Poll code violation: Supreme Court asks EC to decide on pending complaints against Modi, Shah New Delhi : The Supreme Court Thursday asked the Election Commission to decide on pending complaints against Prime Minister Narendra Modi and BJP chief Amit Shah in connection with the alleged violation of Model Code of Conduct (MCC) before it hears the matter again on May 6. The EC told a bench headed by Chief Justice Ranjan Gogoi that it has already decided on two out of the 11 complaints which were filed by the Congress party against Modi and Shah. On Wednesday, the EC gave a second clean chit to PM Modi for his appeal to first-time voters by invoking the Balakot airstrikes in Latur, Maharashtra on April 9. Lucknow : Uttar Pradesh Chief Minister Yogi Adityanath Wednesday paid homage to those who died in the Naxal attack in Maharashtra and said that the sacrifice of the 15 police personnel will be avenged by killing at least 100 Naxals. “This is a battle of the entire country and 130 crore countrymen are with our brave jawans,” he said in an election rally in the state. “Our 15 jawans sacrificed their lives but in return we will kill atleast 100 Naxals,” he added. Addressing the press a day after China lifted its technical hold on the listing of Masood Azhar, MEA spokesperson Raveesh Kumar said: “Our objective was to ensure the designation of Masood Azhar as a global terrorist,” adding that the Pulwama terror attack in which 40 CRPF soldiers were killed, played a key role in Azhar’s designation. “The designation is not based on the basis of a specific incident, but on the basis of evidence which we have shared with members of the UN’s 1267 Sanctions Committee,

The railways said that it will grant full refund to passengers for the cancelled or diverted trains if the tickets are produced within three days from scheduled date of journey. Cyclone “Fani” itensified into a very severe cyclonic storm on Tuesday, and is likely to hit the Odisha coast between Puri and Kendrapara by tomorrow. The India Meteorological Department (IMD) said cyclonic “Fani” is

likely to make landfall at Odisha coast between Gopalpur and Chandbali. Evacuations have begun on a war footing in the coastal districts of Puri, Jagatsinghpur, Kendrapara, Bhadrak, Balasore, Mayurbhanj, Gajapati, Ganjam, Khordha, Cuttack and Jajpur. All schools and colleges will be closed for the next three days in Odisha. Over 8 lakh people in the coastal districts are being evacuated, said government officials. Around 900 cyclone shelters have been prepared to house evacuees while troops of the Indian Navy, Indian Coast Guard and 78 teams of the National Disaster response Force (NDRF) have been requisitioned for deployment.

SC likely to hear plea seeking Rahul Gandhi’s disqualification from contesting LS polls New Delhi : The Supreme Court is likely hear next week a petition seeking to bar Congress president Rahul Gandhi from contesting Lok Sabha elections on the basis of questions over his citizenship. The development came a day after the Union Ministry of Home Affairs issued a notice to the Congress president and asked him to “intimate the factual position on this matter” within a fortnight. The complaint to the ministry was sent by BJP’s Rajya Sabha MP, Subramanian Swamy, in September 2017, but the MHA took no action on it all these months. Rahul had earlier told Parliament’s ethics committee that he had never “sought or acquired British citizenship”, and that his “identity is that of an Indian”. Responding to the notice, the Congress on Tuesday released what it called the “original certificate

of incorporation” of the company quoted in the MHA notice, and argued it clearly shows that Rahul Gandhi is an Indian. In November 2015, the apex court had dismissed a public interest litigation by former CBI officer and lawyer M L Sharma, seeking a CBI probe into the issue. A bench comprising then Chief Justice of India H L Dattu and Justice Amitava Roy had questioned “authenticity of the document” attached with the PIL, and the manner in which the papers were procured. “Can we start making roving inquiries,” the bench asked while turning down the petition as “frivolous”.

