Bare in Bihar: Candidates in Army exam stripped to their underwear

In Muzaffarpur, the army apparently trusts no one except its own. In the interest of efficiency, over 1,150 candidates in search of a job in uniform were ordered to strip down to the bare essentials to save the authorities the bother of having to frisk them before a written examination. They were also seated in an open field, far enough apart to prevent surreptitious communications and policed by men in full uniform. Perhaps the authorities recalled that Bihar was once the land of education mafias, which ran colleges disbursing degrees for cash, sometimes from makeshift counters in markets. Perhaps they remembered last year’s outrage, when pictures of an examination centre in Muzaffarpur circulated, showing people hanging from the windows of an examination centre, passing notes to the candidates within. But that was a civilian examination. The test in Muzaffarpur was for recruitment to the armed forces. Successful candidates will guard our borders and face insurgents, or manage support services for active personnel. All are destined for positions of trust, and can expect to serve with dignity. However, their worldview may have changed following their first contact with army life. Full contact, experienced in almost every part of the economically clothed body. The price increase would be between 3% and 5% depending on the model, leading to a price hike between Rs 1 lakh and Rs 5 lakh. In India, the German luxury carmaker sells models ranging from A Class to Maybach, priced between Rs 28 lakh and Rs 1.67 crore (ex-showroom price). Elaborating on the need to go in for price hike, the company said, “The imposition of an infrastructural cess as well as an additional luxury tax announced in the Union Budget 2016, has negatively impacted the prices of the Mercedes-Benz model range.” In addition, a weakening currency coupled with rising input costs has been exerting significant pressure to the bottom-line, it added. The combination of all these factors led Mercedes-Benz India to upwardly revise the prices of the entire model range, the company said.

move out of Mumbai. It had also barred him from entering Gujarat. Vanzara moved a petition, seeking modification of the condition. On Tuesday, after the High Court pronounced the order, Vanzara tweeted, “Today, Bombay High Court has removed my bail conditions requiring me (1) to compulsorily stay in Mumbai & (2) not to enter into Gujarat.” When contacted, Vanzara said over phone that “it’s a big relief from the court, but he still can’t go home due to similar condition imposed by the honourable special CBI court in Ish-

Notwithstanding the political slug fest over the alleged fake encounter case of Ishrat Jahan, its trial is stuck for last two years in CBI court for want of sanction from the Centre to prosecute IB officers who have been charge-sheeted by the probe agency. The CBI had filed two charge sheets in the encounter case of Ishrat Jahan and three others. The first charge sheet filed in July 2013 was against seven police officers, including IPS officers P P Pandey, D G Vanzara and G L Singhal. In the charge sheet, the CBI had said that the encounter was fake and a joint operation between Gujarat Police and the Intelligence Bureau. In the second charge sheet filed in February 2014, the CBI had charged Special Director of IB, Rajendra Kumar, with murder (IPC section 302), criminal conspiracy (120 {B}), kidnapping in order

to murder (364), wrongful confinement (346, 364 and 368) and under sections 3, 25 (A) and 29 of the Arms Act. Three other IB officers who were part of Kumar’s team – P Mittal, M K Sinha and Rajiv Wankhed – were also charged in the case. Both the charge sheets were filed in the court of Additional Chief Judicial Magistrate H S Kuthwad. However, the CBI had not obtained permission of the central Law Ministry to prosecute the four IB officers named in the second charge sheet. “As the CBI had not obtained permission of the Union government, the court had not taken cognisance of the charge sheet against the IB officers,” said Vinod Gajjar, advocate for accused D G Vanzara and others. “The court had taken cognisance of the first charge sheet against seven police officers and case against them was committed for trial,” he said.
