SUNVILLA SAMACHAR Centre-Bengal Tussle Is Hurting The Very Concept Of Cooperative Federalism If West Bengal chief minister Mamata Banerjee does not leave any opportunity to settle political scores with Prime Minister Narendra Modi, nor does the Centre (BJP) with Banerjee. Last week, to show her annoyance, she opted out of the meeting to review the cyclone havoc in the state. In a rare violation of the protocol, Banerjee also kept the PM waiting for 30 minutes, met him briefly, and left even while the deliberations and damage assessment was on. The BJP chief minister Shivraj Singh Chouhan and some central ministers like Rajnath Singh criticized Mamata for playing petty politics. One can understand the bitterness between the political parties during the elections. After a landslide victory in Bengal, the campaign heat has not come down even as the post-poll violence and the vendetta politics continues from both sides. After the election results in West Bengal, the CBI arrested four Trinamool leaders. Eyebrows are raised when the Centre called back last week the Chief Secretary without consulting the Chief Minister. And only on Monday, the Centre served a chargesheet to the Chief Secretary even though he took his due retirement and was appointed as a chief adviser to the Bengal government by Mamata. Mamata has been complaining about the way Modi has been treating non-Congress chief ministers in Covid review meetings. “We feel insulted and humiliated. A dictatorship is going on. The Prime Minister is feeling so insecure that he did not even listen to the chief ministers. What is this fear about?" Mamata Banerjee asked. Going down the memory lane, the Nehru era did not witness such behaviour as most Congress chief ministers ruled the states. Their relationships were cordial. Prime Minister Nehru regularly kept in touch with the chief ministers informing them of his tackling of the current affairs. Nehru’s successor Lal Bahadur Shastri ruled for a brief period and had to face a Pakistan war as well as other problems. The jolt for the congress came from its humiliating defeat in the 1967 polls. After Indira Gandhi succeeded Shastri, the number of non-Congress chief ministers also began to grow. Tamil Nadu was one example where the chief minister Karunanidhi confronted Mrs. Indira Gandhi combining with non -Congress chief ministers. Karunanidhi did not have good relations with Prime Minister Chandrashekhar also. The chief minister and AIADMK founder M. G. Ramachandran followed a dictum of being on the right side of the Centre even during the Morarji Desai government. He had a comfortable relationship with Mrs. Gandhi. His disciple Jayalalithaa had a cordial relationship with both Indira Gandhi and Rajiv Gandhi but she confronted P.V. Narasimha Rao and the first BJP Prime Minister Atal Behari Vajpayee. She even pulled down Vajpayee’s government in 1998 though she was an ally of the NDA. Jayalalithaa also broke the protocol by not seeing off Vajpayee in 1999 when he visited Tamil Nadu. She deliberately went out of Chennai. During P.V. Narasimha Rao’s time, she was annoyed for appointing Dr. Chenna Reddy as Tamil Nadu governor. There was a war of words between the two egoistic leaders. She demanded the recall of the governor but Rao did not agree. Andhra Pradesh chief minister N.T. Rama Rao had a public spat with Indira Gandhi and paraded his MLAs before the president in 1984 when she got his government dismissed in1984 and she was forced to reinstate him. Modi too is not comfortable with non -BJP chief ministers. Just last month Prime Minister objected to Delhi chief minister Kejriwal showing a live Covid review meeting between him and the chief minister. Chiding him, Modi said “Let me say this is strictly against our tradition, our protocol. “ Bad vibes between some chief ministers and governors are also not something new. WestBengal, Maharashtra, Puducherry and Delhi are shining examples where the chief ministers and the governors have a running battle. Modi had been talking about cooperative federalism and competitive federalism as well as “Team India”. Cooperative federalism is a concept which reflects the relationship between the Centre and the states where both come together and resolve the common problems. Modi was successful last year when he took the chief ministers on board to implement his Covid strategy. But in 2021, with elections to five states, politics took over. NonBJP states have c o m p l a i n e d - Kapilkumar M. Hirpara about the scarcity.

