I. Lenin.The system was ailing for a long time for a variety of reasons but Gorbachev’s prescriptionfor the patient was so strong that the patient died.Gorbachev became general secretary of the Communist Party in 1985 and president of theerstwhile Union of Soviet Socialist Republics in 1990. Following the August putsch bycommunist hardliners, he resigned first as general secretary of the CPSU and then aspresident of the Soviet Union, on the eve of its dissolution on December 26,1991.Gobachevorganised two party congresses during his tenure, the 27th Congress fromFebruary 25 to March 5, 1986 and the next the 28th party congress from July 2, to July 13,1990. This 28th party congress was the last congress of the CPSU in the Soviet era.I was fortunate enough to be in the Soviet Union for three weeks in January1986 covering alarge number of provinces many of which are now part of the Commonwealth of IndependentStates (CIS). The visit was principally for doing an international feature on Soviet Union andthe scope for improving India- Soviet economic relations.. The visit was organized by mythe then newspaper The Economic Times with full cooperation of the Soviet Government. Iwas accompanied by Bhaskar Das, then senior advertising manager of The Times of IndiaGroup Calcutta who later became the CEO of ToI and Tapan Das, an official of the Sovietembassy in Delhi The period was exciting for the Soviet citizens in view of the draftdocument prepared by the new CPSU general secretary Mikhail Gorbachev calling forglasnost (openness) and perestroika(restructuring) in the Soviet system intended to give anew dimension to the democratization of the Soviet system.The year was significant. Leonid Brezhnev died in 1982 and his 18 years of rule from 1964was considered most static in terms of economic development. The Soviet regime missedthe benefits of the technological revolution, especially in telecom that took place in 1970s.The dependence on traditional resources like oil and minerals for earning foreign exchangeremained leading to big stagnation in the Soviet economy. The lack of information andentertainment made the burgeoning young population jittery. Gorbachev was looking for anew way out in his first ‘transformational’ programme. He lacked mature advisers who couldhelp him in balancing the tasks in a gradual manner. He was thinking of a New Deal forthe beleaguered Soviet citizens to breathe to some extent freely.But unfortunately for the CPSU, some of the party stalwarts who could help him were notthere. Suslov who was known for his pragmatism as also ideological clarity, was dead. Similarly Dimitri Ustinov, Andropov and Cherenenko passed away before the historiccongress. The newspapers were mostly officially controlled. The debate was limited to theparty members, common citizens had little inkling of the significance of the big bang reforms proposed by Gorbachev in his document. I tried my best to gauge the views of the officialswhom I met, but most of them were evasive. One said that since the general secretary wasproposing, it must be good for the country, but he had no views of his own.In that January 1986 just one month before the starting of the 27th party congress, I thoughtthere would be discussions on the two issues, but it was not evident among the officials andthe party people I met. One disadvantage was that I was always accompanied by aninterpreter all through this three week travel It was difficult to get the views of the commonpeople on my own without the help of the interpreter. However, I had some talks with twosenior officials in the Indian embassy. They were of the firm view that Gorbachev is runningfast ahead of his time, he has not got the party prepared for this. More or less, a westerndiplomat also shared this view when we met in a get together. previous corresponding period when the value was too low and vice-versa. Farm growth in the April-June quarter of the previous fiscal (2021-22) was just 2.2%. The latest growth rate comes in comparison to this “low base”. The economy as a whole grew 13.5% during April-June 2022-23, lower than expectations, according to the data.The bright spot is that sequentially, farm growth has
been above 4%. This means steady expansion of the sector for two straight quarters. In the immediately preceding quarter i.e. January-March 2021-22, farm GDP was 4.1%. Generally, for the economy as a whole to grow at 8% or so, farm growth needs to be above the 4% level Higher farm growth.

YES BANK hikes interest rates on NRE and FCNR Fixed Deposits YES BANK has revised the interest rates on its NonResident External Account (NRE) Fixed Deposits by 50 to 75 basis points. This move is in accordance with the recent announcement made by the Reserve Bank of India (RBI) to aid incremental fund flows. The Bank has also hiked its peak interest rate on Foreign Currency NonResident (FCNR) deposits by 20 basis points, allowing the NRI customers to avail healthy returns on their Fixed Deposit. The NRE Fixed Deposit rate for the tenure of 12 months to less than 18 months has been revised to 7.01% p.a. Similarly, the rate for the tenure greater than 18 months has been revised to 7.25% p.a. These revised rates are applicable for deposits less than INR 5 crores. Furthermore,
the Bank is also offering a peak rate of 4.05% p.a. 4.25% p.a. on USD FCNR deposits for the tenure of 12 months to less than 24 months. 24 months to less than 36 months.Commenting on the development, Mr. Prashant Kumar, MD & CEO, YES BANK said, “At YES BANK, driving innovation and customer centricity has always been at the core of our banking initiatives.
