Finance Minister Nirmala Sitharaman on Wednesday raised the personal income tax rebate limit, doled out sops on small savings and announced one of the biggest hikes in capital spending in the past decade as she did a tight rope walk in the Budget between staying fiscally prudent and meeting public expectations in the year before general elections. The personal income tax rebate limit has been increased to Rs 7 lakh from the fiscal year starting April 1 under the new tax regime from the previous Rs 5 lakh. Tax slabs has been cut to five from seven earlier. Also, the maximum income tax rate has been reduced to about 39 per cent from 42.7 per cent after a reduction in the highest surcharge to 25 per cent from 37 per cent. Besides, the deposit limit for senior citizen savings schemes has been doubled to Rs 30 lakh and for Monthly Income Account Scheme to Rs 9 lakh. A new small savings scheme for women, offering 7.5 per cent.

In her 2023 Union Budget speech, Finance Minister Nirmala Sitharaman announced the setting up of a new, one-time savings scheme for women and girls, called the Mahila Samman Bachat Patra. The scheme will have a deposit facility of up to ₹2 lakh for women. The savings scheme will be valid for a period of two years, up to March 2025. It will provide a fixed interest rate to the beneficiaries at 7.5% per annum and will also offer a partial withdrawal option. Ms. Sitharaman also announced modifications in the Senior Citizen Savings Scheme. The maximum deposit limit under this scheme will be enhanced to ₹30

The one-time savings scheme announced by FM Nirmala Sitharaman will provide a fixed interest of 7.5% per annum lakh from ₹15 lakh. The Finance Minister also announced an increase in the maximum deposit limit of the Monthly Income Account Scheme. This will be increased from ₹4.5 lakh to ₹9 lakh for single accounts, and from ₹9 lakh to ₹15 lakh for joint accounts. The announcements were made under the financial sector priorities listed.

The Delhi high court has directed a private company to pay ₹2 crore in damages to pharmaceutical company Pfizer for “wilful disobedience and contempt of the court orders” where it was directed to stop the sale of a compound Palbociclib, patent of which is held by Pfizer.

In an order dated January 24, 2023, justice C Hari Shankar said that in case of failure of payment, Kamlesh Singh, director of Triveni Interchem Private Limited, will have to spend two weeks in Tihar jail. “….the court deems it appropriate to dispose of this application by directing Kamlesh Singh, the director of Defendants 1 and 2 to pay, to the plaintiff, an amount of ₹ 2,00,00,000/- within a period of two weeks from today, failing which he shall be taken into custody and detained in a civil prison for a period of two weeks at Tihar Jail, Delhi,” the court said. According to Pfizer’s lawyer Pravin Anand, Triveni Interchem Private Limited and Triveni Chemicals were found advertising and offering ‘for sale’ generic Palbociclib in active pharmaceutical ingredient.

J&K Gets Rs 35,581.44 Cr Allocation, Majority for Central Assistance

Delay in bail plea hearing of activists accused in Delhi riots case irks SC

The Supreme Court on Tuesday expressed displeasure at Delhi police seeking adjournment of hearing on pleas against the bail granted to three student activists in the 2020 northeast Delhi riots case on the ground that a senior law officer representing them was busy in another court. A bench of Justice S.K. Kaul and Justice A.S. Oka observed that solicitorgeneral Tushar Mehta may be busy in several matters, but some alternative arrangements have to be made so that the matter could be heard. “...If no alternative arrangement is made, we will presume that the government has nothing to say in the matter,” the bench said while posting the matter for hearing on February 21. When the pleas had come up for hearing before the apex court on January 17, a deferment was sought by the police stating that Mehta, who is representing the state, was arguing before a constitution bench. The bench had then posted the matter for hearing on Tuesday.

