The institute had sent an invite to Jawaharlal Nehru University students Umar Khalid and Shehla Rashid to address a seminar that was called off following ABVP protests. Khalid allegedly shouted anti-India slogans supporting the secession of militancy-hit Kashmir last February at an event on JNU campus, and was arrested on sedition charges. A sex racket in Gujarat – in which leading members of the ruling BJP are said to be involved – has kicked up a storm in the state. But as the case takes curious twists and turns, a citizens committee wonders if the woman who complained about being drawn into the racket will ever get justice. On January 23, the 24-yearold woman from Mumbai filed a complaint at the Naliya police station in Abdasa taluka, Kutch. Her allegations about being gangraped by ten men, and the subsequent details about the scandal, have led to the arrest of nine men mentioned in the FIR, filed two days after the initial complaint. Four of those arrested are local BJP leaders in Kutch. She

also filed an affidavit in the high court in Gujarat, accusing the police of inaction after the FIR was registered. In the affidavit, she said that 35-40 women in and around Kutch were pulled into the sex ring, in which some 65 people were involved, under the ruse of employment. In her affidavit she stated that in August 2016, she went to her mother’s house in Kothara, Naliya taluka, after a dispute with her husband, who is a Mumbai resident. In search of employment, she met a man identified as Bhababhai,

alias Babushir, a mobile shop owner in Naliya. Bhababhai introduced her to Shantilal Solanki, a senior BJP leader. The woman said that Solanki, who ran a liquid petroleum gas (LPG) agency, offered her a job paying Rs 5,500 a month. Last Diwali, when the victim wanted an advance payment, Solanki called her to his residence to collect the money. Upon arriving there, she said she was offered a drink. She fell unconscious after that and was raped by three men, according to the affidavit.

The Madras High Court has quashed two PILs against supplying water to soft drink companies including Pepsi and Coca-Cola from the Thamirabarani river in Tirunelvelli. Jat struggle, like Patidar agitation, is a volcano waiting to erupt

The history of contemporary social movements requires a classifier, someone differentiating the struggles of our time in terms of style, language, origin, tactics and organisation rather than reporting them through the standardised mulch of politics. The language of politics varies, and with it, its accompanying speech of threat or persuasion. One wishes one had a more detailed ethnography where struggles were identified like butterflies. For example, Dalit struggles speak the language of justice, of oppression but dominant caste struggles speak more the language of grievance, of complaint, of missed opportunities. For example, the Jat, the Gujjar and the Patel struggles speak the language of grievance. Here the act of waiting for a demand to be processed is seen as a ritual of insult. Dominant castes are not used to waiting. They like to be waited upon. Their language of protest is not a plea for justice but a threat, where demands sound more like menu cards listing out requirements rather than pleas for justice. One thing marks all three movements. It is problematic of time but time has a different semiotics. All three movements have simmered, sputtering into violent action and then became muted. Often the announcement of impending action is a threat to violence not a plea to justice. The threat of violence often shows contempt for the long-windedness of politics. Time is seen as a currency the dominant groups do not want to spend. They want their demands fulfilled and now. There is arrogance in all three movements and the threat to violence marks them all. The Jat agitation a year ago left Haryana a mute spectator, while properties and shops of non-Jats were targeted with impunity. In Rohtak, which is often considered the epicentre of the movement, over a 1,000 properties were destroyed. Worse, policeman were not just mute spectators but active participants. Few sociologists look at the trauma such violence causes. The Jat struggle like the Patel battle is a volcano that is simmering again. The same rituals of politics are being played out — threats, the language of grievance and the litany against wasted time as if time as delay is an insult to the power of the dominant castes. For castes and power groups that set the rules of the game, to play within the rules is difficult. Since the Supreme Court has capped reservation, the idea of obtaining a piece of the pie in a constitutional sense is elusive. The Jats know that when committees take over, a movement can fade out. Rule by delay is an old strategy of parliamentary and electoral politics.The urgency of politics needs to be speeded up and time can only be forced through threat or violence. The Jats understand the mechanisms to produce this.

Manohar Parrikar backs free speech but within legal framework Agency | New Delhi

Amid a raging controversy over free speech, Defence Minister Manohar Parrikar on Thursday said he supports freedom of expression, but within the legal framework. “I believe in freedom of expression but it has to be within reasonable legal framework,” he said. On the sidelines of a DRDO event, Parrikar was asked to comment on the controversy surrounding Delhi University student Gurmehar Kaur who had launched a campaign against RSS-backed ABVP. The defence minister, however, clarified that his comments were not related to any particular incident. The 20-year-old Kaur became the centre of a controversy after she launched a social media campaign against the

ABVP which has been under attack after some of its members were allegedly involved in violence at Ramjas College on February 22. She allegedly received rape threats following the campaign and drew criticism from a Union minister and a BJP MP. On the issue of the alleged leak of question papers of an army recruitment examination, Parrikar said the defence ministry has recommended a CBI inquiry as the case has inter-state ramifications. On Monday, the army had ordered a high-level court of inquiry (CoI) into the alleged question paper leak.

The Gujarat High Court has granted relief to the CBI in a contempt case against it for refusing to return passport of Junaid Sheikh, who was acquitted in the 2003 BJP leader Haren Pandya murder case. The High Court on Tuesday stayed the contempt notice issued by a sessions court to the CBI. The High Court also granted permission to the CBI for early hearing of a petition moved by the agency against the sessions’ court order which asked the CBI to return the passport of Sheikh. The CBI has challenged this modification in the Supreme Court, where the matter remains pending. In the meanwhile, Sheikh sought his passport back from the CBI, but agency objected to it citing the appeal petition in the apex court.
