Finance Minister Nirmala Sitaraman is in an unenvious position as she gives finishing touches to general budget 2022 to be presented to Parliament on February one becausethere appears to be no easy solutions to manifold conflicting issues. At this juncture reigningin on macro-economic fundamentals are equally important as efforts to kick-start theeconomy with visible signs of growth revival after the covid pandemic.Economists are divided on whether to move towards fiscal consolidation are allow fiscaldeficit to slip for one more year to push expenditure particularly capital to reverse saggingdemand coupled with supply constraints. Revival of this micro sector speedily will revive incomegeneration and thereby give much needed push to demand. Instead of giving people fish byway of income support it is better to teach them how to fish by helping micro sector and jobcreation. There is also a view among some economists to have urban employment scheme like theMNREGA for rural employment to provide temporary succor to urban poor who have lostjobs during covid. This is a good idea but Subbarao is against it for two reasons. Findingmoney for it would be difficult in this tight fiscal situation as urban wages are much morebesides there will be unintended consequences of encouraging large scale rural to urban migration which would be more grave especially at this juncture. Better thing would be tostrengthen and allocate more for MNREGA programme to step up rural income.Since the fiscal situation is tight there is need for stepping up revenue generation particularlyfrom tax. As it is tax-GDP ratio is very low in India with 97 per cent of the population out ofthe tax net. It is worthwhile to consider innovative ways of increasing revenue generation.There is a hue and cry from salaried class and middle class for more income tax sops asthey had been hit by loss of income, higher medical expenditure and so on. The corporateswere provided tax cuts two years ago to encourage them to invest more but that did nothappen as they already had excess capacity which is still continuing and new investmentare therefore not forthcoming. So there profits have swelled. Sitharaman could thereforeconsider levying some sort of covid cess on corporates to mop up revenue temporarily whilekeeping the rates at the present level so that they contribute some additional revenue foreconomic revival if they are not making fresh investments. It is also time to consideragriculture income tax from rich farmers. This is a long debated issue and would requirelegislative - Kapilkumar M. Hirpara measures as well as it is a state.

COVID-19 appropiate behaviour like social distancing, mask-wearing, hand hygiene and sanitisation will have to be followed in the institution and the head of the institution should ensure adherence to it, says the order. offices.The Personnel Ministry had on January 3 issued an order allowing work from home 50 per cent of employees below the level of Under Secretary till January 31, because of the rise in Covid cases. In an order issued on Monday extending the arrangements till February 15, it said Central government officers and staffers will have to follow staggered timing -- 9

am to 5.30 pm and 10 am to 6.30 pm -- to avoid overcrowding in offices. “Physical attendance of government servants below the level of Under Secretary shall be restricted to 50 per cent

of the actual strength and the remaining 50 per cent shall work from home. A roster may be prepared accordingly by all the departments concerned,” it had said. All officers of the level of Under Secretary and above are to attend office regularly, the order stated.Personnel Ministry also extended the suspension of biometric attendance for the employees till February 15.It had earlier this month suspended the marking of biometric attendance for all its employees till January 31, as a precautionary measure to check the spread of COVID-19.

In a significant move that is believed to have brought cryptocurrencies and nonfungible tokens (NFTs) under a tax net, finance minister Nirmala Sitharaman on Tuesday announced a 30 per cent tax on any income from the transfer of virtual digital assets, specifying that no deductions and exemptions will be allowed.The gifts are to be taxed on the hands of the recipient, she said, adding that there will also be a 1 per cent tax deducted at source (TDS) on the payments made for the transfer of digital assets. also announced that any loss made on the transaction of such digital assets cannot be set off against any other gain. “Any income from virtual digital assets is taxable at 30 per cent,” the finance minister said while presenting the federal budget. “There will be no deduction with exception of the cost of acquisition.
