A Bill that stipulates maximum punishment of life imprisonment and minimum of 10 years’ imprisonment for cow slaughter introduced by Gujarat Government was passed in the State Assembly on Friday. As the Bill was passed, speaking on it Chief Minister Vijay Rupani said that they wanted to make Gujarat a vegetarian state and that they do not want jersey cows. As the Bill was introduced in the House in the absence of Opposition Congress members who were suspended by the Speaker for creating ruckus, hundreds of Hindu priests thronged the Assembly. The government has lowered interest rates on small saving schemes like PPF, Kisan Vikas Patra and Sukanya Samriddhi scheme by 0.1 per cent for the April-June quarter, a move that would prompt banks to cut their deposit rates. For April-June, these have been lowered by 0.1 per cent across the board compared to January-March. However, interest on savings deposits has been retained at 4 per cent annually. seats in the February 4 state assembly elections and emerged as the single largest party, while the BJP won only 13 seats. I had been asked to check whether the staff were performing their duties. I am strict, that is why they hate me,” she is quoted as saying said. Since the incident, out of 65 students in the school, 35 have left. Begin talks with Kashmiri youth or things will worsen Kashmir is convulsed in lethal violence once again as stone pelters and security forces continue to fight pitched battles. Each battle is getting more intense. The last one left three civilians dead and over 60 security personnel injured. This paper has for long been advocating for an approach that involves the politics of engagement but the BJP-led Narendra Modi government is of the view that the violence is masterminded by Pakistan and that the pelters are paid by the ISI, the neighbour’s intelligence agency. While it is a fact that Pakistan is fishing in muddied waters what is equally true is that a vast majority of the youth are disillusioned and alienated by an oppressive security apparatus. The Valley is caught in the midst of a vicious cycle, in which more and more youth are finding militancy to be an attractive option. The numbers tabled in Parliament are a scary reminder of the fact that local Kashmiris are choosing the path of violence: 2016 saw 88 locals join militancy, up from 21 in 2012 and 16 in 2013. The number of encounters too is up and so are civilian deaths because the youth are now pelting stones at the security forces at encounter sites and helping militants escape. The latest appeal against hindering security operations came from the State’s top police officer who said the boys were committing suicide by rushing into places where “a bullet does not know whom it will hit.’’ Earlier, the army chief had issued a sterner warning but the latest incident in which three civilians were killed is proof of the fact that the youth remain largely undeterred. Breaking the vicious cycle is imperative and it cannot be done with brute force alone. If the answer lay in stamping out protests with an iron boot, the youth would not be back on the streets after over a hundred killings and blindings that followed the death of militant commander Burhan Wani last year. All stone pelters are clearly not Pakistan’s handmaidens. Kashmir’s problem is intrinsically political, not military. No answer can flow from the barrel of a gun. The military will of the state was evident last summer when pellet guns became a dangerous leitmotif that spurred further protests. The blanket ban on cellular and internet services too re-affirmed the siege mentality of the youth who feel the government only talks to them through violence. The way forward – as the summer months approach – lies in engagement. They were so young, so pretty, so innocent, so well-spoken, so intelligent. They were nothing like the images repellent words like terrorists/separatists/extremists/militants – used interchangeably these days – concoct, especially in connection with Kashmir. These two girls were from Kashmir and had come all the way to Kolkata for a book-related event late last month. This was their first foray outside the Valley. It’s better if they remain anonymous. My faith in our system may not be as abysmal as theirs but it’s still not strong enough for me to put them in harm’s way.

The Gujarat government today tabled the report of the Justice M B Shah Commission, which was set up to probe the allegations of corruption against the erstwhile Narendra Modi-led dispensation, in the assembly. Deputy Chief Minister Nitin Patel tabled the report as the proceedings of the House began this morning on the last day of the Budget session. “The state government is honest and non-corrupt and it has nothing to hide from the people of Gujarat,” Patel said. He said the report runs into over 5,500 pages and has 22 volumes. During the month-long assembly session, Congress had disrupted the proceedings of the House several times over the issue of tabling of the Shah Commission report. The commission had been set up in

2011 to probe allegations of corruption, including wrongful land allotment to industrialists by the Narendra Modi-led state government. The charges had been leveled by the Congress at that time. The commission had submitted the report to the state government in 2013. Last week, Nitin Patel had claimed that the report could not find any credible substance or truth behind most of the allegations leveled against the Modi-led dispensation. Retired Supreme Court judge M B Shah had inquired into 14 allegations of corruption and irregularities against Modi and his government after Congress had given a memorandum to the President in 2011.
