A father-son duo was killed and seven persons severely injured after they were allegedly hit by an unidentified car in Shah-e-Alam area here today, police said. A year of high-decibel rhetoric
In the unending stream of analysis of the National Democratic Alliance (NDA) government’s first year in office, one of the popular sentiments has been one or the other version of: “a victim of its own rhetoric”. I am tempted to add the word ‘needless’, but clearly needless it was not, at least at the time it was seeking a mandate in the run-up to the Lok Sabha polls. The rhetoric was required both to galvanise the loyal, and to attract the neutral voters. But given the year of high-decibel rhetoric, is it fair to say the government deserves a break because expectations from it were unfairly high to begin with? Once in power and given its uneven form, the government has resorted to two tried and tested diversionary tactics from the handbook of politics. One, to blame its predecessors for the failures of the past, both real and imagined; and two, to orchestrate the occasional spectacle accompanied by a dramatic publicity blitz. Both these tactics have their justified place in a democracy and are effective too, but only when used judiciously interspersed with a robust governmental performance. Unfortunately, the government’s performance in the past year does not inspire the blithe confidence that finance minister Arun Jaitley sought to convey through his press briefings. However, the ‘achhe din’ story hasn’t quite played to script. While the Stalinist radio propaganda has continued unabated, the impatience of expectations from his voters seems to be fraying some nerves right at the top echelons of the government and the private sector. The list of failures, eloquently articulated by former union minister (and Modi sympathiser) Arun Shourie in a recent interview, is long. The headline message is this: as a country, we are losing credibility, the longer we keep talking in hyperbole and delay getting our act together. Legislative obstacles aside, the dithering act has been visible in the way the government has navigated through the goods and services tax and its own pet 100 Smart Cities project. The temptation to rely on rhetoric has even taken the sheen off an area where Prime Minister Narendra Modi has invested significant personal capital—foreign policy. I daresay the perceived success has been limited to Modi wooing his international counterparts by personal charm while conveying an informal and effusive demeanour. Along with foreign leaders, nationalists of Indian origin have been bowled over with a string of rock concert-like performances in different corners of the world. While it may be too early to realise tangible benefits from these performances abroad, there is a real danger of the Prime Minister coming across as needy, impulsive and superficial. The root causes behind the recent criticism of the Indian media’s over-enthusiastic coverage of the Nepal disaster relief efforts can be traced back to the desire of some of our media houses to earn brownie points with the current dispensation.

State-run thermal power plants in Gujarat are set for a major overhaul. This would make them more energy efficient; reduce variable cost of power generation and maintenance cost. The state power generation company Gujarat State electricity Corporation Limited (GSECL) has decided to replace existing old and inefficient units by new supercritical technology units. First phase would see replacement of over three decade old 120 MW units at Gandhinagar, Ukai and Sikka thermal power plants. Current GSECL is having total installed thermal power capacity of 5884 MW using fuels like coal, lignite and gas. It operated runs over a dozen power plants including
hydro power plants in the state. This is first major initiative of the state government to improve the efficiency of the state-run power plants. “The 120 MW units are of very old design. Hence, the variable cost of generation from these units is high due to higher heat rate,” said a senior officials of the department of energy and petrochemicals. He said that now improved and supercritical coal based units with higher capacity, higher efficiency; low auxiliary power consumption and low heat rate are available. Hence, there was a need to replace the old technology with the new one. Another reason for this overhaul is that for setting up new power plants land acquisition was a major hurdle.

Kohli as the new Governor in office, the Bill managed to get the Governor’s assent in the third attempt. Even though the Bill was passed by Gujarat legislative assembly as early as 2009, Kamla Beniwal had rejected it twice during her tenure as the Governor of Gujarat, drawing sharp reactions from many quarters. Now with elections to as many as 315 local self-governments due in October this year, the state government is likely to notify this bill (hence, making into a law) just well in time. A number of experts doubt the constitutional validity of compulsory voting and consider it a violation of the Article 21 of the Con-

Locals complain that angry policemen rushed to villages and broke down the glasses of cars parked there. Policemen were so angry that they stepped into the houses to punish the locals.
A folk songs event held for the cause of protection of cows at Kalavad taluka here has generated donation of around Rs 4.50 crore. “We have collected an amount of around Rs 4.50 crore in a ‘Dayro’, the folk songs programme, organised for the cause of cow protection and to provide social services like building hospitals in various parts of the state,” said Ramesh Patel, one of the organisers of the event. He said while currency notes worth Rs 1.25 crore were showered by attendees of the event on famous ‘Dayro’ singers Kirtidan Gadhvi and Maya Gadhvi who sang for the entire night on Friday, rest of the amount was deposited with the organisers. More than five thousand people had attended the event, Patel said, adding,
