Congress’ apathy is unfair to its voters and democracy
Over the past few days, triggered by Rahul Gandhi’s determined position that he will stick to his resignation as Congress president and hints that Rahul Gandhi would have liked others to take accountability, a range of Congress office bearers have resigned. These include the general secretary in charge of Madhya Pradesh; the in-charge of the national legal department; a few state presidents; younger All India Congress Committee (AICC) secretaries, and others who have risen up the ranks of the Youth Congress. They have also demanded that the older leaders take responsibility for the party’s rout in the Lok Sabha elections, asked for disbanding the Congress Working Committee (CWC), and sought the resignations of party chiefs of the 17 states (and Union Territories) where the Congress failed to win a single seat.In itself, any resignation — that is engendered by a sense of taking responsibility for a political failure — is a step in the right direction in a democracy because it strengthens a sense of accountability. But the spate of resignations in the Congress only reflects the abysmal lack of direction in the party ever since the results of the Lok Sabha elections came out on May 23. Mr Gandhi decided to resign, but he let the CWC pass a resolution calling on him to stay on. For close to a month, even people in the most senior echelons of the party had little clue about whether he would indeed stay on or go. After his clear stance that he wants to go, there has been a quiet search for an alternative. But like most things in the Congress, this is not through an open, democratic, transparent process, but is something that only the top leaders — Rahul Gandhi, Sonia Gandhi and Priyanka Gandhi — are expected to take a call on. Meanwhile, the rest of the party is adrift and everyone is just second guessing what the top leadership wants. If indeed Rahul Gandhi had wanted his resignation to trigger a clean-up of the party and a reconstitution of its ranks, he should have said so and laid out a process for newer appointments. If he feels that other leaders, such as, say, general secretaries or state presidents, are as accountable for the failure, he should have come up with an alternative framework to rebuild the party. But neither has happened. Factional fights have broken out in states. There is an open war between the old guard and the younger leaders. And there is a vacuum of leadership, where Rahul Gandhi is still in charge on paper but is exercising power selectively. This is unfair to the party, to all those who voted for it, and to Indian democracy. The Congress needs to - Kapilkumar M. Hirpara get its act together. Editor

NEW DELHI:As the indirect tax regime of Goods and Services Tax (GST) completes two years on July 1, the government has outlined measures such as the introduction of the new returns system, single refund window, electronic invoice system, composition scheme for services and single cash ledger in the current fiscal. The Finance Ministry will mark the completion of two years of GST, with Minister of State for Finance and Corporate Affairs Anurag Thakur presiding over the event alongside key secretaries and officials of various departments, the finance ministry said in a release on Sunday. The new returns system will be introduced on a trial basis from July 1 and on a mandatory basis from October 1. “Sahaj and

With regards to single cash ledger, the government will rationalise the ledger in such a manner that the previous 20 heads are merged into five major heads, it added. There is only one cash ledger for tax, interest, penalty, fee and others. The city witnessed three murders in the last 19 days with three unidentified bodies found from Ellisbridge, Sabarmati riverfront near Paldi and GMDC ground in Vastrapur. But not a single case has been solved by the city police who claimed to be busy with upcoming Rath Yatra festival falling on July 4. The first incident took place on June 11 when a woman from an NGO in Ellisbridge area of the city called up police and informed about a charred and mutilated body dumped on Ellis Bridge. On that day, though police were informed about the body in morning, they took four hours to decide jurisdiction of the offence. Finally, the case was registered on June 11 evening with Gaekwad Haveli police who are still struggling to ascertain the identity of the victim.

Helmet fine: Citizens shelled out Rs 14.4 cr since 2016
Ahmedabad: The Ahmedabad traffic police are cracking a whip on the twowheeler riders for helmet rule violation while riding on the city roads. Their data reveals that the highest number of offence registered are for not wearing helmets. As per Ahmedabad traffic police departments data, since 2016 a total of 14.9 lakh offences were registered for not wearing a helmet while riding, and a total of Rs 14.4 crore fine was recovered till now. In 2019 (till April) alone the amount collected has skyrocketed to Rs 3.21 crore which tallies up to an exorbitant amount of Rs 80.46 lakh each month. The highest number of fines recovered in the single year

Man thrashed after he stops cops from urinating in public AHMEDABAD: A man was beaten up with lathi by two cops after he stopped them from urinating in front of his house on Thursday evening in Narol area, as per police FIR. The incident took place near Koyli Talavadi area of Narol. The complaint lodged by Sunita Kavetiya, 36, stated that on Thursday, at around 7 pm, Rakesh, her brother-inlaw saw two cops urinating near the house. He then asked them to go urinate elsewhere as it was a residential area.
Soon, a verbal dispute brokeout between them, after which the two left the spot. At around 8 pm, the two men returned to the same spot with lathis and abused Rakesh. Ahmedabad: In predominantly vegetarian Gujarat, a co-operative body set up with support from the state government, is finding it tough to set up a fish market in Ahmedabad. The proposal to set up a modern, hygienic fish market in the city has been hanging for almost a decade, apparently because of opposition from local people. The Gujarat Fisheries Central Co-operative Association Limited (GFCCA), the state’s apex body of fish worker co-operatives, had in 2011 finalised a plan to build a modern fish market in the Asarwa area of the city. Rs 2.90 crore in central and state government funds was also sanctioned. Tendering was completed and the lowest bidder was given the work order. However, after certain local residents opposed the project, the work order was cancelled.
