Agency News: New Delhi Arguing that the “trend of disruptions” in Parliament is “highly disturbing”, Rajya Sabha Chairman M Venkaiah Naidu Wednesday asked members of the House to reflect and conduct themselves in a manner befitting both “trust” the citizens have in parliamentary democracy and the “historic time” the country is passing through. Naidu, in his opening remarks to the Rajya Sabha, pointed out the voters’ turnout in the last 70 years have increased from 45 per cent in elections to the first Lok Sabha in

1951-52 to over 67 per cent in the polls held in 2019. “This marks an increase of 50 per cent in voter participation. The voter turn in the polls to State Assemblies is even higher. This goes to prove that the citizens of our country continue to repose their faith in our democracy. However, our legislatures and the elected representatives of the people do not seem to be reciprocating in equal measure with the functioning of legislatures declining over the years,” he said. As India is marking the 75th year of its Independence, he said “In this historic year, the need of the

Congress MP Rahul Gandhi on Wednesday launched a blistering attack on the government and said the government can’t rule over India without taking states on board, without consulting the states. It is a bouquet of flowers that can never be challenged by any power in the world, Rahul Gandhi said in motion of thanks to the presidential address.“There are two visions of India; one is that India is a union of states which means negotiation, conversation. It is not a kingdom. You will never rule over the people of Tamil Nadu...You are not the king,” Rahul Gandhi said. “The confused idea of the nation of India

is playing havoc with the country. Referring to Peagusus, Rahul Gandhi said these are institutions to attack the people. “When PM Modi is personally going to Israel and authorising pegasus, he is attacking the people of Tamil Nadu, he is attacking the people of Assam,” Rahul Gandhi said amid uproar in Parliament. “You are fiddling with something very very dangerous. I know something about the idea of India because blood has been sacrificed for this country not by me but by my family members. “Pro-Capitalist”: Congress’ SUNVILLA SAMACHAR Mallikarjun Kharge Slams Despite Heavy Tax, Crypto Eco- Centre On Budget Leader of Opposition system Wins Legitimacy in Rajya Sabha Editorial

Nirmala Sitharaman's 2022-23 budget has a number of digital initiatives. But the mainhighlight is the introduction of Digital Rupee based on blockchain, a technology that drivesthe cryptocurrencies. The digital rupee will be a digital depiction of an Indian rupeesupported by the Reserve Bank of India and will be equivalent in value to the physical rupee. The move indicates an accommodative approach towards digital currencies, rather thaninimical, which at one point of time appeared to be a strong option. In that respect, DigitalRupee is in accordance with a new line of thinking by the central banks across the world, which seeks to recognise the reality that cryptocurrencies have attained a status that cannotbe wished away. Concepts such as digital dollar, digital euro and e-yuan are being pursuedactively by the leading central banks. So Digital Rupee is a natural fit. But unlike the cryptos, which mostly allow users to remain anonymous, the digital rupee transactions will betransparent and its value equivalent to the physical rupee. At the same time, Nirmala Sitharaman has shown the axe to the cryptos by proposing a 30percent tax on incomes earned by way of transfer of digital assets. This is more than eventhe highest rate of taxation for equities and bonds. Crypto fans would definitely consider thisas too harsh but given the tenacity and ingenuity of the crypto players, the industry is morelikely to take the new threat in its stride, rather than give in easily. Despite the reverses, themain takeaway is that the cryptocurrency ecosystem has won a certain legitimacy, whichmust be welcome news for the crypto fans. The finance minister has tried to push digital payments further by expanding the digitalpayment ecosystem by setting up 75 digital banking units in 75 districts across India byscheduled commercial banks. The number is obviously tied to the celebration of 75 years ofindependence. As part of the digital payment plan, 1.05 lakh post offices are proposed to bebrought under the core banking system, enabling financial inclusion and access through netbanking, mobile banking, ATMs. It will provide access to the online transfer of funds betweenpost office accounts and bank accounts. The move is expected to be particularly helpful topeople in the rural areas and promote use of payment platforms that are both economicaland user-friendly.Another major digital initiative by the finance minister is in the sphere of education, whichhas seen unprecedented crises in the wake of the pandemic, accentuating some of theinherent disadvantages that have already plagued the system. The plan to set up a digitaluniversity, building on the experience gained in the forced shift towards online educationduring the pandemic, will be built on a hub and spoke model, is expected to address some ofthese disadvantages, particularly the digital divide in education.Plans have been announced to launch the 1-Class-1-TV channel to provide supplementary education to children to make up for the loss of formal education due to Covid. Accordingly, the PM eVIDYA scheme is being expanded from 12 to 200 TV channels. This will enable allstates to provide supplementary education in regional languages for classes 1 to 12.The finance minster has announced the setting up of an Animation, Visual Effects, Gaming, and Comics (AVGC) task force to help build domestic capacity to serve the Indian marketsand also meet global demand. This is expected to address one of the key challenges ofhiring talent for gaming firms. Several startup founders had pointed out that there is nomassive pretrained talent pool since the game development industry is still relatively new inthe country.Similarly, the introduction of innovative initiatives like e-passports will boost security andenhance the convenience of international travellers by cutting down long queues atimmigration counters. This will help support a faster revival of international travel in apandemic- Kapilkumar M. Hirpara d r i v e n environment.

In his Republic Day address, the DMK Chief had announced the launch of ‘All India Federation for Social Justice’.

On January 26, the councillors of the Ladakh Autonomous Hill Development Council (LAHDC)Leh boycotted the Republic Day function. While the trigger for their move was that they were denied entry into the event’s venue at Leh through the VIP gate, the councillors also alleged that it betrayed a continued bid to undermine the elected Leh and Kargil Hill Councils in Ladakh. The councillors of both the LAHDC-Leh and the LAHDC-Kargil say that since the declaration of Ladakh as a separate Union Territory following the bifurcation of the state of Jammu

and Kashmir into two UTs (J&K and Ladakh) in August 2019, the bureaucracy has been getting increasingly more powerful, allegedly encroaching into their jurisdiction and disempowering public representatives like them. “Since Ladakh was turned into a UT, the bureaucracy is ruling here,” says Nasir Hussain Munshi, an elected councillor from the LAHDC-Kargil. “They (bureaucrats) are interfering in everything. The voice of the elected representatives has been stifled, it has become a cry in the wilderness.” Munshi charges that the undermining of the elected institutions by the bureaucracy has been the key grievance.

Texas power prices surge with cold snap poised to test grid Agency News:New Delhi Texas electricity prices surged to more than $1,000 a megawatthour for Friday when demand is forecast to hit a winter record in the biggest test since extreme cold and blackouts killed hundreds almost a year ago. Demand on the grid operated by the Electric Reliability Council of Texas, or Ercot, is forecast to peak at 71,806 megawatts on the morning of Feb. 4, a level that has never been seen outside the summer season before. In February 2021, demand was poised to climb to an all-time high before widespread outages darkened the second-largest U.S. state for days. Memory of that crisis is creating a fear premium

for coming days, when a deep chill is expected to descend on Texas, according to several traders. On-peak power for Ercot’s North hub, which includes Dallas, closed at $800 for Feb. 4 on the Intercontinental Exchange after topping $1,000 in trading Monday, traders said. By comparison, Wednesday power fetched $60 and Thursday almost $560, a trader said.