Action against 5 private hospitals in Chhattisgarh for overcharging patients

Chhattisgarh health department has taken action against five private hospitals for allegedly overcharging patients during treatment under a government scheme, officials said on Wednesday. Out of the five hospitals, fines in the range of Rs 3 lakh to Rs 6 lakh have been imposed on four medical facilities and three of them have also been de-empanelled from the scheme. The saga of the Additional Tier-1 (AT1) bonds continues. It started with Yes Bank selling these bonds to retail investors as high-interest yielding fixed-deposits, what followed was a chain of events in early 2020 — the bank getting into trouble because of bad loans, the RBIappointed administrator writing them off, the bondholders suing in court, the Bombay High Court setting aside the write-off decision, and the case now likely to go to the Supreme Court. This series of events illuminates the different ways in which financial regulation in India is broken. In 2016 and 2017, Yes Bank issued AT1 bonds to increase its capital base. The bonds provide higher yields than other comparable bonds. The catch? In case of a crisis, they can be converted to equity, or even be written off. That is, if you purchased these bonds, you would get a higher interest rate (than say a fixed deposit), but in the event that the bank got into trouble, there was a chance that you wouldn’t be paid interest, or your bonds would get converted to equity. By March 2020 it was public knowledge that Yes Bank was in financial trouble owing to some of its loans becoming Non-Performing Assets (NPAs). The RBI appointed an administrator to deal with the bank’s solvency, superseding the Board. The administrator put in place a scheme for its revival — State Bank of India along with some other financial institutions would purchase equity, while AT1 bondholders would get nothing. The first problem is the marketing pitch for the bonds. It is alleged that Yes Bank employees overemphasised the returns, and downplayed the risks of investing in these bonds. Mis-selling by bank employees is not new. They have been known to recommend the highest fee-paying product, and rarely disclose costs and lock-ins. Consumer protection regulation by the RBI has yet to mount a comprehensive response to such practices.

Two soon to be launched Vande Bharat Express trains from Mumbai will undergo trials in the hilly ghat sections on the city’s outskirts without deployment of additional locomotives before their inauguration, railway officials have said. Prime Minister Narendra Modi is likely to launch Vande Bharat Express trains on Mumbai-Solapur and Mumbai-Shirdi routes on February 10, they said. To cut the travel time, railway authorities have decided to run these semi high-speed trains on both the routes without attaching bankers, the additional locomotives used for pushing trains from the rear in high gradient areas in ghats, the officials said on Tuesday. The Vande Bharat Express between Mumbai and Solapur is likely to run via the Bhor ghat (located between Karjat and Khandala on way to Pune) and is expected to cover a distance of around 400 km between the two places in 6.35 hours. On the other hand, the Mumbai-Shirdi high-speed train is expected to run via the Thal ghat and cover a distance of around 340 km between them in 5.25 hours, they said.

Atotal of 400 companies of central forces will be deployed in Tripura to ensure free and fair assembly elections later this month, a senior police officer said on Wednesday. Elections to the 60-member assembly will be held on February 16. “Around 200 companies of Central Armed Police Forces (CAPF) will be arriving here by first week of February for area domination, patrolling and flag march apart from counter insurgency operations,” Assistant Inspector General (Law & Order) Jyotishman Das Chowdhury said.

“In total, 400 companies of central forces will be deployed in the state to ensure free, fair and peaceful elections. This will be in addition to the state’s own security personnel and BSF jawans who guard the India-Bangladesh border,” the officer said. Out of the 3,328 polling booths, 1,100 have been categorised as ‘sensitive’ and 28 were identified as ‘critical’, he said. “A special drive for vehicle checking has been launched and so far 11,000 vehicles have been inspected,” Chowdhury said. Contraband worth Rs 5.89 crore has been seized by security forces in the last few weeks, he said, adding, firearms were also recovered by the law enforcement agencies.

A 32-year-old teacher was strangled by two men at his house in this district while he was giving online video lessons, police said on Wednesday. The mobile phone using which the teacher, Krishna Kumar Yadav, was giving online classes continued to record the video that was later retrieved by police to identify the assailants. One dead as fire engulfs garment units in Dharavi
