The window, created under the new anti-Black money Act

Govt collects Rs 3,770 crore from over 600 stash holders Saw a hectic rush on the last day on Wdnesday as declarants made a beeline to meet the deadline at the only I-T office designated here for the task Agency | New Delhi

Signalling a muted response to its three-month black money compliance window, the Government on Thursday said it received details of undisclosed foreign assets worth Rs 3,770 crore from 638 declarations till September 30, the deadline for availing the opportunity under the new law. The tepid response is being largely attributed to widespread apprehensions about the information provided under the compliance window not remaining confidential. The declarants were required to pay 60 per cent penalty and tax on the amount by December

31, something that was also seen as too steep. With assets declared, the Government can expect to rake in tax worth over Rs 2,200 crore. “These figures are subject to final reconciliation. The e-filing portal was also open till midnight to receive the declarations,” the Central Board of Di-

rect Taxes (CBDT) said in a statement. The window was provided to tax evaders under the new law — Black Money (Undisclosed Foreign Income and Assets) and Imposition of Tax Act, 2015 — wherein they were required to pay a penalty and tax of 30 per cent each in return for an as-

surance of not having to face penalties and prosecution. However, the anticipated last-minute rush towards the end of the deadline did not materialise with tax experts attributing this to the fact that a number of evaders backed out at the last moment due to their lack of faith in the confidentiality of data being maintained. They also cited concerns over the “high” penalty and tax rate, as well as “insufficient time” accorded under under the scheme. Experts added that due to the lukewarm response, the Government is likely to scale up its efforts to curb the generation of illegal money abroad. “As

Day after Dadri lynching, VP Hamid Ansari says state has to ensure right to life irrespective of faith Agency | Hardo

Vice President Hamid Ansari today said the State has to ensure the right to life to every citizen irrespective of faith or creed, remarks that assume significance against the backdrop of killing of a man by a mob over rumours that his family ate and stored beef in Greater Noida. “The State has to ensure the Right to Life, enshrined in Article 21 of Indian Constitution,

to every citizen of India, irrespective of the citizen’s faith or creed. “Citizens have a right to demand security and there could be no development

till the security of citizens is assured,” he said addressing a Quami Ekta Sammelan organized here in the presence of dignitaries including

Governor Ram Naik. Citizens have a right to demand security and there could be no development till the security of citizens was assured, he said. Ansari said that unity among the people of the country is essential for India’s progress and development. The Vice President said that a meeting of hearts and minds of the people was essential for India to move ahead.

expected, the compliance window for black money received a poor response. Lack of trust in respect to keeping the information strictly confidential, onerous disclosures and valuation rules and insufficient time given to taxpayers

have contributed to this,” said Amit Maheshwari, managing partner, Ashok Maheshwary & Associates. The Government, though, has been maintaining that the opportunity was not a revenue-generation exercise like the

earlier voluntary income disclosure schemes (VDIS). A CBDT official said there was no target of generating revenue from the scheme, which was essentially an opportunity for people before the act was enforced strictly.

US see India as the next big growth opportunity

Prime Minister Narendra Modi’s visit to the United States has taken place at a moment of significant opportunity for India. The Chinese economy, which had seemed invincible, has faltered and is facing deep structural problems. India is poised to become the world’s best performing economy, though there are still signs of sluggishness and it is imperative that both domestic and foreign investment be accelerated for its full potential to be reached. Against this backdrop, Modi’s programme, replete with high-profile meetings with CEOs of US financial, media and technology companies and a well-attended public function with the Indian community, addressed the business and diaspora constituencies that have been central to the prime minister’s foreign outreach since he assumed office. American technology companies see India as the next big growth opportunity, given the difficulties in operating in China and the fast growth of the smartphone market and e-commerce in India. This was evident from the enthusiasm with which Modi was received in Silicon Valley by the chief executives of America’s best known technology companies, several of whom, like Satya Nadella and Sundar Pichai, hail from India. India’s goal to harness the digital revolution to skill its people, improve infrastructure and delivery of goods and services opens up exciting possibilities. For India, the challenge is to leverage these opportunities to create employment for the millions who enter the job market each year, and develop domestic technical and manufacturing capabilities. In the last years of the previous government, American investors had become wary of doing business in India on account of slow decision-making and the unpredictability of the regulatory environment. But the high expectations that the new government, with a solid majority in the Lok Sabha, would be able to smoothen out these tangles quickly and expedite reform have been moderated as several key initiatives like the land amendments and GST have been abandoned or failed to make progress. The unpredictability of the tax regime has been a major concern of foreign investors and this is still a work in progress. India needs to step up its game to create a conducive business environment. Equally, high US visa fees for Indian software engineers deployed there for short periods, numerical quotas and the absence of a totalisation agreement constrain the business of Indian IT companies in America.

