The court, which was hearing the state government’s plea against the governor’s alleged “refusal” to summon the Budget session for March 3, said the Punjab government is duty-bound to furnish information as sought by the governor and at the same time the governor is also duty-bound to accept the recommendations of Cabinet on the convening of assembly. The Rajasthan government will establish ‘Rajiv Gandhi Centre for IT Development and e-Governance’ worth Rs 147.55 crore in the capital city to promote cyber security and data security.“Chief Minister Ashok Gehlot has sanctioned funds worth Rs 147.55 crore for the proposed centre. A provision of Rs 100 crore has been made for the year 2023-24 for the institute which is proposed to be established in Khaitan Polytechnic College, Jaipur,” an official statement said on Tuesday. A digital ecosystem will be developed at the institute for blockchain, cyber security, Integrated Financial Management System (IFMS) and data security, it said.Necessary tools and software will be available to develop and implement useful IT products and solutions to strengthen e-governance.

The Nitish Kumar government in Bihar on Tuesday presented a Rs 2.61 lakh crore budget, asserting that the state’s finances were “in a good shape” as evident from markers like the fiscal deficit being under the prescribed conditional limit. Tabling the budget before the state assembly, Finance Minister Vijay Kumar Chaudhary also flagged concerns like a drop in grants in aid received from the Centre, compared to the previous year, though Bihar’s share in central taxes saw a rise. The total proposed budget expenditure of Rs 2,61,885.40 crore, for the year 2023-24, was “Rs 24,194.21 crore more” than the previous financial year.The state government also cited “fiscal achievements” like the fiscal deficit remaining at 3.78 per cent of the SGDP, which is under the prescribed conditional limit of 4.5 per cent.

SIT to probe alleged suicide of IIT Bombay student

The Maharashtra government has formed a special investigation team (SIT) headed by a senior police officer to conduct a probe into the alleged suicide of an 18-year-old student of the Indian Institute of Technology Bombay, a police official said on Tuesday. Darshan Solanki, who hailed from Ahmedabad in Gujarat and was a first-year student of B Tech (Chemical) course at the IITB, allegedly committed suicide by jumping off the seventh floor of a hostel building located on the campus on February 12. His family had claimed he faced discrimination at the IITB for belonging to a Scheduled Caste community and suspected foul play in his death. Gujarat Congress MLA and Dalit leader Jignesh Mevani had demanded a probe by the SIT into Solanki’s death, terming the episode as “suspicious”.On February 24, the government had ordered a probe into Solanki’s death, the official said.

Data for January shows that our services exports surged to about $32 billion, almost the same as our slowing merchandise exports. The reason for this should pique the government’s interest. India’s merchandise exports and services exports behave in opposite ways in reaction to a slowdown in the global economy, especially the developed world. Near-recessionary conditions in the US and Europe have made them significantly cut back on their merchandise imports from countries like India. Not only is economic activity slowing, but high inflation and fuel costs have made transporting goods from India increasingly unviable for American and European companies. The same conditions, however, have meant that India is becoming an increasingly attractive source of services exports. India offers high-quality services at competitive prices, exactly what ailing companies in the developed world need. And there’s no transport cost. This is why, while India’s goods exports actually contracted 6.5 per cent in January, our services exports surged nearly 50 per cent that same month. What’s more remarkable is that this growth isn’t solely being driven by the usual IT/ITeS sectors, where we already have a solid global reputation.

Police investigation revealed that the victim’s 30-year-old son Manikantha had hired two contract killers and paid them a sum of ₹1 crore. The two other accused were identified as T. State Bank of India on Tuesday said it has concluded a landmark $1 billion syndicated social loan, making it the largest ESG loan raised by a commercial bank in the Asia Pacific market.In a statement, the bank said the loan is of $500 million of primary issue and an equal amount in greenshoe option. It is also the maiden such issuance from the nation’s largest lender. The deal is the largest ESG (Environmental, Social and Governance) loan by a commercial bank in the Asia Pacific and the second largest social loan globally, it added.The issue got overwhelming participation from banks across Taiwan, Japan, China, and the Middle East ensuring a full subscription, including $500 million of the greenshoe option.At current exchange rates, $1 billion is worth more than Rs 8,200 crore. The transaction is significant for SBI and the domestic ESG financing market since it is the largest ESG loan by a commercial bank in the region. It is the maiden social loan from the bank and also the first syndicated loan in the past five years.The bank said the issue was arranged by MUFG Bank, and Taipei Fubon Commercial Bank.

In a proposed class action filed in San Francisco federal court, shareholders said Tesla defrauded them over four years with false and misleading statements that concealed how its technologies, suspected as a possible cause of multiple fatal crashes, “created a serious risk of accident and injury.” They said Tesla’s share price fell several times as the truth became known, including after the National Highway Traffic Safety Administration began investigating the technologies, and reports that the Securities and Exchange Commission was investigating Musk’s Autopilot claims. The share price also fell 5.7% on Feb. 16 after NHTSA forced a recall of more than 362,000 Tesla vehicles equipped with Full Self-Driving beta software because they could be unsafe around intersections.
