PAN will be generated automatically if a taxpayer uses Aadhaar for filing returns: CBDT

New Delhi : The Income Tax Department will automatically issue PAN to a taxpayer using Aadhaar number for filing returns as part of a new arrangement to link the two databases. According to a notification issued by the CBDT on August 30, a person who furnishes Aadhaar, as they do not have PAN, “shall be deemed” to have applied for allotment of PAN and they will not be required to apply or submit any more documents.The rule has come into effect from September 1, it said. The notification said the tax department will “obtain demographic information of an individual from the Unique Identification Authority of India (UIDAI)” for allotment of Permanent Account. Create a social contract between the State and its most alienated citizens Close to a month has passed since the Union government bifurcated Jammu and Kashmir and removed Article 370. What do the tea leaves say? Diplomatically, India has much to show for itself. While China and Pakistan responded with anger, most nations have been cautious. A fatigue with Kashmir as a global issue is apparent. The mixing of popular disaffection with Islamist currents and terror networks has contributed to this. As such, structured international opinion seems ready to give India room. Such patience is not absolute. It is contingent on minimal violence, particularly if worsened by Indian security forces. Further, while it is accepted that a limiting of civil liberties and telecom services was inevitable in the immediate aftermath — to prevent instigation of violence — an early return to normality is essential. Admittedly “normality” is a contested expression in Kashmir; whatever it may mean, the release of detained politicians is a touchstone. Given the relative absence of significant protests and violence — the biggest crowds, in Soura, are estimated at a manageable 4,000 strong — the government has survived a critical phase. Gradual easing of restrictions has begun. Yet there is much to do, and India cannot do it fast enough. For any democracy, civil liberties are not merely an external credibility test; they represent a commitment to cherished national principles. What does the medium-term hold? Prime Minister Narendra Modi’s government has predicated its recent actions on a better deal for the Kashmir valley. Countering radicalism and terrorism are necessary here, but by themselves, not sufficient. What Modi will ultimately be judged by is his willingness to preserve and indeed enhance the ordinary Kashmiri’s dignity. This calls for a new social contract between the Indian State and its most alienated citizens.

Ahmedabad : The Gujarat government on Sunday announced that it will give a second agriculture power connection to farmers from the tribal belt with a survey number land of four-acre or more. The state in a release said that the decision was taken to benefit small farmers, particularly in tribal areas of the state where landholdings are not big enough to get a second power connection for agriculture."The farmer with the requisite land size needs to approach concerned authorities with the necessary documents to get a second power connection for agriculture," the

government said in a release. It said the decision will benefit lakhs of farmers in the Central and South Gujarat region. "Since the land-holding in tribal districts of the state is small, marginal farmers often can't get the benefit of a second three-phase power connection for agriculture under the existing scheme," said the state. According to the existing rules, a farmer can get a second agriculture power connection for the same survey number of his land, provided it measures eight acres or more. The state had before the 2017 assembly elections, announced that it would allow farmers a second agriculture power connection for land that measured eight-acre or more, thus agreeing to a long-pending demand of the farming community Earlier the government had informed the house that in the year 2016 and 2017, a total of 1.61 lakh applications from across the state were made for electricity for agricultural use.