Talvar Movie Review

Agency | New Delhi Talvar is a minor miracle of a movie. Mining riveting yet balanced drama from a real-life murder case lost in a tangled web of fact, fiction, hearsay and insinuations could not have been easy. But not a wee bit of the effort shows. At one level, Talvar is a classic whodunit and a sharply observant police procedural that

pieces together different facets of the mystery. But there is much in this inspired-by-true-events film that reinvents the generic elements that constitute its narrative spine. Talvar is a mature, insightful commentary on urban India’s lynch mob mentality and a voyeuristic media’s tendency to jump to instant and sweeping conclusions on criminality and

culpability. In dramatising the 2008 Aarushi Talwar murder and its aftermath, director Meghna Gulzar and writer Vishal Bhardwaj steer clear of the sensational to focus squarely on the essential. Without resorting to cheap thrills, they deliver a gripping, genre-defying and non-exploitative cinematic examination of a murder most foul and its repercussions.

Inspired by royalty, Royal Enchantment had a rich mix of luxe embroideries in interesting geometric patterns. Cricket Australia (CA) announced on Thursday that due to concern about the safety and security of the Australian Test team, it has been forced to postpone the upcoming tour of Bangladesh. CA Chief Executive Officer James Sutherland said that recent advice from the Australian Security and Intelligence Organisation (ASIO), Department of Foreign Affairs and Trade (DFAT) and CA’s Head of Security about an increasing security risk for the Australian team in Bangladesh meant this month’s matches could not proceed. An independent security assessment confirmed there is a risk of terrorism in Bangladesh targeting Australian

nationals. “This has been a very difficult decision. Following the most recent information from Australian Government agencies and our own security advisors, we have decided that, regrettably, we have no alternative but to postpone the tour,” Sutherland said. “Over the last few days we have sought to obtain as much information as

possible about the risks for Australians travelling to Bangladesh. “We had hoped that the security concerns would fade, but unfortunately the advice we have received from government, our own security experts and independent security advisors has clearly indicated that there are now high risks to our people should they make the trip.

The choice of venue for the tour opener has surprised the visitors as the cool weather will suit their pace battery. Limited-overs skipper Mahendra Singh Dhoni will be back at the helm as India will look for a winning start against formidable South Africa in the first Twenty20 International, in Dharamsala on Friday. The choice of venue for the tour opener has surprised the visitors as the cool weather in the picturesque HPCA Stadium will suit their pace battery. The visitors though had a rude awakening in Delhi when they lost their T20 practice game against India A. The India A team, which did not have any regular national player, managed to chase down a 190-run target at Palam and that should be encouraging for the hosts. The conditions in Dharamsala though would be very

different and more to Proteas’ liking. Dhoni, who has quit Tests, is back in the side after three months and for him the series will be start of the preparation for next year’s World Twenty20, which will be held in India. Newcomers like Sreenath Aravind are in

the side and the charismatic skipper may test their utility, keeping in mind next year’s extravaganza. Apart from three T20s in this series, India is slated to play four more against Sri Lanka and the Asia Cup too will be played just before the World Twenty20.

nal decision of course lies with the Government of India,” the PCB chairman told reporters after paying his last tribute to Jagmohan Dalmiya who passed away on September 20. “In spite of the Memorandum of Understanding (MOU), if the BCCI does not honour its own signature then we’ll see what is to be done,” Shahryar said. “If they don’t honour it (MOU) for political reasons we have options open to us. We will suffer

financial and other losses. “Boycott is an extreme option but of course it’s an option. I never used the term ‘boycott’, you people know me and I am not one to give warnings and threats. But it’s surely a thing that if you don’t accept your signed agreement then definitely I’ll demand for compensation,” he said, “ adding, the series is an agreement but if it does not happen, it’s a reasonable thing to demand compensation.”