The people of India and the country’s great space race As game theorists, we cannot, with a good conscience, object to an action merely because it carries a strong trace of self-interest. We refer here, of course, to the 27 March test of an anti-satellite (A-SAT) gun and the nuclear sabre-rattling engaged in by India’s prime minister in the run-up to the general elections. But recasting real life interactions as board games to bring strategic interests into sharp relief—hey, that’s right up our street! Obviously, the board game would be called The Great Space Race. The theme is straightforward: in a hostile geo-political environment, neighbouring countries are engaged in a space race to protect their national security. Each nation has an endowment of resources that is either used to build satellites (referred to as the militarization of space) or develop anti-satellite technology (the weaponization of space) or to initiate attacks on the other country. Nations are not equal in terms of the endowment of resources. Leaders attempt to stay ahead and laggards play leapfrog using modern technology. Attacks could be either conventional or space-based. The consequent damage to the attacker and the defender depends on the relative amount of resources controlled and the mode of attack. Players must also navigate their internal contexts, which act as limitations and serve to assign roles. For example, some parties are best known for espousing nationalism, others for being flag-bearers of social justice. Let’s cut to the real world. On 16 June 2017, Chinese troops with construction vehicles and road-building equipment begin extending an existing road southward in Doklam, an area disputed between China and Bhutan, and of strategic importance to India. On 18 June 2017, about 270 Indian troops cross the Sikkim border to stop the Chinese troops. On 28 August, both India and China announce that they have withdrawn all their troops from the face-off site in Doklam. However, China quietly deploys troops and continues to build new infrastructure in the area, slowly but steadily gaining an upper hand. Now that India is armed with an A-SAT gun, could it shoot down the Chinese satellite engaged in surveillance and deploy troops without fear of retribution? Not really. As of 24 January 2018, there were 320 dual-use or dedicated military satellites in the sky. Of these, 123 were owned by the US, 74 by Russia, 68 by China, and only 14 by India. Thus, if China were to engage in a tit-for-tat strategy, India would lose a far greater proportion of its civilian and military capability than China. Of course, life is no board game. The point is that before going for weaponization, through its anti-satellite missile, India could have undertaken militarization, ie. chosen to achieve a measure of parity with China in terms of satellites. Moreover, like the US, Russia and China, it could have focused on laser and cyber capabilities for neutralizing satellites rather than on A-SAT weaponry. We agree that we may be quibbling about a non-issue as no one is actually about to go around shooting down enemy missiles. Except that there is a deeper dynamic at play—the weaponization of space gets headlines, and, possibly, votes, but militarization does not. The political theory of John Locke and Jean-Jacques Rosseau postulates that people give up their freedoms to governments in return for the provision of a set of public goods, including national security. However, it is possible that the provision of national security can become the main pillar legitimizing a government, at the expense of other basic services like education, health and employment. This constitutes the politicization of war where the purpose of supposedly antagonistic governments is not to secure peace but to stoke conflict and distract people from their failures on other fronts. Ideally, in a democracy, this should reflect in the government getting voted out, but the electorate - Kapilkumar M. Hirpara may take some time Editor to catch on.

New Delhi : The top lender of ailing Jet Airways India Ltd said the burden of reversing the grounded carrier’s negative net worth before it can fly again is the biggest challenge for any potential investor. “Liabilities and losses are considerable,” Rajnish Kumar, chairman of State Bank of India, said in an interview with ‘Bloomberg Television’ on Thursday. “All these past liabilities and then, profitably, can they fly in future? These are some of the considerations which are weighing upon the minds of the potential investors.” Creditors led by State Bank of India have put Jet Airways up for sale after the carrier failed to pay back debt. Once India’s biggest airline by market value, Jet Airways has been a victim of a budget airline boom in the

fiercely competitive market in the South Asian nation, where carriers offer base fare of as low as 1 cent to lure first time flyers. The airline, which stopped all flights last month, has made losses in nine of the past 11 years. Jet Airways has seen lessors taking away its aircraft while rivals start services on routes it previously operated. The deadline for submission of binding bids to take over control and ownership of Jet Airways is 10 May, Kumar said. Bandhan Bank reports 68% jump in March quarter net profit

New Delhi : Bandhan Bank Ltd on Thursday reported a 67.8% increase in its March quarter net profit due to higher net interest and noninterest income. Net profit for the quarter stood at 651 crore, beating the Street’s estimates, up 67.78% from 388 crore a year ago. Analysts expected the lender to report a net profit of 546.30 crore, according to a Bloomberg poll of eight analysts. Net interest income (NII), or the core income a bank earns by giving loans, was up 45.60% to 1,258 crore versus 864 crore last year. Non-interest income was at 388 crore, up 91.13% from 203 crore a year ago. Provisions and contingencies surged 41.28% to 199.97 crore in the quarter from 112.86 crore a year ago. As

