West Bengal schools reopen after 11 months for classes 9-12 Schools in West Bengal reopened on Friday after a gap of 11 months for classes 9-12, with strict adherence to the COVID-19 protocol. The educational institutions were shut in March last year in the wake of the COVID-19 outbreak.The administration has asked the school authorities to ensure strict adherence to COVID-19 guidelines to prevent a surge in fresh cases. Many schools have reopened only for classes 10 and 12, while some have restarted for all four classes.Schools that have reopened for classes 10 and 12 will hold physical classes on a rotational basis every alternate day.“Students of classes 9-12 will study in schools from today. The government has requested the school authorities to strictly follow the COVID-19 guidelines. I greet all the students and teachers on the occasion. The Ministry of Home Affairs (MHA) extended the suspension of internet for two more days at Singhu, Ghazipur and Tikri — the three locations bordering Delhi where farmer groups continue to swell in large groups to protest against the three farm laws passed by the Parliament last September.The MHA invoked the Temporary Suspension of Telecom Services (Public Emergency or Public Safety Rules 2017) of the Indian Telegraph Act, 1885 to suspend internet in Singhu, Ghazipur and Tikri from 11 p.m. on January 31 to 11 p.m. on February 2.The emergency provisions were invoked by the Ministry on January 26 and 30 due to the ongoing farmers’ protest. Before this, the provision has

only been issued twice before — during the anti-Citizenship (Amendment) Act protests on December 19 and 20, 2019. The rules framed in 2017 empower the Union Home Secretary and a State’s Home Secretary to pass directions to suspend the telecom services, including internet, in an area “due to public emergency or public safety.” The latest order to suspend internet said, “In the interest of maintaining public safety and averting any public emergency, it is necessary and expedient to order the temporary suspension of internet in areas of Singhu, Ghazipur and Tikri and their adjoining areas in the NCT of Delhi from 23:00 hours on January 31, 2021 to 23:00 hours on February 2 ,2021. This has the approval of the Union Home Secretary.”

It received funds under the government’s livelihood mission and the group members also borrowed money from relatives, she said.Last year,

the group earned a profit of Rs 3 lakh and a portion of it was spent on repaying the loan, Rahangdale said.She said one of the members of the SHG belongs to the tribal community.The rice mill can handle up to 40 quintals of paddy per day and operates all the year round, Rahangdale said.Talking about their future plans, she said the group is planning to manufacture spices. Balaghat District Collector Deepak Arya said these women group members have done an extraordinary work. “They are an inspiration to other women who want to become self-reliant,” he said.

A Union Budget that bets on growth

The 2021-22 Union Budget has exceeded all expectations. This is reflected in the sharpest budget day rise in both the Nifty and Sensex since February 2001. The markets as well as the experts are cheering finance minister (FM) Nirmala Sitharaman’s boldness in focusing almost exclusively on accelerating growth and, thereby, generating large scale employment.She has jettisoned the Fiscal Responsibility and Management Act’s import of fiscal conservatism. The budget has launched the economy on a virtuous cycle of growth, which will imply rising tax revenues, higher non-tax resource mobilisation, and ramping up credit flows from the banking and financial sectors to infrastructure, micro, small and medium enterprises (MSMEs), and agriculture. This will ensure that our debt-to-Gross Domestic Product (GDP) ratios will decline once the economy is on a higher growth path. The higher liquidity available in the banking sector will help absorb higher level of government borrowing, without stocking inflationary pressures or raising bond yields.The 137% increase in the health sector outlays is a bold response to the pandemic’s requirement for improving the public health infrastructure. This higher outlay will be used to strengthen the existing health and system and also supporting 17,000 health and wellness centres in rural and 11,000 in urban areas. Over and above this, the budget also allocates ₹2.86 lakh crores for Jal Jeevan Mission in urban areas and ₹1.67 lakh crore for the Swachh Bharat Urban Mission over the next five years. This outlay will also help to improve health outcomes. The allocation of ₹2,027 crore for improving air quality in cities with more than one million population, and the introduction of voluntary scrappage policy, will help battle pollution. While allocating ₹35,000 crores for the roll-out of the vaccine programme, the FM was careful in pointing out that additional funds would be made available as and when required.The highlight of the budget has been its laser-like focus on ramping up public capital expenditure for improving the physical infrastructure of the country. The budget allocates ₹5.54 lakh crore for capital expenditure — a 34% increase over the ₹4.12 lakh crore allocated in the previous year. If we include the additional ₹2 lakh crore to be transferred to the states for helping them raise their own capital expenditure, it represents a whopping increase of 70% over the previous year capital expenditure. This is unprecedented. This capital expenditure will see the highest ever allocation of ₹1.08 lakh crore of capital expenditure for the ministry of road, transport and highways; ₹1.07 lakh crores for railways; ₹18,000 crores for public transport in urban areas; extension of city gas distribution system to another 100 cities; and higher allocation of inland waterways, ports and airports. This outlay on infrastructure projects will generate significant multiplier effects, thereby generating employment and faster growth in the coming years.The budget has laid out a very ambitious package for raising non-tax revenue. For the first time, a concrete pipeline has been prepared with a dashboard for close monitoring for effective implementation. This effort will be supplemented by an active disinvestment programme, which will include several companies such as BPCL, Air India, Pawan Hans, CONCOR, SCI and BEML. Work on disinvestment is in an advanced stage and will be surely completed within this year. Its highlight is the inclusion of two public sector banks and one general insurance company, which are slated to be disinvested, and the listing of the Life Insurance Corporation, through an IPO, in the coming fiscal year. The FM has also announced the monetisation of surplus land holdings. All these together are expected to yield ₹1.75 lakh crore and will also ensure a larger space for private investors and entrepreneurs. The budget proposes a number of structural reforms. Usendi’s brother reported the matter to police on Saturday, he said.When the two were about to return from the market, a group of armed Naxals surrounded them and attacked Usendi with sticks and sharp-edged weapons. The victim died on the spot, the police official said.The rebels accused the victim of acting as a “police informer” before killing him, he said. His brother somehow managed to escape into a nearby forest and reached a police station on Saturday, the official said. The victim was a native of Maksoli village. He shifted to Dhanora village along with his family in 2014 after Naxals thrashed him and threatened him to leave the village, suspecting him of being a police informer, he said.“Jairam was working as an ambulance driver in Dhanora primary health centre while his family was dependent on farming activities for their livelihood,” the official said, denying his association with police.A search operation has been launched in the area to trace the culprits, he said.On Saturday, a policeman was shot dead and a civilian injured in firing by Naxals at a village market.

It set aside ₹35,000 crore for Covid-19 vaccines.The initiative is aimed at developing capacities of the primary, secondary, and tertiary care health systems, strengthen existing national institutions, and creating new institutions to detect and cure new diseases in the wake of the pandemic that has affected 10.7 million people and claimed more than 154,000 lives in the country. It will be in addition to the National Health Mission.The

A leopard aged around eight years was found dead on an over bridge near Sarkhej on the outskirts of Ahmedabad late on Sunday with an autopsy revealing that the animal died in a vehicle accident, forest officials said. Following the incident, forest officials have launched an exercise to trace the route that the leopard would have taken, while launching an awareness campaign in the nearby areas. District Forest Officer of Ahmedabad, Sakkira Begum, said, “The incident must have happened around Sunday midnight. The body was spotted on the over bridge near Ujala Circle in Sarkhej area near Sanathal crossroads. We conducted an autopsy, which revealed that it died of vehicle accident. On realizing that he had been conned, Pancholi approached the police. Cops said that they are investigating about the two bank accounts to which the money was transferred.