“Darkest Year In Over 4 Decades”: P Chidambaram Slams Government On GDP GDP numbers released by the government showed the economy had contracted by 7.3 per cent over FY20/21- its worst performance in over four decades Agency News: New Delhi FY 2020/21 was “the darkest year of the economy in four decades” - one that resulted in record negative growth and left “most Indians poorer than they were two years ago” Congress MP P Chidambaram said Tuesday, shredding the government over its handling of the country’s finances. Mr Chidambaram also slammed

the government for misleading the people - a reference to the “green shoots” claims of the Finance Ministry in July last year, after the first wave peaked. He said the Congress had then called for measures like direct cash injections, but its pleas went unheard. “2020/21 has been the darkest year of the economy in four decades. The performance in the four quarters tells the

story... the first two witnessed a recession (-24.4 and -7.4 per cent)... performance in the third and fourth quarters did not herald a recovery,” Mr Chidambaram said. He said (marginally) positive Q3 and Q4 rates - 0.5 and 1.6 per cent - should be seen in the context of “a very low base of 3.3 and 3.0 per cent in the corresponding quarters of the previous year”. On Monday

GDP numbers released by the National Statistical Office (NSO) showed the economy had contracted by 7.3 per cent over FY20/21- its worst performance in more than 40 years. The Q4 numbers - 1.6 per cent growth - have been seen as disappointing because all sectors were open in the January-March period and the situation was as close to normal as things have been.

4th Covid Sero Survey This Month, Bengal Governor Says MamFocus On Children And Rural Areas ata Banerjee Had Threatened Agency News: Kolkata

The government will conduct a fourth national sero survey to monitor the spread of the SARSCoV2 virus, which causes the COVID-19 disease, and prep for a potential third wave of infections. The survey - to be led by the Indian Council for Medical Research (ICMR) will take place in June with 28,000 blood samples - 14,000 each from adults and children over the age of six - to be analysed. Apart from focusing on children, it will also focus on rural areas of the country. The sampling of children comes amid global concerns the virus is targeting kids as it mutates; several countries, including Singapore, have already reported cases among younger citizens.

Last month authorities were alarmed after 8,000 children and teenagers tested positive for COVID-19 in Maharashtra’s Ahmednagar, accounting for about 10 per cent of cases in the district. Concerns children could be affected (at least, in greater numbers than they have so far) is a sobering and frightening thought, especially considering the number of deaths in the second wave. AIIMS chief Dr Randeep Guleria last month said there is no indication children will, in fact, be severely, or more, affected - a conclusion shared by the Indian Academy of Paediatrics. But the Supreme Court on Monday asked the government if any study had been conducted on these aspects. Concerns over children being affected has also focused.

TV actor Karan Mehra spills the beans on the fight with his wife, Nisha Rawal, last night that led to his arrest. He claims she is bi-polar, violent and wanted more money than he could give after their divorce ways, says Mehra. Talking about what happened, he says, “We were going through a strain in our married life and were trying to figure a way out. In the last few days, we came to a point where were decided to mutually separate and do our best for our child. On May 31, we were talking about finance and how we would distribute things and we disagreed on certain points. She wanted more than what I could give. Also known as black fungus, the case is being reported in patients who have recovered or suffered from COVID. Surat is no exception. What is interesting is that despite being declared as a pandemic not much is known about the number of mucormycosis cases in the state, the death due to the disease, and how many people have lost an eye due to it among others. Every state agency is giving different figures. SMC said the government hospitals in the city have 146 patients under treatment for mucormycosis while private hospitals have 130. Thus in

Those in the know said Surat Civil Hospital alone has seen 20 cases every day. SMC officials told media that the discrepancy in the number is because while almost all COVID hospitals have mucormycosis patients, the city only considers those who are from Surat in its counting. Patients from outside the city who are getting treated in the city are not considered. Surat civil hospital ENT professor Dr. Anand Chaudhary said that on Monday 13 patients were operated for mucormycosis and one patient was lost to the disease. Surat Civil Hospital has so far seen 18 deaths due to the disease while SMIMER hospital has seen 11 fatalities so far.