Vanzara and Amin had filed discharge applications in the court after the Gujarat government refused to grant sanctions to the CBI to prosecute the two former police officers. Special CBI court judge J K Pandya said that since the government

has not sanctioned their prosecution, their discharge pleas are allowed and proceedings against them will be dropped in the case. Under section 197 of the Code of Criminal Procedure, the government’s sanction is necessary for the prosecution of a public servant for an act done as part of the official duty. Ishrat, a 19-year-old

woman from Mumbra near Mumbai, Javed Shaikh alias Pranesh Pillai, Amjadali Akbarali Rana and Zeeshan Johar were killed by Gujarat police in an alleged fake encounter on the outskirts of Ahmedabad on June 15, 2004. The police had claimed they were terrorists and come to Gujarat to kill then chief minister Narendra Modi.

Ahmedabad : To pare its debt and pay off liabilities, state promoted Gujarat State Petroleum Corporation Ltd (GSPC) will transfer 6,000 crore worth of nonconvertible debentures to sister concern Gujarat State Investment Ltd (GSIL), according to an arrangement reached by the two companies and accessed by Mint. As part of the arrangement, which provides for the assignment of obligations,

GSPC will issue equity shares to GSIL resulting in the latter becoming the holding company of GSPC. GSIL holds investments of government of Gujarat in various state sector entities. The company is an unregistered core investment company and engaged in the business of investment generally. The issue of the non-convertible debenture will almost halve GSPC’s debt to 7,500 crore from

13,500 crore as of now. The non-convertible debentures of GSPC issued on a private placement basis are listed on the National Stock Exchange. The government of Gujarat holds 86.8% stake in GSPC. “This will result in administrative synergies, simplification, focused management, streamlining

and optimization of the group structure and efficient administration for the ultimate shareholders (government of Gujarat acting through the governor of the state of Gujarat) of both the companies. The assignment of obligations by the transferor company will improve the leverage debt to

equity ratio of GSPC,” the scheme of arrangement said. GSPC in an emailed response said, “Being a state unit, we will not be able to comment given that the election model code of conduct is in place and the subject matter relates to a proposed commercial transaction between two government companies.” GSIL did not reply to an email sent on April 10. The scheme of arrangement added that the proposed transaction will improve the debt to equity ratio of GSPC. “The transaction is also expected to enhance the tradeability of the non-convertible debentures in the secondary market due to the better credit rating of the GSIL debentures to be issued to existing shareholders,” said the arrangement document.

Gujarat tear-jerker: Onion sowing dips 80% Gujarat solar projects get bids of

Ahmedabad : Gujarat is all set for a tear-jerker in the coming months. Even as the state reels under a severe water crisis, onion sowing has recorded an alarming dip of 80% when compared to 2018. The state agriculture department’s sowing report released on April 29 has redflagged that sowing has taken place only on 1,811 hectares, which is only 20% of the 9,214 hectares on which sowing took place in 2018. The sowing is 16% of the decadal average of 11,375 hectares. This has triggered fears of a price spike as production of onion is expected to plummet to as low as 31,000 tonnes compared to 1.57 lakh tonnes in 2018. According to the Gujarat Pocketbook of Agricultural Statistics 2018, the state had recorded per hectare yield of 171.62 quintal or 17 tonnes. Local farmers say that poor prices fetched last year has scared away farmers from taking onion crop. Farmers also point at changing dynamics nationally.

600 MW despite low ceiling tariffs

Ahmedabad : Gujarat’s fresh attempt to auction 700 mw of solar projects at Raghanesda Solar Park has attracted techno-commercial bids of 600 mw despite having an aggressive ceiling price of Rs 2.70 per unit, people close to the development said. The state’s renewable energy agency Gujarat Urja Vikas Nigam (GUVNL) had cancelled the first auction for the same projects held in January, because it found the lowest discovered tariff of Rs 2.84 per unit to be too high. The January auction had attracted bids of 1,250 mw, while the new auction has been under-subscribed by 100 mw. One solar developer deplored that the auction attracted this much bid. “I’m surprised that bids were got even for 600 mw,” the

person said on condition of anonymity. “There are enough developers tripping over themselves to harm one another.” GUVNL had in March last year also cancelled the results of another auction of 500 mw, for the same reason, when the winning tariff reached was Rs 2.98 per unit. As a result, solar developers have been wary of Gujarat tenders. Sources close to the development said GUVNL will proceed with the reverse auction shortly. The discom could not be reached for a comment.
