Hindus, Christians, Sufi Muslims and academics became new targets. In Pakistan, this year began with the suspicious disappearance of four bloggers. They’ve all since returned home, but the government hasn’t investigated who took them. In 2016, according to the Pakistani Press Foundation, two journalists were killed, 16 injured and one abducted. In India, two journalists were also killed last year. Freedom of expression was curtailed by the authorities in several cases. In Bangladesh, Dilip Roy, a 22-year-old student activist, ran afoul of the country’s Information and Communications Technology Act for allegedly making “derogatory remarks” about Prime Minister Sheikh Hasina Wajid on Facebook. In Sri Lanka, despite commitments to deliver on accountability for alleged crimes under international law, the authorities made frequent use of the Prevention of Terrorism Act (PTA). Tamils suspected of links to the Liberation Tigers of Tamil Eelam (LTTE) continued to be detained under the PTA, which permits extended administrative detention and piles the burden of proof onto the detainee alleging torture or other ill-treatment. In Afghanistan, the conflict has been widening. As the Taliban and other armed groups seize more territory, punctuating their advances with horrific attacks on civilians, the number of people displaced has risen to record numbers. More than 1.5 million people now languish in overcrowded camps, where they go without adequate food and water in freezing temperatures. The humanitarian catastrophe is set to worsen as the world turns its back on Afghan refugees and asylum-seekers. In Pakistan, even as the UN noted that civilian casualty figures have reached their highest point since records began being compiled in 2009, the UN refugee agency worked with the Pakistani authorities to forcibly return tens of thousands of Afghan refugees. The returns breached the international principle of non-refoulement: People cannot be sent to a country where they are at risk of serious human rights abuses. That the UN is directly complicit in this does not bode well for the rights of refugees in the region.

A Cochin-bound Air India flight was forced to an emergency landing in New Delhi soon after its take-off from the Indira Gandhi International Airport as the engineers had failed to remove pins from the landing gear, a spokesperson said today. Two engineers have been taken off duty pending inquiry after they ‘forgot’ to remove the pins last morning, an Air India spokesperson said. The AI 933 Delhi-Cochin-Dubai plane with 234 passengers onboard took off from Indira Gandhi International Airport yesterday at 5:36 am but was forced to return and make an emergency landing 40 minutes later after the pilot was unable to retract the wheels. After the plane returned, the pins were found attached to the landing gear, which were then removed. Finally, the plane took off for Cochin at 9:56 am, after a delay of four hours and two minutes. The pins prevent accidental retraction of the landing gear while the aircraft is on the ground. However, if they are not removed before take-off, the pilot cannot retract the wheel while the plane is in flight.

Land ownership title: 40 years on, no end to wait for 500 plan affected people

More than 40 years after their land was acquired by the Gujarat government in 1972 to build four dams in the Panchmahals, nearly 500 project-affected people (PAPs) are yet to get their names as owners of land allotted to them as compensation depriving them of a number of benefits. Their question was discussed in the Assembly on Monday, following which Revenue Minister Bhupendra-sinh Chudasama gave an assurance that the state government was following up the issue with the Centre with due seriousness and will be resolved shortly. in the House by Congress MLA from Godhra C K Raulji. And it relates to the construction of four dams in the district – Panam, Hadaf, Kabutari and Adalwada. According to Raulji , a five-time MLA from Godhra, the four dams were built in 1972, and around 800 project-affected families were given forest land as compensation and were rehabilitated there in 1979. However, following enactment of

the Forest Conservation Act in 1980, the land allotment stood cancelled. “And since then, the families do possess the land, but face range of problems in taking loans and crop insurance. There is severe lack of coordination between the state and the union government officials and the issue has been lingering for more than 40 years,” he said. Replying the question, Chudasama said, “This is a very sensitive matter. And we are following it up with due seriousness…We have sent a proposal to the Central government in this regard 3-4 months back. And we will solve the problem at the earliest.”

The government has bailed out state-owned oil producers Oil and Natural Gas Corp (ONGC) and Oil India from a potential liability of about Rs 22,000 crore in royalty dues to states like Gujarat and Assam. The central government will pay two stateowned firms’ outstanding liabilities of Rs 14,698 crore directly to the state governments, who will not insist on levy of Rs 7,223 crore interest on payments that were due from April 2008. “This is a huge upside for us. The central government will pay to the states directly the royalty they were claiming from us. Thereupon the states would not insist upon interest payment,” ONGC Chairman and Manging Director Dinesh K Sarraf said. ONGC had to pay Gujarat Rs 8,392 crore and Assam Rs 1,404 crore in royalties for the period between April 1, 2008 and January, 2014. On this amount, it faced
