My Days With Alapan Bandyopadhay, New Chief Adviser To Mamata

Alapan Bandyopadhay is in the eyeof the storm raging between the Centre and the State of West Bengal. The gentleman bureaucrat has been hogging national headlines after the Modi-led Union government ordered his transfer on the night of May 28 following the PMO charge that the Chief Minister Mamata Banerjee kept Prime Minister Narendra Modi waiting, skipping the review meeting on Cyclone Yaasinduced damage in Bengal. Banerjee refuted the charges and alleged that the Centre and the BJP were resorting to vendetta against hergovernment because of their humiliating defeat in the latest assembly elections.Amidst this Centre-state tug of war, Alapan turned the tables by taking his due retirement onMay 31 and refusing to join the central government on Monday, May 31, as desired by Delhi.Immediately following his resignation from the Indian Administrative Service, he was appointed by the CM Banerjee as the chief adviser to her government for a period of threeyears. I met a young Alapan in 1985 in Guwahati when I was the special correspondent of The Economic Times newspaper in charge of the Northeast. I arrived in January amidst the rising agitation by All Assam Students Union, also known as the Assam Movement. I was looking for other correspondents from Calcutta newspapers, and soon, I met Alapan who had joinedthe Guwahati office of Ananda Bazaar Patrika, reporting on the Assam movement which was of big interest to the Bengali readers of ABP. My ET office at the centrally located Panbazar was quite spacious and I had decked it upwith more chairs and tables so that a big adda could take place there. Soon, Seema Guhajoined as the Times of India's correspondent in Guwahati, leaving The Telegraph for a betterfuture, and we both shared the big room in our office, keeping many chairs free for ourfrequent visitors. Alapan, Seema and I became the three musketeers of sort, teenmurti, aswe used to refer to our talkative troika. We started spending time at our Panbazar office overcountless cups of tea, accompanied by muri, telebhaja and phuluri which used to come fromthe adjacent market. Soon, another bright young reporter, Aniruddha Mukherjee, joined our gang. Aniruddha was sent by the now-tainted-but-then-dashing editor, MJ Akbar, to fill in theplace of Seema, who did a stellar reporting job during her tenure at The Telegraph.I was staying at the Government Circuit House in a welcoming capacious room, a fabulousplace on the banks of Brahmaputra. I felt this must be it to live like a VIP — good room, greatview, fantastic friends! But the circuit house was available to journalists for only seven daysat a stretch. So, I made arrangement with the manager that after the seventh day, for oneday, I would stay at another place and the next day, I would be back at the CH. Themanager was an amiable fellow with whom I had struck up a good rapport. He agreed andhelped me to stay on for about three months with one-day break after every week. Alapan used to stay in a ground-floor flat near my office in the market and that was perhapshis office-cum-residence. Since ET was a business daily, the brief given to me by the editorwas that I should focus on mostly business stories and cover only important politicaldevelopments. Alapan, on the other hand, was constantly chasing the political leaders andthe AASU members and sending big stories to Ananda Bazaar Patrika. I would read hisstories and find out how he had tried going into the depth of the issues at the heart of theAssam movement and, as a result, reported in a completely different manner, with a fusionof the journalistic crispiness and academic rigour. - Kapilkumar M. Actor Nisha Rawal held a press conference on Tuesday evening to share her side of things amid reports of domestic violence. It again dropped marginally on September 7, 10 and 11, and on November 25, 26 and 27 due to a surge in cases. It also dipped on February 21, 22, 25, 26, 27, 28 and is dipping throughout the month of March, April and May. However, the recovery rate has again started improving from May 10 onwards. Notably, the US-based pharmaceutical giants had asked the government for multiple waivers such as indemnity and relaxation from a postapproval local trial. While the government has waived off the need for a local trial, it is yet to take a call on indemnity. However, media reports suggested that the government is likely to grant indemnity to companies at a time when it desperately wants to scale up the vaccination drive that is moving slower than expected due to a shortage of vaccines. The companies have been seeking legal protection from any claims linked.

The order mentions that cops are seen playing or talking on their smartphones or messaging each other at different parts of the city, which seems to be their “prime duty”. The order also said the sight of on-duty police—particularly those at busy traffic signals, deputed to VIP/VVIP visits, or sent to control crowds at public events—were affecting the image of the force. It said such distractions could lead to negligence in police

personnel’s conduct. The order has been passed to ensure that cops stay alert while on duty, and be ready to respond to lawand-order situations or a call for help from citizens.Bihar not the only state Bihar is not the first state to pass such an order against cops to regulate their conduct. Rajasthan government had passed a similar restraining order in September 2019 for cops deployed on traffic or VIP movement from using their mobile phones. The cops on traffic or VIP duty were directed.

Gujarat HC to start regular hearing through video conference from June 7

Sunvilla News: Ahmedabad Two months after the Gujarat high court truncated its judicial functioning due to the sudden surge in Covid-19 cases, it has decided to commence regular function from June 7 through video conference. The HC has shifted to the virtual mode of hearing since the lockdown lastyear, but it has decreased the number of benches with the rise in Covidcases in the city. In the first week of April, the HC suspended its regular sitting by roster and limited the number of benches to five or six and decided to hear only urgent matters. Two weeks ago, when there was a decline witnessed in Covid cases and the state government relaxed restrictions and permitted to open markets for six hours a day, the Gujarat high court Advocates Association requested the chief justice to end its summer vacation and start regular functioning

of the court through video conference from May 24. The vacation is ending this week. The HC administration has declared that its standing committee and chief justice have decided that the HC will start functioning regularly through video conferencing from June 7, the first day after summer vacation. At present, there are only two singlejudge benches are available for hearing extremely urgent matters. In the first week of April, the HC had ordered closure of courtrooms for lower courts in five major cities and ordered shifting of judicial work to virtual mode. Initially, the arrangement was for 10 days, but since resumption of physical hearing has not bee possible with the continuous rise in Covid cases. In other parts of Gujarat, except five cities, the HC allowed the subordinate courts to continue with physical functioning but with limited working hours.