Srinivasan made to wait, SC to hear his perjury plea on October 5 Agency | New Delhi

Agency | New Delhi Facebook and Twitter are like Android and iOS of the social world. Over the years, both have been borrowing the best from each other. Remember how Twitter built a Facebook-like profile page design and Facebook on the other hand Facebook borrowed features like Mentions and Follow. But lately, the shift in pattern for Facebook seems to be heading elsewhere. Today, Facebook launched its new feature – video profiles. Yes, a cool 7-second loop of video that will play instead of a static profile photo. Well, that reminds us of the 6-second Vine loop video that Twitter acquired years ago. This isn’t the first time that Facebook has borrowed the video features. If you remember, Facebook had also added Vinelike feature to its owned Instagram. In the recent months, Facebook has been all about videos. We saw video autoplay being rolled out and now a video profile picture instead of a static one. It was only this year that Facebook opened its doors for GIFs. This marks a significant change for Facebook as the social site has avoided supporting GIFs, claiming it would make the News Feed ‘too chaotic’.

There will be no hearing on ex-Board Of Control for Cricket in India (BCCI) president N Srinivasan’s perjury plea against the Board’s secretary Anurag Thakur before Shashank Manohar is elected as the president, according to an English daily. Supreme Court would be hearing (BCCI) application seeking clarification on whether Srinivasan was eligible to attend BCCI’s October 4 meeting for hearing on October 5. So the confusion over Srinivasan’s eligibility to attend Board meeting, emerging after the SC on January 22 had barred him from participating in BCCI affairs, continues. A bench headed by Justice TS Thakur posted all applications

filed by BCCI and Srinivasan for hearing on October 5. Srinivasan has accused Thakur of lying to the court about his attending the BCCI meeting at Kolkata on August 8. The ex BCCI chief informed the SC that he was already in the BCCI meeting on

August 8 and not barged in the room as said by Thakur. Srinivasan said, “The false application is stated to have been drafted on the instructions of Anurag Thakur, who cannot distance himself from the serious consequences of giving false instructions”.

With serious doubts hanging over the proposed bilateral cricket series between India and Pakistan, PCB chief Shahryar Khan on Thursday said they are open to “options” ranging from boycotting ties to demanding compensation if the BCCI fails to honour the MOU signed between the two boards. But Shahryar said he is still hopeful of the series taking place in December and would meet BCCI secretary Anurag Thakur in a week’s time to decide on the fate of the rubber that is hanging in limbo in the wake of the current political tensions between the two countries. “I received a reply from Thakur that we well meet in Dubai and we will probably decide what is to be done. The court also imposed a fine of Rs 500 on Dr Trivedi Correspondent | Rajkot

Former Gujarat chief minister Suresh Mehta’s younger sister Dr Shobhna Trivedi was convicted by a court in Kutch district on Wednesday and sentenced to 22 days simple imprisonment for not submitting reports of ultrasonography procedures performed at her clinic to health officials in 2011. The court of judicial magistrate (first class) BG Solanki in Mandvi taluka of Kutch found Dr Trivedi guilty under Rule 9 (8) of Pre-Natal Diagnostic Techniques (Regulation

and Prevention of Misuse) Act, 1994. The subrule 8 of Rule 9 of PNDT Act makes it incumbent upon a gaynaecologist to furnish monthly report of ultrasonography procedures conducted at his/ her clinic to the office of chief district health officer of respective district by 5th day of the following month. Such report is compilation of Form-F that a pregnant woman and her relatives

fill up before undergoing ultrasonography procedure. However, Dr Trivedi, who used to run her clinic in Mandvi, did not submit reports for month of August and September in year 2011. Health officials of Kutch district filed a case against her the same year and the JMFC court delivered its verdict after almost four years. “Dr Trivedi’s defence was that she had gone abroad and there-

fore no sonography procedure was conducted at her clinic. Since no sonography was done, she said, no report was submitted. But according to provisions of PNDT Act, in such a scenario, a doctor has to submit a report of nil procedures. We had six witnesses and four documental evidence to prove our case. The court appreciated the evidence and convicted Dr Trivedi,” assistant public prosecutor Nitin Jogi said. The court also imposed a fine of Rs 500 on Dr Trivedi. However, the magistrate granted Dr Trivedi stay on sentence for a month to allow her time to appeal against the verdict. Dr Trivedi, who is in her late 60s has stopped practicing medicine since.
